“Since then, the application of the United States unlawful sanctions has been extended to other States and, in essence, the United States is punishing them for honouring their international commitments in accordance with resolution 2231 (2015) - another unprecedented development in the history of the United Nations. What the United States sanctions are intended to achieve amounts to collective punishment of the general public, which is prohibited even in armed conflicts. They are also targeting the most vulnerable groups of ordinary people in order to create discontent within society - as such, that is inhumane in nature. The United States sanctions are also targeting different sectors of the Iranian economy, including the oil and banking sectors, which is negatively affecting the daily lives of millions of Iranians.”

“On 8 May 2018, the President of the United States issued a presidential memorandum entitled, in part, "Ceasing United States Participation in the JCPOA". In fact, the United States decided to illegally withdraw from the J CPOA and, in contravention of its international obligations, re-imposed all of its sanctions, which had been lifted in accordance with the JCPOA. That and subsequent developments rendered the JCPOA with respect to Iran's benefits almost fully ineffective. In certain respects, the situation now is even worse than before the JCPOA was concluded.”

“After almost two decades of United States invasion of Afghanistan, it is quite clear that the United States has no choice but to leave that country, and the sooner, the better. As we have stated time and again, the time-bound and responsible withdrawal of all foreign forces is a strong national demand of the people of Afghanistan. We urge the Government of Afghanistan and all Afghan parties to be vigilant and cooperate closely in successfully passing through the current critical security situation. Any conflict and fratricide will help those who do not wish to see a secure and stable Afghanistan. We urge all parties, pending national reconciliation and a permanent ceasefire agreement, to exercise maximum restraint and avoid deteriorating the security conditions and targeting civilians.”

In the security domain, the high number of incidents, as referred to in the Secretary-General's report (S/2019/703), serves to indicate that the security situation remains volatile. The increase attacks by Da'esh is a source of grave concern and underlines the need to combat it seriously and resolutely. It is evident that its elements, aided by certain countries, including in transferring them from Syria and Iraq to Afghanistan, have significantly increased the offensive capability of Da'esh. Those countries are therefore also responsible for the crimes committed by Da'esh.”

Afghanistan is passing through a critical juncture, and there are alarming trends in its political and security domains. Numerous efforts are being made to hold a successful presidential election on 28 September. However, there are attempts to undermine that important event. Holding free and fair presidential elections can further enhance the democratic institutions of the country. We call upon the United Nations and the international community to support holding the elections as scheduled.”

“Unfortunately, some countries in our region, such as Saudi Arabia, are recipients of that deadly weaponry, with the illusion that they can buy security by relying on the United States. In fact, the only beneficiary of that accumulation of weaponry in the region is the defence industry of exporting countries. Likewise, we should not lose sight of the destabilizing nature and impact of the divide-and-rule strategy of the United States, through which it has persistently sowed division among the countries of the region. The Iranophobic statements of United States officials also serve the same purpose. They disseminate fabrications against Iran to justify their policy in the region, with the aim of excluding Iran from playing its role in the region. Iran has been in this region for millenniums and will remain there for millenniums to come.”

“One of the main causes of the instability and insecurity in our sensitive region is the military presence of the United States, which has deployed over 70,000 troops across the Middle East and maintains an active military presence in all littoral States of the Persian Gulf, except Iran. The number of foreign military installations in the Middle East has increased from four in 1990 to 41 in 2018, almost all of which are United States installations, which is the highest concentration of foreign military installations in the world. In addition to the illegal withdrawal of the United States from the Joint Comprehensive Plan of Action, another destabilizing factor is the unbridled flow of American weaponry into the region, which has turned it into a powder keg.”

One can easily track the United States involvement in Afghanistan, Iraq, Syria and Yemen, supporting some terrorist groups and many other unlawful acts, including cyberattacks in the Middle East. Yesterday marked the sixty-sixth anniversary of a United States-United Kingdom-orchestrated coup against the democratically elected Government of Iran. After the Islamic revolution, instances of United States interference in Iran include supporting Saddam Hussein in his aggression against Iran; downing an Iranian passenger flight, which killed all 290 on-board, including 66 children; supporting several coup attempts; and perpetrating economic terrorism that targets ordinary and vulnerable Iranians, such as patients by using food and medicine as a weapon against them.”

“I thank you, Madam President, for convening this meeting. I also thank the Chef de Cabinet to the Secretary-General for her input. The main and longest-running conflict in the Middle East is the question of Palestine. As long as it remains unsolved, peace and security in the Middle East cannot be restored. The unlawful occupation of Palestine is the main cause; it can therefore end only by an end to the occupation. There is no magic solution. All initiatives so far have disregarded that principle and failed. The so-called deal of the century is bound to fail for the same reason. The land of Palestine is not up for sale, and the aspirations, honour, dignity and inalienable rights of an entire nation cannot be bought. The United States, by supporting the occupation, has been responsible for the prolongation of the conflict.”

In the past three decades, Iran has seized approximately 11,000 tons of different types of narcotic drugs and psychotropic substances. In 2018 alone, our law enforcement forces carried out 1,557 operations against drug traffickers, seizing approximately 807 tons of different types of narcotic drugs and psychotropic substances. Our outstanding activities in combating drug traffickers have always been acknowledged at the global level. For instance, according to the World Drug Report 2019 of the United Nations Office on Drugs and Crime, in 2017, Iran seized the largest quantity of opiates, accounting for 39 per cent of the global total.”

“Moreover, after being delisted as a terrorist group by the United States, MKO is now active in this country and its members are cooperating closely with the United States intelligence community to develop disruptive and destructive plots and plans against Iran. Cognizant of the serious threat posed by terrorist groups in our region, Iran has assisted Iraq and Syria, upon their request, in combating the most dangerous terrorist groups. “Iran is the victim of the activities of terrorist groups and transnational criminals alike. At the same time, we are at the forefront of combating both menaces. In the past four decades, 17,161 Iranian citizens, including almost 200 high-ranking political figures, among them one President, one Prime Minister, one judiciary chief, one deputy chief of the armed forces and 27 members of Parliament, as well as four nuclear scientists, have been martyred by foreign-backed terrorist groups. My gratitude also goes to the Executive Directors of the United Nations Office on Drugs and Crime and the Counter-Terrorism Committee Executive Directorate for their input. As global concerns, both international terrorism and transnational organized crimes require a global response, and the United Nations has a decisive role to play in both cases. While the Security Council should continue its role in addressing international terrorism, issues related to transnational organized crimes must be dealt with only by the General Assembly. “On 21 June, the debris of the targeted drone was retrieved from Iran's territorial waters and displayed to the media. In regard to that incident, Iran acted in self-defence, in accordance with Article 51 of the Charter of the United Nations and in full conformity with international law. Instead of rejecting credible technical information, the United States must accept the responsibility for its wrongful act. With regard to the oil tanker incidents, we have already rejected the baseless United States claim, which is part and parcel of its Iranophobic campaign by which it resorts to deception, fabrications and disinformation. The United States claim in that regard has not even been supported by some of its closest allies.”

However, some accusations have been raised for the first time in an open meeting of the Security Council at which we are present. I must also put on record our view on those subjects. “We are anation that, as attested by our history, resists aggression, intimidation and coercion. Conversely, we respond very well to civilized behaviour, respect and honesty. “For instance, patients who have severe conditions and therefore need scarce and expensive medicines and advanced medical equipment, which in most cases must be imported, suffer the most. Just one example among thousands is the dire need of a 38-year-old Iranian woman for a certain medicine that is not available in Iran. In 1987, during the Iran-Iraq war, when she was seven years old, her neighbourhood in an Iranian border city was bombed and she was wounded by the chemical agents provided to Saddam Hussein by some Western States. To breathe normally, she needs a certain medicine that now cannot be imported because all possible ways are blocked by the United States despite its claim that such cases are exempt from sanctions but, in practice, they are not. That is the real meaning of not hurting the Iranian people - true hypocrisy.”

“To develop a conventional ballistic missile programme is an inherent right under international law and is neither prohibited nor limited by resolution 2231 (2015). Living in such a volatile region as the Middle East, the Islamic Republic of Iran will not compromise its security or its conventional defence capability, as no other country does. American officials claim that the sanctions are not intended to hurt the people of Iran but, in practice, entirely the opposite is true. The sanctions are basically designed to harm the general public, particularly those who are vulnerable, such as women, children, the elderly and patients. The sanctions harm the poor more than the rich, the ill more than the healthy and infants and children more than adults. In short, those who are most vulnerable suffer the most.”

This fact has twice been stipulated explicitly in the JCPOA, which states: "The JCPOA will produce the comprehensive lifting of all United Nations Security Council sanctions as well as multilateral and national sanctions related to Iran's nuclear programme, including steps on access in areas of trade, technology, finance, and energy". Likewise, resolution 2231 (2015) emphasizes that "the JCPOA is conducive to promoting and facilitating the development of normal economic and trade contacts and cooperation with Iran".”

“Mr. President, I wish to thank you for having organized this meeting, which deals with an important issue for the whole international community, namely, the Joint Comprehensive Plan of Action (JCPOA), which, according to the Secretary-General, is a demonstration of successful multilateralism and a major achievement in dialogue and diplomacy. As the Council is well aware, the JCPOA is founded on two pillars: Iran's nuclear-related commitments and the commitments of other participants, which should bring about economic benefits to Iran. The International Atomic Energy Agency (IAEA) is mandated to verify and monitor the implementation of Iran's nuclear- related commitments, and it is doing so. The IAEA's 15 consecutive reports have confirmed Iran's continued full compliance with its commitments.”

“Furthermore, proper socioeconomic conditions can also greatly contribute to the preservation and consolidation of peace and stability. Therefore, due consideration must also be paid to the development of Afghanistan's economy, the realization of which requires continued strong regional and international support. In addition to the promotion of peace and tranquillity, conducive socioeconomic conditions are also required for the reconstruction of the country and the return of refugees and internally displaced persons. Iran, for its part, is hosting 3 million of Afghans refugees and fighting narcotic drugs that are heading mainly to Europe, without proper and meaningful international assistance. It is high time for the international community to shoulder its responsibility to assist Afghanistan in this regard.”

“This is essential, taking into account the existing security challenges in the country, in particular those emanating from the presence and criminal activities of dangerous terrorist groups, such as Da'esh, which has been helped in the transfer of its elements from Syria and Iraq to Afghanistan. Da'esh is not only destabilizing Afghanistan, but represents a serious threat to certain central Asian countries. The strengthening of Afghanistan's defence and security forces is also necessary to counter another major challenge facing this country, namely, opium poppy cultivation and illicit trafficking in narcotic drugs, with all its adverse socioeconomic and security impacts, which destroy the fabric not only of Afghan society, but also that of neighbouring countries. It fuels terrorist and other criminal activities as well.”

“By reaffirming a commitment to Islamic principles and national values, as well as safeguarding national sovereignty and territorial integrity, the loya jirga stressed that establishing and strengthening peace in Afghanistan must uphold the integrity of the Islamic Republic system and the current Constitution, as well as other achievements that are the results of many years of sacrifice and struggle by the people of Afghanistan. It is unfortunate that the United States, instead of acknowledging the positive role that Iran plays in preserving peace and stability in Afghanistan, is accusing Iran of fomenting insecurity in that country. The sole purpose of this unfounded claim is to cover the United States failed policy in Afghanistan over the past 18 years.”

“To be durable, peace must be established by the Afghan people and for the Afghan people. This means that it cannot be dictated to them and that the real concerns and genuine interests of all Afghans cannot be ignored. What the regional and international players are expected to do in this regard is only to support the realization of the long-standing aspiration of that great nation to peace. This must be done by facilitating an Afghan-led, Afghan-owned and Afghan-controlled peace process, as the right to determine the future of Afghanistan belongs exclusively to Afghans themselves. In this context, and underscoring the need for further consolidation of the foundations of democracy and the rule of law, we welcome the recent convening of the consultative peace loya jirga.”

“The Syrian Government has an inherent right to restore its control over the whole of its territory and a responsibility to ensure the safety and security of all ofits citizens from terrorists. The current situation in Idlib, which is enabling terrorists to conduct their operations and use more than 2 million civilians as human shields, cannot and must not continue indefinitely. Among other things, it will prevent the return of refugees and internally displaced persons, delay the country's reconstruction and hamper the efforts to reach a political solution. I must also stress how important it is that all concerned fully respect international humanitarian law, as well as Syria's sovereignty, political independence, unity and territorial integrity.”
