“We also regret that since the beginning of the military aggression against Ukraine, at least 142 religious sites have been destroyed, as verified by UNESCO as part of its preliminary assessment of damage done to cultural sites. In that regard, I would like to cite article 53 of Additional Protocol I to the Geneva Conventions, which prohibits acts of hostility directed at places of worship that constitute the cultural or spiritual heritage of peoples. Lastly, we will continue to defend the promotion of interreligious and intercultural dialogue and tolerance in every forum. We ask all religious leaders in Ukraine, Russia and around the world to call for action to counter any kind of hate speech and to promote an end to the violence, including the military occupation.”

“My delegation regrets that, despite the efforts made by Permanent Representative Hernán Pérez Loose, in his capacity as Chair of the Security Council Committee established pursuant to resolution 1540 (2004), and those of his team, it has not been possible to select candidates for the vacancies in the Group of Experts — even though more than six months ago a list was defined for that purpose on the basis of a participatory, transparent process that considered the selection criteria of experience, technical knowledge, education, geographic representation and gender equity. Six of the nine seats on the Group of Experts remain vacant.”

“In that context, we are pleased to report that, within the framework of resolution 1373 (2001), the Counter- Terrorism Committee conducted an assessment visit to Ecuador from 23 to 27 October. We would like to express our appreciation to the Counter-Terrorism Committee Executive Directorate and the panel of experts who participated in the visit for their work. The preliminary observations already received and the report to be prepared on the visit will constitute fundamental inputs for strengthening the national strategy to prevent and combat terrorism, as well as for identifying my country’s technical cooperation needs.”

We therefore urge Syria to allow access to the required information, as that is the only way we can ensure that those acts do not go unpunished Lastly, my delegation takes note of the findings presented by the OPCW Fact-Finding Mission on the alleged incidents in Kharbit Massasneh in the Syrian Arab Republic on 7 July and 4 August 2017. The findings demonstrate the impartial and professional work of the Fact-Finding Mission and the OPCW teams. Ecuador once again expresses its solidarity with all victims of chemical weapons attacks.”

“The meeting held at the end of June between the OPCW Technical Secretariat and the Syrian authorities reflected the possibility that exists to develop a new work plan to resolve all outstanding issues with regard to the Syrian chemical weapons dossier. Ecuador calls upon the Syrian Arab Republic to keep that mechanism of dialogue open, in addition to cooperating and addressing the proposals made during the most recent meeting, which will be a step forward towards fulfilling its obligations under the Chemical Weapons Convention, the decisions of the OPCW governing bodies and the relevant resolutions of the Security Council, including resolution 2118 (2013).”

The monthly report presented by the Director- General of the Organization for the Prohibition of Chemical Weapons (OPCW) (see S/2023/558) reflects once again the limited progress on the issue of chemical weapons in the Syrian Arab Republic due to the failure to respond to and facilitate the work of the technical teams. Despite all the constraints faced, we appreciate the efforts of OPCW and its technical teams in their continued efforts to achieve the complete and verifiable elimination of chemical weapons in the Syrian Arab Republic.”

“We therefore condemn the air strikes on Odesa that have resulted in the destruction of the historic Orthodox Cathedral of the Transfiguration, and recall that none of these acts should be left unaccounted for or without redress. We further condemn the continued attacks on any civilian critical infrastructure as well as threats of attack against civilian vessels. We call for the cessation of attacks on production and export infrastructure and on major or alternative routes for the grain trade, first, because no provision of the United Nations Charter gives any country the right to invade or attack its neighbour, and, secondly, because such actions will continue to exacerbate global food insecurity.”

“Just yesterday, the General Assembly adopted, once again, a resolution on promoting interreligious and intercultural dialogue and tolerance in countering hate speech and promoting an end to violence (General Assembly resolution 77/318). We reiterated this principle in the Council debate held on 14 June (see S/PV.9347). But what greater act of violence is there than to invade and militarily attack a neighbouring country? I therefore reiterate my country’s strong call for a definitive end to the military aggression.”

“On 19 July, during the General Assembly’s meeting on the implementation of its resolution 76/262 (see A/77/ PV.90), Ecuador expressed its regret about the use of the veto on draft resolution S/2023/506 (see S/PV.9371). In that regard, we encourage the co-penholders, Switzerland and Brazil, to continue their efforts and deliberations to find a mechanism that would enable the Council to adopt a resolution ensuring cross-border humanitarian assistance and allowing the teams on the ground to fulfil their mandates, in accordance with the framework established by international humanitarian law. OCHA’s figures reflect the urgency of returning to a dialogue so that humanitarian supplies entering north-west Syria can serve the 80 per cent or so of the people who depend on it, nearly all of them women and children.”

“My delegation reiterates the need to maintain formal access to ensure predictability, certainty and planning in the provision of humanitarian assistance, as established in previous Council resolutions on the humanitarian issue in Syria. We support the efforts of the Secretary-General, through the United Nations agencies, as the sole mediator capable of establishing a strict monitoring scheme that can contribute to increasing the transparency, efficiency and accountability of operations on the ground. We also support the dedicated work of the Special Envoy and the specialized agencies and partner organizations working on the ground. We express our solidarity with South Korea and Japan, whose populations are subjected to the threat posed by the tests conducted by the Democratic People’s Republic of Korea. It is not an isolated event and, once again, it flouts the provisions of the Security Council.”

“We hope that the threat to Yemen and the region will be overcome in the next few weeks and that the donors’ contributions will reach the country as soon as possible. The primary motive for arriving at a final peace agreement is the welfare of the 21.6 million Yemenis who are depending on humanitarian assistance for survival — and the 4.5 million people who have been forcibly displaced by violence and insecurity, as well as the children at risk of being killed or maimed by mines and improvised explosive devices. On their behalf, I reiterate my delegation’s call for continued efforts to reach a comprehensive and sustainable political agreement that will lead to an environment of peace, stability and well-being.”

The release of nearly 900 political prisoners is one of the tangible outcomes of the dialogue process, and we hope to see more prisoners released soon. My delegation wishes to reiterate its unwavering rejection of all forms of racial discrimination, xenophobia and related intolerance, in any context, whether it be in situations of peace or conflict, and regardless of their origin. I must also reject corrosive narratives that exacerbate conflict. Such rhetoric is even more deplorable when it seeks to justify armed violence. What greater act of xenophobia, contempt or dehumanization is there than war? In addition to taking human lives and destroying civilian infrastructure and means of subsistence, war affects the full enjoyment of fundamental rights and freedoms and is a loophole for violations and abuses of those rights.”

We also acknowledge the security measures taken by Denmark and Sweden in September to reduce the risk to shipping, and we appreciate the joint letter of today, 21 February, also signed by Germany, in which they report on the investigations under way, in line with the basic principles of the rule of law. We therefore express our support for those investigations and await their conclusions. “Mrs. Sánchez Izquierdo (Ecuador) (spoke in Spanish): I thank Under-Secretary-General Rosemary DiCarlo and the other briefers for their briefings. Since September 2022, we have remained deeply concerned about the explosions in the Nord Stream 1 and 2 submarine pipelines in the Baltic Sea because, first, as we said time and again, nothing justifies attacks on essential civilian infrastructure, including energy infrastructure; secondly, in addition to endangering safe maritime and air navigation, it meant an immeasurable source of pollution of local marine life, with potentially devastating climatic consequences, having released hundreds of millions of cubic metres of gas into the atmosphere; and, thirdly, it occurred amid an extremely complex global geopolitical situation, in which any event could trigger actions with unforeseeable consequences.”
