  1. We also welcome the news that the Secretary- General has just provided to us with regard to some improvements in the situation on the ground in eastern Ghouta. We hope that today's meeting will lead to greater improvement or a definitive resolution of the situation in that part of Syria. We read the letter dated 9 March that the co-penholders - France, the United Kingdom and the United States - addressed to the Secretary-General and the Council. We have also read very carefully the many letters that the Syrian Government has addressed to the members of the Security Council through its Permanent Representative. Basically, we note in those letters the repeated mutual accusations that have been a characteristic of this long conflict since its beginning. We are talking about a 30-day ceasefire, and time is gradually running out.

As the Secretary-General underscored in his briefing, in recent weeks, the parties involved at all levels have intensified their fighting in eastern Ghouta despite the humanitarian ceasefire agreed through the unanimous adoption of resolution 2401 (2018) exactly 16 days ago. Nevertheless, we welcome with satisfaction reports that the United Nations and Syrian Arab Red Crescent convoy was finally able to reach eastern Ghouta last Friday to complete the delivery of food that could not be unloaded on 5 March for security reasons. However, the delivery of all necessary humanitarian supplies, including the medical and health-care supplies that were seized in the first attempt by convoys to the besieged areas, continues to be urgent and must be carried out without delay.

I also thank him for his leadership and all his support, in particular his tremendous efforts, as well as those of his Special Envoy, Mr. Staffan de Mistura, and of the entire United Nations team, to achieve the full implementation of resolution 2401 (2018) and a definitive resolution of the Syrian conflict. If we may, we would also like to encourage the chairpersonship, in line with resolution 1325 (2000), on women and peace and security, and subsequent resolutions on this important issue, to incorporate into its gender actions plan the relevant recommendations of the Secretary-General's report of 14 August 2017 (A/72/323), on the programme of activities for the implementation of the International Decade for People of African Descent, focusing on women and girls of African descent, and other similar reports that promote the inclusion and better treatment of women and girls of other European minority groups in peace and security processes. In conclusion, I would like to highlight the excellent mediation efforts of the OSCE to achieve peaceful solutions to conflicts, in line with the implementation and full respect of agreements.

In so doing, we welcome the chairpersonship's intention to address the migratory situation, not only in terms of security, but also with respect to economic potential and the fight against intolerance and discrimination. In that context, I take this opportunity to endorse the priority issues on the agenda of the OSCE Italian chairpersonship, which focus on achieving a peaceful solution to the conflict in Ukraine. We also stand by its priority to address protracted conflicts through existing formats. Protracted conflicts often generate social and economic instability, nurturing terrorist groups and their supporters, organized crime and a lack of social cohesion, which in turn nourishes radicalization, violent extremism, racism, xenophobia and intolerance. It is encouraging that the efforts of the OSCE are geared towards finding peaceful and sustainable solutions to the conflicts in its territory.

With 57 participating States and in its capacity as one of the largest regional security organizations, the OSCE was created to complement and assist, within the framework of its mandate, the mechanisms of the United Nations under Chapter VIII of the Charter of the United Nations. We therefore believe that it is very important for the two organizations - the OSCE and the United Nations - to maintain close cooperation in order to strengthen the role of the OSCE in implementing United Nations decisions concerning European conflicts and for the benefit of international peace and security. We also encourage greater collaboration among the OSCE and African regional and subregional organizations, within the framework of expanding Euro-Mediterranean and Euro-Atlantic multilateral relations.

Terrorist groups and armed groups, organized crime, commercial interests and other elements of globalization, such as the movement of people, hinder the ability of States, regional groups and the United Nations to find sustainable solutions and guarantee peace and security for all the men and women of the world. The Republic of Equatorial Guinea therefore commends the programme of the OSCE Italian chairpersonship and the motto it has chosen, "Dialogue, Ownership, Responsibility". The need to strengthen multilateralism is critical to the Security Council and its allies, such as the OSCE, in fulfilling their commitments.   15. The security and humanitarian situation continues to be of concern. Clashes persist in the east of the country, thereby preventing the normalization of the situation and, by extension, causing a humanitarian crisis that, according to United Nations reports, has reached alarming levels. The illegal exploitation of natural resources on the part of militias and other armed groups still active in the area must end immediately. We reiterate our call upon all parties to refrain from perpetrating acts that could worsen the already dire situation. The international community must redouble its efforts to provide an urgent response to the humanitarian needs of the country.

Equatorial Guinea believes that the international community and all main actors involved in the conflict should provide all of the required logistical support to the Independent National Electoral Commission to ensure that elections are held as scheduled, with every possible guarantee. It is essential to highlight the fact that, in order to resolve the problems in the Democratic Republic of the Congo, the international community must fully respect the Government's leadership and authority. The solutions developed by the international community will be more effective if they are complemented by Government action. In that regard, as Ms. Zerrougui just highlighted in her briefing, the commitment of the Government to take measures to ensure the holding elections in December must be acknowledged.

Equatorial Guinea welcomes the initiatives adopted to improve the political environment and approve the electoral calendar on 5 November 2017 and other measures to ensure the successful holding of elections on 23 December. It is therefore imperative that the parties to the conflict implement and uphold the relevant Security Council resolutions, especially the most recent, resolution 2401 (2018), including allowing access to humanitarian aid, halting hostilities and ultimately, cooperating with the United Nations in its efforts to assuage the conflict and make humanitarian operations effective by ensuring aid deliveries reach the affected populations and evacuating the sick and seriously injured so that they can receive the necessary medical care. The conflict has recently intensified around the town of eastern Ghouta and some other parts of Syria, which has resulted in civilian casualties, the destruction of a considerable number of medical and relief facilities and the obstruction of humanitarian relief operations led by the United Nations. The international community must redouble its efforts in making sure the opponents engage in negotiations, and the countries that have influence need to wield it to establish trust, with the ultimate goal of achieving lasting and just peace in Syria. We commend the intention expressed by the largest opposition groups - Jaysh Al-Islam, Faylaq Al-Rahman and Ahrar Al-Sham - to respect the ceasefire, and we invite all the other parties involved to take the same decision. The Republic of Equatorial Guinea believes that the only reason that the humanitarian situation remains of concern is because the opponents do not agree on negotiating to reach a peace agreement, which consequently causes more civilian victims, leads to the destruction of hospital facilities and hampers humanitarian aid operations.

  24. As Secretary-General Antonio Guterres said two days ago in his statement before the Human Rights Council, "Security Council resolutions are only meaningful if they are effectively implemented". The Republic of Equatorial Guinea hopes resolution 2401 (2018) is meaningful in that way in order to relieve the affected population of the suffering it has endured, especially in eastern Ghouta, that is, we hope for it to be immediately implemented. We want to reiterate that the Syrian conflict has no military solution. The opponents therefore must take a seat at the negotiating table to engage in direct and frank dialogue, without exclusions, however complicated it may be to do so. It must be the Syrians who determine the future they want for their country.

Those were the first briefings to be delivered to the Security Council following the unanimous adoption of resolution 2401 (2018), on 24 February. I take this opportunity to thank both Under-Secretaries-General, as well as to acknowledge the willingness of the United Nations and its partners to send convoys of trucks with the necessary humanitarian aid and begin medical evacuations as soon as conditions on the ground allow.

To that end, the delegation of the Republic of Equatorial Guinea proposes that the members of the Security Council maintain close contact with the political actors of that country with a view to finding a committed solution to end the impasse created by the lack of consensus in decisions taken by the parties. Equatorial Guinea, as a member of the Security Council, the Peace and Security Council of the African Union and the Community of Portuguese-speaking Countries, and as Chair of the Committee established pursuant to resolution 2048 (2012) concerning Guinea- Bissau, is of the view that sanctions should not be the only way to unblock the current situation in the country. Equatorial Guinea again commends the role of mediation assumed by the African Union and the series of consultations carried out in mid-January by the Economic Community of West African States (ECOWAS) with the main political actors to assess the implementation of the Conakry Agreement, and supports the measures taken by ECOWAS against certain individuals who are obstructing a peaceful solution to the prolonged crisis. However, Equatorial Guinea stresses the fact that there is no open military confrontation in Guinea- Bissau but a deep misunderstanding among the political actors that has led the country to an institutional blockade. In such an environment, it is difficult to achieve consensus among all parties, as stipulated in the Conakry Agreement, as we are seeing in the case of the recent appointment of Prime Minister Arturo Da Silva.

The United Nations team should continue to provide strategic advice and support to the national authorities and stakeholders in the implementation of justice reform strategies, with a View to establishing civil, military and penitentiary systems, in accordance with international standards, and in fighting the drug trafficking and transnational organized crime affecting the subregion. The appointment of Mr. Arturo Da Silva as Prime Minister continues to be questioned and rejected by the Parti africain pour 1'independance de la Guinee et de Cabo Verde, which makes it difficult, on the one hand, to form an inclusive Government, and on the other to do the necessary updating of the electoral census and hold the election by the Assembly National of the members of the National Electoral Commission, which are preconditions to holding the democratic elections in 2018 and 2019. The extension of UNIOGBIS is justified by the need to provide technical assistance to the national authorities and to expedite and reform the legislation necessary for the maintenance of the constitutional order, the promotion and protection of human rights and the organization of legislative and presidential elections.

Mr. Ndong Mba (Equatorial Guinea) (spoke in Spanish): After several weeks of discussions and negotiations, the members of the Council have decided to extend the mandate of the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) for another year, thereby expressing the commitment of the United Nations to continuing to participate in the process of resolving the political and institutional crisis in Guinea-Bissau. The efforts of the international community to find a peaceful solution to the crisis must persuade the leaders of Guinea-Bissau to give clear signs of their willingness to overcome their differences and restore sustainable democratic governance. My Government, led by his Excellency Mr. Obiang Nguema Mbasogo, continues to reiterate the need for the political actors to fully implement the Conakry Agreement.

That situation, combined with the massive number of internally displaced persons fleeing to neighbouring countries, presupposes the acute suffering of a vulnerable civilian population who are enduring violations of all kinds. Lastly, I would like to convey Equatorial Guinea's support for and acknowledgment of the United Nations Mission in South Sudan. We highly appreciate its efforts and contributions to bringing peace and stability in South Sudan in very difficult and complex conditions, in which its personnel's lives are put at risk as they are exposed to potentially fatal attacks.

  33. The Security Council must speak with one voice in situations like the that in South Sudan, as well as in difficult situations in which people are critically suffering. We must speak with one voice. We must provide constructive assistance to South Sudan. The members are convinced of the need to adopt harsh measures, but, as I said in my statement in January (see S/PV.8166), we must also pursue other parallel actions, such as the trip to Juba in December initiated by Ambassador Nikki Haley. Such actions must be persistent and continuous. The data concerning the humanitarian situation are worrying. It is therefore extremely important that humanitarian aid reach those who need it the most, and all parties to the conflict must allow such access without restrictions.

Moreover, the outcome of the trilateral meeting among the Chairperson of the African Union Commission, the Chairperson of IGAD and the Secretary-General on January 27 in Addis Ababa merit the support of Equatorial Guinea. The Government of South Sudan must assume a leadership role in the political process in the country and continue its efforts to end clashes together with all other actors. We are all aware that, without the resolute support of the international community, it will be difficult to overcome the impasse in South Sudan. To that end, we believe that the international community must continue to support current mediation efforts, especially those of the Intergovernmental Authority on Development and the African Union, and look for ways to ensure the success of the new phase of the High-Level Revitalization Forum process.

The international community as a whole must step up its efforts to promote the political process in the country, which, given recent events, is the only realistic way to find a just and lasting resolution to the crisis facing a nation with certain economic potential. It is important that the parties to the conflict refrain from taking actions that could worsen the situation, and that they take measures to implement and honour the signed Cessation of Hostilities Agreement, which entails the cessation of hostilities, the protection of civilians, access to humanitarian aid and an immediate return to the negotiations table. Accordingly, the joint statement on the situation in South Sudan by the Secretary-General and the Chairperson of the African Union Commission on 12 January deserves the support of Equatorial Guinea.

  36. It was no coincidence that the proclamation of the independence of South Sudan coincided with His Excellency Mr. Obiang Nguema Mbasogo's term as President of the African Union. He personally participated in the historic event in Juba on 9 July 2011 and made his contribution to the process. Since that time, we have followed events in that brotherly country, for which I want to reiterate our support concerning the peace process and our commitment to stability and prosperity of South Sudan. Equatorial Guinea believes that support for the Intergovernmental Authority on Development, the African Union and other regional and subregional organizations is key to continuing mediation efforts among the opposing parties in South Sudan.

The Government of my country is closely following with much concern the developing situation in South Sudan since, according to the available reports, the political and security situation continues to be delicate and fragile, and the challenges facing the country remain substantial. Equatorial Guinea is bound to South Sudan by ties of particular affection.

Lastly, the Republic of Equatorial Guinea urges Member States to comply strictly with the arms embargo outlined in resolution 2216 (2015) and to refrain from creating obstacles to Yemen's access to humanitarian assistance, where more than 20 million people are suffering from critical deprivation. We have seen from the most recent report of the Panel of Experts (S/2018/68) that the humanitarian situation in Yemen is devastating, and that is why we hope that with the adoption of the resolution submitted by the Russian Federation yesterday, we can achieve the satisfactory outcome so long desired by every member of the Council, since the continuing current situation only encourages the terrorist groups that have sprung up all over the country. We call on Yemen and its allies to comply with the resolution with a view to ending the country's humanitarian crisis and alleviating the economic, social and cultural problems facing the people of Yemen. We commend Saudi Arabia and the United Arab Emirates for their significant support in that regard.

In our view, it is the principles of the Charter of the United Nations and the maintenance of international peace and security - which is the chief task of the Security Council - that we must take into account if we are to achieve the purposes and objectives of today's resolution, with the aim of resolving the current chaotic situation in Yemen in the areas of peace and security, humanitarian issues and sustainable human development in its broadest sense. Equatorial Guinea is very grateful to you, Mr. President, for your excellent stewardship of the Council and for ensuring that the Council's work has been carried out to everyone's satisfaction, one tangible proof of which was yesterday's adoption of resolution 2402 (2018), one of the two resolutions we adopted yesterday, which will ensure continued dialogue between all the active political forces in Yemen, in accordance with previous Council resolutions. We firmly believe that the new resolution will make it possible for the international community to achieve its objectives in the tragic political and humanitarian situation that Yemen is currently enduring.

Mr. Ndong Mba (Equatorial Guinea) (spoke in Spanish): We would like to begin this statement by thanking the Secretary-General for his report, which we were briefed on this morning by Special Envoy Ismail Ould Cheikh Ahmed, who for almost three years has spared no effort in working to find a solution to the serious and devastating crisis in Yemen. We thank and commend him for his noble work. He is leaving his job with his head held high, after working diligently to fulfil the task he was entrusted with. We also thank Mr. John Ging for his similarly informative briefing as Director of the Coordination and Response Division of the United Nations Office for the Coordination of Humanitarian Affairs. Both his and Mr. Ould Cheikh Ahmed's reports described an extremely serious situation on the humanitarian, political and social fronts.

  44. As a sovereign country, Burundi enjoys the right to adopt any legislative initiative that it deems appropriate for itself. In that regard, we believe that the constitutional referendum scheduled to be held next May falls within powers of the country as a sovereign State. Many other countries have gone through similar processes. They have been considered internal affairs, and in Burundi the case should not be different. The sovereignty, independence and territorial integrity of Burundi must be fully respected. Any negotiation process must lead to the holding of fair elections in 2020. It is therefore essential that all parties commit to the East African Community-led process and unwaveringly show their good will for the benefit of the Burundian people.

The return to normalcy implies that the dialogue - as the Government has suggested - can already take place within Burundian territory - the home of all children of Burundi - since the security situation has significantly improved, as the report of the Secretary-General notes. The gradual voluntary return of refugees to their homes is another sign of the normalization of the situation, and the challenge must now lie in their relocation and return to normalcy. We believe that the United Nations, together with local entities, should help in that process, which must comply with the principles enshrined in the Convention relating to the Status of Refugees of 1951. We wish to acknowledge the generosity of neighbouring countries that have welcomed refugees.

The mediation efforts of regional and subregional organizations, such as the African Union and the East African Community, and the constructive role that the United Nations can play must make up the bulwark of mechanisms for finding a lasting political solution to the situation. Equatorial Guinea believes that political dialogue is the only way out of the situation in Burundi, and, for that reason, it very positively views the initiatives of the East African Community-led inter-Burundian dialogue held in Arusha, the outcome of which will undoubtedly help normalize the situation.

As always, Equatorial Guinea understands that a situation such as the one in Burundi, which is an internal matter, must be resolved internally through a genuine and inclusive political negotiation process among Burundians. In that regard, Equatorial Guinea commends the positive initiatives adopted by the Government of Burundi and its President, His Excellency Mr. Pierre Nkurunziza, so as to maintain national stability and promote internal reconciliation, and urges all parties in Burundi to participate actively in the political dialogue and resolve their differences peacefully through dialogue and negotiations.

  48. William Benjamin Mkapa, former President of the Republic of Tanzania, for the work being carried out to find common ground for an agreement among the members of the political class in Burundi. Accordingly, the joint communique issued by the latest Summit of Heads of State of the East African Community expressed appreciation for, and acknowledged the work being carried out by, both statesmen within the framework of seeing through the inter-Burundian dialogue. The briefing by Mr. Jurg Lauber, Permanent Representative of Switzerland to the United Nations, in his capacity as the Chair of the Burundi configuration of the Peacebuilding Commission, also afforded us a clear picture of the situation in Burundi, for which we are extremely grateful.
