  2. We share the view that it is the primary responsibility of States to protect their own citizens and prevent violence against civilians within their jurisdiction. We call on all parties to conflicts to strictly comply with their obligations to protect civilians, in line with international human rights law and humanitarian law and the relevant Security Council resolutions, notably resolutions 1894 (2009) and 2286 (2016), while fully respecting the sovereignty, territorial integrity and political independence of States.

  3. We are very concerned about the fact that, as the Secretary-General says in his report (S/2018/462), civilians in armed conflict are living in clearly deteriorating conditions. They are targeted by the excessive and indiscriminate use of force, their access to humanitarian relief is hampered and they are deprived of basic necessities that they need to survive. We therefore reiterate our strong condemnation of all acts of violence or abuse committed against civilians, as well as the use of lethal weapons to strike civilian facilities, including schools, hospitals and residential and public areas. Such acts constitute clear violations of international law and are a grave threat to international peace and security.

  4. At the outset, I would like to express my appreciation to the Polish presidency for convening today's important open debate. My thanks also go to the Secretary-General, the Director-General of the International Committee of the Red Cross and the representative of the Iraqi Al-Amal Association for their informative briefings. Viet Nam aligns itself with the statement delivered earlier by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. In recent years, conflicts have increased sharply in number and have severely affected many regions of the world, causing immense suffering and resulting in abuse and deaths of civilians. The tragic estimates are that close to 90 per cent of current casualties are civilians, the majority of them women and children.

  5. Wars and conflicts remain unresolved mainly because international law has not been observed. More than ever before, we should renew our commitment to the purposes and principles enshrined in the Charter of the United Nations and the norms of international law. In conclusion, as a candidate for a non-permanent seat on the Security Council for the term 2020-2021, Viet Nam will spare no effort to uphold international law and make contributions to the Council's noble endeavours to maintain international peace and security.

  6. The Security Council should make full use of, encourage and further enhance cooperation with, regional organizations in solving disputes, preserving peace and preventing conflicts. In our region, the Association of Southeast Asian Nations has made great contributions to strengthening dialogue, fostering friendly and cooperative environments and promoting peaceful solutions to the disputes in the East Sea 4 also called the South China Sea 4 in accordance with international law, the United Nations Charter and the United Nations Convention of the Law of the Sea, and at the same time ensuring the implementation of the Declaration on the Conduct of Parties in the South China Sea in its entirety and the early conclusion of an effective and legally binding code of conduct.

That main principle of international law is clearly set forth in Chapter VI of the Charter of the United Nations, which provides for diplomatic and legal measures and processes with a view to achieving the pacific settlement of disputes. We would also like to highlight the importance of international judicial institutions in maintaining the rules-based international order and resolving disputes among States. Thirdly, regional organizations play a crucial role in the maintenance of regional and international peace and security through various effective means, including the promotion of the peaceful settlement of conflicts, mediation, inquiry, preventive diplomacy, confidence-building measures and mutually beneficial partnerships.

Flagrant violations of international law have been seen in many parts of the world, including power politics, unilateral measures, violations of the sovereignty, political independence and territorial integrity of States and the threat of use or use of force. In that context, the Security Council needs to further uphold the full implementation of and compliance with international law, including humanitarian and human rights law, and strengthen the role and validity of international law in the maintenance of international peace and security. All solutions to the Israeli-Palestinian conflict, including with regard to the status of Jerusalem, must be in line with international law and the relevant resolutions of the United Nations, in particular resolutions 478 (1980) and 2334 (2016), as well as the Madrid principles, the Arab Peace Initiative and the Quartet road map, and must be agreed upon by all the parties involved. In that regard, my delegation would like to express its appreciation to Bolivia, France, Kuwait and Sweden for hosting an Aria Formula meeting on 22 February on the theme "Prospects for the two-State solution for peace". In conclusion, Viet Nam supports all efforts and initiatives aimed at seeking a peaceful, just, comprehensive and long-lasting solution to this protracted conflict.

Fourthly, Viet Nam reaffirms its unconditional support for the legitimate struggle of the Palestinian people for their inalienable rights, including the right to self-determination and the establishment of an independent and sovereign State.   14. Those negative developments have imperilled the prospect of the two-State solution, put the security of the whole region at stake and had an adverse impact on world peace. Allow me to highlight the following points. First, de-escalating tensions on the ground is a prerequisite for any future negotiation and dialogue. We urge all parties concerned to strictly comply with the Charter of the United Nations and international law, exercise maximum self-restraint, refrain from any provocative acts and foster a favourable environment for dialogue and the pursuit of peace.   15. Today's meeting represents an urgent appeal by the international community for concerted action to push forward the peace process in the Middle East and address the Palestinian question. For over half of a century, the Israeli-Palestinian conflict has become even more complex and tense as a result of confrontation and unilateral actions. Viet Nam is deeply concerned by the dangerous situation in the region as reported by the Special Coordinator for the Middle East Peace Process, especially the lack of dialogue between the parties, the continuing expansion of illegal settlements, the killing of innocent people, deadly clashes in the West Bank and East Jerusalem, the deterioration of the humanitarian and economic situation in Gaza, growing incitement to violence and the violation of the rights and dignity of the Palestinian people.

  18. The situation in the East Sea - also known as the South China Sea 4 is in our common interests and a matter of concern. Together with countries of the Association of Southeast Asian Nations, we call on all the parties concerned to exercise self-restraint and settle disputes in the East Sea by peaceful means and in accordance with international law, including the United Nations Convention on the Law of the Sea, fully respect diplomatic and legal processes and continuously implement the Declaration on the Conduct of Parties in the South China Sea. With the recent adoption of the code ofconduct for the South China Sea, it is high time to intensify further efforts to conclude the code of conduct in a timely, substantive manner, in order to achieve an effective, feasible and legally binding instrument.

As in other regions, prosperity, stability and security in the Asia-Pacific region are bound together by traditional and emerging non-traditional security challenges that are interlinked, while posing a serious threat to international peace and security, hampering economic and social development and negatively affecting peoples' lives in the region. We have been following the current escalation of tensions on the Korean peninsula with grave concern. Viet Nam advocates the denuclearization of the Korean peninsula by peaceful means and urges all the parties concerned to exercise self-restraint and strictly abide by the relevant Security Council resolutions. Peacekeeping must also be coupled with peacebuilding, with a view to achieving sustainable peace, by ensuring smoother transitions and better exit strategies to assist conflict-affected States in addressing root causes, strengthening national capacities and advancing socioeconomic development. Thirdly, we stress the urgency of the need for Security Council unity during the decision-making process and collective action to security challenges. We also believe firmly that reforming the Security Council is a fundamental key to successful and meaningful United Nations reform. For such a strategy to work, we must make full use of the United Nations existing tools on preventive diplomacy and mediation and encourage the engagement of the entire United Nations system, particularly the Security Council, and other stakeholders. We acknowledge the broad support for the Secretary-General's reform agenda, which reflects our desire for an effective United Nations and its enhanced role in promoting multilateralism in accordance with the Charter of the United Nations and international law and as a platform for delivering our common commitments. Despite remarkable progress over the decades, the Security Council - with its primary responsibility to maintain peace and security - is now facing great challenges in responding to regional and global crises, preventing the risk of the outbreak of conflicts and addressing critical issues, including, inter alia, with regrd to nuclear weapons, other weapons of mass destruction, nuclear proliferation, inter-communal conflicts, territorial disputes, arms races, massive flows of refugees and migrants, terrorism and violent extremism. We are also pleased to announce that we are now working closely with the Department of Peacekeeping Operations in preparation for the early deployment of the very first Vietnamese woman officer to the United Nations Mission in South Sudan. Another nine women are prepared to work at our level 2 hospital once it is deployed in South Sudan. It is women who plant the seeds and inspire the love for peace. For the seeds of peace to grow and the love ofpeace to be nurtured, we must turn our commitments into actions. It is necessary to mobilize greater support for the role of women, increase opportunities for their meaningful participation and tackle all challenges that stand in their way. Viet Nam is committed to working closely with Member States and the relevant United Nations agencies in this endeavour.

This year the twelfth National Women's Congress of Viet Nam, under the theme "Solidarity - Renovation - Equality - Integration", set its objectives for the term 2017-2022. Together with women's economic empowerment, it is crucial to equip women and girls with the knowledge to better protect themselves from conflict-related risks as well as to build their resilience against economic shocks, climate change and natural disasters. At the same time, we need to raise awareness of the women and peace and security agenda through different means of communication and encourage the engagement of all the relevant stakeholders, especially young people, in its implementation. Throughout the history of Viet Nam, women have proved and played an indispensable role in national defence, construction and development. Today we are proud to see the increased participation of women in all spheres of life, especially the military and security forces.

  28. Representation and decision-making by women in post-conflict structures and peace operation efforts should be broadened to ensure that their needs and interests are reflected and met. The gender perspective should be mainstreamed in a consistent and comprehensive manner in all areas of peacebuilding and conflict prevention. Impunity must be ended to effectively combat and eliminate human rights violations, including conflict-related sexual violence and abuse. In that regard, we welcome the global study on the implementation of resolution 1325 (2000) and encourage serious consideration of its findings and recommendations. We would also like to highlight the importance of education in enhancing women's capacity.

  29. We welcome efforts and progress made in the implementation of the women and peace and security agenda, which have greatly contributed to the achievement of the Sustainable Development Goals. We are pleased to see that the role and participation of women have been promoted in conflict prevention, conflict resolution and post-conflict reconstruction, as well as their growing leadership in peace processes. Despite those efforts and progress, much remains to be done. Women's underrepresentation, gender inequality and discrimination still persist. We are concerned about the continuing violence and abuse targeting women and girls. We strongly condemn the heinous acts of forcing or recruiting women and girls to commit terrorist attacks. Against that backdrop, we call for a strengthened collective response to effectively address these challenges.

Our discussion today under the theme of"Realizing the promise of the women and peace and security agenda: ensuring its full implementation, including the participation of women", is very timely, as there are growing threats to peace and security that are both traditional and non-traditional.   36. It is painful that we still have to witness unprecedented, grave crises in the Middle East, with the unsolved question of Palestine at the heart. After a half century, the Israeli-Palestinian conflict remains complex with the peace process stalled and a lack of dialogue between the parties. The situation has become ever-more complicated and inflamed by continued illegal settlement activities, acts of terror, the rise of violent extremism and increased radicalization. These ongoing activities have caused the vast loss of lives, disruption of culture and livelihoods of civilians, constitute an obstacle to the peace process, including a two-State solution, and pose a serious threat to regional and international peace and security.

  38. Having endured tremendous hardships and losses as a result of wars in their own country, the Vietnamese people sympathize deeply with the people of the Middle East.   39. We strongly condemn the use of chemical weapons and are opposed to any action against innocent civilians. We urge all the parties concerned to refrain from any actions that could escalate tensions, swiftly implement resolution 2254 (2015) and the Geneva communique of 30 June 2012 (S/2012/522, annex) and work together to seek a political solution to the Syrian conflict through negotiation. We believe that only a peaceful settlement based on the fundamental principles of international law, particularly as outlined in the Charter of the United Nations and the Chemical Weapons Convention, including no use or threat of use of force and respect for Syria's independence, national sovereignty and territorial integrity, can bring sustainable peace and stability to Syria and end the suffering of the Syrian people.

It is regrettable that the Security Council, the United Nations powerful body with primary responsibility for the maintenance of international peace and security, still lacks unity and political will in seeking a peaceful and comprehensive solution to the conflicts that rage across the region. The Palestinian question remains at the heart of the instability in the Middle East. The continuing cycle of violence, military and settlement activities, and land confiscation have cast a shadow over the ever fragile Israeli-Palestinian peace process. Thousands offamilies have been displaced and homeless. The Palestinian people continue to endure pains and hardships. We call for the cessation of Israeli settlement activities.

The outbreak of terror caused by terrorism and extremism, the Israeli-Palestinian conflict, the protracted conflict in Syria and Yemen, tension and violence in Iraq and other places in the region have led to the vast loss of lives, the widespread violation of human rights, unprecedented displacement, a refugee crisis and mass destruction, even of cultural heritage, causing misery and suffering to millions of people and posing a grave threat to regional and international peace and security. Despite the tireless efforts of the international community, international cooperation and response to the complex issues in the region are still not up to the level of the danger posed.

  44. At the outset, I would like to express my appreciation to the United States presidency for convening this open debate. My thanks also go to United Nations Special Coordinator Nickolay Mladenov for his informative briefing. Viet Nam aligns itself with the statement delivered by the representative of Venezuela on behalf of the Non-Aligned Movement. Together with people all over the world, Viet Nam is deeply concerned about the current critical situation in the Middle East.

We hope that the international community will continue to support Mekong cooperation for peace, security and sustainable development in the region, with full respect for the interests of riparian countries and the balance of economic, social and environmental dimensions. The growing scarcity of water and water-related insecurity worldwide demand an urgent response and compel all of us to work together to address this issue. Our discussion today is very timely, as it helps develop political momentum to advance water cooperation and prevent water-related conflicts. Only this integrative approach will make it possible to achieve the objectives of our transformative 2030 Agenda for Sustainable Development and transform water from a potential source of conflict to a source of cooperation and peace.

It is encouraging that Mekong cooperation has been strengthened in recent years with diverse mechanisms such as the Greater Mekong Subregion Economic Cooperation Program, the Mekong River Commission, the Association of Southeast Asian Nations Mekong Basin Development Cooperation, the Lower Mekong Initiative and the Summit Meeting between Japan and the Mekong River basin countries. The recent launch of the Lancang-Mekong Cooperation Framework, which includes China, Cambodia, Laos, Myanmar, Thailand and Viet Nam, was also a big step towards deepening cooperation in this field.

  47. We look forward to the Budapest Water Summit later this month. We also hope that the Global High-Level Panel on Water and Peace and the Group of Friends of Water will continue the discussion on effective measures to prevent and resolve water- related conflicts. Viet Nam is among the countries most vulnerable to climate change. We suffer from both floods and severe droughts. Viet Nam largely depends on transboundary water resources, as 63 per cent of our water resources come from neighbouring countries. Therefore, we highly value international, regional and subregional cooperation frameworks on the management and use of transboundary water resources. Viet Nam actively participates in water management frameworks in our region.

  48. We are of the view that the United Nations can provide valuable assistance to countries that are facing challenges in the management of water. The United Nations can deploy preventive diplomatic efforts aimed at promoting and supporting regional cooperation on water management. We call on the Security Council to play an active role in preventing water-related conflicts by upholding international law and frameworks that help protect water security and water infrastructure, particularly the 1997 Convention on the Law of the Non-Navigational Uses of International Watercourses. It is also our view that developed countries need to support developing countries in technology transfer, capacity-building in water management and responding to the impacts of climate change on water resources. We support the enhancement of global water governance.

  49. Asia is an example, accounting for 61 per cent of the world's population but with only 36 per cent of available water resources. It is now the driest continent in per capita terms. Viet Nam shares the common concerns about the negative impacts of the scarcity of water and unequal water distribution on economic development and social cohesion that may lead to domestic conflicts or conflicts among nations. Nevertheless, water is also a catalyst for cooperation. Viet Nam believes that transboundary water cooperation is a good way of addressing water- related challenges, as it ensures economic prosperity, fosters resilience, creates trust and enhances security. Collaborative water schemes can be a powerful measure to prevent conflict.

Mrs. Nguyen (Viet Nam) (spoke in French): At the outset, I would like to express our appreciation to the Senegalese presidency for convening this importance open debate on water, peace and security. (spoke in English) Water is an indispensable and strategic resource. The inclusion of water in our Sustainable Development Goals demonstrates the broad recognition that water is essential for the well-being ofhumankind, food security, poverty reduction and sustainable development. At the same time, water can be a source of tension, instability and conflicts. As a result of the disparity between available water resources and the need for water, as well as the consequences of climate change, water shortages may affect half of the world population from now to 2050.
