The task facing Afghanistan is enormous, because it is a matter of building a State and its institutions, of rebuilding its army and its police, of preparing a constitution and of effecting the profound cultural change implicit in the necessary respect for and recognition of human rights - all tasks of enormous scope. Building a democracy is not an easy task; it is obviously a long-term domestic challenge.”
