  1. Zero tolerance and zero impunity must prevail as our only option in order not to tarnish the credibility of the United Nations. At the international level, the Security Council has an important role to play, including through the sanctions regime. We call on the Security Council to explicitly include sexual violence as a designation criterion within the United Nations sanctions regimes where such crimes are persistently perpetrated. Survivors of sexual violence must receive adequate support in order to alleviate their suffering and to assist their reintegration into communities without prejudice or stigma, which requires education and engagement. We need to redouble our efforts to prevent conflict- related sexual violence through the empowerment of women and by supporting gender equality and justice at all levels.

  2. We support international peace operations as an instrument to ensure respect for human rights and to build sustainable institutions in conflict areas. Nowadays, United Nations peacekeeping operations are more focused on protecting civilians than on monitoring ceasefires. That is why peace operations should use new technology to strengthen their capacity. In preparing Montenegrin soldiers to take part in peace operations and activities, our Ministry of Defence conducts regular training sessions on preventing sexual violence in conflict. Montenegro strongly condemns cases of sexual exploitation in United Nations peacekeeping operations, as that criminal activity and abuse have no place under any circumstances in a United Nations flagship activity.

  3. Montenegro was among the first five countries signatories to the Council of Europe Istanbul Convention on preventing and combating violence against women and domestic violence. We submitted the first report on its implementation last year. We support the European Union Spotlight Initiative to end violence against women and girls, which was launched in September last year and is being implemented worldwide with the United Nations. It is unacceptable for crimes of sexual violence not to be reported and condemned and for those responsible not be held accountable. The United Nations, other international bodies, Governments and civil society must all play their part in ensuring a response so as to eliminate sexual violence in conflict areas around the world.

Montenegro supports international efforts to implement resolution 1325 (2000) on women and peace and security, which acknowledges the disproportionate impact of armed conflict on women and children. We adopted a national action plan for the implementation of resolution 1325 (2000) for the period 2017-2018. We actively participate in the work of the Women, Peace and Security National Focal Points Network. In order to empower women soldiers, increase female representation and support the recruitment of female officers and gender training, last year Montenegro contributed to the NATO Jordan III Trust Fund. We will soon send an experienced gender adviser, responsible for advice and operational support on the implementation of resolution 1325 (2000), to NATO headquarters.

  5. Preventing conflict-related sexual violence through empowerment, gender equality and justice is central to peacebuilding, conflict prevention and reconciliation. We must support the ability of women to influence policies that promote peacebuilding and development and reduce inequality. As experience shows, female experts can provide additional channels of communication to local communities that are not open to male soldiers. They help to build trust and confidence. They can attend to the specific needs of women and girls, including with regard to basic services, health care and education. Women's voices must be heard and women must have ownership of the policies that affect them and all of us.

We live in an increasingly divided world, torn by conflict and political breakdowns, where women and girls are at a heightened risk of all forms of gender- based violence, from rape to assault, domestic violence and early marriage, as well as exploitation by smugglers. Montenegro welcomes the report of the Secretary- General (S/2018/250), which paints a disturbing picture concerning country situations. Today we need to consider which practical steps should be taken to meet our commitments, to protect women from the widespread occurrence of sexual violence in armed conflict by State and non-State actors, to promote the role of women in the prevention and resolution of conflict and to ensure the building of stable and just societies.

I would like to thank the Peruvian presidency for organizing this timely open debate on preventing sexual violence in conflict through empowerment, gender equality and access to justice and for preparing an informative concept note (S/2018/311, annex). I also thank the briefers for their valuable inputs to the debate. My country fully associates itself with the statements made by the observer of the European Union and by the representative of Canada on behalf of the Group of Friends of Women, Peace and Security. However, I would like to make some additional remarks in my national capacity.

  9. Moreover, addressing the realization ofthe human rights of young people is a way of influencing the social and economic conditions and the well-being and livelihood of future generations. Only by approaching the issue ofviolent extremism and promoting peace and security in that way can we ever hope to face the challenges of securing a lasting global peace and sustainable development. And this should be the primary responsibility of all Member States and regions. The problems and challenges facing the world today require a collective global response, and no other international organization enjoys the legitimacy and the capacity to unite the international community in common cause to find enduring solutions to conflicts and to ensure sustainable peace and development.

Credible and legitimate governing institutions that are able to deal with their citizens' most pressing needs - economic growth and jobs, basic services and access to justice - are of the utmost importance. The risk of extremism, terrorism, organized crime and conflict grows where people have no education and no hope for the future, where there is a lack of development and exclusion. It drives migration. We should keep in mind that the poorest people on the world not only lack food, but they also lack justice and jobs. Inclusive education provides young generations with self-confidence and ambition to be constructive and valued members of society. And it helps to bring about more sustainable peace.

Such countries need targeted and effective international assistance, under the auspices of the United Nations, so that they will be in a position to provide protection for their people and deliver basic services. We should keep in mind that stability is about countries having a strong economy and healthy and educated population, as well as strong institutions. It is a long-term process, but it is a prerequisite for sustainable peace. It is important to recall that non-discrimination and the inclusion of all groups in the workings of society is an enormous asset and a key for stability. Transparency, accountability and effective management and oversight, with a View to strengthening the legitimacy and integrity of security and judicial institutions, is also important.

  12. Needless to say, it is far more cost-effective. Ongoing crises are also a reason that Montenegro believes that cases ofmass atrocities ought to be tackled with more decisiveness by the Security Council. However, the maintenance of international peace and security is not only the task of the United Nations and other international organizations. It is a process of individual, collective and institutional transformation, a process of inclusive development based on the universal values of respect for life, justice, solidarity, human rights and equality between men and women. For countries emerging from conflict with fragile peace, institution-building and reform is crucial.

  13. It is hard to remember a time when more crises were simultaneously preoccupying the United Nations, its agencies and the broader international community. And we know that the effects of conflicts are felt for years to come - years of missed opportunities and years destroying the chances of a generation. We need to do more to prevent conflict, as we live in an age where we have immediate access to information about potential risks of instability in countries around the world. The Security Council may consider making better use of the options at its disposal so as to prevent the emergence of conflicts. Making progress in shifting from a culture of reaction to one of prevention continues to be essential. The international community should recognize that early action can prevent enormous human suffering, fear and displacement.

  14. Let me begin by offering my deep condolences to the victims of terrorist attacks in Paris and Lebanon. Montenegro is pleased to contribute to this important open debate. We warmly thank the United Kingdom for this initiative and for providing a platform for our deliberations. We also thank the Secretary- General, as well as the other briefers, for their important comments this morning. Montenegro aligns itself with the statement delivered on behalf of the European Union. We are all aware of the urgent need for a stronger and more effective United Nations, which is in all our interests and without which we will not achieve peace and security. We know that our Organization can do better, and that without peace and security, development will not happen.

  15. Seventy years after the adoption of the Charter of the United Nations, we must realize that the problems and challenges facing the world today require a collective global response. No other international organization enjoys the legitimacy and capacity to unite the international community in common cause to realize enduring solutions to conflicts and to ensure sustainable peace. Therefore, let us work together towards a world that will bring about peace, justice and security. That is our task, our challenge and our opportunity. Montenegro is committed to playing its role in a constructive and responsible manner in pursuit ofpeace and stability in all regions of the world. We are convinced that multilateralism is the conditio sine qua non for the challenges facing humanity today.

In that context, I would like to underline, as on previous occasions of a similar nature, the significance of United Nations early detection and early warning mechanisms, as well as the establishment of mediation as a core function of the United Nations. Montenegro highly values the Rights Up Front action plan, as well as all pillars of the responsibility to protect initiative. Bearing in mind that conflicts over the past decades have almost always started as human rights violations, the United Nations, and the Security Council in particular, should heighten its sensitivity to early warnings of potential conflicts. Also, the United Nations system itself needs to be improved through inclusive negotiations on the main points of United Nations reform in order to make it possible to better address crucial issues of peace and security.

  17. Montenegro attaches great importance to the improvement of the international legal order, in particular to the United Nations Charter as one of its key parts. There is no doubt that all States must adhere to the basic principles of international law, cooperate with one another with a view to combating all forms of terrorist activities, aggression, crimes and human rights abuses, and bring those responsible to justice. The responsibility for tackling the root causes of conflict and creating a culture of peace, justice, equity, democracy and the rule of law lies with us. Recommitment to multilateralism and the principles enshrined in the United Nations Charter is central to our efforts to accomplish those goals.

The United Nations has also played a crucial role in supporting transitions, including by providing technical assistance and expertise in the organization of free and fair elections in post-conflict States. Nowadays, due to the internationalized character of social processes and the global impact of regional and local conflicts, the role of the universal Organization is more important than ever. Numerous threats to international peace and security demonstrate that the world needs a stronger, more effective and relevant United Nations system, and imply the need for a responsible approach to United Nations reform. In our view, the security challenges we face can be successfully tackled only through the active engagement of the international community within the reformed multilateral framework.

Although adjusted to a post- war geopolitical distribution of power that needs to be reformed in many aspects, the United Nations has proven to be an irreplaceable universal Organization for fostering international cooperation and preserving peace and security. Over the past decades, the Organization has strengthened its role by rapidly responding to prevent outbreaks of violence and political crises, and by providing mediation expertise, logistical support and resources to countries in need. With a view to pursuing more durable political solutions, United Nations peacekeepers have overseen the cessation of hostilities and played a critical role in the protection of civilians. They have also provided support to national authorities in the reform of security institutions, disarmament, and the promotion and protection of human rights.

Mr. President, Montenegro congratulates you on your accession to the presidency of the Security Council for the month of February, and warmly thanks you for taking this initiative and providing a platform for our deliberations. Montenegro aligns itself with the statement delivered by the observer of the European Union; however, I would like to add some remarks in my national capacity. This year marks the seventieth anniversary of the founding of the United Nations. When representatives of 50 nations met in San Francisco to establish a new world organization, their primary motivation, as stipulated in the Preamble to the Charter of the United Nations, was to "save succeeding generations from the scourge of war".
