  13. “The concluding document of the African Union Summit of January 2007, held in Addis Ababa, stated that the maintenance of international peace and security, as we stated at the outset, is the primary responsibility of the United Nations Security Council. Likewise, in the World Summit Outcome, heads of State and Government meeting in New York encouraged and supported the initiatives of the African Union and of the subregional African organizations to prevent conflict, engage in mediation or settle conflicts with the assistance of the United Nations.   20. “We fully agree with the concept document that consensus must be reached as soon as possible on a concept of security sector reform. To that end, we respectfully suggest that a broader debate be held in the General Assembly to share ideas and exchange experiences and, in particular, as a way to achieve consensus, with the ultimate goal of establishing a comprehensive strategy in which everyone participates. We believe that the Economic and Social Council should carry out its own exercise in that regard, in consultation with all organs of the system, such as the Human Rights Council and the Peacebuilding Commission.   25. “We are pleased by the establishment in resolution 1612 (2005) of a monitoring and reporting mechanism on the participation of children in armed conflict, as well as by the encouragement to set up coordination among the various specialized agencies of the United Nations system, giving UNICEF an important role in these activities. In our opinion, this will strengthen and guarantee an effective protection policy for those beings whose smiles are being marked by the fatal tragedy of violence.
