  3. “Costa Rica condemns the indiscriminate launching of rockets and mortars towards the Israeli civilian population by Hamas, Palestinian Islamic Jihad and other militant groups from the Gaza Strip into Israel. Palestinian militants must cease this practice immediately. And, while we acknowledge Israel’s legitimate security concerns, we reiterate that self-defence must be exercised in a proportionate manner and in accordance with international humanitarian law. In the conduct of its military activity, the Israeli Government must take all feasible precautions to ensure the safety and security of the civilian population and civilian objects. Third, the 11 days of hostilities in May 2021 resulted in the loss of the lives of over 260 Palestinians – including 66 children – and 13 people in Israel, of whom were children.”

  4. “Costa Rica calls on both parties to act in a restrained manner and to refrain from unilateral actions that would further aggravate tensions and undermine the viability of the two-State solution and a just, lasting and comprehensive peace in the best interests of the constituents of both. Today, there are more than 680,000 Israeli settlers living in the West Bank, compared with 116,000 in 1993. They are spread across nearly 300 settlements in East Jerusalem and the West Bank. As stated by the Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967, this situation constitutes a war crime under the Rome Statute of the International Criminal Court. Second, we urge both parties to put an end to all acts of provocation, incitement and violence.”

We call on all Palestinian actors to resume talks and set a new date for elections as soon as possible. We also welcome the new Israeli Government under the leadership of the Prime Minister, Naftali Bennett, and the Alternate Prime Minister and Foreign Minister, Yair Lapid. Costa Rica welcomes the lifting of the Citizenship and Entry into Israel Law, which prohibited Israelis married to Palestinians residing in the Gaza Strip or in the West Bank from passing on Israeli citizenship or residency to their spouses for family reunification purposes. With the Citizenship Law no longer in force, Palestinians married to Israelis can start a gradual path to citizenship. Costa Rica looks forward to discussing, in this and future sessions, how new avenues can be opened up for Palestinians in the West Bank and Gaza to enjoy full citizenship.”

  8. “We reiterate our long-standing position that all settlement activities in the occupied Palestinian territory, including East Jerusalem, are illegal under international law and constitute an obstacle to international peace and security. We urge Israel to cease its demolitions and evictions, in accordance with its obligations under international humanitarian law and international human rights law. Thirdly, we deplore Palestinians being deprived of certain fundamental guarantees of civil rights, as well as the lack of legal means to claim the lands they possessed prior to 1948 in West Jerusalem and elsewhere in Israel.   10. “Costa Rica reiterates its deep concern over the escalation of tensions in Jerusalem and Gaza — the worst since 2014 — since the beginning of the holy month of Ramadan. We condemn in the strongest terms the violence against civilians, in particular against women and children, which continues to cause numerous fatalities and hundreds of injuries. Costa Rica regrets the loss of human life and expresses its condolences to the families of the victims. In that regard, allow me to reiterate three fundamental points. These measures will only create deeper wounds and further increase the already profound resentment and mistrust that prevail in this conflict. Costa Rica will not recognize any changes to the June 1967 borders, including with regard to Jerusalem, other than those agreed upon by the parties through direct negotiations.   14. “Nevertheless, Costa Rica would like to raise its voice and reiterate our profound concern, in particular over certain provisions stated in the coalition agreement among the political parties that formed the incumbent Government regarding the prospect of the annexation by Israel of parts of the occupied Palestinian territories. The agreement to annex significant parts of the West Bank in the occupied Palestinian territory after 1 July would constitute a serious violation of international law, including the Charter of the United Nations, the Geneva Conventions and the relevant resolutions of the Security Council, negatively impacting the two-State solution, while also halting the renewal of negotiations and threatening the efforts to advance regional peace and security. In that regard, Costa Rica would like to stress four important aspects.”
