Kazakhstan's principled position is that there can be no military solution to any conflict, including that in South Sudan. My delegation supports the joint press statement of 29 January by the African Union, the United Nations and the Intergovernmental Authority on Development (IGAD), as well as IGAD's communique of 25 March in that regard. In fact, only inclusive and transparent dialogue, along with implementation of the peace agreement, can result in genuine reconciliation and thereby lay a foundation for the rule of law to prevail.

  2. The Security Council should therefore play a more urgent and proactive role in the resolution of the Libyan issue, which must not be lost among other pressing crises. It is necessary to send a clear message to all parties for the immediate cessation of military operations, the de-escalation of tensions and engagement in political dialogue. Finally, it is increasingly important that all countries fully implement all sanctions measures imposed by Security Council resolutions on Libya with regard to an arms embargo, the travel ban, the assets freeze and the illicit export of crude oil. Kazakhstan is ready to work with Council members in support of peace, security and stability in Libya.

  3. Therefore, every effort must be made to build and strengthen State structures, the armed forces and the security sector, which will in turn enhance political stability. Regarding the economy, the vulnerabilities of Libyan society can be overcome only with investments in sustainable development to ensure socioeconomic stability and meeting basic needs to support the political process. The deteriorating humanitarian situation in Libya is in urgent need of our attention. Combating transnational crime, especially in illegal migration, human and drug trafficking, with the support of UNSMIL, the United nations system and other international partners, is equally critical, and we call for coordinated and comprehensive actions in that regard.

Moreover, we fully endorse the Secretary-General's recommendations, which should be fully implemented in cooperation with regional actors, as well as neighbouring countries, including Egypt, Tunisia and Algeria, to support the Libyan political process. We express our deep concern over the renewed military escalation and the fragile security situation, which can undermine the political process and create a breeding ground for terrorist and violent extremist groups, including affiliates of the Islamic State in Iraq and the Sham and Al-Qaida. What is necessary is to immediately focus on the largely unaddressed structural political issues and the multiplicity of armed actors on the group with conflicting agendas.

We thank the Special Representative of the Secretary-General for Libya and Head of the United Nations Support Mission in Libya (UNSMIL), Mr. Kobler, and Ambassador Olof Skoog for their briefings. My delegation would like to make the following observations and recommendations. Kazakhstan reiterates its commitment to the sovereignty, independence, territorial integrity and national unity of Libya and its institutions under the Libyan Political Agreement, which must be Libyan led and Libyan owned. There is no military solution to the crisis. Rather, the solution involves inclusive political dialogue, confidence-building measures and national reconciliation. We commend the ongoing mediation efforts of the Special Representative, UNSMIL, the African Union, the League of Arab States and the European Union.

The first involves developing and implementing water-resource management through a policy and action programme, and the second concerns lending institutional support for the Ministries for Foreign Affairs of CARICOM member States, of which Haiti is one.   7. My Government contributed humanitarian support in response to the devastating earthquake that occurred in 2010. Last year, Kazakhstan supported the initiative, entitled "Innovation pole of the greater north-the City of knowledge". It is aimed at establishing infrastructure for a knowledge-based economy in Haiti and will carry out the same functions that the biggest global research centres for technology, innovations, new ideas and development also fill. In 2016, my country joined CARICOM. as an observer and remains committed to promoting a partnership with Caribbean countries. As the only Central Asian country with observer status in the Community, Kazakhstan has supported two high- priority regional CARICOM. projects.

Special attention should also be given to implementing resolution 1325 (2000), on women and peace and security, and the subsequent relevant resolutions so as to enhance gender equality and empowerment. The support of the United Nations, especially UN-Women, UNICEF and the World Health Organization, as well as regional organizations like the Organization of American States and the Caribbean Community (CARICOM), among others, will lay the foundations for future conflict prevention, peacebuilding and mediation to establish a stable Haiti. The participation of civil society will be indispensable in that process. Kazakhstan believes that it is important to be a part of the international support for Haiti, and with others it has worked for the progress that we see today.

That is especially necessary as we elaborate on the future role of the United Nations presence based on the findings of the strategic assessment mission, while further considering the possibility of transferring some powers from MINUSTAH to the United Nations country team. In our View, the revised mandate should cover a wide range of issues, including human and drug trafficking, disaster management and human rights monitoring. With the continued support from the United Nations Office on Drugs and Crime, the United Nations Development Programme, the Office for the Coordination of Humanitarian Affairs and the Community of Latin American and Caribbean States, we see a positive track for Haiti with the hope and resilience that its people have demonstrated.

Kazakhstan acknowledges the valuable role of the United Nations Stabilization Mission in Haiti (MINUSTAH) and other United Nations institutions in Haiti, especially with regard to stabilizing the security environment and to capacity-building for the Haitian National Police. We support the Secretary-General and the Group of Friends for Haiti's recommendations to establish a new, integrated stabilization mission focusing on inclusive political mechanisms, the rule of law, criminal justice and institutional and human rights related reforms. Humanitarian assistance is critical to a country that has been devastated by numerous natural disasters and the cholera epidemic. We should design the new mandate in close dialogue with the Haitian Government and civil society.

The strong engagement of the international community is an obvious necessity for Haiti's sustainable development, while paying attention to improving housing, water, education, gender equality, prison conditions and the struggle against transnational crime. Furthermore, we welcome Prime Minister Lafontant's announcement for courageous reforms to reinvigorate public administration, combat waste and direct resources to top-priority programmes. Establishing a responsible State, in which citizens are educated and guided by a sense of collective solidarity, sends a strong message to Haitians as they follow the path of the 2030 Agenda for Sustainable Development. Establishing the proposed truth and reconciliation commissions will positively generate a sense of social justice and stability.

  12. First of all, our delegation expresses its deep condolences to the delegation of Egypt on the terrorists attacks, which took place last Sunday, and its sympathy with the people of that country. Kazakhstan stands with Egypt in combating terrorism. I thank Special Representative Honore for her detailed presentation of the Secretary-General's report (S/2017/223). My delegationjoins other members of the Security Council in welcoming the progress achieved in strengthening stability and democracy, as well as the results of the peaceful elections, the restoration of constitutional order in Haiti and its successful conduct, despite the challenges that the country and its citizens face. Similarly, UNAMID'S gradual reduction in personnel, based on the capability of the Government and the armed groups, should be conducted so as to ensure continued progress towards peace, and will require more effective and discerning spending of United Nations resources during the current period of economic stagnation. The report of the strategic review mission, which is expected in May, should give us more directives and reflect the relevant recommendations. We also believe that the right-sizing of UNAMID should be implemented in parallel with the provision of development assistance to the country, especially assistance in addressing the problems of internally displaced persons. We encourage donors to make good on their commitment to helping the vulnerable population through support to the development- peace nexus.

We also commend the efforts of President Museveni of Uganda and President Deby Itno of Chad to resolve the crisis in Darfur, and we hope that the parties, including the United Nations, will benefit from their good offices. Kazakhstan underscores the importance of the work of the tripartite group on the gradual drawdown of UNAMID and the transfer of its relevant functions to the United Nations country team. We welcome the general consensus that has been reached on the issue and hope that the so-called pending issues will be resolved by the next meeting. We have seen the important work being carried out by the joint strategic review mission, which Visited Darfur from 15 to 17 March, to develop proposals for implementing UNAMID's exit strategy.

Kazakhstan supports the inclusive political process being organized under the leadership of the African Union High-level Implementation Panel and encourages every effort by all of the parties to fully implement the road- map agreement. The decision to create a Government of National Reconciliation and a post of Prime Minister, as well as to reconstitute the composition of the National Assembly to make it more representative, is a step in the right direction. Respecting the sovereignty, independence and territorial integrity of the Sudan and the Government's ownership and leadership of the political process are crucial elements for establishing long-term peace and reconciliation in Darfur.

  16. My delegation would like to make the following observations in support of the mission's commendable work. With the Secretary-General's report (S/2017/250) reflecting the real situation on the ground and showing that there has been considerable improvement in the security and humanitarian situation in Darfur, we are pleased to see that the number of armed conflicts between Government forces and insurgents has fallen, with fewer incidents of intercommunal clashes compared to last year. In that regard, we commend the Government's declaration on 15 January extending the unilateral ceasefire for another six months.

We are confident that under your leadership the Council will be able to make a breakthrough on many of the issues on its agenda. We would like to express our heartfelt condolences to the delegation of the Russian Federation in the wake of yesterday's terrorist attack in Saint Petersburg. We want to convey our sympathy and sorrow to the relatives of the victims and wish those who were injured a speedy recovery.   19. Hunger and malnutrition, which have reached critical levels, could be aggravated further by the summer months if not addressed urgently with timely action. In that regard, we commend Under-Secretary- General O'Brien for being vocal with officials in Juba about the dire humanitarian situation in the country. It is clear that the present crisis is also a direct consequence of the conflict and the obstruction of humanitarian access. Kazakhstan underscores the need for a cessation of hostilities in South Sudan in order to end the suffering of the South Sudanese people.

With regard to Somalia, we express great concern about the humanitarian situation and urge the international community to respond with urgent action to help families and individuals recover from the drought. We must, at all costs, avoid a humanitarian tragedy right now so that Somalia does not experience a situation similar to that of 201 1. When the famine was declared at that time, half of those who needed help had already died. At this stage, it is crucial to strengthen the security sector through well-planned reform, whereby the international community could assist the new Government in fighting terrorist organizations. On South Sudan, we express deep concern that famine was declared in February in parts of that country.

To that end, the commercial air service to Sana'a should be resumed, together with strong control over imported goods, in accordance with resolution 2216 (2015) to facilitate the rapid delivery of medicine, food and other necessities. The deterioration of the humanitarian situation can be mitigated only by ending the violence through a cessation ofhostilities and an inclusive political process as solutions for durable peace. We urge all parties to ensure the unhindered movement of commercial and humanitarian supplies, without which millions of human beings are at risk of famine and death. All parties in conflict must come to the negotiating table to facilitate timely, full and unimpeded humanitarian access.

  22. We appreciate today's update by Under-Secretary-General O'Brien and his committed efforts to alleviate the humanitarian situation globally and in the Middle East and Africa, in particular. My delegation would like to make the following observations. With regard to Yemen, an escalation of the military offensive has resulted in a further deterioration of the humanitarian situation in Yemen, leading to food shortages, rising food and fuel prices, disruption to agricultural production and other catastrophic consequences. Nearly 19 million people or more than two-thirds of the population need humanitarian assistance and protection. It is obvious that action must be launched so that lifesaving humanitarian programmes can alleviate the gravity of the crisis.

Action must therefore be taken to integrate the judiciary, build transitional justice, transfer the functions and assets to local authorities and lay the foundations of good governance and the rule of law. Social stability will be achieved only with the full engagement of the United Nations country team, regional organizations and civil society groups working towards peacebuilding and conflict prevention and mediation in Kosovo. Upholding human rights is critical, with a special focus onimplementing resolution 1325 (2000), on women and peace and security, and subsequent resolutions on enhancing gender equality and empowerment. We also believe that the rich cultural heritage of Kosovo should be preserved as a bridge-builder for community relations and good-neighbourly relations.

  24. We thank Special Representative Zahir Tanin for his detailed briefing and his efforts and commitment to bringing peace to Kosovo. The situation in Kosovo needs the continuing attention of the Council as an ongoing item on its agenda. Our priorities should be to continue promoting dialogue between the parties by launching confidence-building measures in the political, military, economic, environmental and human dimensions. That should be in compliance with resolution 1244 (1999) and with the efforts of the European Union, the Organization for Security and Cooperation in Europe and other relevant organizations, which must act as security providers at the global, regional and national levels. Moreover, while the peaceful dialogue between Pristina and Belgrade is ongoing, a number of difficult issues remain to be solved.

In that context, the expansion of economic relations between Iran and regional countries, including the Central Asian States, will promote business activity and economic development in the region. As evidence of this, I would cite the mutual visits of the heads of Kazakhstan and Iran in the past year. In April 2016, President of Kazakhstan Nazarbayev paid a visit to Tehran, which resulted in 51 commercial agreements and contracts worth more than $1 billion. In December 2016, Iranian President Rouhani made a return visit to Astana, during which further agreements were reached to strengthen mutually beneficial trade, economic and investment cooperation. Kazakhstan, as a land-locked country, gained the opportunity to enter the world markets and export its products with the launch of the Kazakhstan-Turkmenistan-Iran railway.

At the same time, we note that in the past reporting period only five additional nuclear-related proposals have been submitted through the procurement channel, three of which were approved by the Security Council. These statistics, in our view, suggest the need to maintain ongoing transparency, with practical guidance and outreach as a priority. That is important in view of the need for a proper understanding and implementation of resolution 2231 (2015). Implementing the JCPOA has had a significant impact on normalizing the situation in the region as a whole. The JCPOA will have a positive effect on the revitalization of economic activity in the region.

For the past thee years, Kazakhstan has contributed $650,000 to the Nuclear Security Fund of the International Atomic Energy Agency, some of which have been allocated to support monitoring and verification activities in Iran in relation to the Joint Plan of Action. As noted in the second report of the Secretary- General (S/2016/1136), over the past year there has been no report of Iranian violations of the provisions of annex B to resolution 2231 (2015). In this regard, we commend the strong commitment of Iran to complying with resolution 2231 (2015) and the JCPOA, which is very important to the further implementation of the Agreement.

Two rounds of talks on this matter in Kazakhstan in 2013 contributed to creating an atmosphere of trust and confidence that facilitated further fruitful rounds of negotiations between the P5+1 and Iran, and paved the way for the agreement. As part of the agreement, in 2015 and 2016 Kazakhstan supplied Iran with natural uranium on commercial terms in compensation for the removal of low-enriched uranium from that country, as specified in the Joint Comprehensive Plan of Action (JCPOA). We are ready and willing to continue our supply, if necessary, in accordance with the requirements of resolution 2231 (2015) and other documents related to the Iranian nuclear programme.

Counter-terrorism is central to any discussion on the Middle East, as terrorism today, in all its forms and manifestations, constitutes one of the most serious threats to regional and global peace and security, most of all in the Middle East region, because of the destructive activities of well-known violent extremist organizations. In that regard, we would like to remind the Council of Kazakhstan's proposed initiative to develop a code of conduct for anti-terrorist operations, as well as establishing a United Nations-led worldwide coalition/network for the implementation of the Global Counter-Terrorism Strategy. Finally, we reiterate our robust commitment to ensure peace in the Middle East, based on building a secure, just and prosperous world for all.

To that end, we commend the neighbouring States of Syria, such as Lebanon, Jordan, Turkey and Iraq, which opened their borders to accommodate refuges and are struggling hard to cope with one of the largest refugee exoduses in recent history. Iraq deserves special attention because of the grave humanitarian situation in the northern part of the country, namely, in Mosul. We call for safe corridors and full mobilization of emergency assistance, life-support services and humanitarian assitance in order to relieve the suffering of the population.

The upcoming meeting in Astana, as the platform provided by my country's leadership, is intended to be an important part of the Syrian-led political process and will be a significant step ahead of the resumption of negotiations under the auspices of the United Nations in Geneva next month. Preparations for the Astana meeting are well under way. As a country that prioritized food, water and energy security as the foundations for peace, Kazakhstan calls upon all parties to stop civilian deaths and suffering and provide access to those basic necessities, along with health services. Of special importance is to allow the much-needed delivery of humanitarian aid in the besieged areas.

Kazakhstan continues to support the measures taken by the United Nations, the League of Arab States, the United States, the Russian Federation, Turkey and the international community to bring the Syrian Government and opposition forces together for dialogue and reconciliation.   35. We would therefore like to call for restoring mutual trust by increasing investments in sustainable development and economic growth as confidence-building measures between the parties. Kazakhstan commends France for organizing, on 15 January in Paris, the international Peace Conference on the Middle East and considers it a contribution to international efforts to find a Viable road map for the two sides to work together towards a mutually agreeable solution. The devastating situation in Syria concerns Kazakhstan, as it does the rest of the world. The catastrophe has spread beyond the region, with far- reaching, perilous implications.

  36. Let us therefore grant the right to life to an independent Palestinian State and the right to security to the State of Israel. We call on both sides to demonstrate wisdom, responsibility and the political will needed to reach a historic peace agreement that would meet the legitimate aspirations of both their peoples. As the Chair of the Organization for Security and Cooperation in Europe in 2010 and of the Organization of Islamic Cooperation in 2011, and having established the Conference on Interaction and Confidence-Building Measures in Asia, Kazakhstan is convinced through first-hand experience that long- term stability and sustainable peace can be achieved only by understanding the strong connection between peace, security and development.

We thank Special Coordinator Mladenov for his briefing on the escalating situation in the Middle East and especially for his efforts to seek a peaceful solution to the several issues in the region. With respect to the Palestinian-Israeli conflict, we are seriously concerned by the trends of a complicated humanitarian situation, economic backwardness, the ongoing construction of settlements and the growing acts of violence - all of which are unacceptable. The peaceful coexistence of two States, which must start with the early resumption of Palestinian-Israeli negotiations, especially in the bilateral format and via intensified efforts in the framework of the Middle East Quartet and all other diplomatic initiatives, is the only viable option. The rights to life and to security are among humankind's major postulates.

The situation in Yemen continues to deteriorate and the peace talks in Kuwait, ongoing for more than three months, should continue through the good offices of the Secretary-General and the United Nations Special Envoy for Yemen, Ismail Ould Cheikh Ahmed. We welcome the latter's announcement to resume his plan for a comprehensive cessation of hostilities, with the diplomatic engagement of many Member States. It is essential that all parties allow unhindered humanitarian access and ensure the safety of humanitarian personnel. It is critical that all parties adhere to international human rights and international humanitarian law, and take all necessary actions to avoid civilian casualties. Finally, we reiterate Kazakhstan's commitment to join the multilateral effort to ensure peace in the Middle East.

The situation in Syria requires urgent attention and we hope that the Council finds a viable solution by resuming negotiations, as stipulated in the final communique of the Action Group for Syria (S/2012/522, annex) and resolution 2254 (2015). We see the two-State solution as the only viable option for a durable peace to be reached by dialogue, in keeping with the Charter of the United Nations and relevant Security Council resolutions. We must avail ourselves of other mechanisms and initiatives at the bilateral and multilateral levels, such as the road map for peace and the Arab Peace Initiative. My delegation urges the Middle East Quartet to pursue its mediation efforts and calls on Israeli and Palestinian leaders to demonstrate political responsibility towards the long-cherished peace. Kazakhstan fully supports international efforts in that regard and recognizes the legitimate right of the Palestinian people to become a full-fledged member of the United Nations. We also recognize Palestine as an independent State.

My delegation is particularly concerned about the gravity of the Palestinian situation and calls on the international community to take urgent action to resolve it in order to mitigate the suffering of Palestinians in all aspects of their existence. The blockades in Gaza, along with a beleaguered economy, exacerbate the socioeconomic and humanitarian situation of the Palestinian population, deteriorate relations between the parties and diminish prospects for peace. The settlement process and its rapid expansion in the occupied territories not only aggravate the conflict but also militate against all peace processes. As the Middle East Quartet's report (S/2016/595, annex) points out, Israel's continued construction of settlements is a serious threat to peace.

  42. We thank the Russian presidency for convening today's open debate on the situation in the Middle East. We also thank the Under- Secretary-General, Mr. Stephen O'Brien, and the Special Coordinator, Mr. Nikolay Mladenov, for their briefings and efforts to bring peace to the region. Kazakhstan attaches great importance to the Middle East region and has consistently pursued a political solution to the Israeli-Palestinian issue. We are seriously concerned about the lack of real progress in resolving the conflict, which impacts regional and international security. In his latest report, entitled "Assistance to the Palestinian People" (A/71/87), the Secretary-General points out the negative trends on the ground, which, according to him, made the two-State solution more distant.

Kazakhstan believes that there is the need for a global development strategy in order to create just structures and a just world order that can eliminate conflict for all time, because it is well known that underdevelopment and financial and digital inequality are the main causes of conflict. My delegation strongly believes that the international community must develop and implement a coherent assistance strategy to rebuild Africa. Kazakhstan fully supports the vision of Africa 2063 to make the region conflict-free. Kazakhstan, along with the United Nations Development Programme, is implementing the Africa-Kazakhstan Partnership Project for Sustainable Development.

They promote State-building; the rule of law; good governance; the protection of civilians, especially women and children; the disarmament of combatants; security and justice sector reform; and inclusive political processes. This calls for broadening the concept of peace and stability from State-centred security to a people-oriented security, from purely military to non-military security, which includes food, water and energy security. In this reconstruction process for Africa, the women/youth and peace and security agenda must be overarching and supported by civil society and the larger multi-stakeholder arrangement.

  46. This task is best achieved through coordinating the efforts of the Secretary-General and the Special Representatives and Envoys, in conjunction with regional and subregional organizations. The vast range of regional organizations in Africa as well as the World Bank, the African Development Bank and bilateral donors should be involved so as to advance the situation on the ground and ensure stable, predictable funding for capacity- and institution-building. We note the contribution of the European Union as a strong supporter of Africa. In addition, parliamentarians and religious leaders, together with civil society, the private sector and the media, constitute an influential stakeholder arrangement.

A strategic, integrated and coherent approach to conflict-affected countries should be a priority from the onset of the conflict, and international attention must be sustained not just for years but even decades so as to prevent relapses. The PBC now more than ever must serve an advisory bridging role among the various departments of the Secretariat, United Nations organs and entities and field operations, involving also all relevant actors, together with the various units - political, human rights, rule of law and gender - as well as peacekeeping operations and political missions. Mediation, negotiations and reconciliation between conflicting sides aimed at resolving long-standing as well as newly emerging conflicts are the building blocks for the peacebuilding architecture.

The delegation of Kazakhstan commends Japan for having convened this open debate to strengthen peacebuilding in Africa through the more effective implementation of resolutions 2282 (2016) and General Assembly resolution 70/262, and the lessons learned as delineated in the 2015 report of the Peacebuilding Commission (PBC) Working Group. As a member-observer of the African Union and a strong supporter of Africa's revival, my delegation shares the region's vision for long-term peacebuilding. The changing nature of conflict demands a new, robust and multidimensional strategy combining peacekeeping, peacebuilding and sustainable development with climate mitigation.

As a step towards religious unity, at the recent thirteenth summit of the Organization of Islamic Cooperation, held in Istanbul in April, the leadership of Kazakhstan, together with Turkey as the host country, initiated the process of Islamic reconciliation as a new paradigm ofrelations in the Muslim world. This process is aimed at reaching a peaceful settlement of disputes and strengthening the unity of the Islamic Ummah. We therefore call on the Governments of all countries in the region to take the necessary measures to prevent the further escalation of sectarian tensions through dialogue among and with religious leaders. Finally, we reiterate Kazakhstan's commitment to joining the multilateral effort to ensure peace in the Middle East.

  50. To implement it, President Nazarbayev proposed establishing a global coalition of States for peace, stability, trust and security under the auspices of the United Nations. The shared task of this coalition for the next decade would be to end wars and conflicts in Afghanistan, Iraq, Yemen, Libya, Syria and eastern Ukraine, as well as the Palestinian-Israeli confrontation. Our President also emphasized that if the world is to be free of conflict, the injustices created by global policies, which are the root cause of tensions and which impede development, must be removed. At the same time, the principles of international law must be reaffirmed, respected by all countries and accompanied by decisive steps towards demilitarization. All of these aspects are highly relevant to the situation in the Middle East.
