“I shall now make a statement in my capacity as Minister for Foreign Affairs of Peru. Peru welcomes the adoption of resolution 2482 (2019), concerning the links between international terrorism and organized crime. We thank the members of the Council and the broader membership of the Organization for their resolute support, which was illustrated recently in the open debate held on 9 July (see S/PV.8569). My country has suffered from the consequences of such links, in particular those between drug trafficking and terrorist groups. Throughout its term as a member of the Security Council, we have encouraged efforts aimed at deepening understanding of the nature and scope of the links between international terrorism and organized crime in order to identify, prevent and dismantle them.”

“In this regard, the peace agreement contains an important human component that takes into account the specific needs of rural communities, indigenous and ethnic groups and women and young people, who are called upon to play a fundamental role in the implementation of the agreement and to promote and strengthen the reconciliation of the Colombian people. As part of the reconciliation process, we must pay tribute to the victims whose commitment also made it possible to achieve peace. There is a moral duty owed to the victims beyond civil reparations, and we believe that the components of the Comprehensive System of Truth, Justice, Reparation and Non-Repetition are helping achieve this purpose.”

“Together with the Government, the Security Council and the Colombian people as a whole, Peru is concerned about the killings of social leaders and ex-combatants whose only crime is their commitment to peace, and we express our full support for the Government's efforts to address that situation, in particular through stepped-up cooperation between the security forces and local authorities on the ground. We are well aware of the need to redouble our efforts in combating illicit drug trafficking and illegal mining, which threaten the peace and sustainable development of our countries. “We acknowledge the outstanding work and the enormous resources that are being dedicated to the creation and development of job opportunities, disbursing monthly incomes, setting up a health-care and pension system and reinforcing security measures both inside and outside the territorial areas. These efforts reaffirm the Government's commitment to and the former combatants' confidence in reaffirming their decision that violence cannot be the way forward. “We highlight the efforts of the "peace with legality" plan to comprehensively address the implementation of the relevant agreements, such as those related to comprehensive rural reform, crop-substitution programmes, the strengthening of State presence so as to improve access to services and security, and the social and economic reintegration of former combatants. In particular, we commend the notable progress made in the area of the reintegration process, for example, through the territorial areas for training and reintegration that we saw first-hand and which play a fundamental role in constructive collective and individual projects, access to land and the effective integration within local communities.”

“But the results of such consideration must make it possible to address the root causes of conflicts in accordance with national development priorities and establish effective mechanisms to prevent their recurrence. In that regard, we emphasize the importance for various national actors to become involved and lead their own transition processes. The support and empowerment of women's and youth organizations are vital to building a shared vision for the future. “Over the past several days at Headquarters, the High-level Political Forum on Sustainable Development has been paying particular attention this year, for the first time, to Sustainable Development Goal 16, which commits us all to building peaceful and inclusive societies with transparent and accountable institutions. We believe that the 2030 Agenda for Sustainable Development represents the appropriate universal framework for the support that the United Nations system lends to national peacebuilding and sustaining peace efforts. The evidence shows that the participation of various national actors is crucial to creating a system built on the rule oflaw capable of overcoming conflicts and promoting sustainable development, while paying special attention to political and social inclusion, macroeconomic stability and access to justice.”

We believe that, for as long as that does not happen, the sanctions imposed by the Council must remain in force and be strictly implemented by all States. “We believe that the participation of women and young people is key to contributing to a shared, peaceful, inclusive and sustainable vision of the future. Peru, which chairs the Committee established pursuant to resolution 1373 (2001) concerning counter- terrorism, is promoting more effective responses to that scourge through greater cooperation and coordination aimed at severing its links with organized crime. We believe that the concept of sustaining peace and its focus on the root causes of conflicts is consistent with our own experience in achieving peace and consolidating democracy following the period of violence and instability created by terrorist groups in our country. Peru was able to overcome that tumultuous period thanks to a broad national consensus on national policy related to security, development and human rights.”
