  3. Violence leads to counter-violence, and will inevitably have tragic consequences for the two States, the Middle East and the entire world. Kazakhstan would like to express its solidarity with those have who appealed to Israel to revoke the time frame it has fixed for the evacuation of residents from the northern Gaza Strip and to ensure the protection of civilians, who should not become hostages to the conflict and victims of collective punishment. In that regard, Kazakhstan calls on all the parties to work for an immediate ceasefire and to focus their efforts on achieving a peaceful settlement, based on ensuring stability and security for all the residents of the region and in accordance with the concept of a two-State solution, which is the only viable option for a durable peace.

Kassym-Jomart Tokayev, stated at the summit of the Commonwealth of Independent States held in Bishkek, Kyrgyz Republic, on 13 October: “Challenges to which solutions have not been found for decades cannot be resolved by terrorist actions. There is no justification.” While fully recognizing the legitimate rights of Tel Aviv with regard to security and defence, we call on Israel to refrain from the disproportionate use of force, which has led to numerous victims among the civilian population of the Gaza Strip and the destruction of civil infrastructure, levelling it to the ground. We fully endorse the utmost concerns of the Secretary-General, Mr. António Guterres, and the entire international community about the further aggravation of the Palestinian-Israeli conflict, which has a shockingly high death toll and no ceasefire in sight. Apart from the unending tragedy for the peoples of Israel and Palestine, the conflict escalates further tensions at all levels that could lead to the destabilization of the entire region and beyond.   7. Another distinctive aspect of CICA lies in its membership. CICA today unites 28 countries. As such, it is the only pan-Asian organization that covers a vast territory from the Pacific Ocean to the Mediterranean Sea and from the Ural Mountains to the Indian Ocean. It is the only institution where both Israel and Palestine have a seat at the table as full and equal members. It also brings together countries that do not have diplomatic relations. The growing engagement of member States has been a positive driver behind CICA’s transformation into a full-fledged international organization capable of contributing to continental mediation and peacemaking. The last meeting of the Ministerial Council of CICA, held on 21 September in New York, endorsed the Road Map for CICA Transformation, which outlines eight areas of reform.

The second founding document is the CICA Catalogue of Confidence-building Measures, which is updated regularly by its member States to address newly emerging tensions, such as epidemiological security, climate change, food and water insecurity, public health, information and communications technology, money-laundering and counter-terrorism, to mention a few. There is thus a great commonality of mutually reinforcing goals and direction. In addition, CICA covers key security baskets — addressing the military- political dimension to ensure lasting stability and to strengthen mutual confidence through information exchange, inviting observers to military exercises and holding consultations on unexpected and hazardous incidents of a military nature, along with other forms of cooperation that the member States deem necessary.

In that context, Kazakhstan would like to highlight the emerging role of the Conference on Interaction and Confidence-building Measures in Asia (CICA), which it established in 1992 here at the United Nations, as an important partner of the Organization. The principles enshrined in CICA’s founding document, the Almaty Act, converge with those of the Charter of the United Nations. Those principles include respect for sovereign equality and rights; territorial integrity; the peaceful settlement of conflicts; and economic, social and cultural cooperation.

  10. I thank the Brazilian presidency for convening today’s open debate. The urgency of today’s global problems threatens all of us and our civilization. Therefore, we must create the conditions to unite efforts aimed at ensuring universal security, stability and sustainable development across the world. Kazakhstan holds the deep conviction that regional and subregional organizations, of which it is an integral and dependable member, are well placed to understand the root causes of conflicts; the unique and specific histories, cultures and politics; and the material circumstances of development in individual countries. In times of global crisis and sweeping paradigm shifts in the area of security, multilateralism and inclusiveness have become the only possible approaches to peace and security at the regional and global levels.

  13. In order to establish constructive business contacts, Kazakhstan accredited representatives of the new Afghan Administration, without giving them diplomatic status. The May Doha meeting between Secretary-General António Guterres and the special representatives for Afghanistan of a number of countries confirmed the importance of further cooperation between the international community and the Taliban, primarily in the humanitarian assistance, trade and economic spheres. We consider it important to maintain close interaction with the de facto authorities of Afghanistan so as to seek, in the interests of the Afghan people, remedies to the current crises, key among which are the acute humanitarian crisis and the remaining instability, terrorism and extremism.

  14. Under these conditions, one should not overlook the fact that the new Government working in Afghanistan is in its second year now. The country needs to survive and build normal relations with its neighbours and other partners, including international organizations. Afghanistan’s integration into the regional economic system meets the interests of both the country itself and its neighbours. Diversification of trade relations is important for our landlocked region. For example, last year the trade turnover between Kazakhstan and Afghanistan amounted to almost $1 billion, and this is not the limit. Afghanistan could play a central role in connecting Central and South Asia. In turn, regional economic cooperation could accelerate the achievement of stability and development in Afghanistan.

I commend the United Arab Emirates presidency of the Security Council for convening today’s meeting and focusing on the activities and the very important mandate of the United Nations Assistance Mission in Afghanistan (UNAMA). I thank Ms. Roza Otunbayeva, Special Representative of the Secretary-General for Afghanistan and Head of UNAMA for her continued efforts aimed at strengthening the role of the Mission and its place within the United Nations and international processes. On the issue of international recognition of the Taliban, we are strictly guided by the Security Council’s position. Meanwhile, the new leadership of Afghanistan continues to work on building Statehood, carrying out work to normalize the activities of State administrative institutions, collecting taxes, strengthening defence capabilities, and so on.

  16. Kazakhstan proposes creating a project office for the Central Asian countries on climate and green energy in Almaty, as well as holding a regional climate summit in Kazakhstan in 2026. Just as climate change can aggravate sources of social tension, so can action around climate change serve as a platform for peacebuilding and resilience efforts towards achieving the 2030 Agenda for Sustainable Development, building on frameworks, indicators and criteria developed together. With its vast territory and diverse ecosystems, Kazakhstan has experienced first-hand the detrimental consequences of climate change. Rising temperatures, erratic weather patterns and the degradation of our precious and fragile natural resources pose significant challenges to our country and the entire region. We are therefore working jointly with our neighbours on many fronts to mitigate the consequences of climate change, including, for instance, within the framework of the International Fund for Saving the Aral Sea.

Kazakhstan supports the efforts of the Department of Political and Peacebuilding Affairs and the Department of Peace Operations to introduce field staff to climate and peace and security concepts and to explore how to address climate-related security risks and leverage climate-informed activities for peace. Of great relevance is to build them into the women and peace and security and youth, peace and security agendas and, especially, to protect environment defenders. Likewise, the Peacebuilding Commission and the Peacebuilding Fund should take proactive steps to support efforts, including in our region, such as forming partnerships with women’s organizations and the Central Asia Women Leaders’ Caucus.

In fragile States, climate change also undermines the capacity of States to provide the opportunities and services needed in societies to carry out their functions and duties of good governance, thereby aggravating political instability, dissent and disruptions. The Council therefore needs to incorporate a climate focus into all its peacekeeping mandates, especially those in highly vulnerable locations. Measures must be taken and based on science-based evidence related to climate change for early warning, information management and formulating future road maps.

At the outset, I commend the United Arab Emirates presidency for highlighting climate change as a security threat and a risk multiplier, triggering conflict during peace times and aggravating even greater violence in conflict. We are confident that acceding to and implementing key legally binding United Nations instruments in national and regional legislation create trust and predictability. Security sector reforms enhance trust, safeguard human rights, promote respect for the rules of military engagement and prevent the rise of militias and unauthorized non-State armies.   27. It has the capacity to transform Central Asia into a zone of peace and security, sustainable development and prosperity, with a spillover effect into Afghanistan. The situation in Afghanistan is conducive to the possible inflow of refugees, terrorist groups, drugs and arms into our region. The current regional security situation implies that, without proper international efforts, the territory of Afghanistan could become a hotbed for foreign terrorist fighters for the neighbouring States and far beyond. Our nation is paying particular attention to strengthening our borders and increasing coordinated interaction among special services and law enforcement agencies.   28. We are ready to supply wheat and grain and participate in various procurement projects, mainly using the humanitarian hub in Termez, in Uzbekistan. Kazakhstan, Kyrgyzstan and Uzbekistan have initiated and implemented a joint programme with the European Union and the United Nations Development Programme in order to educate Afghan students, particularly women, in our respective universities. In order to promote inclusive and comprehensive sustainable development as a key cornerstone for peace in the region, Central Asian countries are in favour of establishing the United Nations Regional Centre on Sustainable Development Goals for Central Asia and Afghanistan in Almaty. When fully operational, the Centre will streamline United Nations inter-agency regional and interregional coordination and management.

We believe that taking into account the nature and specificity of the de facto authorities of Afghanistan, UNAMA should concentrate on the parts of its mandate that are least objectionable to the new Government — education, support for development and delivering humanitarian assistance throughout the entire territory of the country. That is extremely important now, as cold winter is the most damaging factor for the population. The remaining part of UNAMA’s mandate, can be addressed at a later stage after establishing a more conducive environment for its activities and attaining a better understanding from the de facto Government. Similarly, the exodus of refugees from Syria and other countries in the region has brought political problems to the host countries and caused geopolitical tensions with far-reaching implications in Europe and other countries around the world, resulting in worsening destabilization. Besides that, we have also been witnessing outbursts of xenophobia, hostility and Islamophobia that must be urgently addressed if we are to maintain harmony within and among nations.   32. All the parties involved in the conflict, along with their allies, should end all warfare and every form of military force. It is clear that the deep-seated contradictions in Yemeni society can be resolved only through a broad, inclusive national dialogue. The worsening humanitarian situation in the Middle East demands urgent action on the part of all of us to mitigate the suffering of the local populations, especially in besieged cities. The humanitarian crisis impedes progress on political processes, and the failure to achieve political progress is an obstacle to solving the humanitarian crisis.

  33. In Lebanon, the formation of a new Government and the election of a new President are positive events leading to the holding of free and fair parliamentary elections. We should help Lebanon consolidate its Constitution and democracy, which remain contingent on developments in its neighbour Syria. The Lebanese armed forces are playing a vital role in maintaining security on the border with Syria and throughout Lebanon and thereby helping to avert threats from ISIL and Al-Nusra. Syrian refugees in Lebanon now number more than 1.5 million, and the international community must provide the country with more assistance. The conflict in Yemen has no military solution; as with all other conflicts and crises, only a diplomatic and political settlement can resolve it.

  34. The upcoming meeting to be held in Astana on 4 and 5 May is intended to carry forward the Geneva negotiations that are scheduled to take place soon after. While doing everything possible to ensure the well- being of the Syrian people, we urge the international community to make a coordinated effort to combat the terrorist activities of the Islamic State in Iraq and the Levant (ISIL) and other organizations. In that regard, we would like to remind the Security Council of Kazakhstan's initiative to develop a code of conduct for anti-terrorist operations, which represents a major step towards establishing a worldwide, United Nations- led coalition or network for implementing the Global Counter-Terrorism Strategy.

  35. Promoting economic confidence-building measures between the parties will help to accelerate a political settlement based on the principle of two States for two peoples. That concept should guarantee the inalienable right of Palestinians to statehood and Israel's right to security. We are of the View that negotiations should be resumed as soon as possible in a bilateral format with no preconditions, and mediated by the Middle East Quartet. The catastrophe in Syria has spread beyond the region and is having global repercussions. Kazakhstan supports the efforts of Special Envoy Staffan de Mistura, the Islamic Republic of Iran, the Russian Federation, Turkey and the international community to bring the Syrian Government and opposition together.

I would first like to express my country's firm condemnation of the heinous terrorist attack of 15 April in Kefraya and Foah, which killed more than 120 children and women and injured hundreds of innocent civilians. On behalf of my Government and the people of Kazakhstan, I would like to offer our sincere condolences to the Syrian people, particularly the families of the victims, and to wish the injured a speedy recovery. We would like to thank Special Coordinator Nickolay Mladenov for his briefing on the situation in the Middle East, and we would like to comment on some key issues. The Secretary-General undoubtedly plays a key role in the prevention of conflict and can, at any time, use his power under Article 99 of the Charter to bring to the attention of the Security Council any issue that could threaten international peace and security. The role of his Special Representatives and Envoys is also significant. Protecting civilians, especially against violence and sexual abuse inflicted on women and children, is a priority for my country, and we support the inclusion of these themes in the Security Council resolutions. It is also significant for the Council to give due thought to this factor, while formulating mandates of peacekeeping operations. Our discussions with troop- and police-contributing countries, as well as pre-deployment training in human rights and gender sensitivity are steps in the right direction.

We see that human rights are mentioned 15 times in the Charter of the United Nations, but not in Chapter VII, which implies that these rights cannot be forcibly imposed on States; rather they can be realized through diplomacy, mediation and inclusive dialogue. We believe that the Human Rights Council, its mechanisms and procedures, as well as the United Nations High Commissioner for Human Rights, play a key role in monitoring the observance of the human rights situation in all countries and have the appropriate mandate and experience to contribute to conflict prevention at an early stage.

We also need to invest in a sustainable world with basic services and protected human rights, by helping Member States to build capacity for more effective and accountable institutions, appropriate legislation, security and justice reform, by ending all impunity and by enhancing personnel competencies. Human rights cannot be fostered in an environment of continuous military action. Human rights must be viewed through an impartial lens without double standards, and should not be used as a political tool. We also began to develop the 2045 global strategic initiative plan, which plans to launch by the United Nations centenary a new trend in global development, based on fair conditions, in which all nations have equal access to infrastructure, resources and markets. We must be equally aware that, in conflict prevention, all human rights, civil, political, economic, social and cultural, are indivisible and interdependent. We must ensure equal attention is paid to all of them. We therefore recognize that all three pillars of peace, development and human rights are inseparable and mutually reinforcing, as set out in resolution 2282 (2016) and General Assembly resolution 70/262.   43. I thank you, Madam President, for convening today's meeting. I would also like to thank the Secretary-General for his remarks. Our world is now facing turbulent times of instability, unpredictability and tensions. Multiplying conflicts interconnected with the threat of global terrorism and violent extremism, growing racism and xenophobia produce horrendous violations of human rights law and humanitarian law. We believe that these and other negative phenomena are consequences of the economic crisis, inequality, chronic poverty, illiteracy and unemployment, water and food insecurity, climate change, global competition and the imbalance in finance and trade.

Fourthly, Kazakhstan proposes to establish a United Nations unified global network to counter international terrorism and extremism, as an outcome of the Secretary-General's forthcoming comprehensive plan of action to combat terrorism. Fifthly, the United Nations system, the Security Council, the Department of Political Affairs, the Department of Peacekeeping Operations, the General Assembly and the Economic and Social Council must work closely with regional structures to find comprehensive strategic solutions as proposed above. A better coordination should be established among the United Nations system, international and regional structures, parliamentarians, religious leaders, media and civil society, all engaging in concerted global efforts. These aim at overall national capacity-building with the participation of women at every stage.

Secondly, we propose that the Economic and Social Council be transformed into a global development council, comprising United Nations Member States elected by the General Assembly and the heads of all United Nations specialized agencies, including the International Monetary Fund. It would become a global economic regulator promoting economic and social growth worldwide. Thirdly, Kazakhstan offers to organize at the highest level a United Nations international conference designed to reaffirm the basic principles ofinternational law and good governance to combat the weakening role of global institutions and international law.

  47. The escalation ofviolence and bloodshed is alarming and new approaches must be conceived. That is why, in addressing the General Assembly in September this year (see A/70/PV.13), President Nursultan Nazarbayev of Kazakhstan delineated some proposals, which I submit for consideration today. First, our thrust has to shift from routine conflict prevention and post-conflict recovery to a new development strategy that would considerably eliminate or reduce the threat of war and conflicts. He therefore proposed the launch of a new trend in global development under the 2045 global strategic initiative. The first step on this road could be the development under United Nations auspices of a concept entitled NEW FUTURE, which means nuclear, energy, water, food security, understanding, trust and urgent reforms.

My delegation proposes that the United Nations convene a global meeting on peace and security at the highest level of Heads of State to evolve contemporary means to fight and eliminate the root causes ofconflicts, terrorism and extremism. We need to reinforce preventive diplomacy and peacebuilding, coordinated with political mediation, the rule of law, human rights, national reconciliation, and the improvement of living standards. These have to be complemented by creating public awareness, especially among our youth, of the dangers of recruitment by extremist groups. They must also foster a culture of peace, as Kazakhstan has done by promoting inter-ethnic dialogue, creating the Assembly of People of Kazakhstan, and hosting the triennial Congress of Leaders of World and Traditional Religions.

  49. I commend the presidency of the United Kingdom for convening this debate on the maintenance of international peace and security, which is most timely indeed. Kazakhstan expresses its sincerest condolences to and solidarity with the peoples and Governments of countries suffering and affected by the brutal attacks, and stands united with all for global security. The series of terrorist attacks in rapid succession in so many countries, combined with the displacement of millions of refugees, pose the most prominent threats to global peace today. We have to act promptly to avert the actions of State and non-State actors that create political, economic and social turmoil. This calls for massive multidimensional strategies on all fronts, led by the United Nations, together with Member States.

  50. We have organized seminars in Astana for over 60 developing countries on Future Energy to take advantage of the Expo. We also hosted a side event during the Third International Conference on Small Island Developing States in Apia, where we addressed future energy issues for SIDS and introduced an ESCAP project on training for and installation and maintenance of biogas systems for SIDS, in which Kazakhstan is closely involved. Kazakhstan will therefore provide support to representatives of approximately 60 developing countries to participate in the Expo. In conclusion, I reiterate Kazakhstan's readiness to be an active part in the international community through decisive, bold action to deal with the challenges faced by SIDS.
