“Members will recall that, at its meeting held on 9 July this year, the Security Council adopted a presidential statement (S/PRST/2009/l9) in which it took note of the decision of the African Union summit in Sirte urging the Council to impose sanctions against those providing support to groups engaged in undermining peace and reconciliation in Somalia and regional stability. Accordingly, the Council expressed its readiness to expeditiously consider what action to take against any party undermining the Djibouti peace process. Uganda will support action by the Council in that regard. Finally, we thank the Special Representative of the Secretary-General, Mr. Ahmedou Ould Abdallah, and his staff for the good work that they are doing to support the people of Somalia so that they can live in peace and security and rebuild their country.”

“Any attempt to oust the TFG is totally unacceptable; it would have a serious impact on peace and stability within Somalia, in the region and beyond. We therefore call on all armed groups and all opposition elements to embrace the Djibouti agreement as the best way to advance the political process. We also call upon those, within and outside the region, who are supporting the insurgents and fuelling instability in Somalia to stop doing so. We welcome the launch on 25 July of the Joint Security Committee, which is one of the institutions provided for in the Djibouti peace agreement.”

“The normalization of relations between the Sudan and Chad is critical to a comprehensive and lasting peace in the two countries and the entire region. Durable peace and stability in the region will require the resolution of the internal conflicts prevailing in both countries. Uganda commends the leadership and the staff of MINURCAT for their work. In view of the valuable contribution that the Mission is making, it is critical that the deployment of MINURCAT to its full capacity be expedited so that it can better implement its mandate. We welcome the development of the strategic workplan, with benchmarks to measure progress on the implementation of activities mandated by resolution 1861 (2009). We call upon MINURCAT to focus on strengthening the capacities of national institutions as a core part of its exit strategy.”

“The launching of an attack by Chadian armed opposition groups on 4 May this year illustrates the fragile political situation in the country. We commend the Government of the Central African Republic for the inclusive political dialogue of December 2008 and for measures undertaken to foster dialogue, including the establishment of a broad-based Government on 28 January 2009. Nevertheless, we are concerned about the armed rebellion in the North-East and its negative impact on the stability of the country. We call upon both the Government and armed groups to take concrete steps towards ending the rebellion by addressing political disagreements through peaceful means. We commend the mediation efforts of the Libyan Arab Jamahiriya.”

“We call on development partners to fulfil their pledges in order to enable the Palestinian Authority to meet its obligations, including the payment of salaries to civil servants. We are also concerned that divisions among Palestinian groups persist, with a detrimental effect on the overall negotiations related to the Middle East question. The divisions have adversely affected the reconstruction and development of Gaza. We reiterate our call on the Palestinians to peacefully resolve their differences. In this regard, we commend Egypt for its role in promoting Palestinian unity and Palestinian reconciliation. My delegation urges all parties to fully comply with all Council resolutions.”

“We nevertheless reiterate our concern over the continued blockade of Gaza. It is clear that this blockade continues to have a negative impact on the fabric of civilian life, and we call for its immediate end. We also call for an end to arms smuggling into Gaza. My delegation also reiterates its concern over the significant rise in settler activities in both the West Bank and East Jerusalem, which have continued to take their toll on the population. We call for a freeze on all settlement activity, including natural growth. Uganda appreciates the efforts of the Palestinian Authority to implement its obligations under the sector reforms of the Road Map. We note the budgetary constraints it is facing.”

“We are encouraged by the affirmation by the Quartet, following its recent meeting held in Trieste on 26 June, in which its members reiterated their determination to actively seek a comprehensive resolution of the Middle East conflict. We welcome and support the convening of the international conference on the Middle East in Moscow later this year. Uganda calls for an early resumption and conclusion of negotiations between the parties towards a lasting and comprehensive peace in the region premised on a two-State solution and independent, democratic and viable Palestinian State living side by side with Israel in peace and security. We welcome the recent removal of checkpoints and roadblocks in the West Bank by Israel. We also commend the recent steps taken to boost the Palestinian economy in the West Bank.”

“We call upon the Government of the Sudan and all the opposition groups to engage in the negotiations envisaged by the end of July without any preconditions. Uganda supports the work of the African Union High-Level Panel on Darfur, led by former South African President Thabo Mbeki, in its complementary role in the search for peace in Darfur. Uganda welcomes the commitment of the parties to the Comprehensive Peace Agreement (CPA) to abide by and peacefully implement the recent decision of the Permanent Court of Arbitration on the final settlement of the Abyei dispute. The resolution of the Abyei dispute is a major step in the implementation of the CPA. The increasing tension along the border between the Sudan and Chad is a cause for great concern.”

“In this regard, Uganda condemns continued incidents of attacks against UNAMID and humanitarian staff. Uganda is encouraged that the deployment of UNAMID is making progress. We commend the Tripartite Mechanism, which has facilitated this process, and encourage all the parties to continue their cooperation within the Mechanism. Uganda would like to see a peaceful resolution of the conflict in Darfur. “Only thus will they develop confidence that the system works, so that the healing process can start in full awareness that their abusers were punished for their transgressions. Justice must not only be done - it must also be seen to be done. The Special Court's outreach programmes reinforce that long-held legal adage. We have noted with concern that, based on current available funds, the Court will experience a significant shortfall by the beginning of next month, which is likely to disrupt its work. It is important that the resources of the Court be predictable and consistent in order to enable the Court to concentrate on its judicial work and not to be encumbered by engaging in fund-raising activities.”

“To that extent, the Court can rightly claim the accolades it has received for being an exemplary model for international criminal justice. We note, however, the challenge of the residual issues, which also concerns other interim tribunals. It is imperative that those issues be dealt with properly and ensure the smooth conclusion of the work of the tribunal. Uganda welcomes the capacity-building programmes and the training extended to the Sierra Leone police on investigations. In that way, the Court ensures that, even when its mandate is over, there will be continuity. There is no substitute for programmes such as victim and witness protection until the last sentence has been served. We also welcome the outreach programmes, which ensure that the victims and the community are informed at every stage of the process.”
