“We are always making offers to them, including, even now, the Hormuz peace plan proposed by our President. We are always inviting all countries of the region, including Saudi Arabia, to come together, sit and discuss the issues of the region, but to no avail. The representative of Saudi Arabia has proposed a peace plan for the region. We all can work on that and hopefully bring stability back to the region. First, support for terrorism must be stopped. “These groups are equipped and armed and financed by Saudi Arabia. We can provide evidence of this and we have told them about it. They know it very well. A regime that has a very dark human rights record should not preach to others. Its behaviour with respect to minorities, in particular the Shia people, is appalling. Just ask what happened in the town of Al-Awamiyah, in eastern Saudi Arabia. It is not good to raise such matters in this Chamber, but it is their policy. We do not want to go into such matters. We have proposed a peace plan for Yemen, and at the outset we also suggested a peace plan for Syria, Iraq and elsewhere, but the Saudis were the impediment; they were the main obstacle. They are always saying that it is none of our business.”

“Think of its support for Saddam - $100 billion dollars during the course of the war to kill and maim around 1 million Iranians - or for terrorism in Afghanistan, Syria and Iraq. Who provides those terrorists with arms? And it is continuing, unfortunately. Whenever we introduce a peace plan, they say, "This is the Arab world, so it is not your business". Ifit is not our business, why are they always and everywhere blaming us? They make accusations against us with regard to human rights, inter alia, while their dark human rights record is so well known. Eleven out fifteen of the perpetrators of the crimes on 11 September 2001 here in the United States were Saudi citizens. They are blaming us for terrorism. Every week we arrest groups of terrorists that are trying to infiltrate our borders from the west and the east parts.”

“In fact, since we are discussing the issue of Syria, we did not intend to raise such matters in today's meeting, but it is the representative of Saudi Arabia who took us in this direction. It is very unfortunate that, not just in this meeting but in each and every meeting, the Saudis are trying to divert people's attention from the realities in our region. It is a fact that Saudi Arabia is the major problem; it is the main source of instability in our region. Look at the seminaries from Central Asia to Libya. Who is nourishing them? Who provides financial assistance to the seminaries who train the takfiri and other extremists who have spread throughout the region and elsewhere, destabilizing them entirely? I do not want to go into our history with Saudi Arabia, but it is well known that its hostility towards Iran is boundless.”

“What it is doing is in gross deviation from Islamic teachings and a flagrant violation of international law, thereby flouting its international responsibility. Accordingly, the Saudis must be held to account for all their support of terrorism and for all the other crimes they are committing in the region, from Syria to Yemen. “It is not surprising that, once again, the Ambassador of the child-killer regime, the Kingdom of Saudi Arabia, has tried his best to divert the attention of the Council from the realities on the ground in Syria and the region in order to cover up its crimes against the peoples of the region, particularly innocent children in Yemen. Similarly, by accusing others, the Kingdom of Saudi Arabia desperately wants to divert attention from its support of terrorism in the region and the world. Saudi Arabia is the main ideological, financial and logistical source of the most dangerous terrorist groups in our region, namely, Al-Qaida, Da'esh and the Al-Nusra Front. The chief example of this is its support for those terrorist groups in Syria and Iraq.”

That is a common responsibility that should be pursued responsibly by all. “A similar pattern of double standards is evident when the report considers the situation of children in Yemen, where most of the child casualties were attributed to air strikes by the coalition. But, in reality, there is no coalition. It is only Saudi Arabia that continues killing Yemeni children. It proves that deleting Saudi Arabia from the top of the list of violators of the rights of children in the Secretary-General's report has resulted only in the killing of more Yemeni children by Saudis. Is it not time to end that approach? A glance at the practices of the Israelis, the Saudis and Da'esh forces in Syria and Iraq reveals that there is a real race taking place among the child killers as to who can kill more children. We strongly condemn all such inhumane acts, which are gross violations of international law.”

“As reflected in the Secretary-General's report, some of the Palestinian children killed by Israel were as young as 18 months old. Similarly, most of them were shot by live ammunition to the upper body, while reportedly posing no imminent threat to Israeli forces. The deliberate mass killing and injuring of Palestinian childrenbylsrael is, no doubt, a clear manifestation ofwar crimes and crimes against humanity. However, despite that fact, Israeli forces have never been blacklisted in the reports of the Secretary-General, which seriously undermines their accuracy, credibility and impartiality. The sense of impunity has only emboldened Israel to kill more children, with more brutality.”

“I thank you, Madam President, for organizing today's open debate. I also thank the Secretary-General for his report (S/2019/509) and the briefers for their input. Armed conflicts have serious irreparable impacts on children. Protecting them from the scourge of conflict is not an option; it is an obligation. Saving children means saving the future, future generations and their peace and prosperity. However, the question is one of how that noble objective can be achieved. There are different ways to fulfil it. However, none of them can be as effective as putting an end to current conflicts and preventing their re-emergence, as well as the emergence of new conflicts. For example, so long as the occupation of Palestine continues, each and every year more and more children will be killed, injured, arrested and detained by Israeli forces.”

However, neither its fabrications against others nor such contributions can change the reality of deeds such as its cold-blooded murder and dismemberment of Saudi journalists. And it should stop beheading innocent Saudi minorities on the pretext of fighting terrorism. The reality is that they are brutally killed only because they are minorities. Last but not least, with regard to the Israeli delegation's accusation and nonsensical statement, the item on this meeting's agenda is the Middle East and Israel's occupation of Palestine. Israel has to answer for that.”

“Today the Saudi delegation made unfounded allegations against my country that I do not want to dignify with an answer. We are not surprised to hear such fabrications, as they are in line with Israel's approach to diverting attention from this meeting's agenda, which is Israel's occupation of Palestine. They make these accusations to distract from the reality of Saudi's relations with extremists and terrorists. Saudi Arabia's Wahhabi ideology is the ideology of major terrorist groups around the world, just as its petrodollars are the main source of funding for global terrorist activities. That is what its patron, the United States, has repeatedly stated. The Saudis are therefore the founding fathers of terrorist groups, ideologically and financially.”

“Fourthly, in the past 70 years, Israel has committed numerous crimes, including waging war against all its neighbours with total impunity. The decade-long illegal inhumane blockade on Gaza, the continuation of which is drastically deteriorating the already grave humanitarian situation, is another example in that regard. Under such circumstances, the international community must continue its long-standing strong support for the just cause of the Palestinians and for the full realization of their inalienable rights, in particular the establishment of the independent State of Palestine, with Al-Quds Al-Sharif as its capital. Furthermore, the international community should resist any attempt by the United States and some of its allies, including Israel and Saudi Arabia, to change the nature of the real threats in the Middle East.”

“The first example was moving the United States Embassy to Jerusalem and the second was recognizing Israel's sovereignty over the occupied Syrian Golan. Both acts are against the peremptory norms of international law, let alone the Council resolutions According to international law, the territory of a State shall not be the object of acquisition resulting from the threat or use of force and no such territorial acquisition shall be recognized as legal. Therefore, the acts of the United States in that regard are illegitimate, null and void and have no legal weight and value. The Islamic Republic of Iran once again condemns, in the strongest possible terms, those internationally wrongful acts. We stress that the Golan is, and will remain, an integral part of Syria.”

“Interestingly enough, relying on the absolute support of a permanent member of the Council, Israel has implemented none of those resolutions. In addition, whenever the Council has determined to adopt a resolution to compel Israel to implement them, the United States has vetoed all such proposals - 44 times thus far. As a result, the Zionist regime has been emboldened to continue, with total impunity, its expansionist policies and illegitimate practices and has systematically committed all four core international crimes, that is, the crime of aggression, genocide, crimes against humanity and war crimes. However, under the current United States Administration, the situation has drastically changed, as the United States itself has also embarked on directly violating the relevant binding resolutions of the Security Council.”

“I thank you, Mr. President, for convening this open debate on the world's longest crisis. It is a given fact that no crisis can be solved permanently without addressing its main root causes. The question of Palestine is no exception. It started as a result of the occupation and can come to an end only by ending it. The Security Council, whose primary responsibility is the maintenance of international peace and security, has an explicit legal obligation to counter aggression and occupation. It must therefore take the necessary measures to force the occupying Power to end the occupation. However, the consideration of this issue by the Council over the course of the past seven decades has resulted in the adoption of some resolutions with no actual effect on the fate of Palestinians.”

In this regard, we support proposals to exclude crimes of sexual violence from amnesty provisions in the context of conflict resolution. “It is therefore essential that these aforementioned politicians change their disastrous foreign policy options and stop manufacturing armed conflicts. Shedding crocodile tears for women and children who have fallen victim to the conflicts created by them or by their allies cannot veil their direct responsibilities. In our volatile region, the Middle East, for instance, foreign occupation, foreign invasion and terrorism - which have no respect for women's rights and lives - are the core threat to their security. While every effort should be made to prevent conflicts, which are the main root cause of sexual violence in armed conflicts, we also need to take other measures to prevent and respond to such crimes. In this context, it is essential that our efforts be focused on ensuring the criminal accountability of such perpetrators.”

“The current global environment is increasingly becoming fertile ground for raising conflict over peace. Destructive advocates of hatred, racism, discrimination and unilateralism are uniting against the proponents of win-win multilateral solutions. This is most certainly not a promising development for women and girls, most of whom may continue to find themselves, here or there, sooner or later, in the midst of another horrific armed conflict and inevitably face the cruel cycle of violence, including sexual violence. The question must be raised, then, as to who is responsible for the current situation. Indeed, it is the politicians who are putting their delusionary geopolitical interests ahead of the lives of innocent women and girls in other countries, thereby shaping the landscape that makes this current situation possible.”

“Ithank the German presidency of the Council for convening this open debate. I also thank the Secretary-General and the briefers for their valuable input. Sexual violence in armed conflict - a method often used as a tactic of war and terrorism - is a brutal crime. Unfortunately, women and girls are its main victims. The prevention of this inhumane practice requires a collective effort. That, however, cannot be successful without addressing its root causes, meaning the occurrence of armed conflict itself. Accordingly, the ultimate solution to prevent such crimes is to suppress armed conflicts altogether. As long as terrorism, violent extremism, foreign occupation and foreign intervention exist, such a solution remains, regrettably, out of reach.”
