18. “It is a significant decision, and it marks a further step by the United Nations towards defining a new era in international peace-keeping operations. We believe the resolution accurately describes the situation in Somalia and correctly identifies the priority tasks for the new United Nations operations in that country. In New Zealand's view, a first priority is to complete the process of disarming started by the Unified Task Force. This cannot be stressed too highly. Progress towards political reconciliation and economic recovery in Somalia depends upon the creation of sustainable peace and security. New Zealand supports, therefore, the particular emphasis in the resolution on disarming, and we believe it is important, as an initial step, to define now the parties that are to be disarmed.”

50. “I thank the representative of Rwanda for his kind words. It is my understanding that the Council is ready to proceed to the vote on the draft resolution before it. If I hear no objection, I shall take it that that is the case. There being no objection, it is so decided. Before putting the draft resolution to the vote, I shall call on those members of the Council who wish to make a statement before the voting.”
