I, too, wish to thank Mr. Oshima for his detailed briefing and the very useful information he has just given us on the situation in Angola. The signature of a Memorandum of Understanding between the Government of Angola and UNITA turns a new page in the history of this country, which has been traumatized by a long fratricidal war. But despite the cessation of hostilities, Angola is facing a very disturbing humanitarian situation. We would like to congratulate the Government on its efforts at facing up to it. We also congratulate the Office for the Coordination of Humanitarian Affairs and other humanitarian organizations on the ground for the work they are doing.”

We call on donor countries to resolutely support the Immediate and Transitional Assistance Programme for the Afghan People, which includes projects aimed at responding to urgent humanitarian needs and addresses the country's rehabilitation and reconstruction. My delegation supports the comments and recommendations made by the Secretary-General in his report on the creation of a United Nations Assistance Mission in Afghanistan (UNAMA), which would be based on two pillars, namely, political affairs on the one hand and relief, recovery and reconstruction on the other.”

  5. “The existence of the vestiges of Taliban and terrorist forces, clashes between political and military factions, inter-clan and inter- ethnic violence and banditry all make the situation outside Kabul unstable and precarious. We welcome the positive role played in Afghanistan by the International Security Assistance Force. We support its expansion to other major urban centres, as recommended by the Secretary-General in paragraph 126 of his report, in order to reduce the chances of an outbreak of hostilities among armed factions. We also agree with the Secretary-General's view on the need to give priority to the creation of an effective Afghan security force and a genuinely multi-ethnic and apolitical Afghan army. The humanitarian situation also continues to be very worrisome, and has worsened with the recent earthquake.”

  6. “It has also set up the Special Independent Commission for the Convening of the Emergency Loya Jirga, whose work is already well under way. The Interim Administration has also begun to establish other institutions provided for under the Bonn Agreement: the Civil Service, Judicial and Human Rights Commissions. In that regard, we welcome the organization of a national workshop on human rights at Kabul on 9 March 2002, in which the United Nations High Commissioner for Human Rights participated. My country also welcomes your presence among us, Mr. Minister, which clearly illustrates the importance that your country and the international community attach to the situation in Afghanistan. I thank Ms. Louise Frechette for her comprehensive briefing, and the Secretary-General for his report (S/2002/278). My delegation welcomes the positive developments in the political situation in Afghanistan, in particular the gradual implementation of the Bonn Agreement. The Interim Authority, established on 22 December 2001, has begun its work and has drafted a road map for the development of Afghanistan.”

I have one question for Vice-Minister Chikoti. I should like to know his view on measures that the Security Council could take to reduce UNITA's capacity for harm. I should also like to have information from OCHA on assistance programmes specifically designed for children, who, we know, are the principal Victims of the tragic situation in Angola.”

  9. “We call on the international community substantially to increase its assistance to the Angolan Government in order to alleviate the suffering of the victims of war, inter alia, through support for the implementation of emergency plans of action for each province. In that regard, the fate of populations in inaccessible zones should be the focus of particular attention. We cannot stress strongly enough the fact that everything must be done to protect civilians, ensure the security of humanitarian convoys and guarantee the safety of humanitarian personnel. The humanitarian situation in Angola is heavily linked to its political and security situation, particularly to the ongoing fighting in that country. We support the efforts of the Secretary-General and his Adviser for Special Assignments in Africa, Mr.”

  10. “The situation is even more tragic for those living in areas inaccessible to humanitarian agencies. UNITA's deadly attacks on civilians and humanitarian agencies are indescribable and unacceptable. Last year's train attack, which claimed so many victims, is only one horrendous example. We are very pleased by the efforts of the Angolan Government to assist the displaced populations and to facilitate access for humanitarian agencies to people in need. It is important that those efforts be pursued, in particular with respect to the rehabilitation of the infrastructure, the reintegration of displaced persons and the delivery of humanitarian assistance.”

  11. “This situation is due primarily to the ongoing hostilities in Angola, caused notably by the persistent refusal of UNITA to engage in the peace process and to adhere to the provisions of the Lusaka Protocol. My delegation feels that it is therefore essential to maintain pressure on UNITA and to strengthen the sanctions regime imposed on it. The endless war, which has brought unspeakable suffering to the people of Angolan for many years, has claimed many victims and had tragic humanitarian consequences. Precarious security conditions brought about by intensified fighting have caused people to flock to urban centres and stripped them of their property and employment. The malnutrition, mortality and morbidity rates are high among the displaced populations.”

This is an issue to which my country attaches the greatest importance. We were pleased to hear the comprehensive and very instructive briefing by Mr. Kenzo Oshima on the matter. We also welcome the presence of Vice-Minister Georges Chikoti and thank him for his statement and for the very useful information he provided. The ongoing deterioration of the humanitarian situation in Angola is of serious concern to my delegation. Approximately 4.1 million people, a third of the population of that country, are currently displaced, while many Angolans are refugees in neighbouring countries.”
