The time has also come to establish an international monitoring protection mechanism that will put an end to Israeli atrocities and that will establish objective conditions for relaunching the peace process. It is also worth noting that a just and comprehensive peace in the Middle East is an integral whole that requires an immediate end to Israel's violence and the resumption of negotiations by all the parties to the conflict - Palestinians, Syrians, Lebanese and Israelis. These negotiations must always be based on international resolutions, the Madrid terms of reference and the principle of land for peace. They should be based on the agreements concluded in previous negotiations with the Palestinians and the Syrians.

  3. This people has begun its legitimate struggle by using the stones from its own territory to affirm its identity and its right to a promising and secure life, like its Israeli neighbours. But the Israeli occupation forces have answered with fighter planes, tanks, cannons, with violence unequalled throughout the world, a world which daily seeks respect for basic human rights. Today, more than ever, the Council is called upon to restore peoples' rights and to shoulder its responsibilities for maintaining international peace and security. It must return the Orient House and all the other Palestinian institutions in Jerusalem to their owners because this is not simply a question of buildings or headquarters. These are outstanding symbols of a just cause, which should be settled justly and equitably.

But any observer of the situation can see that every time Israel gets closer to peace with the Arabs, it takes a step backwards and thereby gives rise to suspicion and shows arrogance and condescension over the Palestinians and other Arabs, who are entitled to their rights and would not relinquish them despite Israel's might and its use of it. The problem today in Israel is not realizing that those who are defending their identity, destiny and independence have passed the barriers of fear and humiliation. Israeli society and Government should try to fathom this new reality. A lasting, just and comprehensive peace in the entire area is in the interests of all those concerned. I will not go through all the daily suffering that has affected all strata of the Palestinian population, with a minimum of security.

Security cannot be imposed by force, especially when Israel adopts policies of targeted assassinations that are organized in specific lists and commits flagrant violations of international law, particularly international humanitarian law, even though the Council has condemned such violations when it has discussed questions of armed conflict throughout the world. Not very long ago, we had the impression that prospects for peace were around the corner, and we saw that the players in the Israeli-Palestinian conflict were getting closer to discussing sensitive issues, such as the status of Jerusalem and the question of Palestinian refugees. Furthermore, serious negotiations took place with the Syrian side on the security provisions after Israel agreed to a total withdrawal from the Golan, in what was called the Rabin promise or guarantee.

  6. All these acts of aggression and incursions have completed a dark series of historical humiliations of the Palestinian people that has lasted more than 50 years. The occupation of Orient House is fraught with serious consequences because it cancels a legal status previously recognized by Israel as part and parcel of the negotiation process. This is also an alarming step backwards in the peace process and is a serious violation of previous commitments. It has also shown that Israeli leaders are throwing out the basis for peace negotiations and international legal documents and relegating them to the past. The insistence by Israeli leaders that Palestinian rights be eliminated outright is bound to send Israel and the whole region into an infernal spiral of violence.

  7. Mr. Tadmoury (Lebanon) (spoke in Arabic): I would like to thank you, Sir, for giving me the floor, and to congratulate you on assuming the presidency of the Council for this month. I wish you every success in your work. I would also like to pay tribute to your predecessor, His Excellency the Permanent Representative of the People's Republic of China, for his efforts during the previous month. For more than 10 months, the Palestinian cause has been going through a critical phase that exceeds our apprehensions. Since the visit of the Israeli Prime Minister last September to the Al-Aqsa Mosque, Israeli forces have entered Orient House and other Palestinian institutions in Jerusalem in a provocative manner. Much blood of innocent people has been shed. Houses and civil establishments have been destroyed, and farms have been razed.

  8. It would only be opportune for the Council to establish an international observer force as a first step on the road to peace. It is worth mentioning here that the just, comprehensive and lasting solution that would secure the interests of all the warring parties in the region can be achieved only through the implementation of Security Council resolutions 242 (1967) and 338 (1973) and General Assembly resolution 194 (III), within the framework of the principle of land for peace and in accordance with the Madrid terms of reference, while also taking into account the important achievements that have been reached in past negotiations. Peace and security have their own requirements. Israel, as a society and as a Government, should be prepared to accept that, beginning with the recognition of the legitimate rights of others.

One of the positive aspects of dispatching such an observer force would be to provide reasonable conditions that would enable the parties to go back to negotiations in order to continue on their path towards peace; another would be its embodiment of the international community's willingness to find peaceful and acceptable solutions within the framework of international legitimacy. The Security Council is called upon today, more than ever before, in the light of the new political environment in Israel, to provide assistance to the Palestinian people and to alleviate the suffering that they are unjustly facing every day. These actions would be in the Security Council's interest in the context of the maintenance of international peace and security.

This force would be established with a view to protecting the Palestinians from the excessive use of force by Israel, providing for their basic security needs and helping them in rejecting occupation and in their search to establish their own State, an idea that enjoys widespread international support. The dispatch of an international observer force is only a small step and not a solution to the occupation of the Palestinian territories by Israel since 1967. It does not call for suspicion, hesitation and rejection.

Israel, as an occupying power, has taken measures that represent a violation of the Palestinian citizens' human rights, in flagrant defiance of the Fourth Geneva Convention and related Protocols. The tragic situation prevailing in the occupied territories can only deepen the feelings of desperation, hatred and violence and can only bring about more violence. Last Thursday we listened to statements by Member States in the Security Council. It is only fair to say that they expressed a positive view of the provision of an international observer force in the Palestinian territories.

I would also like to extend our thanks to your predecessor, the Ambassador of Tunisia, for the constructive efforts he deployed during his presidency last month. It is regrettable and sad for us to witness the suffering, repression and killing of the Palestinian people in the occupied territories due to the excessive use of force by the Israeli occupation forces since last September. We are deeply concerned at the escalation of violent acts and the besieging of the occupied territories in an attempt to bring the Palestinians to their knees and to deprive them of their basic needs for survival.

Today more than ever before the Security Council must endeavour to halt the deliberate provocations that are taking place in Al-Quds Al-Sharif, to put an end to Israeli violence, to create the necessary conditions for both co-sponsors of the peace process and the European Union, to bring the parties to the Arab-Israeli conflict back to the negotiating table in order to achieve a just and comprehensive solution on the basis of resolutions 242 (1967) and 338 (1973), and to realize the right of the Palestinian people to return to their homes, in keeping with the provisions of resolution 194 (III). The requisites of peace are well-known now. The opposition and the Government of Israel would do well to realize that persisting in the use of violence will never lead to the peace and security we all aspire to.

  14. I should like to remind all present that Israel has no right to act as it pleases with respect to Al-Quds and the occupied Arab territories. It cannot impose its will in contravention of the provisions of internationally binding resolutions and the framework of peace specified at the Middle East Conference - disrupting peaceful negotiations by staging internal disputes, preferring the logic of force to that ofjustice and right, and ignoring human rights, which are being flagrantly violated, in an unprecedented manner, in Al-Quds Al- Sharif and other occupied territories. Al-Quds Al-Sharif has a special significance in our country. Its holy places are ancient, dating far back in the history of civilizations. We are sad to see Al- Quds Al-Sharif bloodsoaked and awaiting a just peace in the framework of international legitimacy.

This man, on 28 September last, carried out an act of provocation - the violation of Al-Haram Al-Sharif - in the framework of an orchestrated scenario, with the goal of undermining hopes for peace. He was fully aware of the consequences of his actions, which were carried out in coordination with the Israeli authorities and under their protection. He has carried out bloody campaigns of repression, which continue to victimize many innocent people, children in particular. All of us were shocked by those murders. Lebanon condemns Israel's continuing bloody campaigns of aggression against the Palestinian people and appeals to the Council to force Israel to respect the Fourth Geneva Convention of 1949 and the relevant protocols, as well as the Hague Convention of 1907.

Mr. Tadmoury (Lebanon) (spoke in Arabic): Sir, we are pleased to see you preside over this meeting, and we are confident that your wisdom and skills will ensure the success of the work of the Council. Once again the Security Council meets to discuss dangerous and bloody events in Al-Quds Al-Sharif and the other occupied Palestinian territories. Once again the world witnesses the appalling behaviour of an Israeli official, the head of the Likud party. He is known to the Lebanese because of his role in the Israeli invasion of Lebanon in 1982. The Lebanese people can never forget the images of the massacres and tragedies he inflicted on Lebanese and Palestinians alike.
