“I thank Under-Secretary-General Mark Lowcock for his informative briefing today. The gravity of the humanitarian situation in Syria continues to be a great cause for concern. This concern also grows week after week with the spread of the coronavirus disease (COVID-19) pandemic. Given the dire conditions of health care, the number confirmed cases may not reflect the actual situation and the risks faced by the people and health workers. Contact tracing may well be a crucial method of containing COVID-19. However, around 89 per cent of cases in Syria are untraceable. Testing and quarantine capacity is also very limited. We are also troubled by the worsening impact of the pandemic on the condition of health workers, humanitarian workers and United Nations staff on the ground.”

“We believe that continued cooperation and engagement can help address and clarify all outstanding issues. We look forward to the finalization of the plan of action for the resolution of outstanding issues as well as the rescheduling of the twenty-third round of consultations between the Declaration Assessment Team and the Syrian National Authority. From our own experience, we have found that the cooperation with and assistance by the OPCW have been quite useful at all stages of CWC implementation, from the initial declaration to all types of inspections, technical assistance visits and soon. We call on all relevant parties to enhance dialogue and cooperation, in a constructive and non-politicized manner, to fully address the remaining gaps and work towards the full implementation of resolution 2118 (2013).”

“Thirdly, Viet Nam would like to express concern over the reported use of chemical weapons in Syria, which can have disastrous and long-term effects on civilians and their living environment. The actual implementation of the CWC hinges upon primarily each State party as well as their nationals and all persons on its territory or under its jurisdiction. “Secondly, as a committed advocate of multilateralism and international law, Viet Nam supports the work entrusted to the Organization for the Prohibition of Chemical Weapons (OPCW) by the CWC. It is imperative that the OPCW, that is, all of the States parties and all of its relevant bodies and mechanisms, strictly abide by the Convention. While being conducted in line with the CWC, investigations into any possible use of chemical weapons should focus on the goal of establishing irrefutable facts and evidence. Therefore, it is fundamental that all investigations be carried out in a comprehensive, conclusive, objective and impartial manner, based on verified information and without any politicization.”

“Indeed, 369 is the number for this reporting period, half of them women and children, many of whom were killed or maimed by explosive devices. Zero damage to educational facilities in the reporting period is a good sign but needs to be sustained. It is our great concern that the fragile health-care system and overburdened indispensable health workers continue to be attacked, killed or injured by the hostilities and by the coronavirus disease (COVID-19). Catastrophic consequences cannot be avoided if the health-care system is not protected and strengthened. We are troubled by the worsening development of COVID-19 in Syria and its impacts on the already dire humanitarian situation in the country.”

The plight of millions of people continues both in the north-west, with about 840,000 still unsettled recently displaced persons, and in the north-east, where there is an acute shortage of medical supplies. Some other areas remain unreachable for humanitarian aid delivery, such as Rukban camp, as mentioned by the Secretary-General in his report (S/2020/401) and by the Under-Secretary-General in his briefing. The coronavirus disease (COVID-19) pandemic requires special attention now, as it continues to raise the already-high level of complexity of the humanitarian situation in the country.”

Viet Nam commends the efforts of the transitional Government of the Sudan in promoting peace, stability and development in the country, as well as in responding to the coronavirus disease (COVID-19) pandemic. We welcome the recent progress made in the peace negotiations between the Government and the armed groups in Darfur. We also express our support for the efforts of the African Union-United Nations Hybrid Operation in Darfur (UNAMID), as well as those of regional organizations and countries of the region, namely, the African Union and neighbouring South Sudan, in contributing to the peace process in the Sudan.”

“Viet Nam calls on the international community to continue assisting Afghanistan in eradicating poverty, fostering post-conflict reconstruction and overcoming the challenges resulting from natural disasters. We also call on its international partners, as well as UNAMA and the relevant United Nations agencies, to further provide training, funding and technical support to Afghanistan in order to counter cross-border crime and drug trafficking.In conclusion, Viet Nam once again emphasizes its support for the independence, sovereignty and stability of Afghanistan.”

“Despite the agreement to a nationwide reduction of violence, the Taliban has continued to carry out attacks on the Afghan people, many of whom are women and children. We are concerned by the attack perpetrated just yesterday by the Taliban, which resulted in the death of 27 Afghan soldiers. In the light of the spread of COVID-19, Viet Nam urges the Taliban and all other terrorist groups to immediately stop fighting and targeting civilians, and to allow unhindered access to humanitarian aid and health care in the country. Thirdly, as stated in the UNAMA report (S/2020/210), the economic and humanitarian situation in Afghanistan continues to face many challenges. Long-term peace and stability also require strong economic development and the sustainable livelihood of its people.”

“Viet Nam reiterates its support for the Afghan-led and -owned inclusive peace process, and welcomes the Government’s efforts, including the announcement of an inclusive peace negotiations team. We look forward to the increasingly active participation of women in this process. We call on the Government of Afghanistan and the opposition party to continue to strengthen unity and set aside their differences in this difficult time. We also emphasize the importance of strengthening international support for intra-Afghan negotiations. In that regard and given the current situation, the international community should lend additional technical support for facilitating remote dialogue. Secondly, it is also vital to improve the deteriorating security situation.”

“However, the situation on the ground continues to see worrrying developments. We strongly condemn the continued attacks of the Taliban and other terrorist groups in Afghanistan, which resulted in more than 10,000 civilian casualties in 2019 and have claimed hundreds more since the beginning of 2020. We are also concerned about the increasing spread of the coronavirus disease (COVID-19) and its impact on security, peacebuilding and socioeconomic development in Afghanistan. Allow me to emphasize the following points. First, the most important issue now is to continue implementing resolution 2513 (2020), particularly as it relates to starting negotiations towards a permanent ceasefire.”
