  2. “Mr. Ricardes (Argentina) (interpretation from Spanish): Argentina supports the measures recommended by the Secretary-General to modify the mandate and increase the number of staff serving on the United Nations Observer Mission in Georgia (UNOMIG). The situation existing since the signing of the Cease-fire and Separation of Forces Agreement on 14 May makes this measure advisable. According to the approved mandate, United Nations observers will play a special role, that of monitoring the functioning of the Commonwealth of Independent States (CIS) peace-keeping force deployed in Georgia with the consent of the parties. Relations of coordination and cooperation between both forces must be defined henceforth. As is emphasized in the resolution, it is essential, in order to discharge the mission, that UNOMIG's freedom of movement be guaranteed.”

  9. “Mr. Ricardes (Argentina) (interpretation from Spanish): The renewal of the mandate of a peace-keeping operation, in this case the United Nations Protection Force (UNPROFOR), gives the Security Council an opportunity to assess its functioning and its scope. A new framework of agreements and a less tense situation on the ground lend a new impetus to efforts to find a peaceful solution to the situation in the Republic of Bosnia and Herzegovina. We congratulate the Government of Croatia on the cease-fire agreement signed in Zagreb on 29 March, which is also a move in the direction of a peaceful solution. In this connection, my country agrees with the recommendation of the Secretary-General on the need to increase the personnel of UNPROFOR so that it can carry out the functions that the changing situation demands.”

In it the massacre of Palestinians in Hebron is strongly condemned. It could not be otherwise. In the resolution the Council also reaffirms the international community's support for the peace process; recalls the fundamental duty of the occupying Power to guarantee fulfilment of the obligations and responsibilities explicitly incumbent upon it by virtue of the Fourth Geneva Convention, of 12 August 1949; and calls upon the parties to agree to the establishment of a foreign presence in the framework of the Declaration of Principles on provisions related to interim self-government and to its annex II.”

We wish also to say that we share the understandable pain of the Palestinian people. This inexplicable crime, whose aim was to rekindle the flame of hatred and intolerance between two peoples that had decided to embark on the path of reconciliation, showed that fanaticism and ignorance are but one step removed from death. It is obvious that neither sick and solitary individuals nor tiny groups that feed on resentment or anger can impose their will on peoples that want to live and grow in peace, in an atmosphere of mutual respect.”
