As we have already communicated through the Secretary-General, on 5 July 1982, during the invasion of Lebanon and the occupation of Beirut by the Israeli regime, three members of the staff of the embassy of the Islamic Republic of Iran in Beirut, as well as an Iranian journalist, were abducted in Lebanon while returning in a diplomatic vehicle from Syria to the embassy of 08-43361 the Islamic Republic of Iran in west Beirut. There are various news reports and numerous signs indicating clearly that those Iranian officials were immediately handed over to the Israeli military forces after their abduction, as Beirut was occupied by the Israeli forces at the time. The reports further indicate that the abducted Iranian officials were subsequently taken to Israeli prisons and since then have been held in captivity by the Israeli regime.

There is no doubt that the regime's wicked behaviour and policies, coupled with its clandestine nuclear arsenal, have made it the most serious and immediate threat that the civilized world is facing today. Before concluding, I wish to draw attention to the issue of the Iranian diplomats and the Iranian journalist who were abducted 26 years ago this month by an Israeli-sponsored paramilitary group in Lebanon during the Israeli occupation of that country.

I wish to place on record that my delegation rejects those absurd allegations and distortions. No one needs to be reminded that these are tired and well-known practices by that regime and its representatives, intended to distract the international community's attention from 08-4336] the horrendous crimes committed by the Israeli regime on a daily basis against the people under its occupation. Nor does anyone need to be reminded - including, let there be no illusion, the representative of the Israeli regime as well - that that regime has inflicted upon mankind only bloodshed, State terrorism, aggression, occupation and crimes against humanity.

  5. This is another example of the Israeli regime's contempt for the Security Council and for its decisions. The Security Council, as the organ of the United Nations with the primary responsibility for the maintenance of international peace and security, should live up to its responsibilities by preventing the Israeli regime from continuing to commit these atrocities and flout the will of the international community, as embodied in numerous United Nations resolutions. Regrettably, the Council has thus far failed to take any serious and tangible action in this regard due to the unconditional support extended to the Israeli regime by a permanent member of the Council. That support cannot but be regarded as explicit support for the war crimes and unlawful activities persistently pursued by the Israeli regime.

  6. Together with others in the region, we have spared no efforts to encourage all the Lebanese and to help them make these remarkable achievements possible. While the Israeli war machine is relentlessly at work shattering the lives and livelihoods of Palestinians, the Israeli regime persists in its aggressive policies towards Lebanon - and against others in the region too. It continues to occupy the Syrian Golan Heights and parts of Lebanese territory. That regime is also violating Security Council resolution 1701 (2006), particularly through violations of Lebanese airspace. According to paragraph 10 of the most recent report of the Secretary General on the implementation of resolution 1701 (2006) (S/2008/425), Israeli violations of Lebanese airspace have increased to an "unprecedented" level.

  7. That serves as yet another indication that the Israeli regime's words about peace with the Palestinians are deceitful and of no validity. It was unfortunate that certain members permanently seated in the Security Council, by threatening to use their veto, did not allow to proceed the initiative of the Arab Group to submit a draft resolution to the Council condemning that illegal act. The Council should fulfil its Charter-based mandate by taking action against the Israeli regime to compel it immediately to cease all its settlement activities and to dismantle the settlement outposts. We commend the people of Lebanon for their efforts to bring about national unity and reconciliation. We welcome the election of Mr. Michel Sleiman as President of Lebanon and the formation of a national unity Government.

  8. The international community must hold the Israeli regime accountable for its illegal and criminal actions in the occupied Palestinian territories. As the International Court of Justice also demanded in its Advisory Opinion, that regime must terminate its breaches of international law, cease forthwith the construction of the wall, immediately dismantle the structure, repeal and render ineffective forthwith all legislative and regulatory acts relating thereto, and make reparations for all the damages that the apartheid wall has caused. In violation of numerous United Nations resolutions and despite repeated calls made by various United Nations organs and agencies, the construction of illegal Israeli settlements in the occupied Palestinian territories has continued and expanded.

It has indeed added to the suffering and difficult plight of the Palestinian people, who, at the same time, have been suffering and continue to suffer from other Israeli atrocities, such as appalling massacres, extrajudicial killings, home demolitions and other atrocious crimes. Instead of heeding the international community's calls to terminate such illegal acts, the said regime has continued the construction of the wall, entailing, inter alia, violations of the freedom of movement of the Palestinian people and of their rights to work, worship, health care, education and adequate living standards.   10. A case in point is the continuation of the brutal blockade of the Gaza Strip that has made the lives of the innocent Palestinians living there unbearable. Four years have passed since the International Court of Justice rendered its Advisory Opinion on the legal consequences of the construction of the illegal separation wall in the Palestinian territories. The construction of the unlawful separation wall is not only an illegal act with dire consequences for the Palestinian people, but is also a clear indication of the aggressive, racist and expansionist policies adopted and pursued by the Israeli regime. Despite the unambiguous opposition of the international community to the construction of the illegal wall, the Israeli regime has continued and even expanded the construction of the wall with full impunity.

A case in point was the outrageous act committed on 1 April 2007 by the Voice of America's Persian Service television channel, in which the channel supportively and sympathetically provided the head of the Jundullah terrorist group with an opportunity to incite terrorism and violence in Iran and to shamelessly describe his vicious terrorist activities. That was a flagrant violation of the Security Council resolutions on terrorism and a clear example of public endorsement of and incitement to terrorism. We strongly believe that terrorism and terrorist groups should be condemned and fought without discrimination and that there can be no justification for any inaction, negligence or use of double standards in fighting this menace.

  15. There are certain other terrorist groups that, with the support of some Western countries, have committed acts of terrorism against the Iranian people. Over the past several years, the Jundullah terrorist group has attacked and killed dozens of people in the eastern and south-eastern parts of the country in an attempt to create an environment of intimidation and insecurity. Unfortunately, the terrorist acts of these groups have not been unequivocally rejected and condemned by certain countries in the West, and, in clear violation of Security Council resolutions on terrorism, these terrorist groups have even been given the chance to operate freely in certain European countries and in the United States and to plan and incite terrorism against our nation, including by using the media.

  16. The MKO was long supported and sheltered by the former Iraqi regime of Saddam Hussein and was also engaged in Saddam's bloody campaigns against the Iraqi people. Despite its heinous and appalling record of terrorist acts and incitement to terrorism - which are well known - and despite the fact that it was officially designated as a terrorist group by the United States and the European Union (EU), the elements and members of the MKO continue to enjoy support and receive safe haven in the United States and some European countries, including some EU member States. That support clearly violates the provisions of the relevant Security Council resolutions, particularly resolutions 1373 (2001) and 1624 (2005).

As I said earlier, the application of double standards in dealing with terrorism and terrorist groups is yet another important matter of grave concern that seriously undermines the international community's collective fight against terrorism. The Islamic Republic of Iran has been subjected to various acts of terrorism by certain terrorist groups over the past three decades. In that regard, a particular reference should be made to the terrorist Mujaheddin e Khalq Organization (MKO), which has thus far carried out more than 600 terrorist operations in Iran, resulting in the killing and wounding of many civilians and officials and in damage to our nation's property. That terrorist group has also designed numerous atrocious ploys to incite acts of terrorism within and outside the country.

Just two days ago, a group of Iranian pilgrims who had made their way to Karbala to pay tribute to their late Imam were martyred there by terrorists, together with dozens of innocent Iraqi people. The increasing heinous and cold-blooded State terrorism perpetrated by the Israeli regime in the Palestinian territories are also of serious concern to the international community. With deep anguish and concern, the entire world has been witnessing the unspeakable crimes of the Israeli regime against the Palestinian people.   19. In order to continue this fight, it is imperative that the international community make a more serious contribution, and pay greater attention, to this important aspect of fighting terrorism. As one of the first victims of terrorism in the region, Iran has been unwavering in its efforts to fight this threat and has always strongly condemned this vicious menace in all its forms and manifestations. We have been suffering from the atrocious terrorist activities that have been perpetrated in Iraq and Afghanistan against our diplomats and nationals. Iranian diplomats and an Iranian journalist were among the first victims during the Taliban occupation of Mazar-e-Sharif in Afghanistan in 1998. The terrorist activities in Iraq have also inflicted much pain and suffering on our nation.

The concrete steps that our country has taken to implement the provisions of those resolutions, including intensifying our efforts to exert control over and maintain security on our borders, are elaborated in those reports. Moreover, Iran has fought a costly and deadly war against drug trafficking, which originates in Afghanistan. Given the fact that drug trafficking has served as one of the main sources of financing for certain terrorist groups that are based in Afghanistan, our efforts to fight drug trafficking have unquestionably made a fundamental contribution to the global fight against terrorism. Thus far, Iran has shouldered this burden almost single-handedly.

Indeed, the success of the CTED and other counter-terrorism mechanisms of the United Nations in discharging their immense responsibilities depends on adopting and pursuing an integrated, non-selective and balanced approach to their implementation of the relevant Council resolutions. Iran has taken serious steps in implementing the Security Council resolutions on terrorism, including resolutions 1373 (2001) and 1624 (2005). We have presented five national reports on our implementation of resolution 1373 (2001), and have included a section on the measures we have taken to implement resolution 1624 (2005) in our latest report to the Counter- Terrorism Committee.

The global fight against terrorism, with the United Nations at the forefront and playing a leading and central role, remains a priority for the international community. Undoubtedly, the role that the United Nations counter-terrorism bodies, including the Counter-Terrorism Executive Directorate (CTED) should play to help Member States tackle this problem is of high importance. Despite certain achievements made by the United Nations counter-terrorism mechanisms in dealing with the menace of terrorism, the international community's efforts to tackle this threat have faced certain impediments along the way, which need to be addressed appropriately.

  25. So far silence and inaction have been interpreted by the Israeli regime as consent, and even encouragement, for more criminal activities. The international community should firmly condemn and denounce Israel's scorn for international law and its contempt for the purposes and principles of the United Nations. More importantly, the impunity with which the Israeli regime carries out its criminal acts should be brought to an end. As the Council has been seized of this matter for several decades, its failure to put an end to the Israeli occupation has denied hope to the people of Palestine and left them with no other choice but to stay the course of resistance. Under these circumstances, there should be no doubt that those who impede justice and accountability for Israeli war crimes by repeatedly abusing the veto power bear responsibility for the bloodshed that we are witnessing time and again. They are also responsible for the undermining of the authority and credibility of the Security Council brought about by their actions. The international community should not allow periodic Israeli military aggressions against an exhausted and defenceless civilian population to continue, as their impact on the region and beyond are growing increasingly severe.

We are convinced that durable peace in Palestine and the Middle East will be possible only through justice; an end to discrimination and to the occupation of Palestinian, Syrian and Lebanese territories; the return of all Palestinian refugees; and a democratic mechanism through which all inhabitants of Palestine, as well as Palestinians driven out of their homeland, would have the possibility of determining their future in a democratic and peaceful fashion.   28. The tragedy of Palestine lies at the heart of the Middle East conflict. It is the major source of the anger and desperation that is being felt throughout the Muslim world. Israel's criminal acts against the Palestinians and other peoples of the region and their impact on the Islamic world represent the gravest challenge to global security. It is evident that full restoration of the rights of the Palestinian people and the establishment of a democratic Palestinian State with Al-Quds as its capital are imperative for the attainment of comprehensive and lasting peace and stability in the Middle East and beyond.   29. It represents the continuation of the established Israeli policy of using military force to dictate a solution to the rightful resistance that would be mounted by any people under occupation. If we take history as a guide, we will see that no occupying Power has ever been able to force an occupied people into submission, and the approach that the Israeli regime is taking now has been tested time and again under similar circumstances and has always proved futile.   30. Given the nature of occupation, Israeli provocations are showing no sign of abating, as the occupiers are doomed to constantly planning further acts of aggression. Consequently, while Palestinian homes and civilian infrastructure are completely at the mercy of the Israeli air force and artillery, the Israeli regime continues to violate resolution 1701 (2006), including through daily violations of Lebanese airspace and harassment of UNIFIL forces, as United Nations and UNIFIL spokespersons repeatedly report to all of us. What we have witnessed over the short span of time since last summer is indicative of what generations of Palestinians and others in the region have gone through in the past several decades. Some wish to make it a routine matter, an inescapable fixture of the region.

  32. Allow me to begin by expressing our deep sorrow and condolences to the people and the Government of Lebanon in connection with the criminal and terrorist act that took place in Lebanon today.   34. Obviously, the Israeli regime is the single existing obstacle for the establishment of a nuclear- weapon-free zone in the Middle East. This regime, which has been extensively assisted by the United States in its continuous clandestine operation of unsafeguarded nuclear facilities, has never been a party to the international instruments on weapons of massive destruction, namely, the Chemical Weapons Convention, the Biological Weapons Convention and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).   43. Ever since the adoption of resolution 1701 (2006), another tired and expected pattern of defiance by the Israeli regime has been on display. As the result of such Israeli defiance, the Secretary-General stated on 19 August 2006 that he was "deeply concerned about a Violation by the Israeli side of the cessation of hostilities". Later on, the Secretary-General, in his report dated 12 September (S/2006/730), further reported many instances of Violations by the Israeli regime of the cessation of hostilities and of resolution 1701 (2006). These violations have continued to date and need to be seriously addressed and resolutely countered by the Security Council. The crimes of the Israeli regime have continued and even increased in the Palestinian territories as well.

The people of Lebanon courageously resisted and defeated the wicked Israeli aggressors and proved yet again that while the war machine of the aggressor may be able to shatter the lives and livelihoods of the people and lay waste to buildings and infrastructures, it is impossible to intimidate a nation that is determined to resist aggression, is resolute in the fight for its dignity and is unwavering in its determination to live free from occupation and terror. Although belatedly called for, the cessation of hostilities was nevertheless a relief for Lebanese civilians and for the whole international community, which was frustrated by the horrors of Israel State terrorism and disappointed by the inaction of the Security Council.

He further said recently, "What is shocking and completely immoral is that 90 per cent of the cluster bomb strikes by Israel occurred in the last 72 hours of the conflict, when we knew there would be a resolution, when we knew there would be an end". He also said that the bombs may have been manufactured "in a number of places, including the United States". All this simply went on while inaction and handicaps, were imposed on the Security Council for many weeks, preventing it from fulfilling its primary responsibility. Describing the Israeli regime's use of cluster bombs in Lebanon as immoral, the Under-Secretary- General for Humanitarian Affairs and Emergency Relief Coordinator, Mr. Jan Egeland, also reported very recently that thousands of civilians in south Lebanon are at risk from unexploded cluster bombs dropped by Israeli forces in the last three days of the war.

Throughout that period of horror and Israeli terror, the whole world witnessed the unbridled and indiscriminate barbarism of the Israeli regime against Lebanese civilians as, joined by its allies, particularly the United Kingdom and the United States, it pursued their desire to wreck havoc in a whole country despite the tragic human toll. The brutality of the Israeli regime was too blatant to be concealed by their own mass media, and the Israeli newspaper Ha'aretz reported recently that "Israel flooded Lebanon with cluster bombs and phosphorous shells" during its deadly aggression. The same newspaper reported that the Israeli army fired more than 1,800 cluster bombs, containing over 1.2 million cluster bomblets, during that onslaught. It quoted an Israeli military official as saying, "we covered entire villages with cluster bombs.

  48. The Israeli regime has based its very existence on pursuing war, violence and bloodshed in Palestine and in the wider region. Just recently, the people of the United Nations, particularly those in the Middle East, witnessed with anguish and indignation the blatant ill-intended and preplanned aggression and multiple war crimes perpetrated by the Israeli regime against the peoples of Palestine and Lebanon. For 34 long days an extensive indiscriminate and unspeakable bombing campaign against civilians and civilian infrastructure across Lebanon went on before any action was taken by the Security Council. As a result, thousands of innocent Lebanese civilians were murdered or maimed and hundreds of thousands turned homeless, while the stability of the wider region was also seriously threatened.
