The failure of the concept of economic interdependence as a way to ensure continued peace and stability, as well as disillusionment with globalization, has also increased the strains on multilateralism. However, at a time when the interconnected nature of global challenges calls for stronger international engagement and cooperation, multilateralism is not a choice but a necessity. No one country can cope effectively with these interconnected transnational threats. Isolationism and unilateralism are concepts of the past and cannot be applied to overcome the challenges of the twenty-first century. Contrary to some arguments, multilateralism is not a threat to others’ sovereignty. It is an effective way to safeguard national interests in an interdependent world. Indeed, multilateralism has been delivering results for decades.

  2. Mr. Önal (Türkiye): I would first like to thank the Russian Federation for organizing today’s open debate. Multilateralism is in severe crisis, at a time when it is needed more than ever. Regional crises in different parts of the world continue to perpetuate themselves. The war in Ukraine is well into its second year, with little prospect of a diplomatic solution. The negative repercussions of climate change and disruptions in supply chains are being felt at the global scale, from increasing energy prices to the high cost of living and food insecurity. Transnational threats such as terrorism, drug trafficking and irregular migration continue to be serious causes for concern.

As we have come to emphasize, the creation of suitable conditions for the voluntary, safe and dignified return of refugees must be an integral part of our overall efforts to find a durable solution to the crisis and is indeed a collective responsibility of the international community. Türkiye remains committed to the political unity and territorial integrity of Syria and determined to disrupt the malign and separatist agendas of terrorist organizations, primarily the Kurdistan Workers’ Party/ People’s Defence Units and Da’esh. The plight of the Syrian people must be alleviated. It will take a multidimensional approach and the involvement of all main stakeholders. For its part, Türkiye will continue to join all international efforts towards that end.

  4. As the Secretary-General underlined last week, there is an urgent need to guarantee longer-term cross-border access to north-western Syria. As the crisis in Syria continues, we cannot afford to remain complacent in the face of the current state of affairs. The earthquakes and post-disaster emergency needs have once again demonstrated the risks of procrastination. The political process must be reinvigorated. Resolution 2254 (2015) does in fact give us the basic guidelines for a viable political solution. In the meantime, preserving calm on the ground will be important for the smooth continuation of humanitarian efforts and for advancing the political process.

Mr. Önal (Türkiye): I join others in thanking Special Envoy Pedersen and Mr. Talahma, Acting Director of the Operations and Advocacy Division in the Office for the Coordination of Humanitarian Affairs. Last week the conflict in Syria entered its thirteenth year. The Syrian people continue to suffer from the ravages of war and displacement. Even before the earthquakes, the people’s humanitarian plight was intolerable, and the earthquakes have worsened an already fragile situation, rendering humanitarian needs even more acute. In the current circumstances, the continuation of United Nations cross-border humanitarian assistance is more critical than ever. As it stands, in addition to Bab Al-Hawa, the Bab Al-Salam and Al-Rai crossings are also functioning.

  6. Along with the political process, simultaneous steps should therefore be taken to facilitate the safe, dignified and voluntary return of the Syrian refugees. Throughout that process, it will remain essential to eliminate terrorist elements such as the Kurdistan Workers’ Party/People’s Protection Units and Da’esh and to disrupt their separatist agendas in Syria. Terrorism is the biggest threat to the territorial integrity of Syria as well as to peace and security in the region. Türkiye will continue its efforts to contribute to the maintenance of calm on the ground and to the fight against terrorism.

  7. The devastation wrought by the earthquake has exacerbated the suffering, despair and displacement of the Syrian people. It has also demonstrated once again the interrelated nature of all the components of the Syrian crisis and has increased the urgency of creating momentum in the political process. A sustainable political solution meeting the aspirations of the Syrian people can only be reached in line with resolution 2254 (2015). We need greater alignment of the positions of all stakeholders if progress is to be achieved, and we fully support Special Envoy Pedersen’s efforts in that direction. As we have come to emphasize, the return of refugees is also part and parcel of the settlement of the Syrian crisis and should be treated as such.

  8. The United Nations humanitarian flash appeal for Syria is an important instrument by which the Syrian people’s most urgent needs can be met in the aftermath of the devastating earthquakes. It is essential that the resources raised through the flash appeal be channelled to the places where they are needed most and used to alleviate the plight of the people in the areas affected. In addition to cross-border aid, Türkiye also continues its efforts to facilitate cross- line deliveries. The first cross-line aid delivery to Ras Al-Ayn after the earthquake — and only the second since 2019 — was made on 26 February, transporting medical and humanitarian aid to the region. We are also working to facilitate cross-line aid delivery from Aleppo to Idlib.

Maintaining a scaled-up United Nations response through those crossings as long as it is needed will be critically important to meeting needs in Syria in the most expedited, effective and efficient manner. We continue to facilitate United Nations field visits and assess the needs in the areas affected, in addition to ensuring the delivery of humanitarian assistance to the region by third countries. Our airspace is also open to planes carrying humanitarian aid to Syria. On day one of the earthquake, we announced that if need be, we would also consider opening the Kessab border crossing for international aid to the regime-controlled areas through Türkiye. That remains our position.

  10. We have already repaired the roads leading to the Bab Al-Hawa border gate, which were damaged and rendered useless by the earthquake. We have also made available the Bab Al-Salam and Al-Rai border crossings for the transfer of desperately needed United Nations aid faster and in greater quantities to the worst affected areas. Bab Al-Salam and Al-Rai were already operational and open for zero-point aid deliveries by third countries and humanitarian organizations. Since the earthquakes, as Mr. Griffiths told us, a total of 456 United Nations aid trucks have passed through those border crossings, delivering essential relief items to millions of Syrians.

I would like to take this opportunity to convey the heartfelt thanks and appreciation of my Government and people for the flood of sympathy and expressions of support that we have received from the international community, including the Council, the United Nations and the European Union. As we try to deal with the enormous task of addressing the many dimensions of post-disaster emergency humanitarian assistance and recovery in an area larger than Switzerland, the Netherlands and Denmark combined, with about 14 million inhabitants, the continued international support, including through the United Nations flash appeal for Türkiye and Syria, will be crucial. While grappling with those challenges in our own country, we are continuing to do our best to facilitate the delivery of humanitarian aid to the Syrian people.

Mr. Önal (Türkiye): As this is the first time that I am addressing the Security Council in my new capacity as the Permanent Representative of Türkiye to the United Nations, I would like to greet the members of the Council and congratulate Malta on its steering of the Council’s work for this month. I also thank Special Envoy Pedersen, Under-Secretary-General Griffiths and Ms. Muhrez for their valuable briefings. The people of Türkiye and its neighbour Syria are faced with the overwhelming consequences of one of the most devastating earthquakes in history. Our pain and sorrow are profound. Our thoughts and prayers are with all the victims, grieving families and millions of people affected.

The presence of such terrorist organizations, let alone their empowerment, constitutes a direct threat not only to our national security but also to Syria's territorial integrity and political unity. Turkey has always been in the forefront of efforts to alleviate the plight of Syrian refugees. While hosting 3.6 million Syrians in our country, we spare no effort in facilitating humanitarian assistance to those living in difficult conditions inside Syria as well. On the other hand, we believe that the time has come to think seriously and start to act on creating conditions for the safe and voluntary return of Syrian refugees to their homeland. That is an exercise that we have started first with neighbouring countries and in coordination with regional and international stakeholders.

  15. On our part, Turkey will continue our efforts within the Astana format to contribute to putting in place confidence-building measures in support of the United Nations endeavours. We consider the projects of the Astana format working group on the simultaneous release of abductees and detainees to be modest but promising practices. We will continue to support the working group's activities. As one ofthe countries most affected by the conflict in Syria, Turkey is determined to tackle the threats emanating from the conflict. Terrorist elements - be it in Idlib or in the north-east; be they Da'esh or the Partiya Yekitiya Demokrat-People's Protection Units, should have no place in Syria.

  16. We are pursuing our efforts within the Astana format for the full implementation of the Sochi memorandum. As such, the preservation of the status quo in the province remains crucial. We recognize the presence of radical elements, as well as the necessity to address this threat. However, we do not agree that the targeting of civilians and civilian infrastructure is the right way to achieve this objective. There can be no military solution to the crisis. We subscribe to the principle that the political process should be led and owned by the Syrians themselves. The success of this process will depend to a large extent on the ability of the international community and the United Nations to create a certain level of mutual confidence among Syrians. Special Envoy Pedersen will enjoy Turkey's continued support in this regard.

  17. In this respect, I would like to take this opportunity to thank the Russian Federation and Iran for their contributions to bringing about this result. As we keep emphasizing, it takes an alignment ofpositions among all major stakeholders to advance the political process and bring it to a final conclusion. The international community, first and foremost the Security Council, should continuously support and encourage the Committee to achieve an end result that should eventually pave the way for free and fair elections under United Nations supervision, in accordance with resolution 2254 (2015) and in line with the aspirations of the Syrian people. The political process and the upcoming round of negotiations in Geneva can hardly yield a positive outcome unless a conducive environment is ensured on the ground. Idlib is a case in point.

  18. I would like to begin by congratulating Russia upon the successful completion ofits presidency. I thank you, Sir, for organizing today's Council briefing, with our participation. Another word of appreciation goes to Ambassador Geir Pedersen, the Special Envoy of the Secretary- General for Syria. As perhaps one of the closest witnesses to his dedication and professionalism, I would like to congratulate Ambassador Pedersen and his team on their efforts in the finalization of the Constitutional Committee and its rules of procedure. The establishment of the Committee is an important first step. It could not have been possible without the constructive engagement of the Syrian parties within the Astana context, in coordination with the United Nations.
