The situation in Syria requires resolute and swift action by the Security Council. Seeking accountability should be part of that action, because sustainable peace is not possible without justice. That is why we voted in favour of the draft resolution, which referred the crimes against humanity in Syria to the International Criminal Court. It is extremely regrettable that the Council was not able to agree to take action due to the vetoes. We are letting down the aspirations of the international community and of the Syrian people. It is also disappointing to see the misplaced perception that efforts to deliver justice cannot be compatible with efforts to seek a political solution.”

The Republic of Korea appreciates his leadership and the contribution he has made during the past three years since the launch of the United Nations Regional Office for Central Africa. The Lord's Resistance Army (LRA), one of the most persistent and brutal armed groups in Africa, has been substantially weakened. The joint strategy of the African Union and the United Nations has been instrumental in countering the LRA. In order to eliminate the LRA's lifeline, however, further cooperation and enhanced coordination among all stakeholders are crucial. We are concerned that the worsening situation in the Central African Republic and South Sudan could provide the LRA with a breathing space.”

All political and tribal leaders in South Sudan must publicly declare their objection to violence and take responsible actions accordingly. We look forward to the final report of the United Nations Mission in South Sudan (UNMISS) on human rights violations. With the onset of the rainy season, we are deeply concerned about the dire situation of over 1 million displaced people. The UNMISS protection of civilian sites are already overcrowded, and they were never designed to cope with the enormous task of protecting such a huge number of civilians. A comprehensive strategy for the protection of civilians should be formulated to make best use of the capabilities of UNMISS.”

Only a fortnight ago, the Security Council convened an open debate on the twentieth anniversary of the Rwandan genocide, and reaffirmed that never again should such events occur (see S/PV.7155). The use of radio broadcasts to incite ethnic violence is reminiscent of a prelude to that catastrophe, adding a new and dangerous dimension to the crisis. We are also concerned over the escalating number of terrorist attacks related to the Syrian conflict and condemn last month's attacks on the Lebanese army. We appeal to the Syrian Government and opposition groups to respect Lebanese sovereignty and to all Lebanese actors to refrain from actions in Syria that inflame insecurity in Lebanon, as stipulated in the Baabda Declaration.”

50. “That is simply unacceptable, and we once again call on the Syrian Government and opposition groups to allow unhindered humanitarian access so food and medicine can reach civilians trapped in the crossfire. People are starving and dying of disease as barrel bombs drop overhead, while the Syrian authorities' bureaucratic hurdles are preventing humanitarian access, in contravention of resolution 2139 (2014). In that connection, we condemn the employment of siege and starvation as methods of warfare, and call for increased cross-border assistance. The Syrian Government should cater to the request of the Office for the Coordination of Humanitarian Affairs so that the most effective routes can be utilized to provide aid to civilians.”
