With regard to the humanitarian situation, an appeal is made to the entire international community to continue to provide humanitarian assistance to the population, and to make financial contributions to address needs that are not covered by the 2008 consolidated appeals process for Somalia. It is also requested that all necessary steps be taken to create conditions conducive to the delivery of humanitarian aid, including unhindered access to populations in need, and to provide security for humanitarian workers 3 and humanitarian organizations. Member States that have the resources are also encouraged to contribute towards escorting and protecting ships transporting humanitarian aid for the World Food Programme to Somalia, pursuant to resolution 1772 (2007), adopted by the Security Council on 20 August 2007.

The Security Council is thus called upon to reconsider the arms embargo imposed by resolution 733 (1992) in order to enable the Transitional Federal Government to establish and equip its security and defence forces, while maintaining and strengthening the provisions of the embargo against anyone seeking to jeopardize the peace and reconciliation process in Somalia. The Security Council is also urged to take proper actions against those who are hampering the political peace process or who might threaten by force the Transitional Federal Institutions or AMISOM.

Concerning tension in the Somali regions of S001 and Sanaag, the parties concerned were urged to take urgent steps to deal with the tension now prevailing there in order to reduce the resulting consequences. Furthermore, the need was noted to strengthen cohesion among the countries of the region and to create an environment conducive to meeting security challenges in Somalia. The Commission, in close cooperation with the Intergovernmental Authority on Development and stakeholder countries, will also take appropriate steps to support efforts to increase regional cohesion. Concerning the United Nations arms embargo and action against the "spoilers", an appeal was made to all member States and partners of the African Union to strongly support the legitimate Somali institutions in their efforts to combat violence.

The African Union is convinced that, notwithstanding the complexity of the problem, the situation in Somalia can still be improved with the assistance of all Somali parties and the entire international community. Regarding the reconciliation process, the communique of the Peace and Security Council, which was endorsed by the Assembly of the African Union, stressed the need for the Transitional Federal Government to adopt specific measures to implement the conclusions of the National Reconciliation Congress. The communique also stressed that acts of violence must cease and that peaceful solutions must be sought in order to achieve true national reconciliation.

  8. In December 2007, he visited Somalia, Ethiopia, Kenya and Uganda to establish initial contacts with the national authorities concerned. He has also established contacts with members of the international community, including the United Nations, the European Union, the African Union's bilateral partners and representatives of regional and international non-governmental organizations. He took the opportunity to stress the need for renewed and concerted efforts to overcome the current difficulties in Somalia and to reiterate the determination of the AU to do whatever it can to contribute to the early restoration of peace and stability in Somalia. Out of the 8,000 troops authorized by the Council in January 2007, only two Ugandan battalions and an advance team of 192 Burundian soldiers, which were deployed on 23 and 24 December 2007, are now on the ground in Mogadishu. Steps are under way to deploy the main body of the first of the two battalions pledged by Burundi. It is also instructive to note that at the African Union Summit, the Ugandan head of State decided to pledge more troops for the Mission. 08-24087 I would next like to provide some information regarding the efforts of the Special Representative of the Chairperson of the African Union Commission. In October 2007, the Chairperson of the African Union appointed a new Special Representative for Somalia, Mr. Nicolas Bwakira.

  10. and has provided assistance for the establishment of AMISOM's support management planning unit, and the EU has also pledged €5 million for that unit and another €500,000 to cover insurance costs, in addition to technical assistance for budget-related materials. In terms of extrabudgetary contributions to African Union peace efforts, Italy has just announced a grant of €40 million. Furthermore, the United States continues to provide significant logistical support to the Ugandan contingent, as well as communications equipment for the Mission's strategic headquarters in Addis Ababa, and has pledged to facilitate transportation to Somalia for troop-contributing countries. Various pledges were also received from NATO, Algeria, Kenya and Nigeria.

As part of its mandate and in spite of the constraints facing the Mission, AMISOM has continued to conduct various activities, including providing medical services to people and providing water to the population residing within the immediate surroundings of the Mission's headquarters in Mogadishu. The Mission has also continued to receive weapons surrendered by various armed elements for storage and destruction. The budget for AMISOM. amounts to about $622 million per year. So far, a little more than $32 million has been contributed, mainly from the European Union, Italy, Sweden, China and the League of Arab States. The United Kingdom has pledged £85 million for the deployment of AMISOM.

As members of the Security Council may be aware, the Assembly of the African Union, during its most recent summit in Addis Ababa, endorsed the 2 proposals put forward by the Peace and Security Council in its communique of 18 January 2008. A meeting of the International Contact Group on Somalia was also organized at the margins of the summit, and other meetings were held between the African Union stakeholders and various groups and personalities. I would first like to provide some information about the situation of the African Union Mission in Somalia (AMISOM).

With regard to the relation between Chad and the Sudan, the African Union continues to engage both member States constantly, with the facilitation of His Excellency Colonel Muammar Al-Qadhafi, the leader of the great Libyan Arab J amahiriya. We believe that the success of this Hybrid Operation depends largely on the early achievement of a comprehensive political agreement. In this respect, we reaffirm the commitment of the African Union to continue to work closely with the United Nations towards the advancement of the political process. We recognize the obvious challenges involved in the process, but we are confident that the parties and stakeholders will continue to play constructive roles towards moving the peace process forward.

We encourage the Council to continue to strengthen the support for the efforts deployed by regional organizations on behalf of the Council, which remains the primary custodian of international peace and security under the Charter of the United Nations. We therefore appeal to all to continue to support the process and to take all necessary measures towards addressing the outstanding gaps in the critical capabilities required to ensure the effectiveness of UNAMID. We thank the Government of the Sudan for the cooperation it has extended thus far and urge it to continue in this spirit, so as to resolve the remaining outstanding issues of land, air transportation and the freedom of movement of UNAMID. We believe this will greatly assist in facilitating the speedy and smooth deployment of various components of UNAMID.

  16. Today, we would like to call upon the Council to take a close look at the problems of resources and logistics, which were referred to a moment ago by Mr. Guehenno. We realize, however, that a great deal has to be done before we achieve our shared objective of peace and the effective return to normalcy in Darfur, in the Sudan and throughout the region. We must be more careful, since instability in Darfur has spread throughout the region and new concerns beset us with the recent events in Chad, as well as in Kenya. (spoke in English) The UNAMID operation represents a concrete testimony of the new and emerging partnership between the United Nations and regional organizations such as the African Union in the continued quest for international peace and security.

  17. The Assembly emphasized the relaunching of the peace negotiations on 27 October 2007 in Sirte. In that connection, the Assembly reaffirmed its support for the joint efforts of the two Special Envoys, Mr. Jan Eliasson and Mr. Salim Ahmed Salim, and called upon the various parties involved to cooperate further, since the use of arms is no longer an alternative. The Sudanese Government has been strongly encouraged to continue to cooperate with the African Union and the United Nations with a View to facilitating the implementation of UNAMID's mandate. We take this opportunity to praise and encourage the troops that make up UNAMID and to thank the troop-contributing countries and the donor countries for their generosity. As we see it, there has been no lack of will but rather a lack of resources.

  18. We cannot allow that unprecedented operation to fail. Today more than ever before, we must demonstrate solidarity and mutual confidence. We are also here to recall the long and difficult road travelled, the many obstacles and the reoccurring difficulties that emerged before the decisive turning point of 31 December 2007 - the transfer of authority from the African Union Mission in Sudan (AMIS) to UNAMID, which represented a significant milestone in the quest for peace in Darfur and the region. We take this opportunity once again to hail the personnel and troops of AMIS for their selflessness and the heroic work which they undertook in extremely difficult circumstances. We are also here to share the decisions adopted at the latest Assembly of Heads of State and Government of the African Union.

I commend Mr. Jan Eliasson and Mr. Guehenno on their exhaustive briefings, which the African Union fully endorses, being one of the pillars of the African Union- United Nations Hybrid Operation in Darfur (UNAMID). Our participation in this meeting transcends the symbolic act of being present here. We are here above all to reaffirm the African Union's firm commitment to discharging its duties and responsibilities to work alongside the United Nations for the success of the effective deployment of UNAMID and the Hybrid Operation as a whole. We are also here to reiterate our resolve to establish close cooperation with all the partners involved in that unique enterprise, aware as we are of the challenge we face.

This means that the most credible and immediate opportunities for early peacemaking may be lost, necessitating long, complex and expensive peace processes at a later stage, as we have seen the cases of Somalia and the Sudan. The Rwandan genocide remains an indelible mark on our collective memory concerning the lack of an early and effective response to a crisis situation. In that light, we therefore wish to reiterate our call to the Security Council to take all necessary measures to give greater impetus to the effective establishment of a United Nations mechanism for funding peacekeeping operations conducted on its behalf by regional organizations. One of the realities that have emerged from the field experience of the African Union is the crucial need for a sustainable mechanism for funding peacekeeping operations conducted by regional organizations on behalf of the Security Council. Our shared aspiration - the establishment of a United Nations mechanism, under Chapter VIII of the Charter- reflects the constant desire of the Council itself to strengthen regional organizations as key partners in the effective discharge of its responsibilities. The absence of a predictable mechanism to support peacekeeping efforts of regional organizations may create an atmosphere conducive to the escalation of hostilities. Also, delays in responding to a crisis often result in the dislocation of the social fabric of communities.

The African Union, as members are aware, has fully demonstrated its readiness to assume its share of responsibility in the maintenance of international peace and security through its efforts in various situations. These were duly authorized by the Security Council and were conducted with the material, logistical and financial support of international partners. African Union member States have shown enthusiasm in responding to calls for troops and other personnel, as a strong mark of their own commitment to international peace and security. Using various mechanisms and working in close cooperation with its subregional organizations, the African Union continues to devote significant efforts and leadership to address crises around the continent.

  24. We must coordinate our initiatives in order to avoid overlapping and duplication of efforts. The African Union-United Nations partnership must be coherent - which requires the harmonization of decision-making procedures, joint strategic analysis and systematic exchanges of information. (spoke in English) The realization of a peaceful, integrated and progressive Africa is at the very heart of the African Union, as provided for in its Constitutive Act. In order to fully assume that responsibility, the African Union has taken concrete steps to establish a comprehensive continental architecture for the maintenance of peace and security, including the Peace and Security Council itself, the African Union common defence mechanism, the African Stand-by Force, the African continental early warning system and the Panel of the Wise.

  25. Finally, the leadership of the African Union is increasingly asserting its role in the coordination of political dialogues and peace talks in crisis situations throughout Africa. All of those experiences display innovation, flexibility and, above all, the mobilization of the international community. Lessons of course are being learned in order to bring about more effective conflict management and to better coordination among the various levels of the global peace and security architecture. It is time to implement the commitments already undertaken in various legal instruments in the area of the maintenance of international peace and security, in particular with regard to the United Nations Ten-Year Capacity-Building Programme for the African Union.

We have seen many positive experiences, such as the current deployment of the African Union-United Nations Hybrid Operation in Darfur, the Security Council- authorized deployment of the African Union Mission in Somalia and the predominant role of the Economic Community of West African States in crisis resolution in Cote d'Ivoire and elsewhere in West Africa. Because of the concrete concerted action by the United Nations and the African Union in the area of peacekeeping and peacebuilding, important milestones have been put in place in the Democratic Republic of the Congo, the Comoros, Burundi, Liberia and Sierra Leone. The majority of Security Council resolutions on crises in Africa have been adopted on the basis of recommendations made by the African Union.

  27. Regional organizations for their part, intervene to help the United Nations and assume their share of the burden as part of the legitimate framework of the Charter of the Organization. They must act quickly in order to immediately stabilize a given situation. They then help to create conditions that are favourable for the deployment by the United Nations of a peacekeeping or peacebuilding operation, as part of a shared role based on complementarity and solidarity. The increased cooperation between the United Nations and the African Union and its subregional organizations in the area of peacekeeping in Africa is an achievement that should be built upon.

  28. Through this message on behalf of the Chair of its Commission, His Excellency Mr. Alpha Oumar Konare', the African Union welcomes the convening of this meeting. Its relevance is unanimously recognized and we appreciate the initiative. The question for consideration today has in recent years been given significant attention, in particular by the Security Council. That can be seen in the thematic debates to which the Council has always invited us and which have reflected the trust placed in regional organizations with respect to the maintenance of international peace and security. Of course, before speaking of the role of regional organizations in that area, recognition of the primary responsibility of the Security Council is fundamental.

  31. The Chairman of the Commission commended the convening in September of a joint session between the United Nations and the African Union. With respect to Somalia, the Chairman of the Commission focused on the need to complete the deployment of the African Union Military Observer Mission in Somalia pending the rapid deployment of a United Nations operation to assume its functions. All of this offers lessons for improving the effectiveness of conflict management in Africa. We fully endorse the recommendations contained in the Security Council's report and underscore the need to implement commitments already made in various international instruments, and specifically the 10-year programme for United Nations capacity-building of the African Union.

  32. The Chairman highlighted the need to preserve the growing trust of the Government of the Sudan, which does not mean pandering or issuing blank checks. The Commission Chairman recognized the importance of unified command and control in the hybrid operation. The operation must, however, retain its African nature and, to that end, additional efforts are necessary to raise awareness among African troop- contributing countries. He called on both organizations to work together to consolidate political dialogue and to support the efforts of the special envoys of the United Nations and the African Union in Darfur. In that respect, it is critical to coordinate and harmonize all initiatives under United Nations and African Union auspices.

The decisions of the conference of heads of State and Government clearly reflect the recommendations of the mission and highlight the cooperation and coordination between the United Nations and the African Union, which were strengthened yet again by the Council's informal meeting of 13 July with the Chairman of the Commission, followed by his meeting with Secretary-General Ban Ki-moon. I would recall, inter alia, that the Chairman of the Commission urged the Security Council promptly to adopt a resolution authorizing the deployment of the hybrid operation in Darfur and funding it through United Nations assessed contributions. He also recognized the leadership of the United Nations in the field of international peace and security. The African Union, however, must shoulder its own responsibilities in maintaining peace in Africa.

The concerted actions of the United Nations and the African Union in those countries have been characterized by innovative approaches, unprecedented creativity, flexibility in action and, above all, the mobilization of the international community. They will help to lay a new foundation for cooperation between the United Nations and the African Union. As for cooperation, it was enhanced yet again by the presence of the United Nations, in the person of Deputy Secretary-General Asha-Rose Migiro, at the ninth African Union summit in Accra. The major decisions taken there reflect the convergence of visions and approaches of the two organizations with respect to maintaining international peace and security, particularly in Africa.

Recalling that 29 out of 49 missions of this kind have been conducted in Africa since 1960, we are convinced that they will help to reassure our peoples and Governments of the essential role of the Security Council and its commitment as guarantor of international peace and security. The initiative also attests to the Security Council's concern to listen to Africa, be attentive to realities on the ground, and act as a united team, giving priority to dialogue. That will help to increase the esteem and trust of the entire international community for the Security Council. The mission was also an undoubted milestone in the efforts to secure lasting peace and security in the countries involved.

We also commend all the Security Council members that led and participated in the mission. The Chairman of the Commission of the African Union, Mr. Alpha Oumar Konare, has instructed me to convey his heartfelt appreciation for the fruitful cooperation he enjoyed with the Security Council recently and during its visit to Addis Ababa. We also welcome the important recommendations set forth in the report and in the joint communique issued following the Security Council's meeting with the Peace and Security Council of the African Union.
