“Recently, the Israeli authorities closed the offices of Palestinian national institutions. All these measures are null and void. They have also been rejected not only by the Palestinian and Arab peoples of the occupied territories, but also by all peace- loving countries and peoples of the world. Given the spiritual and cultural importance of this Holy City for the three divine religions, it should be a city of peace, tolerance and coexistence for the peoples of the region instead of a cause for war and conflict. The United Arab Emirates condemns all these Israeli infractions. We consider them to be flagrant violations of Security Council resolutions, international law, the Madrid framework and the agreements concluded by the Palestine Liberation Organization and Israel. Indeed, these measures strip the peace process of all content.”

“This Israeli scheme, aimed at the Judaization of East Jerusalem and the consolidation of the occupation is a sequel to previous settlement schemes, including the opening of the tunnel under the Haram al-Sharif by Israeli forces in defiance of Security Council resolution 1073 (1996); the demolition of the building belonging to the Butj al~Laqlaq association within the walls of the Old City; the denial of the right of residence to Palestinians; the expropiiation of their land, in particular in East Jerusalem in preparation for an illegal campaign for the absorption of thousands of new Jewish immigrants at the expense of the Palestinian people. In addition, Israeli authorities continue to isolate the city of East Jerusalem from the other cities of the West Bank and to deny Palestinians access to the Holy City.”

“These obstacles make the situation more difficult and jeopardize the objective of peace, which is the aspiration of the Arab States and of our peoples. The tragic pictures that one sees on television show a gross violation of the principles of international law and of the humanitarian covenants, pacts and principles governing the treatment of civilians in time of war. The most obvious example of this was Israel's firing at an ambulance, resulting in the deaths of two women and four children. The arbitrary bombardments of civilian regions are also a violation of humanitarian law and of the Fourth Geneva Convention. The International Committee of the Red Cross issued a statement condemning those Israeli actions, which led to the deaths of many innocent civilians.”

“The Arab States also reaffirm Lebanon's right to defend its territory. All necessary measures will be taken to help the people of Lebanon stand up to this flagrant aggression. “Since late February, the Israeli occupation forces have forged a tight chain of siege and closure around the areas and cities of the West Bank and the Gaza sector, which are regarded as a single unit under the 1993 Declaration of Principles and have paralysed the movements of the Arab population to and from their cities and places of work, including holy Jerusalem. This has led to worsening hunger, poverty and unemployment, and to disease and despair. This also runs counter to the most basic norms of international humanitarian law. Our disappointment is increased by the Israeli Government's recent reimposition of military occupation in certain areas from which it had already withdrawn. It has also failed to observe its commitments to withdraw from the Arab city of Hebron.”

The Israeli cabinet recently adopted a decision giving the go-ahead to the construction of 4,500 units in East Jerusalem, its eastern suburbs and on part of the Golan Heights. This is above and beyond the recent plan to build 15,000 new units in certain areas of Jerusalem as homes for approximately 80,000 settlers by end 1997, on the pretext of ensuring those settlers' security and stability. Israel's security pretexts should not become the principal factor in the peace process because otherwise, unless Israel follows through on its commitments and lays all its cards on the negotiating table, the peace process could stumble over pitfalls of every sort.”

“Despite the rather positive developments in the question of Palestine - developments that are embodied in the Declaration of Principles and subsequent agreements between the PLO and Israel - we and the international community must admit that the process that began in Madrid is going through a very rough patch as a result of the pretexts and other excuses advanced by Israel in order to avoid implementing its commitments and abiding by them. Indeed, Israel is continuing its practices of violence and terrorism, and is imposing famine on the population by besieging their territory, annexing their land and destroying their homes. It must take action to restore security and stability in Bosnia and Herzegovina through the achievement of the following goals: the withdrawal of all Serb troops from all territory occupied since the beginning of the crisis; the release of all personnel of the United Nations Protection Force (UNPROFOR) detained by Serb forces and the enjoyment by them of unrestricted freedom of movement in accordance with Security Council resolutions; a cease-fire, as a prelude to genuine negotiations towards a just, lasting and comprehensive political settlement guaranteeing the sovereignty, territorial integrity and political system of Bosnia and Herzegovina; the continuation of the economic embargo against Serbia and Montenegro; the lifting of the arms embargo against Bosnia and Herzegovina, which is imperatively necessary.”

“The international community is fully aware of the manoeuvres, procrastination and prevarication to which the Serbs have resorted during the negotiating process in order to buy more time and, thus, to be able to impose their fait accompli through the perpetration of the most savage massacres, in particular in the besieged "safe areas" established by Security Council resolutions. International diplomacy has thus far been unable to arrive at solutions to the conflict, solutions that should be based on international legality and the principles of international law and that would ensure the sovereignty, territorial integrity and political independence of the Republic of Bosnia and Herzegovina while also deterring the aggressor through the non-recognition of the results of acts of aggression and the occupation of territories by force.”

“The continuation of Serbian aggression would undoubtedly increase the fears of those small States that can defend their sovereignty, territorial integrity and political system only through resort to the United Nations Charter. Failure by the international community - in particular, by the Security Council - to take the steps necessary to deter this aggression would lead those States to lose confidence in the international Organization. Such a failure would also encourage States with territorial ambitions to defy the international community and to pursue aggressive policies to achieve them.”

“The speakers preceding me have been unanimous in their portrayal of the tragic situation in the Republic of Bosnia and Herzegovina and the threat it poses to international and regional peace and security, particularly in the light of the most recent Serbian attacks in the city of Gorazde. That city's inhabitants are being subjected to barbaric crimes and massacres by the Serb forces, which persist in their acts of aggression and violations of human rights, of principles of international law and of resolutions adopted by this Council. The failure of the international community to put an end to the aggression against Bosnia and Herzegovina would have grave repercussions for international peace and security.”

“That measure must be implemented in the context of a policy leading to the dismantling of existing settlements and the return of the settlers to Israel, in conformity with Security Council resolution 465 (1980), paragraph 6 of which calls for the dismantling of existing settlements. That is the right approach for the Israeli authorities to take if they are indeed seriously interested in achieving a just, comprehensive, peaceful settlement of the Arab-Israeli conflict and the question of Palestine.”

“It must also seek the implementation of Security Council resolution 681 (1990) and appoint an international commission to investigate the circumstances under which the carnage was perpetrated in Al-Haram Al-Ibrahimi in Al-Khalil, taking whatever steps are required to enable that commission to discharge its mandate. Recent statements by Israel regarding its intention to disarm some settlers are not enough to prevent the repetition of such crimes and carnage against the Palestinian people. We therefore consider it important - indeed, necessary - that all settlers without exception be disarmed.”
