  5. “Similarly, the Dominican Republic is extremely concerned about the serious deterioration in the humanitarian situation in the Gaza Strip, which is reflected by the high levels of food insecurity and very limited access to basic services, including energy, water and health services. We call on the international community to respond effectively to the pressing needs of the inhabitants of the Gaza Strip. At this juncture, we acknowledge the efforts of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which requires adequate funding for its critical work. With regard to the Golan Heights, the Dominican Republic believes that only genuine will on the part of the parties to reach consensus, pursuant to resolutions 242 (1967) and 338 (1973), can end the conflict.”

  6. “We consider those objectives to be incompatible with the continued construction and expansion of illegal settlements in occupied Palestinian territory, violence against civilians, including acts of terrorism, attacks against Israeli territory and incitement and the use of inflammatory rhetoric. We emphatically condemn all such acts, in line with resolution 2334 (2016). Our country was appalled by the escalation of violence in Gaza and the West Bank in the last quarter of 2018. The tragic deaths of Israeli and Palestinian civilians and members of the military once again brought us dangerously close to a conflagration of greater proportions, which no one wants.”

  14. “On behalf of the members of the Security Council, I should like to condemn in the strongest terms the outrageous, deadly and totally unacceptable attack perpetrated on 20 January 2019 against the camp of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in Aguelhok, Mali, which resulted in 10 peacekeepers from Chad being killed and several others injured. The members of the Security Council convey their deepest condolences to the families of the victims and to the people and the Government of Chad, as well as to MINUSMA. Those brave peacekeepers were operating under a mandate given by the Security Council in order to provide a more secure future for the people of the Mali. We commemorate their ultimate sacrifice in the cause of peace.”

  16. “We would also like to highlight the positive developments in regional dynamics, mainly with neighbouring countries. Unfortunately, despite those signs of commitment by the parties to the conflict, the peace process in the Sudan faces a number of challenges. We are troubled by the clashes in the Jebel Marra area, which have resulted in further displacements, a humanitarian crisis and human rights abuses. The vulnerability of women and girls, who continue to be the target of conflict-related sexual violence, is of great concern. Meanwhile, it is disturbing that the Government of the Sudan and the armed groups are still not complying with the terms of the arms embargo, in clear violation of paragraph 7 of resolution 1591 (2005), and that the travel ban and assets freeze are not being implemented.”

With regard to the issue under discussion, my delegation welcomes the various initiatives in the peace process in Darfur, such as the signing of the pre-negotiation agreement between the Government of the Sudan, the Sudan Liberation Army-Minni Minawi faction and the Justice and Equality Movement in Berlin on 6 December 2018, as well as the Government's arms collection campaign, which has achieved a certain level of security in urban areas.”
