Providing young people of various backgrounds with meaningful and genuine ways to participate in and shape their societies is one way to reduce tension and conflict and, instead, ensure peace. If we fail to do that, we risk alienating the very people it is who will take our societies and our world forward. We must all do more to create an enabling environment for young people. It is important that we recognize the growing role young people play in peace and security. There are still visible barriers to youth participation in decision-making. Youth activists continue to be subject to human rights violations and abuses.”

We note with appreciation that, for the first time ever, we have a report of the Secretary-General on youth and peace and security (S/2020/167). We hope such reports can be provided as a regular occurrence to ensure a consistent focus on this topic by the Security Council. It is very simple: we cannot help build peaceful societies if we do not include young people. The right to participate in public life is a human right. 4. “It is important that the follow-on mechanism equally address the hopes of the Sudanese people as well as their concerns, including those related to the drawdown of UNAMID, such as widespread intercommunal conflict and sexual- and gender-based violence. The violent clashes in Darfur, including the incident in El Geneina in January, underline the ongoing fragility of the situation. In that connection, it is crucial that we ensure sufficient protection-of-civilians capacity where necessary, based on a realistic risk assessment on the ground, not as a punitive measure but, on the contrary, as a way to help the Government successfully take full responsibility for security. Putting too much pressure on the Sudan at once has a high risk of endangering the progress already achieved.”

Our position on settlement activity remains unchanged. It is illegal under international law and undermines the prospects for the peace process. In addition, we stress that the annexation of any parts of the occupied Palestinian territories would be in contravention of international law. It is also crucial that all parties refrain from acts of violence, terror and incitement and focus on the common fight against the virus. We call on Israel and Palestine to take steps towards resuming direct and meaningful negotiations, in line with international law and the relevant United Nations resolutions, leading to a negotiated two-State solution and taking into account the legitimate aspirations of both parties. The role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East in supporting that cooperation and in stabilizing the region is central. The mitigation and response to the spread of the coronavirus needs special attention in the Gaza Strip, where resources remain limited. 17. “Ensuring a comprehensive transition is important to reintegrate former combatants into society with dignity and to strengthen the foundation for the long- term process. Challenges remain. We stress our concern about the continuation of violence against community leaders, human rights defenders and former combatants. According to the latest report of the Office of the High Commissioner for Human Rights, killings of women human rights defenders increased by almost 50 per cent in 2019 compared to 2018. We call on the Government of Colombia to reduce impunity and guarantee that all human rights violations are duly investigated and alleged perpetrators prosecuted. To reiterate, we urge the Government to take all necessary measures to stop the tragic killings of social leaders, human rights defenders and former combatants.”

We regret that the Taliban has refused to cooperate with the appointed negotiating team, claiming that it is not inclusive. We stress that any efforts pertaining to the peace process should not undermine the fundamental rights and liberties guaranteed by the Afghan Constitution. 26. “Estonia strongly supports those efforts and is always open to options pertaining to ways that the Security Council may further assist UNAMA’s endeavours. We are glad that the Government of Afghanistan has made first steps towards beginning the peace process. That includes the recently approved State Ministry of Peace — an independent Government entity, which also coordinates peace- related issues across all relevant ministries. The Parliament also established a peace committee to support peace efforts, which held its first meeting on 14 January. Although the documented 10,392 civilian casualties in 2019 show a slight decrease compared with 2018, it is still an overwhelming number, of which women and children represent 42 per cent.”
