Consistent with this conviction, Colombia abstained in the voting on the resolution, despite our belief that it was just to provide a national homeland for Jews and Palestinians alike. However, we never had any doubts about the core issue. Since then, and in the following decades, the Colombian position has remained clear. Israel is a State with the right to exist in peace within secure borders, while the Palestinians have the right to their own State where they can live side by side with Israel in peace and work for common prosperity.”

The Middle East issue has historically occupied a permanent place in Colombia's foreign policy, which includes a vision of Statehood. Even prior to the General Assembly's resolution approving the partition of Palestine in 1947, Colombia had referred to the importance of ensuring genuine viability in the process, which should be both stable and lasting. Former Colombian President Alfonso Lopez, our first Permanent Representative to the United Nations, said in 1947 that "to divide Palestine without a real alternative for the Palestinians would be a monumental error". History has shown that our illustrious compatriot was right.”

  11. “Resolution 1888 (2009) includes provisions for increasing the participation of women in peacekeeping and peacebuilding efforts. We agree that their participation in that regard contributes to creating an atmosphere of trust in which women and children can expose the abuses to which they are subjected. We also believe that their inclusion can generate greater participation by women in law enforcement, militaries and police agencies in countries in which they are deployed. For several months, therefore, Colombia has been a contributor to the United Nations Stabilization Mission in Haiti, providing two female police officers with a strong background in human rights and the protection of children and adolescents. Colombia would like to reiterate its willingness to step up its contribution in that regard.”

  12. “Broad and inclusive intergovernmental consultations to assess the gender architecture and the advancement of women, as well as agreement among States as to the models and practices to be adopted on this topic, are fundamental to making progress in enhancing national capacities to eliminate sexual violence in conflict. Strengthening the rule of law as an essential element in the search for lasting solutions to sexual violence in conflict is one aspect addressed in the report of the Secretary General. My delegation would like to highlight that approach and to encourage the United Nations to continue to broaden it. This has been shown by the results obtained in Colombia in recent years. The Secretary-General's report (S/2010/579) is an important contribution to the intergovernmental consultations taking place in the General Assembly and the Security Council on the protection of civilians. We reiterate that the analyses conducted and actions adopted should take place in observance of the United Nations Charter, international and national law, and in the framework of the principles of neutrality, impartiality, humanity and independence.
