3. “It now has to worry." The international community must understand this message. It cannot ignore such a direct threat by one Member State against another. Today I shall use this forum to present new information outlining yet another unacceptable, blatant threat by Iran against Israel. This information has only recently come to light. Last December, Iran conducted a launch test of the Qiam, a Missile Technology Control Regime (MTCR) category 1 missile that can carry a nuclear warhead. The missile landed very close to the target: a bullseye shaped like a Star of David. This use of the Star of David, the symbol of the Jewish people, for target practice is hateful and unacceptable.”

4. “The Al-Assad regime's systematic use of chemical weapons must be stopped. Resolution 1540 (2004) prohibits the proliferation of WMD and their means of delivery. The development and testing of ballistic missiles increases the risk of proliferation of this means of delivery. Having developed and fired ballistic missiles consistently since the adoption of resolution 2231 (2015), Iran has done its part to increase this global threat. On 18 and 19 June, Iran fired six Zulfiqar surface-to- surface missiles and one Qiam medium-range missile at the Deir ez-Zor area in Syria, claiming to have been targeting Da'esh. Following these launches, Sheikh Hussein al-Islam, an adviser to Iran's Foreign Minister, made Iran's true intention clear. He stated: "Israel is the main enemy of Iran. I think [Israel] understood the message.”

5. “Last fall, after the JIM. concluded that the Syrian regime was responsible for three chemical attacks, some in the international community had hoped this finding would deter Al-Assad from continuing to carry out such horrible attacks. But, sadly, they were wrong. On 4 April, at 6:30 a.m., the Al-Assad regime bombarded the people of Khan Shaykhun, a small town in the Hama area, with air strikes including sarin gas. As a first responder recalled: "I saw something I had never seen in my life children trying to breathe a gasp of air, with saliva and foam coming out of their mouths and nostrils". With approximately 100 people killed and hundreds more wounded that morning, the attack on Khan Shaykhun is the latest example of the repeated abuses committed against innocent Syrians since 2013.”

6. “In recent years, the absolute norm against the use of chemical weapons has been eroded and challenged time and again. Failing States have transformed the Middle East region into a breeding ground for terrorists. The recklessness of some States has aggravated the threat of proliferation of WMD to non-State actors. The Al-Assad regime's systematic use of chemical weapons has incentivized terrorists and non-State actors to obtain the materials and know-how to produce and deploy WMD. It is clear, therefore, that the responsibility for the proliferation of chemical weapons in Syria lies squarely at the feet of Al-Assad. Lebanon continues to ignore the Council's demand to take responsibility, restore order and "exercise full sovereignty and authority over its territory". Lebanese President Aoun recently described Hizbullah as essential to Lebanese defence. Just this week, Lebanon's Foreign Secretary distanced himself from the Riyadh Declaration at the Arab-Islamic-American Summit criticizing the terror group. Hamas is another internationally recognized terrorist organization guilty of a double war crime. At the expense of the people of Gaza, Hamas exploits international humanitarian aid to build rockets and terror tunnels, and even base its headquarters among civilians.”

Hizbullah is an internationally designated terrorist group, notorious for destroying critical infrastructure and conceiving of new ways to harm civilians. As we have cautioned time and again in this Chamber, Hizbullah has transformed southern Lebanon's Shiite villages into terror outposts, intending to harm Israel. In Madaya, following months of siege, al-Assad and his allies not only starved the town's 42,000 residents, but also proceeded to demolish all but one hospital. Al-Assad's main ally and beneficiary, Iran, is an accomplice to those crimes. Terror militias backed and financed by Iran, most notably Hezbollah, operate in Syria, bolster its brutal regime and commit unspeakable atrocities, trapping innocents in the crossfire. The Syrian regime has even resorted to destroying hospitals and removing essential medical aid from humanitarian convoys, leaving almost 13 million people with no access to treatment. Armed groups, terrorists and powerful transnational criminal networks are taking advantage of the helplessness of refugees, including young children, and forcing them into labour, crime and prostitution while falsely promising them a better future in Europe. This would amount to the entire population of Ukraine, to 70 per cent of the population of France, 4.5 times the population of Bolivia, 5.5 times the population of my country and more than 13 times the population of Uruguay. In 2016, Hassan Nasrallah, Secretary General of Hizbullah, threatened a catastrophic attack on Haifa's ammonia-storage tanks that would, he said, lead to the death of tens of thousands of residents and affect 800,000 Israelis. He went on to declare that this would be exactly like a nuclear bomb and that therefore he could say that today Lebanon had a nuclear bomb. 38. “We continue to see increases in the number of Hizbullah operatives, described in reports relating to resolution 1701 (2006) as "civilians", in possession of unauthorized weapons. The situation serves only to heighten tension in an already volatile environment. It seems that political considerations undermine the Council's ability to receive accurate reports on the real situation on the ground. If conflict between Israel and Hizbullah is to be prevented, the Security Council must acknowledge Hizbullah's dangerous buildup in southern Lebanon and demand that the Governments of Lebanon and Iran fully comply with the provisions of resolution 1701 (2006). Time and again we have warned the Security Council that, where the Middle East is concerned, we can be sure that wherever and whenever there is terrorism, there is Iran.”

For the Security Council, courage should mean not turning a blind eye to actions that pave the way for future conflict. For the Council, courage should mean its equal application of moral values and standards to all, without allowing politics and special interests to interfere in its work. Let us be clear - the Syrian regime's use of chemical weapons is neither an isolated incident nor an aberration of conduct. Those are not the actions of an unruly individual; chemicals are a weapon of choice for the regime and reflect a modus operandi of the Syrian authorities, which have set up specific military units for those purposes. The systematic tactical use of chemical weapons by the Al-Assad regime has been emulated by terrorist organizations and incentivized non-State actors to obtain the material and know-how required for the production and use of those horrific capabilities. The Joint Investigative Mechanism report's findings leaves no room for mistake.”

Thankfully, thus far, such rocket attacks have not resulted in casualties.
