In the past month, such bombings have killed 1,440 people, including children, and wounded more than 200. We call on both parties to the Syrian conflict - the Syrian Government and the opposition - to comply with Security Council resolutions and to observe international humanitarian law. We share the concern of the Security Council regarding the state of the educational system in Syria. It would be desirable for United Nations agencies, which are doing a great deal to alleviate the humanitarian situation, to become actively involved in the process of rebuilding schools and post- secondary institutions for teacher training.”

It is unacceptable refer to entities that are on Security Council sanctions lists, including the Al-Nusra Front and the Islamic State, as "the opposition". It is categorically unacceptable and politically incorrect. It cannot happen again. We continue to be shocked by the blatant and reprehensible actions of terrorists. Yesterdaythe Security Council unanimously and strongly condemned the Islamic State's kidnapping of more than 100 Christians in north-eastern Syria. The terrorists are blocking humanitarian deliveries into Yarmouk refugee camp.”

4. “We are especially alarmed by the situation of people in the governorates of Raqqa and Deir ez-Zor, which are controlled by the so-called Islamic State. We would say that in those areas 600,000 people in need are deprived of access to humanitarian assistance. The situation has worsened with the closing of humanitarian offices in Raqqa, which were providing medicines and medical supplies. We were extremely disturbed to hear that Islamic State is stealing humanitarian assistance from United Nations agencies and then distributing it under its banner. We understand that we must try all possible legal means to deliver humanitarian assistance to civilians who are under the control of terrorists, while ensuring appropriate safeguards to prevent any more such blatant incidents.”

We listened carefully to the information provided by our Security Council colleagues. We are grateful to the humanitarian workers and agencies who are working under fire in Syria, risking their lives in an attempt to alleviate suffering. We understand the heavy burden that neighbouring States are bearing with the overflow of Syrian refugees into their countries. It is clear to all that the difficulties encountered at present by Syrian civilians in terms of access to urgent humanitarian assistance are due to the complex security situation, especially the activity of terrorist groups.”

6. “Such actions must be avoided, as categorically demanded in the resolution, which gives them due attention. We support the steps taken by the parties, with the assistence of the Special Adviser of the Secretary- General, Mr. Benomar, to find a formula for a long- term and sustainable settlement in Yemen that would meet the interests of all the inhabitants of the country. It is important that the parties honour their commitments under the agreements reached. The Russian Federation insists that the leading political forces in Yemen pursue constructive dialogue on the internal political agenda and on issues related to drafting a formula for State governance. That is particularly relevant in the light of the growing terrorist threat to the region, the country and the territorial integrity of Yemen.”

7. “Mr. Safronkov (Russian Federation) (spoke in Russian): The Russian Federation supported the adoption today of resolution 2201 (2015), which encourages all parties in Yemen to pursue dialogue, intensify their efforts to resolve the political crisis, and strive to implement the arrangements reached in the context of the Gulf Cooperation Council Initiative and Implementation Mechanism and the outcomes of the National Dialogue Conference and the Peace and National Partnership Agreement. The resolution urges all parties to agree upon and announce publicly dates for completing the constitutional consultation process, to hold a referendum on the constitution, and to conduct elections. It is clear that the use of unilateral force will be counterproductive to efforts to advance the political process and only further exacerbate the crisis.”

8. “Mr. Safronkov (Russian Federation) (spoke in Russian): I would like to express our surprise at the fact that in his statement the representative of Costa Rica - which normally has friendly relations with the Russian Federation - distorted the thrust of the discussion held in the framework of the consultations in the Security Council. Our Ambassador put forward arguments of a totally different nature with regard to the technical veto. They dealt with the situation of putting to the vote a draft resolution on which there was no agreement from our capital. I wish to add that 3 other delegations spoke against the inclusion of these amendments to the text of the resolution for the same reasons.”
