3. “The Government of Mexico has decided to give the highest priority to Haiti in its cooperation policy, and to make a contribution in keeping with our capacity. My country has established the Mexican Fund for Cooperation with Haiti to address requests from the Haitian authorities in six fundamental areas: agriculture, education, energy, health care, security and tourism. The Mexican Government has called a hemispheric conference for coordinating cooperation with Haiti, to take place on 4 and 5 November in Mexico City. Its purpose is to effect an in-depth analysis of cooperation with Haiti and to encourage the coordination of efforts to ensure that international cooperation works hand in hand with national efforts to create better conditions for sustainable development and to ensure a real impact on the Haitian people.”

4. “We urge the Haitian authorities and the Governments of the region to work together to combat internal and cross-border child trafficking. We support MINUSTAH's endeavours, with UNICEF support, to continue to protect children's rights in Haiti. Turning to the question of international cooperation, it is vital to work with the Government of Haiti to identify ways to build a comprehensive international strategy to meet the country's concrete economic needs. As a community cooperating with Haiti, we can work in two dimensions: first, in emergencies we must meet the urgent needs of the population in the areas of health care and food; and secondly, in terms of medium- and long-term cooperation, we must build the country's institutional and administrative capacity, which is crucial for restoring economic development.”

6. “Furthermore, given the ongoing evolution of the national and regional environment, we support the Secretary-General's proposal to adjust the force configuration of the Mission by increasing the police component and reducing the military component. Mexico acknowledges MINUSTAH's political, logistical and security support to the Haitian Government in the holding of elections in April and June. We reaffirm how important it is that the mission continue to lend its support to the Haitian Government in the presidential and local elections planned for late 2010. The success of those elections undoubtedly requires the political will of all actors and greater civil society participation in order to guarantee that they are transparent and inclusive and that there is wide participation.”

Mexico wants to see MINUSTAH continue to work with the United Nations country team in support of Haiti to strengthen development, humanitarian assistance, the rule of law and security, and its capacity to respond to natural disasters. Mexico agrees with the recommendation of the Secretary-General that MINUSTAH's mandate be renewed until 15 October 2010. 8. “Haiti represents a shining example of the comprehensive attention required by many crisis situations on the Security Council agenda that transcend the narrow requirements of the maintenance of peace and stability. As the Council agreed in its presidential statement of 22 July 2009 (S/PRST/2009/23), post-conflict peacebuilding is of critical importance as the foundation for building sustainable peace and development in the aftermath of conflict. Mexico welcomes the progress made in Haiti with the support of MINUSTAH in such areas electoral politics, institution-building, security, rule of law and human rights. However, as noted in the report of the Secretary-General, progress remains fragile and its sustainability will depend largely on progress in the socio-economic situation of the Haitian people.”

Today's debate is of special importance to Mexico in that it reflects the clear commitment of the Security Council to political stability, reconstruction and development in Haiti. Moreover, Mexico reiterates its strong condemnation of the use of sexual violence in all its forms, in particular against women and girls, who are primarily internally displaced persons or refugees. 14. “Mexico reiterates its appeal to the Government of the Sudan to take actions towards the implementation of resolution 1593 (2005) and to cooperate fully with the International Criminal Court, which Mexico strongly supports, so as to end the violence and impunity in Darfur. 09-42178 Furthermore, my delegation is following very closely the tensions on the border between Chad and the Sudan. We call on Chad and the Sudan to seek to normalize their bilateral relations, take decisions that foster a climate of trust, and abstain from supporting the armed rebel groups operating on their territories. My delegation acknowledges the joint efforts of the Government of the Sudan, the United Nations and the non-governmental organizations to address the vacuum left by the expulsion and disbanding of 16 non-governmental organizations.”

15. “Bassole, and of the African Union High- Level Panel on Darfur headed by the former President of South Africa, Thabo Mbeki, and we believe that the international community should support their work so as to maintain the current momentum of the mediation work. Those efforts are indispensable. 20. “In our view, it is not only the Security Council that must be more proactive in seeking the advice of the Peacebuilding Commission; the General Assembly and the Economic and Social Council must do the same, in terms of coherence, greater mobilization of resources and coordination of efforts with entities outside the system, along with working with local actors to devise and implement peacebuilding strategies. Mexico has participated in Lebanon, Timor-Leste, Haiti, Iraq and Bosnia and Herzegovina, assisting those Governments in their electoral institution-building efforts. 24. “The agenda outlined by the Secretary-General highlights the importance of improving coherence and coordination, clearly defining functions and responsibilities, promoting national capacity, ensuring predictable resources, preparing studies on a country's needs and situation, and ensuring accountability. We believe that those areas are crucial for improving the response of the United Nations in its reconstruction activities. 31. “We hope that the necessary funds for the financing of the Commission will be provided soon. This would contribute to strengthening the capacity of Iraqi institutions in the area of human rights protection and would establish better practices for the treatment of detainees and judicial processes, including fair trials and due process. The persistent lack of security in the country has generated a constant flow of internally displaced persons and refugees, undermining the long-term development of the country. For this reason, we are pleased to note the fact that, since the beginning of 2008, nearly 50,000 families have returned to their places of origin.”

32. “We trust in the Iraqi Security Forces to confront the armed groups inciting sectarian violence and to exert gradually increasing control throughout Iraqi territory while safeguarding human rights. In this respect, my delegation shares the concern expressed in the Secretary-General's report (S/2009/284) with regard to the decision to reinstate the death penalty, which Mexico is opposed to. 33. “Moreover, thanks to UNAMI's interlocutory role, dialogue has begun on the disputed internal borders and the status of Kirkuk. Such dialogue is critical to establishing lasting peace in the country and has recently borne fruit, as Mr. De Mistura indicated. Iraq's current situation is the complete antithesis of that which prevailed in previous years. However, as in all reconstruction processes, important pending challenges hinder national reconciliation and the country's economic development. We are particularly concerned about the frequent and massive indiscriminate attacks that have claimed numerous civilian casualties. We firmly condemn such unacceptable practices of intimidation and join the Secretary-General in urging Iraqis not to succumb to them.”

34. “On the issue of sovereignty, we note with pleasure that United States troops have begun to withdraw from their former bases, while Iraqi forces are increasing their participation in and responsibility for ensuring domestic security, pursuant to the bilateral security agreement. The process is of great importance to Mexico, which has always favoured the strengthening of Iraq's sovereignty and spoken up on behalf of its autonomy. 35. “The fruitful cooperation between the High Commission, the Government and UNAMI should continue throughout the preparation for the regional elections in July and the parliamentary elections in January 2010. On the political scene, the election in April of the new Speaker of Parliament will promote progress on outstanding legislative and constitutional matters. It will also help to strengthen the foundations of national reconciliation, which is of high priority for Iraq, as Ambassador Al Bayati noted. With respect to security, in February we welcomed the entry into force of the bilateral security agreement between the Governments of Iraq and the United States. The agreement is the basis for the transfer of responsibilities to the Iraqi Security Forces.”
