At the same time, we need to provide care for the victims and to ensure the prosecution of those responsible, in a coordinated fashion and with full respect for States' sovereignty and for the principle of non-intervention in domestic affairs and in accordance with international law. Paraguay understands that it is also necessary to address the trafficking in persons in conflict situations within the framework of the General Assembly and in connection with the achievement of the Sustainable Development Goals in the 2030 Agenda for Sustainable Development, specifically Goals 5.2, 8.7 and 16.2.

In situations in which, owing to the nature of the conflict, those scourges pose significant threats, the mandates must incorporate both preventive mechanisms and protocols to take care of the victims and to ensure the surrender and accountability of the perpetrators. It is crucial to recall that such violent deeds are exacerbated by restrictive and exclusionary migratory policies, which not only increase the vulnerability of victims but also prevent their identification and access to the medical and psychological services required. In that respect, Paraguay emphasizes the value of the appropriate education and training of contingents in peacekeeping operations, before and after their deployment, on aspects of preventing and combating such problems, as well as on the care for the victims of those crimes.

  4. That information will allow the Organization to design policies to confront those issues in an appropriate and effective way. The Security Council, as well as all States Members of the Organization, must contribute to establishing an effective system for the protection of civilians in armed conflicts. That system must also take into account mechanisms for dealing with and combating the trafficking in persons and sexual violence in its broadest sense, as well as violent extremism in relation to situations of armed conflict. We believe that the Security Council must include, in a clear and explicit way, the protection of civilians in armed conflicts in the mandates of peacekeeping operations.

Mr. Scappini Ricciardi (Paraguay) (spoke in Spanish): Paraguay expresses its deep sadness and heartfelt condolences to the people and the Government of the Russian Federation in connection with the assassination of Ambassador Andrey Karlov in Ankara, and to the people and the Government of Germany for the attack perpetrated in Berlin. We hope that such terrible acts will not happen again. We express our gratitude for the Secretary-General's report (S/2016/949). We welcome the initiative of the Spanish presidency to convene this open debate on trafficking in persons in conflict situations. We believe that this open debate will make it possible to become familiar with the opinions of Member States, as well as to try to determine the nexus between that scourge and violent extremism.

Finally, the delegation of Paraguay calls on the delegations of Member States, on troop- and police-contributing States, on host States, the Security Council and the Secretariat to continue working together to ensure the necessary cooperation and adopt measures so that the contingents of peacekeeping operations, especially those deployed, as I mentioned previously, under Chapter VII of the Charter, receive the proper training, equipment and timely and appropriate information for the effective fulfilment of their mandates.

Therefore, via the Department of Peacekeeping Operations, the Secretariat must ensure that updated deployment manuals and accurate intelligence are provided, in cooperation with States and regional organizations, so that peacekeeping operations can effectively comply with their mandates.   8. Nevertheless, peacekeeping operations must be prepared to face up to terrorism and thereby ensure that they comply with their mandates. Paraguay is aware of this situation and attaches the utmost importance to the selection of the personnel to be deployed in peacekeeping operations, with consideration of their merits and skills, and provides them with specific training, including predeployment training on the protection of civilians. The training of troops once they are deployed in host countries must only be complementary to that received in their countries of origin. Furthermore, capacity is crucial i understood as the resources necessary to carry out a mandate.

  9. For that reason, my delegation congratulates Senegal's presidency of the Security Council for this initiative. The Republic of Paraguay actively participates in nine United Nations peacekeeping operations, including in the Democratic Republic of the Congo, Mali, South Sudan, Afghanistan and the Central African Republic. We are convinced that peacekeeping operations are a way of making the purposes and principles in the Charter of the United Nations a reality. My country is also convinced that peacekeeping operations must firmly adhere to the principles of the consent of the parties, impartiality and the non-use of force except in legitimate self-defence and defence of the mandate. Peacekeeping operations must not fight terrorism * that is the task of States where terrorist groups are present.

Mr. Scappini Ricciardi (Paraguay) (spoke in Spanish): The delegation of the Republic of Paraguay expresses its profound consternation over the recent attacks to United Nations peacekeeping missions in South Sudan, Mali, Togo and the Central African Republic, where civilian, police and military personnel have fallen victim. We also condemn those attacks, which violate international law and violate human rights. We express our condolences to the families and the Governments of those who lost their lives in the service of United Nations peacekeeping missions. In an enviornment characterized by new threats created by emerging asymmetrical and hybrid conflicts that deepen old insecurities and turn peacekeeping operations and civilians into targets, addressing this debate with a practical and strategic approach is especially relevant.

With regard to the current humanitarian crisis, the delegation of Paraguay supports a comprehensive and holistic response by all stakeholders focusing on the protection of civilians in the framework of the principles of the 2030 Agenda for Sustainable Development (General Assembly resolution 70/ 1). Finally, the Republic of Paraguay deplores the disregard of the basic standards of international humanitarian law and human rights by parties to conflict, in particular through practices, such as the use of the starvation of civilians as a weapon of war and subjugation, restrictions on humanitarian access and on the protection of civilians, and attacks on the institution of asylum and the principle of non-refoulement.

  12. We cannot fail to mention the link between the topic of this debate and the illicit trade in light weapons and ammunition. In that context, Paraguay calls for the explicit inclusion of ammunition in the regulatory frameworks of small arms and light weapons and in their implementation, and calls upon Member States that have not yet done so to ratify the Arms Trade Treaty. Lastly, we support the Secretary- General's proposal to Member States to constructively participate in formulating a political statement on the use of explosive weapons in populated areas.

In response to the Secretary-General's reports on children and armed conflict and on conflict-related sexual Violence, our delegation urges the troop- contributing and police-contributing countries on the lists in those reports to uphold specific commitments and concrete plans to address such violations. Likewise, we believe the contribution of universal political and legal frameworks for the protection ofcivilians in armed conflict is also relevant. In that regard, Paraguay urges Member States to adhere to the Oslo declaration on safe schools adopted in 2015. We also call upon States to reaffirm their commitment to the Rome Statute, to ratify it and to cooperate with the International Criminal Court in a comprehensive manner.

The system for the protection of civilians must be improved and, in that connection, the role that can be played by education and training in the area of international humanitarian law and human rights law to halt and prevent acts of violence, attacks and threats against civilians, we believe, is also critical. Paraguay is currently contributing military personnel to six peacekeeping missions. Paraguayan military personnel receive general training on the protection of civilians in armed conflict, prior to their deployment in peacekeeping missions, and starting this year, also receive specialized and specific training on the subject in Paraguay's training centre for peacekeeping operations. Paraguayan military peacekeeping personnel also receive training on civilian-military coordination and on violence and gender inequality.

  15. With regard to the Security Council, the protection of civilians in armed conflict should be clearly and explicitly included in the mandates of peacekeeping operations. Such protection, as we understand it, must take priority in situations where civilians are at a high risk of Violence, and must be explicit with regard to both protection against sexual violence, in a broad sense, and on the special protection of children and adolescents in armed conflicts. For their part, the existing mandates of peacekeeping missions must also be adapted in that regard.

Mr. Scappini Ricciardi (Paraguay) (spoke in Spanish): First, we welcome the initiative of the French presidency of the Security Council to convene this open debate, particularly in the context of the current humanitarian crisis. We also welcome the report (S/2016/447) of the Secretary-General on the protection of civilians in armed conflict. The purposes and principles enshrined in the Charter of the United Nations are our criteria for the foundations on which peacekeeping operations must function. In that context, we believe it is imperative that both the Security Council and the States Members of the Organization, their capacity as parties to conflict aside, contribute or should contribute to establishing an effective system for the protection of civilians in armed conflict.

The inclusion of a gender perspective in every aspect of peacebuilding, including conflict prevention, management and resolution, requires, first and foremost, the political will to include women in decision-making processes. Without the participation of women there can be neither a gender agenda nor political decisions that reflect a gender perspective. As we celebrate the fifteenth anniversary of resolution 1325 (2000), we call on Member States to ensure that all resolutions and initiatives on women and peace and security are implemented with specific measures that ensure women's effective participation in peacebuilding activities under equitable conditions.

The main obstacles that prevent women's full participation in peacekeeping and peacebuilding can bee linked to gender-based discrimination and women's economic and social exclusion, situations that entail the denial of women's rights. That is why it is so important to work to strengthen women's human rights from a perspective that includes devoting attention to their economic, social and cultural rights. Numerous experiences in conflict and post- conflict situations have proven that the exclusion of women from peace processes not only undermines the promotion and protection of their human rights but also reduces the probabilities of lasting peace and future development for all the citizens of a given country.

The national action plan, which will be officially released later this month, is the fruit of the efforts and coordination carried out by various national institutions since 2012, including the Ministry of Women, the Ministry of National Defence, the Ministry of the Interior and the Ministry for Foreign Affairs, with the valuable support and continuing assistance of UN-Women, of which we are a faithful ally. In 2015, our country has enjoyed the highest percentage of female participation in awareness programmes and training for peace operations. Some 27 per cent of participants are women, and we hope to see this percentage increase through the efforts of the relevant institutions to promote the greater participation of women in the contingents of peacekeeping missions in which Paraguay is a participant.

The Republic of Paraguay, which has participated actively in peacekeeping operations since 1993, reaffirms its commitment to prevention, protection and the participation of women before, during and, where necessary, after conflicts. In this regard, the Government of Paraguay, taking into account its international commitments to contributing to peacebuilding and the need to integrate the gender perspective into conflict prevention, management and resolution, recently finalized its national action plan, which will allow it to implement the mandates set out in resolution 1325 (2000).

Mr. Scappini Ricciardi (Paraguay) (spoke in Spanish): At the outset, Sir, allow me to thank your delegation for having brought such an important issue for discussion before the Security Council. The most important Security Council resolution on the role of women in peacebuilding and conflict prevention is now 15 years old. The Republic of Paraguay joins the commemoration of the adoption of the landmark resolution 1325 (2000). The resolution is important not only because it is the first to point out the inextricable link between gender equality and the participation of women in international peace and security, but also because it recognizes the particular impact of armed conflict on women and the role they play in peace processes and post-war rehabilitation.
