“Belgium welcomes the concrete efforts of the Secretary-General of the United Nations. We are committed to supporting them by assisting the Secretariat, in particular in translating training manuals into French for peacekeeping troops. We believe cultural and linguistic diversity to be at the heart of the nexus of security, development and human rights. The need to take better account of cultural and linguistic diversity is well reflected today in the Security Council’s first meeting by video-teleconference in the six official languages since the beginning of the restrictive measures as a result of the pandemic. I am very grateful to the Secretariat, the Niger’s presidency of the Security Council and all members of the Council for their efforts to that end.”

“I am also thinking of the support of la Francophonie for its efforts, together with the Commonwealth and the African Union, for a national dialogue in Cameroon. It could therefore be appropriate to explore ways to further strengthen cooperation between the United Nations and the OIF — for example, by promoting joint actions, such as setting up joint field missions or missions involving special envoys of the two organizations. Finally, I would like to highlight the ongoing work of la Francophonie to mobilize the United Nations in promoting multilingualism and cultural diversity as a key element of multilateralism, both at Headquarters and in United Nations operations in the field. That is essential to building trust among between populations and United Nations staff, which is indispensable for the smooth running of peace operations.”

“That also applies to the Security Council, where many countries in the French-speaking world, as well as thematic issues that are important to the OIF, are considered, such as the prevention of violence, conflict resolution, democratic transition, transitional justice and the role of women in that connection. My second point concerns Africa. More than half the States members of the OIF are African countries. The IOF again ensures, with its modest means, that it uses its multiplier effect, its institutional networks and its expertise to take action in a targeted manner. That was also the case on 25 August with the adoption of measures against Mali following the coup d’état in order to restore constitutional order there.”

“Those States all have French-speaking populations but with very different cultural backgrounds. Belgium is deeply committed to the notion of a French-speaking community. In that respect, I commend the Secretary- General of the OIF for her role as a peace mediator, and I welcome her efforts to further the organization’s place on the international stage. The OIF’s response and responsiveness to the coronavirus disease crisis have been exemplary, as was the establishment of a solidarity fund for African women, which demonstrates that solidarity is a core value of our Francophonie. In that context, Belgium supports the OIF as a regional organization that is committed to optimal cooperation with the United Nations.”

“Belgium has three main messages to bring to today’s debate: multilateralism, Africa and cultural diversity. My country supports strong, effective and responsive multilateralism now more than ever. That is the common thread of our commitment in the Security Council. In the current climate of mistrust of multilateralism, further increased by the global health crisis, it is more important than ever to work together, strengthen our solidarity and find common solutions to the shared challenges we face. In that context, the OIF brings specific added value by participating in a renewed and inclusive multilateralism. The organization brings together as full members, associate members or observers nearly half the States Members of the United Nations from the five continents, a number of which are unfortunately countries in crisis or conflict.”

“Belgium welcomes the initiative of the Nigerien presidency of the Security Council to organize this open debate on the role of the International Organization of the Francophonie (OIF), as we celebrate its fiftieth anniversary this year. I also thank the Assistant Secretary-General for Africa, Departments of Political and Peacebuilding Affairs and Peace Operations, the Secretary-General of the OIF and the Minister for Foreign Affairs of Armenia, in his capacity as Chair of the Ministerial Conference of la Francophonie, for their enlightening briefings. As highlighted by the briefers, as well as the General Assembly in its biennial resolution on this subject, cooperation between la Francophonie and the United Nations has been strengthened over the years. As a founding member of those two organizations, Belgium can only welcome that.”

“Libya’s natural resources belong to all Libyans, and their exploitation is vital to maintain the country’s economy, particularly given the need to address the COVID-19 pandemic. I urge that the civilian nature of oil infrastructure be respected and encourage further dialogue on how to better share the revenue it generates. In that regard, I welcome the recent announcements and encourage further progress in order to lift the blockade and scale up production. In conclusion, allow me to once again commend the courage and determination of the entire staff of UNSMIL and the whole country team.”

“We believe that it needs to be strengthened in order to better ensure systematic monitoring and reporting of violence against children, including through language in the future mandate. We are deeply concerned by the continued blockade of oil production, which has disastrous consequences for the economy of the country and the population as a whole. We call for a full resumption, at full capacity, of oil production throughout the country in the interest of the Libyan people, along with the implementation of economic reforms, with a view to agreeing on a fair and transparent distribution mechanism for oil revenues and to enhancing the governance of Libyan economic and financial institutions.”

“National courts, transitional justice and the International Criminal Court all have a complementary role to play. I welcome the establishment of a fact-finding mission by the Human Rights Council to investigate violations and abuses of international human rights law and international humanitarian law by all parties to the conflict. I call on all Libyans parties to cooperate with the mission so that it can start its work in earnest. We remain concerned about the excessive use of force against demonstrators in Tripoli and the arbitrary arrest of a number of civilians. With regard to the UNSMIL mandate, which we will discuss in the coming days, the mission currently has insufficient capacity to systematically monitor, verify and attribute cases of violations against children, which we all know to be widespread.”

“In that context, the appointment of a new Special Representative of the Secretary-General to help guide the political process is indispensable. The arms embargo continues to be flagrantly disregarded. I want to be clear: there is no excuse for not respecting the arms embargo. Violating it means contributing to the spiral of violence, exacerbating tensions among Libyans and severely undermining a lasting way out of the crisis. More important, it means contributing to the loss of life of innocent civilians, Libyans and migrants. I would like to commend the efforts of the European Union Naval Force Mediterranean Operation IRINI in that regard. All parties need to protect civilians. My country considers that widespread impunity will undermine a durable reconciliation among Libyans.”

“A dialogue remains the only sustainable solution to the crisis, and the parameters are well known: the Libyan Political Agreement, the principles agreed in Berlin, the three-track approach of the United Nations Support Mission in Libya (UNSMIL) and resolution 2510 (2020). We welcome the steps taken by the Joint Military Commission in the 5+5 format and urge additional progress in order to sustain a reliable ceasefire. We also welcome the positive developments on the political and economic tracks, with regard to which the start of the audit of the Central Bank of Libya is to be highlighted. Progress on these three tracks will enable the complaints expressed by the demonstrators in recent days to be addressed.”

“I would like to thank Ms. Williams for her briefing today and for her dedication to peace in Libya. I would also like to thank Ambassador Sautter for his first briefing as Chair of the Committee established pursuant to resolution 1970 (2011), concerning Libya, and thank his predecessor, Ambassador Schulz, for his chairmanship. As the recent demonstrations have shown, many Libyans aspire to peace, security, development and an effective response to the coronavirus disease (COVID-19) pandemic. Belgium therefore welcomes the statements made by Mr. Serraj and Mr. Saleh regarding a ceasefire. We call on all actors, inside and outside Libya, to follow suit and stop the war logic. All mercenaries need to leave. No valid reason exists for not responding positively and immediately to these calls for a ceasefire.”

“Secondly, Belgium considers that the fight against terrorism can be successful only if it is part of a comprehensive, whole-of-society approach and complies with human rights and international humanitarian law, which constitute a leading principle in all four pillars of the United Nations Global Counter-Terrorism Strategy. Belgium would therefore strongly encourage the involvement of and coordination among all United Nations Global Counter-Terrorism Coordination Compact entities. “At the same time, Belgium is convinced that it is of utmost importance to differentiate the status of children from those of adults and to primarily treat them as victims of terrorism, who — if suspected of crimes — should go through a distinct process from adult foreign terrorist fighters. The obligation to treat children differently and protect them when they are part of a criminal justice process derives from international law, and more particularly the Convention on the Rights of the Child and its Optional Protocol on the involvement of children in armed conflict, as well as the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules). Belgium regrets that the draft resolution voted on today does not sufficiently reflect this aspect.”

“Belgium would like to thank the Indonesian presidency for its considerable efforts to reach a consensus on the important topic of prosecution, rehabilitation and reintegration of foreign terrorist fighters. This is an essential theme in our joint fight against terrorism. That is why Belgium voted in favour of draft resolution S/2020/852, on prosecution, rehabilitation and reintegration, alongside our European partners, which are members of the Security Council: the E-3 — Germany, France and the United Kingdom — and Estonia. However, Belgium believes that it is a very long and perfectible text and wishes to express its deep concerns on two major issues. First, Belgium recognizes the need to develop specific rehabilitation, reintegration programmes for men and women suspected of being linked to a terrorist organization.”

“In the same vein, Belgium is of the view that the issue of the upcoming lifting of the conventional arms embargo should not jeopardize the nuclear agreement and its achievements. The JCPOA is crucial in order to effectively ensure the exclusively peaceful nature of Iran’s nuclear programme. This is a top priority for the region and for international security, as well as for the global non-proliferation architecture. We must abide by the methods and decisions agreed upon by this body and by the international community, not undermine them. We must actively preserve the JCPOA, as well as the non-proliferation regime. Let me express, therefore, the willingness of Belgium to engage constructively and work towards a solution along these lines.”

“Belgium deeply regrets the present situation, which could pose a threat to the proper functioning, authority and integrity of the Security Council. As already stated in the letter sent to you, Mr. President, Belgium does not recognize the legality of the purported notification by the United States. The United States ceased its participation in the Joint Comprehensive Plan of Action on 8 May 2018, and is therefore no longer a JPCOA participant State. Belgium firmly supports the ongoing efforts of the remaining JPCOA participant States to address issues concerning Iran’s non-compliance with its JCPOA commitments within the framework of the Dispute Resolution Mechanism.”

“Following the firing of rockets and the launching of incendiary balloons from Gaza into Israel, the Israeli authorities have halted the entry of most goods into Gaza, including fuel, and prevented access to the fishing area along Gaza’s coast. We call on both sides to de-escalate tensions and exercise maximum restraint. We commend the efforts of the United Nations and Egypt in that regard. These developments only further add to the hardship of the Palestinian people in Gaza. We call for an end to the closure and a full opening of the crossing points, while addressing Israel’s legitimate security concerns. Against the backdrop of the coronavirus disease (COVID-19), unimpeded humanitarian access to Gaza is needed more than ever.”

We remain committed to a negotiated and viable two-State solution built upon the internationally agreed parameters and international law. All parties should come to the negotiation table, without preconditions, and resume meaningful negotiations. Belgium encourages all international and multilateral efforts aimed at a meaningful resumption of talks provided that they are fully in line with international law and the internationally agreed parameters and that they equally take into account the legitimate aspirations of both sides. “We will therefore not recognize any changes to the 1967 borders other than those agreed upon by the parties. Annexation would undoubtedly have consequences for security on the ground and in the wider region. But, most important, annexation would seriously undermine the viability of a two- State solution and close the door to future negotiations. The normalization of relations between Israel and the United Arab Emirates not only will benefit both countries but also constitutes an important building block for peace and stability in the wider region. There can be no peace in the Middle East without a permanent solution to the Palestinian question. We hope that the agreement between Israel and the United Arab Emirates will create opportunities for Israelis and Palestinians to re-engage.”

“I thank the Special Coordinator, Mr. Nickolay Mladenov, for his briefing, and I thank him and his team for their relentless efforts. We welcome the recent announcement regarding the normalization of relations between Israel and the United Arab Emirates, and we acknowledge the constructive role played by the United States in that regard. The announcement of the suspension of plans to formalize the annexation of parts of the occupied Palestinian territory is clearly a step in the right direction. However, we urge Israel to abandon those plans once and for all. As we have stated before, any annexation, irrespective of its size and denomination, would constitute a grave breach of international law, including the Charter of the United Nations.”
