“We call on Iran to concentrate its efforts and resources on its own development and the welfare of its people, which is the only way that the countries of the Arabian Gulf can arrive at an understanding based on peaceful coexistence, dialogue and mutual respect. Resolving conflict requires a deep understanding of the root causes of its conflict. Some parties are duplicitously masking their political desires behind a so-called sacred right to breach international laws and conventions. That is the case with the Israeli occupation authorities and the mouthpieces of the Iranian regime and its assistants, Da'esh and Al-Qaida, as well as those who follow in their footsteps.”

“Iran also supports and recruits thousands of sectarian militias and foreign mercenaries from all over the world. Iran continues to support, fund and arm the terrorist organization Hizbullah in Lebanon, Syria and throughout the world. Iran continues to support sectarian militias in Iraq that have obstructed the State's efforts to create unity and establish peace. Iran continues to meddle in the internal affairs of many countries of the region, including the Kingdom of Saudi Arabia and the Kingdom of Bahrain. We call on Iran to immediately abandon its sectarian agenda and expansionist policies, end its aggressive behaviour and abide by the Charter of the United Nations and all relevant United Nations resolutions.”

“Iran's expansionist and radical policies, which are based on extremism, have led to conflict and the continued suffering of peoples, both in and outside of Iran, and the spread of terrorism in the region and throughout the world. Iran shamelessly supports the terrorist actions of the Iranian Revolutionary Guard, which has been tasked with exporting radical Iranian ideology and supporting terrorism across the world, including by its agents, the terrorists of Hizbullah. Those actions are not limited to perpetrating war crimes against the Yemeni people, but include the following few examples. Iran continues to Violate international humanitarian law, including by perpetrating war crimes and crimes against humanity in Syria, where it provides financial support, fighters and training.”

“It is no secret that sectarian policies and interference are being carried out in a manner that creates a distorted image of the situation and enforces oppressive political domination, all of which create fertile ground for terrorism, including the cross-border terrorism that we are witnessing today, as embodied by Da'esh, Hizbullah and the Iranian Revolutionary Guard. We believe that attempts to impose domination, interfere in the internal affairs of States and create and sow sectarian conflicts, as Iran is attempting to do in many of the countries of the region, will create fertile ground for further conflict. “The Council has been briefed on the Secretary-General's reports on the implementation of resolution 2231 (2015), which include substantial, irrefutable evidence of the danger of the Iranian regime's violations of international law, which threaten regional and international peace and security. The criminal and terrorist behaviour of the rebel Houthi militias in the aftermath of the assassination of the former President of Yemen, Mr. Ali Abdullah Saleh, comes amid abominable sectarian calls to violence. It has also been accompanied by raids of homes and the arrests or detention of thousands of civilians, including women and children. “It is beyond imagination that a rebel militia has developed such ballistic capabilities and fired missiles indiscriminately at civilians without deterrence or accountability. But the rebel Houthi militias are doing just that. It is unimaginable that a Member State could dismiss the resolutions of the Security Council and violate a sanctions regime, smuggling weapons and ballistic technology in breach of the international non-proliferation system, undeterred and unaccountable. “It must help to establish an independent Palestinian State with Al-Quds Al-Sharif as its capital, in accordance with United Nations resolutions and the Arab Peace Initiative proposed by my country more than 15 years ago. Approximately 24 hours ago, on 19 December, the capital of Saudi Arabia, Riyadh, was the victim of an attempted attack by a ballistic missile that was wantonly fired from inside Yemeni territory by the rebel Houthi militias, with Iran's backing. The missile was aimed at residential areas but was intercepted by the Coalition's air defence forces. Its wreckage was spread throughout several residential neighbourhoods, with most of it falling near a health-care facility without causing any damage or loss oflife.”

“Israel's continued occupation of Palestinian land, its continued aggression against Al-Haram Al-Sharif and the blessed Al-Aqsa Mosque, and the violence that is being perpetrated by terrorist settlers are all clear violations of international law and agreements. Moreover, they are the main causes of many of the armed conflicts in the region. The frustration and deprivation triggered by the occupation are among the main motivators that terrorists use to propagate their message. The international community must therefore must work tirelessly and immediately to fulfil its obligations to the Palestinian people in order to help them enjoy their inalienable rights. It must put an end to the Israeli occupation of Palestine and the rest of the Arab territories.”

“The advancement of women has been a priority for the Kingdom of Saudi Arabia. We are focused on women's education at all levels, which helps to ensure their access to the private and public sectors. Women in Saudi Arabia have proven themselves. They have been able to become members of the Shura Council and have participated in municipal elections as candidates and voters. They have become diplomats and occupy a number of leadership positions. Women have also been a focus of our development efforts, including the 2030 Vision of the Kingdom of Saudi Arabia, which the Kingdom launched in line with the 2030 Agenda for Sustainable Development. The achievements of Saudi women have been many, and I cannot enumerate them all.”

“All of these challenges adversely affect economic and social development and undermine the well-being and prosperity of women and society. In order to address these challenges, the Kingdom of Saudi Arabia calls on the Security Council and other United Nations entities overseeing the implementation of the women and peace and security agenda to confront these challenges comprehensively and consistently, end occupation and colonization, and refrain from supporting oppressive sectarian regimes and sectarian militias. “Atrocities are being committed on a daily basis against civilians, women in particular, by the Syrian regime, Iranian sectarian militias, the terrorist Hizbullah militia, Houthi militias, the Islamic State in Iraq and the Levant, Al-Qaeda and Boko Haram in Syria, Yemen, Iraq, Nigeria, Somalia and elsewhere. Thirdly, we see the spread of violent extremist discourse against Muslims and Islam, including women. Women are oppressed even in countries that call for democracy and religious and personal freedoms. These countries enact laws that limit the freedom of women, including their religious freedom, and prevent them from participating in public life merely because of the way they look. All of these practices run counter to our goal of empowering women and respecting their religious and ideological freedom.”

“We therefore need to redouble our efforts to address the root causes of the challenges that confront women and undermine their rights. First, occupation represents one of the main obstacles to women's advancement and is the most heinous violation of rights, freedoms and international norms. “We also commend the progress of the Global Coalition against Da'esh/the Islamic State in Iraq and the Levant. The King of Saudi Arabia is a partner in the Coalition, which is aimed at liberating Iraqi and Syrian territory from Da'esh. We emphasize that the elimination of terrorism in all its forms will be neither successful nor sustainable unless all foreign terrorist fighters leave, including those who are fighting alongside the Syrian regime and participating in the gravest atrocities against the Syrian people. “Israel is maintaining its de facto policy to quash all opportunities to achieve a genuine two-State solution. We underscore that such illegitimate measures must be decisively countered by the Security Council and by international judicial bodies. Israel's decade-long blockade of Gaza is one of the worst manifestations oflsraeli occupation. It has led to poverty and a deterioration of living standards, which result in environmental and humanitarian crises that threaten all areas of life. The rights of the Palestinian people cannot be curtailed. We will continue to voice our support of the Palestinian people, rejecting all attempts by Israel to impose control and continue settlement activities, and opposing all unilateral actions to change the status quo in Jerusalem and Al-Haram Al-Sharif.”

“Israel has also continued to build more than 30 units in Hebron - a grave turn of events that could escalate tensions. Those units will be built on the verge of the Abrahamic Sanctuary, on territory that the occupying Power had previously expropriated for illegitimate reasons. Plans have also been adopted to build more than 12,200 housing units in the West Bank. Israel has also enacted a law legitimizing the construction of approximately 4,000 residential units in the occupied West Bank and allowing Israel to expropriate Palestinian land and for new settlements to be added to existing settlements at any time. That is a clear and irrefutable indication that Israel's settlement plans will undermine all opportunities for the establishment of a viable Palestinian State.”

“Israel must withdraw from all occupied Arab territory, including the Syrian Golan and Lebanese territories, cease its illegal settlement activities on Palestinian territory and halt all unilateral measures taken in Jerusalem. While regional efforts are being stepped up to salvage the two-State solution and the international community agrees that the main obstacle facing the peace process is the Israeli occupation and settlement- building, Israeli authorities pursue their expansionist policies. In recent weeks, Israel has approved plans to build thousands of housing units and begun to construct 2,600 units in East Jerusalem. This would result in a settlement barrier separating Jerusalem from the rest of the Palestinian territory.”

“That will empower our Palestinian brothers and sisters to enjoy their legitimate rights, as outlined in the various international resolutions. “Israel does not comply with international instruments protecting the human rights of women in detention, thus Palestinian women in prison are subjected to the worst forms of violation. I will not speak at length, as the record of such violations has been well-documented by bodies of the United Nations. However, we call on the Security Council not to remain silent in the face of these violations but to take action so as to bring the perpetrators to justice - those who claim democracy and respect for human rights while exhibiting a flagrant disregard for human conscience.”

“What attention was paid to the protection of civilians during the aggression committed by Israel recently in Gaza, indiscriminate attacks that resulted in the killing of more than 2,000 people, most of them civilians, making no distinction between men, women, children or the elderly? What about the systematic policies of demolishing homes, displacing and killing people, or the consequences of the siege against Gaza in terms of violating children and women and putting extreme restrictions on the daily lives of Palestinians there? Israel has persistently violated the rights of Palestinian and Arab women in such a way as to constitute war crimes. It has committed the epitome of human rights violations by forcing Palestinian women to give birth at checkpoints, potentially leading to the loss of newborn babies.”
