“Eliminating all forms of violence against women, including sexual violence, is an integral part of the future security and development of communities and countries. We commend countries that defend those causes with similar determination. We are constantly made aware of the ways in which armed conflict further jeopardizes women's and children's security, dignity, health and development. For example, in times of war it is often impossible to access basic maternal and neonatal health services. The most vulnerable are too often the biggest targets. (spoke in English) Women and girls are at an increased risk of violence in humanitarian crises and are often subject to abuse, including in exchange for assistance or protection.”

“We support the ceasefire agreement reached on 5 September and commend the Government of Ukraine for acting on its commitments to secure lasting peace. Russia and the insurgents must begin acting in good faith and do the same. The task of the Flight MH-l7 investigation team is not yet complete. We look forward to its final report, as well as to the outcome of the work also under way within the International Civil Aviation Organization. The need for answers and justice and respect for the victims and their grieving friends and family members from all the countries affected, including Canada, should unite all Member States in support of those efforts. In July, we joined others in sponsoring resolution 2166 (2014). Today, we call once again on Russia and the insurgents to allow access to the crash site.”

“Its findings are consistent with what we and others have asserted since the tragedy on 17 July, namely, that the flight was destroyed by an anti-aircraft missile following an increased flow of heavy weaponry, including rocket launchers, from Russia into insurgent- controlled areas in Ukraine. The tragedy is but one of many examples ofthe cost of Russia's reckless behaviour in Ukraine, where more than 3,000 people have died since Russian-sponsored violence erupted in April. Its actions there undermine the most basic norms of international conduct. They pose a grave threat not only to the security of eastern Europe but also to the rules-based international system. The Russian Federation can end the ongoing tragedy in Ukraine.”

“Mr. Rishchynski (Canada) (spoke in French): Canada welcomes the preliminary report released on 9 September by the Dutch Safety Board and commends the investigation team, whose work has been exemplary despite the difficulties that they encountered in pursuing their important task. The report was prepared despite the initial efforts of the Russian-backed insurgents in control of the area to hinder the work of the investigation and despite the limited access to the crash site due to the violence caused by the insurgents. (spoke in English) As we now know, the investigation has found no evidence of problems with the aircraft or with the crew before the tragedy.”

We have also actively contributed to WHO'S expert panels on Ebola. “Our contributions to the World Health Organization (WHO), Medecins Sans Frontieres and local Red Cross and Red Crescent organizations have helped establish the base for their respective response activities. (spoke in English) In addition, Canada has deployed a mobile laboratory to Sierra Leone, with rotating teams of Canadian laboratory technicians and supplies. This laboratory has been deployed in Kailahun, one of the areas of the country most severely affected by the Ebola virus, and will continue to provide critical diagnostic services to Sierra Leoneans requiring assistance. We have also enabled the deployment of additional Canadian Red Cross delegates to Guinea and Sierra Leone, as well as experts to Sierra Leone working for UNICEF, and we have committed over $2.5 million in personal protective equipment to WHO for distribution.”

“In the Afghan province of Kandahar, Canadians have trained and mentored the Afghan National Army and the Afghan National Police. Canada provided up to 950 military personnel at a time in the NATO Training Mission-Afghanistan to help train the ANSF, and our civilian police have trained and mentored approximately 23,000 effectives of the Afghan National Police over the past 11 years. Afghanistan's new leadership will face a number of urgent issues. Leaders will need to move quickly to address the range of economic challenges facing it, particularly given the significant impact of recent events, such as the electoral uncertainty on business and financial investment confidence.”

“For 10 years, MINUSTAH has worked to improve security conditions and contribute to lasting stability in the country. It has made considerable progress. Canada notes MINUSTAH's forward planning, including the gradual reduction of the United Nations footprint in Haiti. It is important that such decisions be based on the situation on the ground, in particular the capacity of the Haitian State to deliver security to its people. We should avoid reduction scenarios that could jeopardize the results achieved to date, and take into account the role MINUSTAH should play in contributing to stability and ensuring security during significant national events, such as the 2015 presidential elections. However, much still remains to be done to ensure stability and sustainable development in the country. (spoke in English) Canada is particularly concerned by the continued delay in holding the senatorial, local and municipal elections in Haiti. Under the Haitian Constitution, democratic elections should have taken place three years ago - in 2011. Holding elections in 2014 is an essential and necessary step towards maintaining the legitimacy of State institutions, as well as advancing and reinforcing democratic stability in Haiti.”

“That project will improve child protection in countries experiencing armed conflict, including, among others, Afghanistan, the Central African Republic, Chad, Colombia, Democratic Republic of the Congo, Iraq, Ivory Coast, Sudan, South Sudan and Syria. On 24 January, Prime Minister Harper announced that an additional $50 million in humanitarian funding will be allocated for education and child-protection activities that support the No Lost Generation initiative. With the support of the Government of Canada for that initiative, it is expected that our partners will be able to reach 660,000 children with protection and education interventions to help restore hope to children affected by the crisis in Syria.”

“Experience has shown that the protection of children in conflict situations is complex and requires the application of diverse and specialized medical, psychological and social skills and knowledge. (spoke in English) We recognize that actions speak louder than words. Canada has therefore made concrete contributions to efforts to protect children in situations of armed conflict. Since 2008, Canada has contributed over $27 million to initiatives relating to the prevention of the recruitment and demobilization of child soldiers. “Canada is convinced that both formal and informal child protection systems are important. Formal systems include donor support for civic registration and vital statistics, with data collection disaggregated by gender, ethnic origin, wealth quintile and other factors. That, in turn, would contribute to establishing age-verification procedures for military recruitment. Informal systems include active participation by families, communities and the children themselves in the creation and fostering of protective environments that contribute to preventing recruitment and other violations. In March, Canada co-sponsored resolution 2143 (2014), which called for increased efforts to protect children in armed conflict and, among other things, expressed deep concern at the military use of schools and attacks on schools. (spoke in French) We should also support effective predeployment training in child protection for personnel involved in field missions, including military and police personnel. It is also crucial that such personnel be screened to prevent individuals who have committed violations against children from serving with the United Nations. “(spoke in English) One such example is the Security Council's monitoring and reporting mechanism. In the light of the mass kidnapping of schoolgirls in Nigeria by Boko Haram, we encourage the Secretary-General to add abductions as a formal trigger for the monitoring and reporting mechanism on children in armed conflict and for the listing of the armed groups involved. Canada sees education as essential to security, stability and development. Education is, in fact, intertwined with the children and armed conflict agenda. The military use and targeting of schools deprives children of access to education, while putting the lives of students and teachers at risk. It also impedes the future of the country by preventing the next generation from developing its full potential.”

“If there is something positive that might be derived from this tragedy, it should be the opportunity that it creates for President Abbas to take on three big challenges. The first challenge is to complete the disarmament of Hamas and other Palestinian terrorist groups operating in Gaza, including the Palestinian Islamic Jihad. This means that he must follow through on his commitment to demilitarization and the removal of existing stockpiles of thousands and thousands of largely Iranian-supplied missiles nestled and shielded amid the homes, grocery stores and schools of Palestinians. It means that Hamas fighters put down their arms and embrace the peace process. Secondly, there must be a complete cessation of the production and smuggling of weapons and materials that enable terrorist groups to both acquire and make rockets.”

“Russia and the pro-Russia militants must match words with deeds and cooperate fully with the investigation. The conflict in eastern Ukraine has been both generated by and perpetrated by the Putin regime. Evidence of Russian financial and material support to illegal armed groups in eastern Ukraine is both clear and compelling, and President Putin's continued support for those groups constitutes a threat to international peace and security. President Putin has the ability to end this war. He can do so by ending his support to pro-Russian forces, ending the build-up of troops on the Ukrainian border, withdrawing his troops from Crimea and using Russia's considerable influence to broker a ceasefire.”
