We would like the United Nations and the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) to lend all possible support to the process, which means backing the efforts of the Independent National Electoral Commission. The first and most pressing challenge is registering all the voters. Earlier, Minister Tshibanda presented us with a timeline for the organization of the elections, which we welcome and will seek to see implemented. France is ready to support the process fully. This is an essential stage in the country's democratic transformation. As a number of members of the Council said this morning, the organization of the electoral process is a major challenge that requires special vigilance in order to ensure that the elections will serve to consolidate peace in the country. France will pay particular attention to the conditions under which the elections will be organized.”

I also thank the Secretary-General and the representatives of the World Bank, the United Nations Development Programme and the European Union for their participation in this debate.
