For months, the Belarusian authorities have issued these people visas and tricked them into the flying thousands of kilometres — from countries that do not even share a border with Belarus — on the false promise that they would be travelling to a better future. Let me stress again that all those people were admitted to Belarus with the consent and knowledge of the Belarusian authorities. 2. “Effective preventive diplomacy requires cross- pillar commitment from the entire United Nations system, and it is key that the United Nations adopts the preventive mindset in all its activities. Today’s conflicts have become more complex and fluid, often spreading across borders to affect broader regions. Their multifaceted character requires taking into account not only political military but also social, cultural, economic and environmental aspects of growing tensions and unrest. Poland also endorses the work of the Peacebuilding Fund and its strategy for 2024, with its emphasis on the role of women and youth. Lastly, we call for establishing a women and peace and security coordination mechanism among peace, humanitarian and development actors and host authorities. The creation of a common framework or set of tools for concrete work and progress on the ground, as well as the regular exchange of expertise, experiences and lessons learned, could be useful in that regard.”

5. “As a member of the Group of Friends of Women in Afghanistan, Poland stands ready to support all initiatives within the European Union-United Nations framework aimed at safeguarding the achievements of the past two decades in the implementation of the women and peace and security agenda. Peacekeepers play a central role in delivering and enabling transitions and preparing the ground for peacebuilding actors. If our objective is to achieve sustainable peace, women must be engaged in all stages of the peace process, including mediation, formal negotiations and post-conflict recovery and reconciliation. 6. “We are pursuing those objectives with the support of UN-Women, the United Nations Population Fund and UNICEF and through bilateral cooperation in that sphere, providing protection and health care as well as creating a conducive environment for the empowerment of women and girls, among other goals. Particularly serious challenges in terms safeguarding women’s and girls’ rights and freedoms have arisen with regard to recent political developments in Afghanistan. Ensuring continuous access to education for girls is critical in that regard. 7. “Poland has committed itself at international forums to introduce measures that will ensure accountability for the perpetrators for such acts and strengthen prevention efforts that fight against impunity for peacekeepers who commit sexual exploitation and abuse. The protection of the most vulnerable groups, such as women and children, remains one of the priorities of Poland’s Human Rights Council membership for the term from 2020 to 2022. The protection of women and girls from conflict- related sexual violence and providing assistance to the victims of violence is also one of the priorities of Polish humanitarian aid and development assistance.”

8. “Such actions should go hand in hand with greater promotion and protection of women and girls’ rights. Poland centres its efforts on activities to increase the number of women in uniformed services — the army, the police, the border guard and the customs service. The number of women in those organizations corresponds to the potential of their involvement in peacekeeping missions. In that spirit, Poland actively promotes policies that address the potential barriers that women face in the process of recruitment and their participation with regard to the scope of their engagement in peace operations. One of the most evident dire aspects of conflicts is the increasing number of cases of conflict-related sexual violence against women and children.”

After almost 21 years since the adoption of resolution 1325 (2000), on women and peace and security, with the new challenges and threats facing stability and lasting peace, we believe that just accelerating the implementation of the women and peace and security agenda is no longer a sufficient postulate. The multidimensional nature of conflicts and the scale of their possible consequences for societies require strong commitment and decisive action to make a meaningful change in the approach to the women and peace and security agenda.”

12. “Poland continues to actively advocate for compliance with international humanitarian law, which constitutes the fundamental means of protecting civilian populations. As we heard during the Special Coordinator's briefing, last weekend we witnessed air strikes in Lebanon near the Syrian border. Those followed the crash of two drones in the southern suburbs of Beirut during the weekend. We have underlined many times that increased instability in one country may quickly further destabilize an already violent region. We therefore call on all sides to exercise maximum restraint, as the situation in the region remains very tense. In that context, I also want to underline that Poland remains firmly committed to supporting the United Nations Relief and Works Agency for Palestine Refugees in the Near East.”

13. “Poland remains a proponent of a negotiated two-State solution, based on the internationally agreed-upon parameters, which should lead to Israel living side-by-side, in peace and security, with a sovereign, neighbouring and democratic Palestine. We support all international efforts aimed at breaking the current impasse in the peace process. We commend the United States for its commitment to that end. Nevertheless, without the far-sighted vision of the leadership of both sides and their readiness to compromise, as was the case at Camp David in 1978, reaching lasting peace will be impossible. We furthermore believe that, without respect for the basic rules of international law, including those pertaining to the protection of civilians, there can be no lasting peace in the Middle East.”

14. “We deem the settlement policy in the occupied territories illegal under international law and a formidable obstacle to peace that undermines the chances for establishing a viable Palestinian State. Reaching a breakthrough on intra-Palestinian reconciliation remains a prerequisite to peace. Poland calls on the Palestinian factions to engage in the reconciliation process and commends Egypt on its role in facilitating it. There is a pressing need to restore a consensual political atmosphere for a meaningful peace process to be delivered. A failure to do so could result in reaching a point of no return. All parties must demonstrate their commitment to peace through actions and policies.”

15. “Fragments of one of them struck a home in the town of Sderot earlier this month. Light was shed on worrisome reports of several incidents of infiltration into Israeli territory by armed Palestinians from the Gaza Strip, which were followed by exchanges of fire. I want to reiterate that Poland strongly condemns such acts, as well as all instances of terrorism and incitement. Five years have passed since the previous full-Scale conflict in the Gaza Strip. It is imperative that all parties take the necessary actions to stop another wave of hideous violence and engage in good faith in efforts aimed at achieving lasting de-escalation. Poland is also concerned about any unilateral actions taken by Israel in the West Bank and East Jerusalem.”

At the outset, I would like to thank Special Coordinator Nickolay Mladenov for his informative briefing. I also want to take this opportunity to commend Mr. Mladenov for his relentless efforts to restore peace and stability in the Middle East. I can assure him that Poland highly values his role in the process of the stabilization of one of the most crucial regions to the world's security. Regrettably, for yet another month, we have witnessed the fading of the prospect for peace between the Israelis and the Palestinians. The situation on the ground continues to deteriorate, deepening the atmosphere of mutual distrust. Only a couple of days ago, rockets were fired once again from Gaza towards southern Israel.”
