4. “As we continue to follow the concerning situation in Haiti, the ending of the blockade of the Varreux fuel terminal last month was an important development. It will provide relief for many people in Haiti, who depend on fuel for accessing services and basic commodities. However, there are still many challenges that must be addressed, including the closure of roads and control of neighbourhoods by gangs. That directly impedes access to ambulances, medical personnel, humanitarian aid and basic commodities, in addition to the resurgence of cholera in Haiti. We stress that the impact of gang control on the daily lives and security of civilians is unacceptable, and we should not ignore it. We also remain concerned by the rampant levels of sexual and gender-based violence in Haiti.”

8. “We note that the United Nations High Commissioner for Refugees is addressing a situation in which nearly 13 million people are in need of assistance, including more than 7.5 million who are internally displaced and need urgent humanitarian relief. More than half of them are in the eastern Democratic Republic of Congo alone. Additionally, we note the ongoing humanitarian challenges in the north-west and south-west regions of Cameroon. In that regard, we stress the need to provide humanitarian assistance and allow that assistance unhindered access to those in need, as well as to provide protection for the humanitarian workers. 9. “In view of the political developments in the countries of the region, whether related to elections or political processes, we should not fail to emphasize the importance of enhancing the participation and empowerment of women and young people, given the vital role they play in building stable and prosperous societies. We underscore that achieving lasting stability in Central Africa requires a constant focus on preventive diplomacy and inclusive political dialogue in order to address conflicts peacefully and prevent their outbreak in the first place, as well as to promote social cohesion in the region. 32. “As the Secretary-General makes clear in his report, those situations are becoming more dangerous in the absence of prospects for peace and the failure to address root causes of the conflict. It must be emphasized here the necessity to abide by resolution 2334 (2016) regarding the prevention of all acts of violence against civilians, as well as all acts of provocation, incitement and destruction, especially in the light of those escalating tensions. Against that backdrop, the fragile situation should not be left unaddressed. 33. “We note that the construction and expansion of settlements jeopardizes the geographical contiguity of the occupied Palestinian territory and affects the lives of the population, especially women and children, including by limiting their movement and by depriving farmers of access to their land and water sources. Those settlements are also points of tension and are among the factors that perpetuate violence. They also undermine peace efforts and constitute a violation of international law and United Nations resolutions. Five years ago, the Security Council adopted resolution 2334 (2016), with a view to reaffirming the position of the international community demanding an end to all Israeli settlement activities as an imperative to salvage the two-State solution. Regrettably, however, the Secretary-General’s latest report notes the persistence of negative trends on the ground, including the construction and expansion of settlements, demolitions and forced displacement — the most notable of which was the decision regarding the displacement of Palestinians from Masafer Yatta in the West Bank — and the threat to demolish homes in various parts of East Jerusalem.”

Addressing such threats also requires the international community to continue to support countries in Central Africa in effectively countering terrorist groups, such as Boko Haram, including those affiliated with Da’esh, Al-Qaida and other groups. Such support is critical, especially in countries that are experiencing an escalation in threats associated with those groups. 46. “Addressing the various security, economic and humanitarian challenges in the Central Africa region requires continued cooperation and coordination among UNOCA and regional and subregional actors seeking to support stability in the region, including the African Union, the Economic Community of Central African States, the International Conference on the Great Lakes Region and the United Nations Peacebuilding Commission. In that context, we would like to focus on three aspects related to the strengthening of such cooperation.
