Local populations that have been expelled from the north-east since 2011 want and continue to return to their homes. We all heard the statement delivered by Assistant Secretary-General Ursula Mueller. There is one undisputable fact - the United Nations cross-border mechanism is vital for millions of people in Syria. This is not a political matter; it is a humanitarian urgency. This afternoon, when the Council votes, the choice is between the needs of the Syrian people and the wishes of the Al-Assad regime. The Council will either decide to extend a lifeline to the Syrian people or extend a helping hand to the Syrian regime. Members of the Council must leave aside their political calculations and focus on the humanitarian consequences.

  2. In the Operation Peace Spring area, in the north-east of the country, the normalization of life is under way, thanks to our cooperation with Russia and the United States. The strip of land stretching from Afrin all the way to Iraq along the Turkish-Syrian border has been freed from terror organizations and the situation is more secure and stable. Turkish agencies have been providing humanitarian aid to the region since mid-October. Following the previous two operations that Turkey carried out in north-western Syria, more than 370,000 people have already returned voluntarily to their homes and lands. We are working towards the same objective in the north-east. All returns will continue to be voluntary, safe and dignified, in close cooperation with the United Nations High Commissioner for Refugees.

  3. The presence of Hayat Tahrir al-Sham and other terrorist extremist groups is an additional reason for fragility of the situation in the region. However, the killing of civilians under the pretext of fighting against terrorism cannotbe accepted. International humanitarian law must be respected under all circumstances. Let me recall once again that the ongoing escalation in Idlib is triggering new waves of displacements, potentially leading to a chain reaction. As of this morning, 50,000 people have been moving towards the Turkish border from the Idlib area, which will affect not only Turkey, but beyond. We must therefore all make every effort to preserve the status of Idlib as a de-escalation zone.

  4. I should like to thank you, Mr. President, for organizing this meeting, as well as Assistant Secretary-General Mueller for her comprehensive briefing. The humanitarian situation in Syria remains catastrophic. We are extremely worried about the escalation of violence in Idlib. The Al-Assad regime continues to kill civilians and destroy civilian infrastructure. The regime is more brutal, blatant and outrageous than ever. Al-Assad knows that the reaction of the international community will be limited to calls and condemnations. Al-Assad knows that the Security Council will meet, talk and adjourn. That is why he continues with business as usual - why he continues to kill. He does not need a message; he needs to see that his actions will not go unpunished.

  5. That is our collective responsibility. A two-State solution, with the establishment of an independent State of Palestine based on the 1967 borders, with East Jerusalem as its capital, is the only way to achieve just, comprehensive and lasting peace. It is also the only way to protect the Palestinians against the terrorist ideology of the current Israeli Government. Any peace plan or initiative should be and will be based on those established parameters. That requires unity, courage and resilience, particularly on the part of the Security Council.

  6. And now it wants to discredit the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and end it. But we are not going to allow that. For seven decades, UNRWA has been indispensable to the well-being of Palestinian refugees and to the stability and security of the region. At a time when the region is witnessing conflict and significant volatility, the impact of a potential disruption in UNRWA services would be gruesome. Can anyone imagine the terrible repercussions of the closure of 700 UNRWA schools? We cannot fail 530,000 Palestinian refugee children. Next month, together we should task UNRWA to continue to provide assistance and protection to about 6 million Palestinian refugees. We have an obligation to support UNRWA until a just and lasting political solution is found.

  7. Is it perhaps time for the representatives of Israel to tell us What is the purpose of those killings? Why would anyone kill a kid or a disabled person? How does that help the security of Israel? Israel must also immediately stop all settlement activities, as well as house demolitions, land confiscation and other policies that deny the Palestinians' right to development. The attempts to deny the historical and legal rights of the Palestinian people violate international law. These rights, including the right to return, cannot be withheld. The continuation of those practices will only deepen the sense of injustice and breed desperation. That is not in anyone's interest. This ongoing tragedy was created by the current Government ofIsrael.

  8. And no - those who want to advance their political careers over the dead bodies of children cannot lecture us about international law and human rights. Recently, the independent international commission of inquiry on the protests in the occupied Palestinian territory indicated that during the Great March of Return, Israeli soldiers committed violations of international human rights and humanitarian law, some of which may constitute war crimes or crimes against humanity. According to the report, week after week at the protest sites by the separation fence, more than 6,000 unarmed demonstrators have been shot by military snipers. Israeli snipers have shot at journalists, health workers, children and persons with disabilities, knowing they were clearly recognizable as such.

  9. We learn about the number of Palestinians who cannot receive medical treatment or who cannot go to school just because the Israeli Government is hijacked by a terrorist state of mind. We hear of how many Palestinians are in prison for protesting Israel and how many Gazans are starving just because the current Government of Israel believes that inhumane policies will help them to extend their borders. And as if all those stories were not enough, in all these meetings we have to listen to the delusional excuses of the representatives of that Government of terror as to why killing a child is in line with international law. Today, once again, we have listened to our daily dosage oflies. When these lies come from the representative of a Government of terror, they are just a waste of time.

  10. Every three months we meet here to debate the agenda item "The situation in the Middle East, including the Palestinian question". If these meetings are really meant to be helpful, we must start by finding a more appropriate and more frank name for the agenda item. I suggest that the name be "The situation in the Middle East, including the suffering of the Palestinian people at the hands ofa Government that sponsors terror" or, if we want to be more precise, we can call it "The situation in the Middle East, including Israel's crimes against humanity". We need to make that change because in all these meetings we hear stories about how the Government of Israel violates the basic rights of Palestinians on a daily basis. We are told of the number of children killed by the extremists running the Government of Israel.

  13. We will never allow this agenda to prevail. Turkey has never had second thoughts about the future of our southern neighbour. We have always supported a United Nations-sponsored, Syrian-led and Syrian-owned political solution in line with resolution 2254 (2015). We have also agreed and emphasized the work to be done in the context of the political process that will resume in Geneva on 29 October, in line with the United States and Russian agreements. We must all work for the success of this process. For our part, we will do so in full and close cooperation and coordination with the United Nations. When our Syrian brothers and sisters needed shelter, the Turkish people never hesitated to open their doors and hearths. Four million Syrians are living in Turkey, including 300,000 Syrian Kurds.

  14. Of course, that is true for every operation conducted by anybody, including our American and other friends. We should also keep in mind that this is true not only for the operations in Syria, but everywhere. As President Erdogan has emphasized on multiple occasions, Turkey cannot and will not tolerate any terrorist activity at its borders. Terrorist organizations may take different names or forms, and they may adopt different strategies, but our vigilance in the face of terrorism will remain the same. Our commitment will never be shaken for a moment, and we expect the same from the international community. It is time for everyone to recover from the self- imposed amnesia about the PKK/PYD/YPG, which does not represent the Kurds in Syria, Turkey, Iraq or Iran. It is a terrorist organization with a separatist agenda in Syria.

  15. Yes, we are still waiting for them to honour their obligations arising from the 2016 Turkey- EU refugee agreement. Let me put one thing on the record. Turkey reserves its right to self-defence against terrorist elements that may have remained in the Operation Peace Spring area. Our fight against terrorism will always be in accordance with international humanitarian law. In this context, I agree with some of the previous speakers that any military operation, including counter-terrorism operations, should be conductedin line with international law and international humanitarian law. This point has been emphasized by the Secretary-General many times. Any violation of international humanitarian law should be investigated, and perpetrators held accountable.

  16. Thirdly, we must also focus on how to help displaced people. Following the two previous operations in Syria, more than 365,000 people returned voluntarily to their homes and lands. We will pursue the same model in north-eastern Syria. We will make every effort to ensure that those who choose to return to their homeland fully enjoy their basic rights. I repeat that all returns will be voluntary, safe and dignified, in close cooperation with the United Nations High Commissioner for Refugees. I must also underline that we are surprised by the statements of some European States on the idea of a safe zone. Those countries, which close their borders with barbed-wire fences to protect against the flow of refugees, were willing to create a refugee camp outside their borders.

Following Under-Secretary-General Lowcock's visit to the border provinces two weeks ago, we established a great direct communication channel on humanitarian issues between the United Nations and the Turkish Foreign Minister. The first positive outcome was the reparation of a water-treatment system servicing more than 400,000 people. The deconfliction mechanism, already in place with the Office for the Coordination of Humanitarian Affairs (OCHA) in order to protect civilian infrastructure and humanitarian personnel in north-west Syria, has also been expanded to cover the north-east. So far, OCHA has shared the coordinates of 425 civilian locations and convoys with the Turkish authorities. Any report of damage to the civilian infrastructure receives due attention by our authorities.

  18. The second issue I would like to raise is the importance of ensuring the flow of humanitarian assistance in coordination with the United Nations. The first cross-border humanitarian assistance convoy from Turkey reached Tel Abyad on 15 October. There is now a continuous flow of humanitarian-assistance items and services, including food, sanitation, shelter and health care. We will increase humanitarian operations in the light of the needs on the ground. We will continue to cooperate with the United Nations and other humanitarian organizations in addressing humanitarian needs. An office dedicated to coordinating the delivery of cross-border assistance into the region has already been established in Akcakale, on the Turkish side of the border.

  19. One of them is the future of detained Da'esh terrorists. We have already announced that we will take over the custody of Da'esh elements and their family members held in detention facilities and camps in the current Operation Peace Spring area. We are ready to work with the countries of origin and international organizations for the rehabilitation of spouses and children who have not participated in crimes. But we all know that the only sustainable solution remains the repatriation of all foreign terrorist fighters and their families to their countries of origin. It is time to have a frank discussion about this issue. Stripping people of their nationalities and dumping them elsewhere is not the way to fight against terror. It is the way to wash one's hands of the situation.

  20. All PKK/YPG elements and their weapons will also be removed from Manbij and Tell Rifaat. A joint monitoring and verification mechanism will be established to oversee and coordinate the implementation of the memorandum. Following the successful conclusion of those diplomatic efforts, Turkey decided to permanently halt Operation Peace Spring on 22 October. We would like to thank both our American and Russian friends for acknowledging our legitimate security concerns and accepting to work with us against PKK/YPG. Our common efforts have prevented the establishment of a terrorist State in northern Syria. This may not be good news for some, but it is a very important step in the political process towards re-establishing peace and security in Syria. There are now a number of issues on which we must all focus.

In response, Turkey declared that there was no further need to conduct a new operation outside of the Operation Peace Spring area because, on the same day, President Erdogan and President Putin agreed on a memorandum of understanding. Accordingly, the established status quo in the current Operation Peace Spring area, whose width is 32 kilometres, will be preserved. Russian military police and Syrian border guards will facilitate the removal of YPG elements and their weapons to a distance no less than 30 kilometres from our borders outside the Operation Peace Spring area. Following the removal of YPG/PKK, we will have joint Russian/Turkish patrols in the west and east of the Operation Peace Spring area at 10 kilometres from our border, except Qamishli city.

These are some of the reasons why the legitimate representatives of the Syrian people - the National Coalition of Syrian Revolutionary and Opposition Forces, the interim Government, tribal leaders and representatives of minorities, including the Syrian Christian communities - supported the Operation. On 17 October, we agreed with the United States on future joint steps to address the legitimate security concerns of Turkey, including enforcement of a safe zone by the Turkish Armed Forces, the withdrawal of YPG and the reappropriation of their heavy weaponry. On the night of 22 October, the United States side confirmed that the withdrawals of the YPG from the safe zone was completed.

  23. Perhaps that was why the States Members of the United Nations initially committed to prevent and combat terrorism in all of its forms and manifestations. From the very first day, the objectives of Operation Peace Spring have been clear: to eliminate the long- standing existential terrorist threat along our border with Syria, enforce Syria's territorial integrity and unity, protect the local population and create an environment conducive to the voluntary, safe and dignified return of Syrians to their homes. The Operation was conducted in full compliance with international law and international humanitarian law. It only targeted terrorists and their hideouts, weapons and vehicles.   24. They released Da'esh terrorists so that they could conduct terrorist activities in Turkey or north-west Syria. According to Amnesty International and Human Rights Watch, the PKK/YPG has changed the demographics of the region by expelling local Arab, Kurdish and Turkmen people from their own lands. Hundreds of thousands of Syrian Kurds have fled their homes for safety in Turkey and northern Iraq as a result of the oppression by the PKK/ YPG. Those who are opposed to the extremist ideology of the PKK/YPG either go missing or are killed. In a very short time, the area controlled by PKK/ YPG became a testing ground for a new totalitarian terrorist State, so the idea of supporting one terrorist organization to eliminate another failed once again.

  25. And the PKK, as we should all know by now, is designated as a terrorist group by the European Union (EU), NATO and the United States. However, some Member States have provided heavy weapons, ammunition and training to PKK/YPG under the assumption that it was acceptable to use a terrorist organization against another terrorist organization, inthis case pitting the PKK againstDa'esh. Unsurprisingly, those weapons have been used to target Turkey and civilians in Syria, about which we have repeatedly warned the countries providing such weapons, but to no avail. Perhaps a few Turkish and Syrian civilian souls were seen as acceptable collateral damage in the fight against terrorism and against Da'esh. Yet the PKK/YPG did not stop there.

  26. We all very well know, condemn and fight Da'esh, which is responsible for many inhuman actions, violence and terrorism. Turkey has been at the forefront of the fight against Da'esh. As an active member of the Global Coalition against Da'esh since its inception, Turkey has fought against Da'esh in Syria more than any other country and paid the heaviest price. Turkey is the only country that engaged in hand to hand combat against Da'esh in Syria. However, there is a deliberate effort to conceal or forget the realities about the PKK/YPG, so let me remind the Council about this group with a few facts. As widely recognized and according to the United States Intelligence Community's 2018 Worldwide Threat Assessment, the PYD/YPG is the Syrian militia of the PKK. This fact was also recently recognized by the President of the United States.

  27. Over the past two weeks, developments in the north-east of Syria have been the subject of lengthy discussions. Various views have been expressed, which is fine. We are all entitled to hold our own Views. But we are not entitled to our own facts. I therefore view today's meeting as a platform for me to set the record straight with regard to Operation Peace Spring and the ensuing developments. Operation Peace Spring was a limited cross-border counter-terrorism operation to fight such terrorist organizations as the Kurdish Workers Party (PKK), the Democratic Union Party (PYD), the Kurdish People's Protection Units (YPG) and Da'esh. I therefore flatly reject and strongly condemn any representation of our counter-terrorism operations as an offensive or aggression.

Negotiations for a resolution renewing the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA) have come at a timely moment, when change and transformation are dominating the country's agenda. We believe that the comprehensive role assumed by UNAMA in assisting the Afghan people to achieve a bright future is of the utmost importance. We once again acknowledge its role in the organization of upcoming elections and the strengthening of electoral reform efforts by providing technical assistance and capacity-building. Turkey will continue to support UNAMA's activities and efforts in this regard. We hope that its mandate will be renewed so as to enable the Mission to conduct its activities without any hindrance.

At both the meeting of senior officials in June and the Joint Regional Conference on Counter- Terrorism and Counter-Narcotics in July, the need for a cohesive regional approach to tackling transboundary challenges was underlined. Increasing cooperation in the heart of Asia will benefit Afghanistan. It will also constitute a useful instrument for the region as a whole to realize its full potential in economic development, investments and trade. The Istanbul Process remains the most comprehensive regional platform for dialogue. In close consultation with the Afghan Government, we are planning to hold a ministerial conference of the Istanbul Process by the end of the year. We sincerely hope that this mechanism can be used to contribute to the existing peace efforts.

  32. At this critical moment, we expect all parties to act responsibly and seize the opportunity to bring the 40-year war to an end. We are closely following the information coming from Doha talks and recent announcements by President Trump with regard to calling off the negotiations between the United States and the Taliban. Turkey welcomes all efforts aimed at reducing violence and supporting peace and security in Afghanistan. As we have repeated many times in the Chamber, the Afghan people have made achievements at important costs and those cannot be easily sacrificed. Our efforts to empower vulnerable groups, in particular women and girls, should not be wasted. Peace in Afghanistan can be sustainable only through genuine reconciliation among all segments of Afghan society.

  33. The weakening of the security situation is likely to derail the election process and put the country into yet another cycle of violence. That approach cannot bring peace or stability to Afghanistan. The future of Afghanistan should be based on democracy and the rule of law, not on violence. The international community must back the Afghan people to ensure that elections are peaceful and successful. Turkey strongly condemns terrorism in all its forms and manifestations. As a framework nation through NATO's Resolute Support Mission, we continue to support Afghanistan on defence, security and law enforcement matters, including training and assistance to the Afghan national security forces. While we are only three weeks from the scheduled elections, it is unclear how far we are from achieving truly lasting peace in the country.

I also thank the Secretary-General for his report (S/2019/ 703). Today's meeting is being held at yet another critical juncture for Afghanistan. Only 18 days are left before the presidential elections are held. Those elections are supposed to help consolidate our efforts to achieve security and stability in the country. However, we are once again faced with an increasing number of terror attacks perpetrated by the Taliban. Civilians, especially women and children, are the victims of that alarming, vicious campaign.

Inclusive political dialogue is the only way to establish peace and security in the country. Turkey will continue to support international efforts aimed at promoting security and stability in Yemen, as well as protecting the unity and integrity of the country. Concerning Syria, in addition to the horrific crimes of Al-Assad's brutal regime in the form of indiscriminate air strikes, barrel bombs, chemical weapons, artillery shelling and, as recently seen once again in Idlib, the deliberate targeting of civilians and civilian infrastructure, there are other menaces facing the civilian population in Syria, such as the well- documented crimes of terrorist organizations such as Da'esh, Al-Qaida and other affiliated groups, as well as the Kurdish Workers Party and its Syrian brand - the Democratic Union Party and the Kurdish People's Protection Units. Let us not forget that only a political solution based on resolution 2254 (2015) can end the Syrian civil war. In that context, I would also like to refer to hallucinatory remarks of the representative of the Syrian regime with regard to my country.

  40. Any peace plan for resolving the Israeli-Palestinian conflict should endorse an independent, sovereign, contiguous and viable Palestinian State with East Jerusalem as its capital, living side by side with Israel in peace and security. There is no other alternative to viable peace.

Sectarian and divisive policies, the brutal repression of legitimate demands for democracy and unresolved armed conflicts resulting in mass displacements, coupled with feelings of resentment owing to growing discrimination, have created a breeding ground for relapse into violence. Today the main challenge in the region remains keeping the prospects for the resolution of the Israeli- Palestinian conflict alive. It is regrettable that the vision ofa two-State solution, which is the only feasible path to resolve that long-standing issue, has been deliberately weakened owing to unilateral and illegal practices in the occupied Palestinian territories.

  42. I thank you, Madam President, for organizing this timely debate on a theme that is of paramount importance to the maintenance of international peace and security. For centuries, the peoples of the Middle East and North Africa lived together in peace and harmony, regardless of their race, religion, language, sect or ethnicity. They did so and flourished politically, economically, socially and intellectually, with a sense of shared destiny, embracing at the same time their differences as a source of richness. Today's reality differs dramatically from that historical background, and the region is confronted with ever-growing complex challenges.

  43. At the same time, we should all support the efforts of the Afghan Government to make peace with the Taliban while protecting democracy and individual rights, especially the rights of women. The desire of the Afghan people for peace and democracy should prevail. Before concluding my remarks, I would like to repeat what has been said many times in the Chamber. An Afghan-led and Afghan-owned peace and reconciliation process is central to achieving long-lasting peace in the country. Turkey will remain in solidarity with the Afghan people and will continue to contribute to a secure, stable and prosperous Afghanistan, as it has done for many decades.

  44. Started in 2011, the Heart of Asia-Istanbul Process is a unique platform bringing all regional countries and international stakeholders together. We are pleased to host the next senior officials meeting of the Istanbul Process on 25 June in Ankara. Increased trust and cooperation between Pakistan and Afghanistan are also imperative to the stability of the region. As announced by President Erdogan, we are ready to deploy efforts for the next Turkey-Afghanistan- Pakistan Trilateral Summit. The holding of inclusive elections and the conduct of a truly representative peace process will be a litmus test for all of us. We should make sure that any decision to withdraw from the country does not give the impression that the international community is disengaging. We cannot afford to leave Afghanistan in a power vacuum.

  45. Some 2.5 million of the 8 million students enrolled in Afghan schools are girls. None our efforts towards the empowerment of girls and women should be wasted. Ensuring women's participation in elections, peace negotiations and overall engagement in governance and Government will help preserve the gains that we have made to date. We can achieve lasting peace and stability in Afghanistan only with the support of neighbouring and regional countries. The continued constructive engagement of the international community with regional actors is essential to enable an atmosphere conducive to genuine cooperation. The region has demonstrated on various occasions its readiness to resolve its own issues and to transform common problems into areas of mutual benefit.

  46. As indicated by the Secretary-General in his report, the security situation remains volatile, with a consistently high number of incidents. The stability of Afghanistan, and subsequently that of the region, will depend on improved security. Turkey remains committed to standing by the Afghan people in this transition process, including in the fields of security and development. At this critical juncture, any attempt towards peace should be designed with the active participation and contribution of all segments of the Afghan society. Sustainable peace is possible only with genuine reconciliation. The Afghan people cannot sacrifice the achievements they have made at high cost. For instance, since 2001 the status of women has changed profoundly. Now, Afghan women are rightly adamant in calling for a peace process that protects their gains.

  47. We thank Special Representative of the Secretary-General Yamamoto and Ms. Samar for their briefings, and the Permanent Representative of Afghanistan, Ambassador Raz, for her statement. We also thank the Secretary-General for his enlightening report (S/2019/493). The increasing engagement of the international community in achieving peace in Afghanistan is important. It is critical to seize the momentum and build on the achievements of the past 18 years. This will be sustained and enhanced only throughjoint efforts. Over the past two decades, Afghanistan has gone through an unprecedented transformation. Improvements in the fields of security, democracy, governance, economic development and human rights should be commended. These achievements are not yet at the point of no return and major challenges remain to be tackled.

  49. There can be no lasting humanitarian solution without a credible political process. Ifthe Idlib de-escalation area cannot hold, the prospects for a viable political solution will diminish considerably. The ongoing attacks by the regime are clearly aimed at the collapse of the political process. We must be clear that the responsibility to prevent a major catastrophe in Idlib lies not only with the parties to the Sochi memorandum but with the Council as well. What we are seeing in Idlib cannot be allowed to continue. This latest chapter in the Syrian conflict is an affront to all humankind. Enough blood has been shed. All efforts should now prioritize the needs of the millions of Syrians who have suffered tremendously and are putting their faith in us.

  50. Progress in the political process will be one of the key elements to this end, and establishing the constitutional committee will be the first step in that direction. We are at a critical stage in the approach to finalizing the formation of the constitutional committee. The convening of the committee will be the first essential step in the international community's efforts to achieve a democratic Syria. All sides should assume their responsibilities and support efforts to convene the first meeting of the committee. We want to see a stable, peaceful and democratic Syria that can maintain its political unity and territorial integrity, a Syria that is governed according to the legitimate aspirations of its people. We can achieve that only through a political solution on the basis of resolution 2254 (2015).
