“In facing contemporary challenges to global security, regional and subregional organizations and their member States must always uphold decision-making on the basis of consensus and through framework of multilateralism. Those elements will always form the foundation of an effective international order - one that rejects unilateral steps that are extraterritorial in nature and contrary to international law, and may endanger multilateralism. The role of regional organizations and associations in no way reduces the responsibility of the United Nations for the maintenance of international peace and security. “The rule of law in international relations is incompatible with unilateralism and economic, commercial and financial policies and measures contrary to international law. The rule of law at the international level is also violated when actions are carried out to impose regime change, intervene in the internal affairs of States or incite internal conflicts in sovereign States under foreign agendas aimed at hegemonic domination and influence. Seventy years after its foundation, the United Nations must be strengthened and the Security Council democratized, to make them standards of transparency, democracy and participation by the entire international community in the resolution ofpressing global problems.”

“Mr. Reyes Rodriguez (Cuba) (spoke in Spanish): Cuba considers this to be a very timely debate on this subject as we approach the seventieth anniversary of the founding of the United Nations and the adoption of its Charter. The year 2015 also marks the seventieth anniversary of the end of the Second World War and of the nuclear bombing of the cities of Hiroshima and Nagasaki, which were horrific chapters in the history of humankind that should not be repeated. Realizing the right to peace requires eradicating the threats that conspire against that common desire. The consecration of altruistic purposes and principles in the Charter is not enough. It is essential that Member States and other international actors strictly adhere to such principles in their conduct.”

“In 2014, global expenditure on armaments was 340 times higher than the biennial budget of the United Nations and its specialized agencies. With the resources allocated to armaments, we could have achieved many of the modest goals set by the Millennium Development Goals, which, unfortunately, will not be achieved. For the cost of a nuclear weapon, medical attention could be provided to tens of thousands of people. Cuba supports the total elimination of weapons of mass destruction, including nuclear weapons, which threaten to exterminate humanity. Current stockpiles of resources, which lead only to hardship and death, could be better allocated to the full realization of the right to development.”

“Promoting and maintaining international peace and security will entail addressing the causes of poverty and inequality. We cannot eliminate the conflicts in the world if we do not eradicate the root causes that motivate and fuel them. Human history corroborates the theory that the eradication of hunger, disease and poverty require forms of cooperation that show solidarity and fairness and do not involve a resort to arms. The arms race eats up many of the resources that could be allocated to economic growth and social well-being. World military expenditure totalled $1.756 trillion in 2012, that is, 2.5 per cent of the global gross domestic product. It is essential that concrete international measures be taken to redirect the resources allocated to the military towards activities that bring about development.”

“The establishment of a new international order that is truly just, democratic and equitable remains a chimera. The Council must be democratized through a radical reform, but that has yet to occur. We need a United Nations that is more democratic and effective, with bodies that implement their respective mandates, having at its centre a revitalized and strengthened General Assembly that fully exercises the powers that fall to it under the Charter. The world has the resources necessary to eradicate poverty, malnutrition, illiteracy and many of the diseases that still decimate entire populations in many countries. What is required is the political will to implement the necessary changes to the current international system, which is steering humanity towards self-destruction.”

“We reject the double standards of the United States Government's policy by which it refuses to try and allows to remain free the perpetrators of terrorist acts against Cuba, including Luis Posada Carriles, the mastermind of the first terrorist attack against civil aviation in the Western hemisphere, which led to the explosion in mid-flight of a Cubana de Aviacion plane off the Barbados coast on 6 October 1976, killing its 73 passengers. Paradoxically, it continues its prolonged and unjust incarceration of our Cuban counter-terrorism fighters, Gerardo Hernandez, Ramon Labafiino and Antonio Guerrero, who were tried for crimes that they had not committed.”

“We fully support the Palestinian initiative seeking a Security Council resolution setting a deadline for the end of the Israeli military occupation of the Palestinian territories that began in 1967 and permitting the exercise of the inalienable rights of the Palestinian people, including the right to self-determination in an independent Palestinian State within its pre-1967 borders with East Jerusalem as its capital. The General Assembly took an historic decision when its members adopted the majority resolution 67/19, granting Palestine non-Member observer State status in the United Nations. “It also ignores the goal of the total elimination of weapons of mass destruction. For its part, Cuba has an impeccable record in the fight against terrorism and has never allowed, and never will allow, terrorist acts against any country to be conducted, planned or financed on Cuban territory. Cuba is a party to 16 ofthe existing international conventions on terrorism and has complied strictly with its obligations under resolutions 1267 (1999), 1373 (2001) and 1540 (2004) and other related Security Council resolutions. We reiterate our absolute rejection of all terrorist actions, methods and practices in all their forms and manifestations by anybody, against anybody and wherever they are committed, whatever their motives may be, including those actions in which States are directly or indirectly involved.”

“In Cuba, all programmes related to the nuclear, chemical and biological fields have always been strictly peaceful in nature and their benefits have been used solely for the welfare of the Cuban people and their socioeconomic development. All such programmes are continually and rigorously monitored by the relevant national authorities and subject to supervision by the competent international entities. Cuba rejects the selective focus and double standards that some countries attempt to impose in addressing issues related to disarmament, non-proliferation and arms control and their connection to the threat of terrorism. This focus promotes measures against horizontal proliferation while ignoring vertical proliferation - that is, the improvement of nuclear weapons by States that possess nuclear weapons.”

“On 26 September, we will mark the first International Day for the Total Elimination of Nuclear Weapons, as declared by the General Assembly in its resolution 68/32. The humanitarian consequences of such weapons are part of the problem, and Cuba advocates that they be addressed with the same approach. It is impossible to advocate for the effective protection of civilians in conflicts while at the same time defending the use of nuclear weapons as part of military doctrines. It is impossible to advocate for the effective protection ofcivilians in armed conflicts while at the same time stoking armed clashes and supplying weapons to non-State actors, as is occurring at present in Syria.”

“The General Assembly should consider them with a view to preventing such technologies from being used to commit extrajudicial killings and other crimes against innocent civilians. In addition, those responsible must face justice and be held accountable for their crimes. The Security Council should not stand on the sidelines of those issues. The report of the Secretary-General remains silent once again on the dangers posed by nuclear weapons, despite the fact that some nuclear-weapon States stand ready to use them, even in conventional conflicts. The international community is redoubling its efforts to finally achieve the goal of a world free of nuclear weapons, which is the only sustainable solution in response to the immense threat they pose.”
