2. “While we recognize the progress made, the report, unfortunately, continues to describe only a fraction of the reality on the ground and misleads the international community. One reason for that misleading portrayal of reality is the fact that the formal field working group includes organizations like Defense for Children International-Palestine, which is closely linked to the Popular Front for the Liberation of Palestine (PFLP). We have raised that concern repeatedly. We must recall that PFLP is an internationally recognized terrorist organization infamous for turning airplane hijacking into a preferred tool of terror. No non-governmental organization with ties to terrorist organizations can be a source of information for an objective, credible United Nations working group.”

3. “Hamas recruits thousands of children to those camps. Instead of teaching them how to swim or play soccer, the children of Gaza are taught how to assemble automatic weapons and operate missiles. Just in the past month, Hamas has even resorted to turning children's toys into weapons, sending bombs made out of kites into Israel. The incendiary kites ignited over 400 fires in Israel, destroying more than 7,000 acres of Israeli agricultural land. To make matters worse, over the past month Hamas has launched hundreds of rockets and mortar shells into Israeli civilian population centres, even hitting a kindergarten in one of its attacks. That behaviour cannot be misconstrued - Hamas is targeting children.”

4. “They cross streets honouring terrorists. They watch their leaders on television hand out candy to celebrate terrorists who have killed innocent Israelis. We acknowledge the fact that, for the first time, the Secretary-General's report recognizes Palestinian leaders' incitement to violence. But it does not end with incitement. In Gaza, Hamas - the internationally recognized terrorist organization - has long been guilty of using children for terrorism. It exploits schools, hospitals and civilian neighbourhoods as bases for its terror activities and does not hesitate to employ the despicable practice of using innocent people, including children, as human shields. This summer, while children around the world are enjoying their vacation at home, at summer camps or on the beach, the children of Gaza are instead attending military camps.”

5. “According to UNICEF, 2017 was the worst year yet for Syria's children as violence ripped apart places that should be safe - schools, hospitals, playgrounds and even the homes of children. It is reported that in the first two months of 2018 alone, more than 1,000 children were killed or injured. Syria is the world's biggest producer of both internally displaced people and refugees. Current estimates show that 2.8 million children have been displaced from their homes. In Yemen, according to the Secretary-General's report (S/2018/465), over 500 children have been killed in air strikes and ground assaults. More than 700 have been maimed. These acts of cruelty reflect a complete and utter disrespect for life. For decades, Palestinian children have been exploited by their leadership. They attend schools named after terrorists.”

6. “Over 20 years ago, the Graca Machel report (see A/51/306) was published, paving the way for the Security Council to establish the children and armed conflict agenda. Despite more than 20 years of countless resolutions and debate, hundreds of millions of children still endure war and strife, physical injuries and mental trauma. It is difficult to find words to describe the scale of the atrocities we have seen in the past few years. Acts of sustained barbarism and cruelty have shaken our collective conscience. We must, however, not let despair overcome our duty to protect these innocent souls. We must provide the victims with the tools to rehabilitate and reintegrate into society. These children deserve our honest efforts. The Middle East region is plagued by this horrific reality.”

8. “In that vein, during the most recent session of the Commission on the Status of Women, Israel introduced the first-ever United Nations resolution adopted by consensus on the prevention and elimination of sexual harassment in the workplace. Israel is committed to the promotion and protection of the human rights of all women and girls. We were the first country in the world to implement parts ofresolution 1325 (2000) in our national legislation. Amendment 4 to the Women's Equal Rights Law requires the Government to include women from all parts of society in all national policy-making committees. Additionally, over the past decade, the Israeli Parliament has passed over 50 laws and amendments to further gender equality. Nevertheless, like most countries, much work remains to be done.”

9. “Thirdly, over the past decade, India sent nine rotations of all-women peacekeeping units to Liberia. Inspired by the self-defence training that they received from the all-women peacekeeping units, Liberian women joined their country's security forces in record numbers. Today, despite the recruitment efforts, women still comprise only 22 per cent of United Nations peacekeeping staff and 4 per cent of military staff. We must create an environment for women peacekeepers in which they feel safe and comfortable in joining peacekeeping efforts. We should establish and implement a zero-tolerance policy on sexual harassment within peacekeeping missions, so that women will feel safe serving in the field. Preventing and eliminating sexual harassment in the workplace must be a priority.”

10. “The landmark resolution 1325 (2000) reaffirms the important role played by women in the promotion of peace and security. Allow me to highlight some examples where women have made a significant difference. First, in Colombia, the Government heeded the calls of its women and established a gender subcommittee during peace negotiations with the Revolutionary Armed Forces of Colombia. The result was that women gained a third of the seats at the negotiating table. Secondly, in Liberia, President Ellen Johnson-Sirleaf's election gave women a seat at the head of the table. As Liberia's first woman president, President Johnson-Sirleaf passed ground-breaking women's rights legislation. She, along with two Liberian peace activists, received the Noble Peace Prize in 2011 for their outstanding advocacy for women in peacebuilding.”

11. “The full participation of women in every field is vital. From the chambers of Government to the boardrooms of businesses, women leaders play important roles in society. That extends to achieving peace and security, where women must be present in conflict prevention, peacekeeping, humanitarian response, conflict resolution, peacebuilding and post- conflict reconstruction. That is not for the benefit of women alone, but for our collective benefit. The data prove it. The Secretary-General's 2015 global study concluded that peace agreements are 35 per cent more likely to last more than 15 years if their processes include women. We cannot ignore such statistics. Today, we are here to share ideas on the crucial and unique role that women play in promoting and maintaining a safer and more peaceful world.”

12. “Instead of searching the United Nations archives for solutions and resolutions, I would like to remind him that, only a year and a half ago, the Palestinians refused to accept a Security Council resolution that would have improved the lives of their people and enabled the Palestinian Authority to go back to Gaza. It seems that the Palestinian people do need protection - protection from the choices of their leadership, protection from their lack of foresight and from their refusal to go back to negotiations. 13. “During the past four months, Israelis have been stabbed in their homes, shot at in the streets and run over by terrorists using cars as weapons. Over the course of that wave of violence, 29 people were killed and hundreds were injured. One would expect that the Palestinian Authority would condemn the terrorist activities by Hamas and others and stop the increasing incitement. Instead of condemnation - instead of taking responsibility - the Palestinian leadership, unfortunately, has once again preferred to attack Israel. Since it is the easiest way to get attention, I would like to be clear. Israel's commitment to the protection of civilians knows no colour, no ethnicity and no borders, and will always remain absolute. The Palestinian observer spoke here today about a resolution from 30 years ago.”

14. “The Palestinian Authority should have condemned Hamas for endangering the lives of the citizens. However, instead of doing that, it launched accusations against Israel. Instead of bringing life back to normal in Gaza, it has chosen terrorism. Let us pray for a time of peace where the children in Ashdod and Gaza can play in the streets without fear. But this will not be achieved unless Hamas and other armed groups give up war and adopt the option of peace.”

18. “It is truly absurd to hear a representative of one of the world's most oppressive tyrannies lecture the Middle East's only true democracy about the freedom of the press and the protection ofjournalists. It is really absurd. Instead of tackling the profound issue at hand - the protection of journalists - they have chosen to make baseless accusations against Israel and have politicized this debate. It would be more productive to focus on the reasons and roots of the repression, torture and murder of journalists. Everybody knows that many people have suffered under repressive regimes like Iran's, which have abolished the freedom of speech and the freedom of the press, which are pillars of every democracy, like Israel's, as Council members know. In Iran, dozens of journalists and bloggers have been arrested.”

Yet, again in this Council, we have seen time and time again that blaming Israel is easier than taking meaningful steps to improve the situation on the ground. 20. “I feel compelled to briefly rebut the accusations against Israel that have been made in the course of today's discussions. It was surprising to hear the Palestinian representative talk about Gaza without once mentioning Hamas. The facts could not be clearer. Hamas has fired tens of thousands of rockets into Israel. Children in southern Israel continue to live under the constant threat of rocket attacks. Instead ofplaying outside, as all children should do, they practice running to shelters in less than 15 seconds to save themselves. In Gaza, Hamas uses schools and hospitals to store rockets and then fires those same rockets at our schools for the purpose of killing and maiming our children. By using Gaza's children as human shields, Hamas intentionally puts them in the front line.”
