5. “With regard to the issue of security, we deplore the ongoing bomb attacks and killings that the extremist group Al-Shabaab carries out regularly in Somalia, posing a potential threat that could sow chaos in Somalia and the Horn of Africa. We hope that the security reform provisions negotiated with international partners will be useful in diminishing that threat. We regret the deterioration in the humanitarian situation in Somalia and hope that the reforms under way will pay more attention to those priorities. We welcome the strengthened relations between Somalia and the other countries of the Horn of Africa, and we hope that those relations will be developed to promote sectors that are mutually beneficial for all countries in the region, such as the security sector, which is very important at this time of terrorist threats.”

We therefore encourage the Somali political leaders to implement the reconciliation measures adopted in Garowe on 26 January. Similarly, we call on the members of the two chambers of the Federal Parliament who stopped cooperating on 1 January this year to fulfil their obligations and resume cooperation in order to implement the parliamentary agenda and enact the laws urgently needed by the Somali people and various areas of Somali society.”

9. “In that regard, the Israeli occupation forces should act fairly and without bias regarding the origins of those involved. Finally, Equatorial Guinea's position on the Israeli- Palestinian conflict has always been unequivocal and is based on the international instruments in force. In the same way that we defend Israel's right to exist in peace and security, we therefore also support the inalienable right of the Palestinian people to self-determination and the right of Palestine to exist as a free and independent State. That is also the position of the African Union, whose decision we have a responsibility to respect. In short, Equatorial Guinea fully supports a two-State solution, with two States coexisting in conditions of peace and security and in harmony with the other States of the region.”

10. “Now that we have lost the valuable contribution, lasting more than two decades, of the Temporary International Presence in Hebron, which worked to prevent conflict and protect the Palestinians there, we are concerned about the future coexistence of Israelis and Palestinians there. In that regard, we hope that the Israeli Government and the Palestinian Authority will take care to avoid provoking the parties unnecessarily. On the subject of the situation in Hebron, we would like to point out that the issues of coexistence that arise in the various occupied Palestinian territories where Israeli settlers and Palestinians cohabit must be addressed while taking into account the fact that errors can be made on both sides, since they are both human, obviously.”

11. “In that regard, we reiterate our call to the international community to continue providing voluntary funding to the Agency, which plays a very important role in assisting Palestinian refugees from Gaza and other parts of the Middle East. We must bear in mind that violence is the cause of the suffering of the people of Gaza. Our delegation therefore urges Hamas and its militias to refrain from any provocative actions against Israel. We also call on the Israeli army to be measured in its responses and do everything it can to prevent the suffering of innocent civilians. However, a political settlement is essential if the blockade of Gaza is to be lifted, and it requires reconciliation between the Palestinian factions.”

12. “Reliable and recent reports indicate that more than half its people of working age are unemployed and that their prospects of finding work remain poor. A regular supply of electricity and drinking water has still not been restored, while hospital care is inadequate and schools are damaged. The ongoing situation in Gaza affects the development capacity of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which is currently experiencing funding difficulties. We are grateful to UNRWA, which, despite its situation, continues to meet the needs of all those benefiting from its humanitarian aid.”

13. “To get back to our monthly meeting on the situation in the Middle East, including the Palestinian question, the Republic of Equatorial Guinea would like to express its concern about the continuing aggressive exchanges that have dominated the long-running Palestinian- Israeli conflict. We believe that the escalation of violence has merely exacerbated the hostility between the parties, which has had a very negative effect on the socioeconomic development of the Palestinian people. It has created a sense of insecurity for both peoples and led to the abandonment of arrangements regarding issues that had been agreed on for decades. The current plight of women, children and all who live in Gaza as it has evolved over the past decade is a clear example of how the tension between the parties affects the Palestinian population.”

We welcome Her Excellency the Minister for Foreign Affairs of Indonesia back to the Council today. 17. “As we near the end of the pre-election year, my delegation urges political actors, civil society and the Government not to influence action that could incite the population to violence, with a view to guaranteeing a safe environment to facilitate the holding of next year's elections, which will be an indicator for the stability and development of the country. In that regard, we commend both the Government's commitment to holding elections on time and its request for United Nations electoral assistance. 18. “We welcome the enactment in October of a bill on the creation, organization and functioning of the National Council for Legal Aid, which establishes the legal framework for Haitians to access legal advice, regardless of their social status. That bill represents an important milestone in the effort to reverse the increase in pretrial detentions. The importance of the presence of women in the State's strategic decision-making circles must be stressed. To that end, the Government must achieve the minimum 30 per cent set forth in the Constitution, and not only in departments traditionally occupied by women.”

19. “Jovenel Moise, and his Government to resolve that situation through a series of measures, such as the decision to eliminate subsidies for petroleum products and the subsequent presentation of his approach to the Prime Minister to provide all the necessary support to the relevant institutions, in particular the judicial system, in the investigation of complaints concerning the mismanagement of PetroCaribe funds. Such efforts show his willingness to positively respond to the demands of the population. Our most heartfelt condolences go to the Government of Haiti and the families affected. The July protests targeting fuel subsidies, as well as more recent ones denouncing the mismanagement of PetroCaribe funds and a lack of improvement in the provision of social services, underscore the importance of a socioeconomic policy that covers all social strata and demands more from those responsible for its management.
