It is disturbing that another year has ended without the Security Council taking action to end Israel’s military aggression and occupation of the Palestinian territory, including East Jerusalem, in accordance with its resolution 2334 (2016); while Israel, with impunity, is reinforcing its policy of illegal settlement expansion in the occupied Palestinian territory and threatens to annex the Palestinian territories of the Jordan Valley and other areas of the West Bank and East Jerusalem. We call once again on the Security Council to fulfil its responsibility under the Charter of the United Nations for the maintenance of international peace and security, and to call for Israel’s immediate and complete halt of all its colonizing policies and practices.

We reiterate our deep concern over the impact of the coronavirus disease (COVID-19) on the countries of the Middle East and call for serious efforts to prevent any action that could lead to a sharper deterioration of stability and security in that region. As the pandemic compounds the socioeconomic and humanitarian situation of the Palestinian people, Israel continues its occupation, its policies of annexation, its escalation of the illegal and colonizing practices and measures, including the construction and expansion of illegal Israeli settlements in the occupied Palestinian territory, punitive demolitions, seizures of resources from Palestinian institutions, the forced displacement of hundreds of civilians and the blockade of the Gaza Strip.

  3. We support the statement delivered by the representative of Azerbaijan on behalf of the Non-Aligned Movement. In this first 2021 open debate on the situation in the Middle East, we reiterate the condemnation of the attacks launched against Aden International Airport, on 30 December 2020, which resulted in the death of over 30 civilians and injured dozens of other people. We express our heartfelt sympathies to the families and closed relatives of the victims. We welcome the decision of Qatar, Saudi Arabia, the United Arab Emirates, Bahrain and Egypt to normalize their relations. The pandemic has forced us to face a new reality which poses colossal challenges to health systems, economies and our societies at large. Its manifold effects call for joint actions that privilege cooperation and solidarity over political differences.

We urge that the negotiation of a comprehensive convention on international terrorism be resumed as soon as possible, covering all aspects of that despicable phenomenon, including acts in which States are directly or indirectly involved. We strongly reject the use of the banner of a so-called fight against terrorism to commit acts of aggression, undermine national sovereignty, interfere in the internal affairs of other States and violate the human rights of their peoples.

In the framework of the twentieth anniversary of the adoption of resolution 1373 (2001), we recall that all countries must take the necessary measures to prevent the commission of acts of terrorism, including through early warning and the exchange of information between States, as well as cooperate, in particular through bilateral and multilateral agreements and conventions, to prevent and suppress terrorist attacks, and take measures against those who commit acts of that nature. Global efforts to combat terrorism in all its forms and manifestations require an integrated approach through direct engagement, prevention and concrete actions to eradicate its root causes. It is essential to provide international assistance and cooperation to build and strengthen the capacities of developing countries to confront that scourge.

That was the same Government that chose not to publicly condemn or reject the serious terrorist shooting perpetrated against the Embassy of the Republic of Cuba in Washington, D.C., on 30 April 2020, which endangered the lives and safety of the personnel of the Cuban diplomatic mission and their families.The history of violent and hostile acts against Cuban diplomatic headquarters on United States territory is well known, including terrorist acts against Cuban diplomatic officials, which have even claimed human lives, both at the Washington, D.C., headquarters and at the Permanent Mission to the United Nations in New York. We warn once again that the complicit silence of the United States Government may encourage similar acts against our diplomatic missions in Washington, D.C., and New York.

  8. Similarly, and without any basis whatsoever, an annual report by the State Department on international terrorism described our country as a “safe haven” for terrorists. We condemn the recently announced inclusion of Cuba in the State Department’s unilateral list of State sponsors of terrorism, which has become a personal campaign of the outgoing Secretary of State, Michael Pompeo, and his discredited foreign policy. Meanwhile, the United States Government guarantees refuge and impunity to terrorist groups acting against Cuba from its territory.

We note that, on 21 October 2020, the Republic of Cuba ratified the Protocol to amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft, becoming the fifth country in the world to become a party to the 19 international instruments on the subject. Cuba, which has been the victim of terrorist acts that have cost the lives of 3,478 people and caused disabilities to 2,099 others, has never allowed, or will it allow, its territory to be used for the organization of terrorist acts against any State. On 13 May 2020, Cuba was arbitrarily included in the unilateral and spurious list of the United States State Department as a country that supposedly does not fully cooperate in the fight against terrorism.

The Cuban Government is firmly committed to the prevention of, and the fight against, terrorism, which was raised to the constitutional level in its Magna Carta, adopted by referendum on 24 February 2019, following a process of broad popular consultation. The Constitution of the Republic, in Chapter II, article 16 (l), on international relations, reaffirms Cuba’s long-defended position and makes the “repudiation and condemnation of terrorism in any of its forms and manifestations, in particular State terrorism” one of the principles of its foreign policy. Our country strictly complies with the obligations arising from the relevant resolutions of the Security Council and the General Assembly.

The facts confirm that terrorism remains a serious challenge that can be tackled only through international cooperation. Our country strongly supports the collective efforts of the United Nations in its fight against that scourge. As the historic leader of the Cuban Revolutions stated, “From the dawn of humankind, wars have arisen for fundamentally one reason: the desire on the part of some to strip others of their wealth. Once the mindset of plunder disappears, the mindset of war will vanish as well.” We reiterate the Secretary-General’s urgent call for an “end to the sickness of war” and “an immediate global ceasefire in all corners of the world”, along with S/2020/1090 the “waiving of sanctions that could harm the capacities of countries to respond to the pandemic”. In its drive to reimpose the Monroe Doctrine, it is undermining the Proclamation of Latin America and the Caribbean as a Zone of Peace, by threatening and carrying out aggression against countries that do not bend to its will. It has taken new steps against Cuba to tighten the long-standing genocidal, economic, commercial and financial blockade, even in this time of pandemic. With absolute cynicism, it is determined to discredit the medical cooperation extended by our country and threatens those Governments that opt to exercise their sovereignty in soliciting our help. Achieving a world of peace, justice and development requires addressing the root causes of conflicts.

It walks away from important international treaties, such as the consensual agreement with Iran, as well as international disarmament and arms control instruments and the Paris Agreement on Climate Change, while at the same time producing unsustainable and irrational production and consumption patterns that destroy the planet’s equilibrium. It accounts for 38 per cent of global military spending — exceeding $1.917 trillion in 2020. It is militarizing cyberspace and modernizing its nuclear arsenals. In its race for weapons, it is squandering resources essential for the sustainable development of our peoples, while at the same time refusing to cooperate to confront the multiple global crises brought on by the COVID-19 pandemic.

It encourages terrorism, promotes racist and supremacist views and imposes severe unilateral coercive measures while completely ignoring international law.   17. We convey Cuba’s warmest greetings and support to the Security Council presidency of Saint Vincent and the Grenadines. We are confident of the leadership and substantive support it will bring to the work of this organ as a worthy representative of the States of Latin America and the Caribbean. We are seeing today a constant violation of the principles of the Charter of the United Nations and an increasing resort to the use or threat of use of force in international relations. It is impossible to any longer sustain an international order that is unequal, unjust and anti-democratic — one that replaces solidarity with selfishness and the legitimate aspirations of millions of people with the interests of a minority.   20. Such measures constitute a serious and flagrant violation of the Charter of the United Nations, international law and the human rights of the Syrian people. It is unacceptable that some countries suffer from the application of arbitrary unilateral coercive measures, in violation of international law and the Charter of the United Nations. We call for an immediate end, without political constraints, to the illegal unilateral measures imposed against sovereign States, which, in addition to their ongoing impact on the affected countries, make it difficult to deal with the pandemic.

We reaffirm our full support for the Joint Comprehensive Plan of Action with Iran and our rejection of the United States withdrawal from the agreement, its attempts to disregard the validity of resolution 2231 (2015), which endorsed the Plan, the reimposition of unilateral sanctions and the military threat against the Islamic Republic of Iran. We support the pursuit of a peaceful and negotiated solution to the situation inflicted on Syria without external interference and with full respect for its sovereignty and territorial integrity. We reiterate our strongest condemnation of the United States sanctions and the implementation of the Caesar Act, which are obstacles to the reconstruction of that country after nine years of war — an undertaking that is made even more difficult given the complex situation of the coronavirus disease.

The unilateral action of the United States Government in recognizing Jerusalem as the capital of Israel and establishing its diplomatic representation in that city, disregarding its historical status, and the decision to recognize Israel’s sovereignty over the Syrian Golan constitute flagrant violations of the United Nations Charter, international law and the relevant Security Council resolutions. We once again call for Israel’s total and unconditional withdrawal from the Syrian Golan and all occupied Arab territories.

It is worrying that recently no measures have been taken to put an end to the Israeli military aggression and occupation of the Palestinian territory, including East Jerusalem, in accordance with resolution 2334 (2016) adopted by the Council, which remains silent while Israel consolidates its policy of expansion of illegal settlements in the occupied Palestinian territory and threatens to annex the Palestinian territories in the Jordan Valley and other parts of the West Bank and East Jerusalem. We deplore the precarious situation of the United Nations Relief and Works Agency for Palestine Refugees in the Near East as a result of the withdrawal of United States financial support.

  27. We endorse the statement submitted by Azerbaijan on behalf of the Movement of Non-Aligned Countries (NAM) (annex 19). A global epidemic has dramatically changed daily life. The impact of the coronavirus disease requires from us a dynamic, coordinated and effective response based on complementarity, cooperation and solidarity. The long-desired right of humankind to live in peace and security, with justice and freedom, which is the basis of coexistence among nations, is constantly threatened. We reiterate our deep concern about its impact on the countries of the Middle East, and we call for the avoidance of any action that could lead to the further deterioration of stability and security in that region, in particular for the Palestinian people, whose situation is increasingly worsening.
