“The international community must also consolidate progress on the ground and support the efforts of Special Envoy Staffan de Mistura to resume negotiations in Geneva in order to reach a political solution to the crisis, pursuant to the relevant Security Council resolutions. The solution must take into account the aspirations of the Syrian people to live in peace and dignity in a sovereign and unified country. That will pave the way for a viable reconstruction process and for millions of refugees and internally displaced persons to return to their homes.”

“It has now been more than 10 years since the General Assembly adopted a resolution, by an overwhelming majority, calling upon Israel to shoulder its responsibility and compensate my country for the oil spill it caused in 2006 when it bombed the Jiyeh power plant. My country has been treated unjustly. Peace and security cannot be maintained if States are not held to account for the damage they cause. It is in that spirit that we again call upon the Council to act without further delay to compel Israel to fulfil its responsibilities. With regard to Syria, Lebanon welcomes the considerable reduction in violence since the signing of the memorandum on the creation of de-escalation zones last May in Astana. We support the efforts of the co-sponsors of the process to maintain the ceasefire and facilitate humanitarian access throughout Syria.”

“I would like to recall that those violations and repeated threats have been duly recorded in letters sent by the Lebanese Mission to the Security Council. It is high time that the Council shoulder its onerous responsibility and ensure that the rules and principles of international law are upheld in order to put an end to such acts. Could the Council not at least swiftly condemn the unspeakable remarks of Naftali Bennet, Israeli Minister of Education, who, after threatening to send Lebanon back to the Middle Ages, now threatens to attack "the infrastructure, the international airport and the Government institutions" of my country? I repeat that those remarks were made by Israel's Education Minister.”

“Before turning to Lebanon, with your indulgence, Madam President, I would like to remind the downtrodden Palestinian people, in this difficult time, of these words from General de Gaulle: "[a]t the end of our sorrow, there is the greatest glory of the world, that of the men who did not give in". As for Lebanon, my Government remains deeply committed to the full implementation of resolution 1701 (2006). In that regard, the United Nations Interim Force in Lebanon has demonstrated that it is carrying out its thorny mission, and we reiterate our full confidence in it. Its mission is all the more important because the environment remains exacting. “That expansionist policy, which has lasted more than half a century, was summarized by Ariel Sharon in the following terms: "Everybody has to move, run and grab as many hilltops as they can to enlarge the settlements; because everything we take now will stay ours. Everything we do not grab will go to them". There is no need to repeat that, as long as the Security Council remains a prisoner of its inability to put an end to those flagrant Violations, we will move further away from the two-State solution, with the greatest contempt for the relevant resolutions adopted by this organ.”

“Despite this lugubrious reality, we must not fail to welcome the Palestinian reconciliation agreement reached last week, which rightly revives a certain hope. In that regard, it is also appropriate to thank Egypt for its sustained mediation efforts. Yet how can that hope be translated into reality when the Israeli authorities continue their relentless pursuit of colonization, which, it should be recalled, is illegal under international law? Simply note Israel's approval of new construction in Hebron, a first in 15 years. That should be resolutely condemned by the Council without further delay.”

“Mr. Salam (Lebanon) (spoke in French): How many Security Council meetings have been dedicated to the situation in my region since I took office as the Permanent Representative of Lebanon in 2007? How many times have we witnessed the deterioration of peace prospects in the Middle East despite so many good intentions, including the commendable efforts of France? I have watched closely, and often with indignation, the growing feelings of injustice and disappointment fuelled by three deadly wars in Gaza, an unprecedented intensification of the occupation and a plethora of initiatives for negotiations that would never come to pass. All that is in addition to the underlying wounded memory that seems increasingly difficult to heal and that leads to the sad radicalization of minds.”

“Nothing is more barbaric than threatening civilians. As to the outrageous threat to return Lebanon to the Middle Ages, the only thing it is reminiscent of is the darkness of the Middle Ages. “In a letter to the Secretary-General, my Government responded to these threats by reiterating Lebanon's long-standing commitment to international law and in particular to the provisions of the United Nations Convention on the Law of the Sea regarding the delimitation of maritime borders. However, these were not the only Israeli threats against my country, as only few weeks later, Naftali Bennett, Israel's Minister of Education, threatened, in an interview with Haaretz on 3 March, to launch "a massive attack on the civilian infrastructure along with additional air and ground action" targeting "the Lebanese institutions, its infrastructure, airport, power stations, traffic junctions" along "Lebanese army bases" with the aim of "returning Lebanon to the Middle Ages". The least one can say is that those are despicable words.”

We all wish that this item, the oldest and still ever present on the agenda of this body since the creation of the United Nations, were taken out, had a just and durable settlement to the Middle East conflict been achieved and implemented, based on the numerous resolutions adopted by the Council and in particular the principle of land for peace. “As the occupation of the West Bank and Gaza enters its fiftieth year, the words of the late Palestinian poet Mahmoud Darwish resound more than ever: "The Palestinians are the only nation in the world that feels with certainty that today is better than what the days ahead will hold. Tomorrow always heralds a worse situation". For almost half a century now the Palestinians have had that certainty ingrained in their minds. I need hardly remind the Council that for the Palestinians the situation on the ground has continued to deteriorate for five decades, with daily violations of their basic rights, including countless killings, arbitrary arrests and detention, confiscation of their private property, demolition of their homes and forcible displacement.”

“It has also been the central piece of many debates in the Security Council, including the one organized by Lebanon in September 2011 (see S/PV.6621), to which my country, as President, submitted a concept paper entitled "Strengthening and consolidating preventive diplomacy" (S/2011/570, annex). That concept has been reinvigorated in three global policy reviews and many reports and resolutions adopted by the General Assembly. Suffice it to mention here the preamble to the 2030 Agenda for Sustainable Development and its Goal 16. Yet at the beginning of 2017, our world continues to face a multitude of challenges: from occupation and protracted conflicts to large movements of refugees and migrants to extreme violence, terrorism, violation of human rights and crises in global governance.”

“The idea of preventive diplomacy is rooted, as we all know, in the purposes and principles of the United Nations, which are defined in its Charter, in particular in Article 1, paragraph 1, "[t]o maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace". “Time and again, we have cautioned against the increasing terrorism by Israeli settlers as well as the practice of arbitrary detention. We have always stressed that Jerusalem, with all its holy sites, including the Al-Aqsa Mosque, will continue to be the capital of all the faithful. “The settlements have been a major obstacle to the peace process, and the continuing settlement policy has undermined the two-State solution. This has been universally condemned by all Member States. The most recent example was the strong condemnation by the United States Administration of the Israeli authorities' decision to build 298 settlement housing units in the West Bank. Israel continues with its illegitimate practices, flouting its responsibilities as occupying Power. The Office for the Coordination of Human Affairs reported that the Israeli authorities have destroyed 726 Palestinian homes since the beginning of the year. That coincided with an unprecedented increase in violence by Israeli police and army personnel against Palestinian civilians and the adoption of the "shoot to kill" policy.”

“There has been no answer to the requests made by the various investigation commissions to look into practices in the occupied Palestinian territories, or to the appeals made by the Secretary-General. The State of Palestine is continuing to build up its constitutional institutions and its international legitimacy, despite the fact that its occupied territories continue to be developed by Israeli settlers, according to the briefing given by Mr. Mladenov, Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General. He informed us that the Israeli authorities, from early June through the end of August, had approved 1,000 housing units in East Jerusalem and 735 in the West Bank.”

“The United Nations is no stranger to dealing with mass movements of refugees and migrants. It has coped with one of the oldest, long-running human tragedies from the very beginning: the tragedy that usurped the Palestinian people's territory, forcibly uprooted them from their land and caused hundreds of thousands of them to become refugees in neighbouring countries, including my country, Lebanon. Perhaps the aggressive Israeli practices that have been documented in the scores of reports issued by the United Nations and its organs, as well as in those issued by human rights bodies, are the most compelling testimonials oflsrael's persistent disregard for the norms and principles of international law and its defiance of the resolutions of the Security Council and the General Assembly.”

“Mr. Salam (Lebanon) (spoke in Arabic): We are meeting today as the great tragedy in Syria continues to unfold, despite the announcement in September by the co-Chairs of the International Syria Support Group, the Russian Federation and the United States of America, that they had reached an accord that included a cessation ofhostilities throughout Syria as a whole and in Aleppo in particular. That announcement revived hopes that the violence would decrease and that it would facilitate the delivery of humanitarian assistance to those in need throughout the country. But the continued fighting and the failure by the Security Council over the past few years to address the grave situation in Syria dealt a heavy blow to the hopes of the Syrian people and the international community that the end of this massacre was nearing an end.”

“All these violations have been recorded and documented in tens of letters addressed to the President of the Security Council and issued as official documents of the United Nations. We reiterate today our call on the Security Council to strongly condemn all these violations and to compel Israel to put an immediate end to them. “By their nature, these dangerous, volatile submunitions cannot distinguish between combatants and non-combatants, foreseeably endangering civilians for months or years to come." I would like to take this opportunity to also recall my Government's firm commitment to the full implementation of resolution 1701 (2006), which helped put an end to the Israeli aggression, and to stress the need to move from the precarious situation of a cessation of hostilities to a permanent ceasefire. While Israel claims to abide by the terms of resolution 1701 (2006) - which first and foremost calls for respect for Lebanon's sovereignty and territorial integrity - over the past 10 years it has committed no fewer than 11,856 violations of my country's sovereignty - 8,561 by air, 1,024 by sea, and 2,274 by land.”

“The estimated number of cluster submunitions fired into my country during the 2006 war was between 3.2 to 4.6 million, according to another Human Rights Watch report of 16 February 2008, in which we also read: "Research in more than 40 towns and villages found that the IDF's use of cluster munitions was both indiscriminate and disproportionate, in Violation of international humanitarian law, and in some locations possibly a war crime. In dozens of towns and villages, Israel used cluster munitions containing submunitions with known high-failure rates. These left behind homes, gardens, fields and public spaces - including a hospital - littered with hundreds of thousands and possibly up to 1 million unexploded submunitions.”

“We were encouraged by the mention in the communique of "the prospect of convening before the end of the year of an international conference", and would like to stress in that respect how critical to its success would be the participation of all directly concerned parties and their full engagement in the required preparatory works. Allow me now to recall that on this very day of 12 July, 10 years ago, Israel launched a 33-day war against my country that according, to a Human Rights Watch report dated 5 September 2007, resulted in "at least 1,109 Lebanese deaths, the vast majority of whom were civilians, 4,399 injured, and an estimated 1 million displaced". An important feature of this war was Israel's massive resort to one ofthe most vicious and disgusting weapons of all times - cluster bombs.”

“With the ongoing acts of collective punishment, best illustrated by the systematic campaign of house demolitions in the West Bank, and the increasingly inflammatory and provocative rhetoric of Israeli officials, such as Mr. Naftali Bennett's call for the kidnapping of Palestinians, the situation on the ground remains very gloomy indeed. However, I welcome the meeting convened in Paris at France's initiative on 3 June and the joint communique which reaffirmed the need to end the Israeli occupation that began in 1967 and which highlighted the importance of the implementation of the Arab Peace Initiative.”

“Time and again, we have warned the Security Council of the dangers of the continued construction of Israeli settlements in the occupied territories. Over and above their flagrant violation of public international law, international humanitarian law and numerous Security Council and General Assembly resolutions, such activities have come to constitute the most serious obstacle to any negotiated political settlement. In fact, with his recent approval of the construction of 800 new housing units in the occupied territories, how could anyone take Mr. Netanyahu's statements that he is ready to negotiate a political settlement with the Palestinians more seriously than that of the man who pretends to negotiate over the sharing of a pizza while he keeps eating it?”
