Likewise, the increased number of defections of combatants affiliated with Al-Shabaab represents a positive step and a glimmer of hope for the youth of Somalia. Moreover, the protection of civilians and the unhindered delivery of humanitarian assistance must continue to be top priorities. The reconstruction of Somalia, in terms of both its infrastructure and its social fabric, as well as the protection of its natural resources, represent critical challenges. The fight against piracy and armed robbery off the coast of Somalia continue to pose a threat. 41. “That is why we would like to see the same degree of progress and resolve directed at the peace and reconciliation process, which should be guided and led by the Afghans. We support UNAMA in its continued role of supplier of good offices. We also believe that the sanctions regime established pursuant to resolution 1988 (2011) is a worthwhile and appropriate tool. Thirdly, we again raise the issue of the protection of civilians. While we have noted a drop in the number of civilian victims, we are nonetheless alarmed by the complexity and intensity of those attacks. We agree with the report's assessment that attacks on colleagues and international counterparts by persons in Afghan uniform are a worrying development affecting trust during a security transition that needs to be based on close coordination between the parties.”

42. “It will be particularly important to ensure that an electoral law and a law on the duties and structure of the Independent Electoral Commission are passed in the first quarter of 2013, one year before the elections. Secondly, we are pleased that the transition process in the security sector has, up to now, gone forward as expected and hoped, though not without significant challenges that continue to be a cause for concern. On the one hand, we are encouraged by the continuing progress being made in the process of transferring responsibility for security, which now covers 75 per cent of the population. 48. “Together with the support of the Panel of Experts, it has continued to respond to national reports, requests and complaints regarding alleged Violations on the part of Member States, while intensifying its awareness- raising activities in order to prevent future sanctions violations. We underscore the importance of training activities and of dissemination and awareness-raising activities, which are essential for the effective implementation of the sanctions adopted by the Security Council. In that regard, we are grateful for the support of the Panel of Experts, which, as indicated in the report, briefly visited Guatemala at the beginning of this month in order to discuss the measures adopted by our country for the implementation of resolution 1737 (2006) and to inform us of the work being carried out by the Committee.”

49. “Mr. Rosenthal (Guatemala) (spoke in Spanish): I join those who have spoken before me in thanking the Permanent Representative of Colombia, Ambassador Nestor Osorio, for his briefing. We would also reiterate our gratitude for his leadership in heading up the activities of the Committee established pursuant to resolution 1737 (2006) and for the work accomplished by the Committee during the period covered by his briefing. The Committee continues to diligently accomplish the tasks that have been mandatedto it with transparency, impartiality and objectivity and without violating its mandate. We believe that this should continue in the future.
