4. “My delegation welcomes reports that, for a few days, the International Committee of the Red Cross and the Syrian Arab Red Crescent was able once again to enter the city of Douma in eastern Ghouta to deliver the aid necessary, including food and non-food items. My delegation encourages all Syrian stakeholders to create conditions that would allow the United Nations to make scheduled deliveries in eastern Ghouta, throughout the entire country and on Syrian borders. Cote d'Ivoire reiterates its belief that the humanitarian situation will not improve without significant progress on the political landscape because the two issues are inextricably linked. Therefore, it invites hostile groups and all stakeholders to engage in political dialogue in order to achieve a peaceful solution to the crisis in Syria.”

6. “The humanitarian and security situation remains worrisome because it is impossible for humanitarian convoys that endure indiscriminate attacks and bombings perpetrated by various hostile groups to reach besieged areas. In addition, attacks are carried out against medical and humanitarian personnel and health-care infrastructure. According to the World Health Organization, such attacks are on the rise. The deterioration of the humanitarian situation within Syria's borders due to increased fighting makes for dangerous living conditions for thousands of internally displaced persons and obliterates the hope of restoring security and dignity to millions of refugees in neighbouring countries living in extremely difficult conditions.”

Two weeks after its unanimous adoption by members of the Security Council, resolution 2401 (2018), which had inspired a great deal of hope, has not been implemented as planned, much to our regret. The requirement of an immediate cessation of hostilities for a period of at least 30 days, provided for by resolution 2401 (2018), to enable the safe and unimpeded delivery of humanitarian aid and services and medical evacuation of the critically sick and wounded, in accordance with applicable international humanitarian law, has not yet gone into effect.”

8. “Cote d'Ivoire calls for enhanced cooperation between the United Nations and the OSCE, which, with its 57 member States, continues to be one of the most significant collective-security entities in the world. We welcomes the priorities outlined by the Chairperson-in- Office, which are geared towards dialogue, ownership and responsibility and based on a proactive approach to security, encompassing its political, military, economic, environmental and human aspects. We also welcome the focus on migration issues and the fight against corruption and new transnational threats, such as terrorism, cybercrime and trafficking in persons. 9. “The work of the OSCE in Europe and that of the Economic Community of West African States, for example, in West Africa, shows clearly that regional organizations can be effective tools for supporting the United Nations in conflict prevention and resolution. We need hardly recall the OSCE's peacekeeping and international security efforts, which are a major part of preventive diplomacy in its area of remit. In that regard, my delegation commends the ongoing support that the organization provides to the mechanisms established to resolve the conflicts in Nagorno Karabakh, Abkhazia and South Ossetia and to advance the peace talks concerning Transnistria and Georgia. We also appreciate its role in helping to stabilize Kosovo and monitor the implementation of the Minsk agreements on eastern Ukraine.”

25. “We deplore the ongoing loss of life among humanitarian workers - 22 United Nations personnel and 66 staff members or volunteers of the International Red Cross - and we deplore also the material damage that has been wrought, which includes the destruction of 25 vehicles and 44 facilities, according to the information we have received. Nonetheless, Cote d'Ivoire welcomes the fact that United Nations humanitarian agencies and their partners have managed to assist people in need by conducting 1,567 deliveries. 26. “The grave humanitarian crisis spawned by the fighting led to the adoption by the Security Council this past Saturday, 24 February, of resolution 2401 (2018), with a view to the cessation without delay ofhostilities for a 30-day period to enable the delivery of humanitarian assistance to people in need as well as medical evacuations. My delegation notes with regret that the adoption of the resolution did not contribute to restoring calm on the ground. The ceasefire proposed was short- lived, despite the numerous appeals for a cessation of hostilities. Even the very minimum one called for by the Russian Federation, an ally of the Damascus Government, on Monday 26 February did not lead to a positive response. Air raids and rocket launches continue on the ground, thereby obstructing the work of humanitarian personnel.”

27. “My delegation cherishes the hope that the proposals stemming from the Sochi talks, including the establishment ofa committee tasked with drawing up a new constitution, will receive consistent attention from the international community, as part of the concerted quest to find a lasting solution to the crisis in Syria. The level of participation by the various actors in the South Sudan conflict in the second phase, as well as the intense consultations that took place in Addis Ababa, point to the gradual ownership of the political process by all parties. 44. “My country urges the international community to take appropriate measures to prevent the further deterioration of the humanitarian situation. Cote d'Ivoire accordingly welcomes the reopening by the Arab coalition of the various ports, thereby allowing for the delivery of food and enabling all forms of humanitarian activity. My country requests that the coalition do more insofar as it remains possible. Moreover, the Ivorian delegation also welcomes the United Nations launch of the Yemen 2018 humanitarian response plan, to which the generous contributions of Saudi Arabia and the United Arab Emirates are to be commended, and calls on other donors to contribute to funding the programme so as to meet the needs of the Yemeni people.”

45. “Indeed, with more than 22 million people in need of emergency humanitarian assistance, the situation in the country appears to be one ofthe worst humanitarian crises in the world, and the number of internally displaced persons continues to rise. We are being told that approximately 2 million children - and, I might add, women - are suffering from malnutrition. The dramatic worsening of the humanitarian situation is a direct result of the political, security and economic instability that Yemen has experienced for more than three years. C6te d'Ivoire calls on the parties to the conflict to reach a ceasefire that would ensure the unhindered flow of humanitarian assistance pursuant to the relevant Security Council resolutions.”

46. “It is up to the Yemeni parties to realize the tragedy that their country is undergoing and take ownership of the political process through an inclusive and sincere dialogue, with the support of the United Nations and the international community, with a view to peacefully resolving the crisis. In that regard, Cote d'Ivoire commends the work of the Special Envoy of the Secretary-General to Yemen in the framework of consultations with the Yemeni parties, aimed at giving new impetus to the political dialogue in that country. 47. “As we can see, the political process in Yemen is currently at an impasse that has been the source of concern and a call to action for the entire international community for more than a year. The parties to the conflict continue to clash, and the prospects for a political settlement are becoming increasingly remote, thereby running the risk that Yemen will become a failed State, to the detriment of its people, who ask only to live in peace and in the pursuit of happiness, like other peoples throughout the world. Concerning that escalation, which is jeopardizing the stability of the entire region, Cote d'Ivoire calls on all parties to reach an immediate cessation of hostilities and commit in a meaningful way to a political settlement of the crisis.”

50. “This is an opportunity, however, to welcome the signing on 30 August 2017 of the tripartite agreement between the Government of Burundi, the Government of Tanzania and the Office of the United Nations High Commissioner for Refugees, which has enabled nearly 13,000 Burundian refugees to return. In that regard, we encourage the Burundian authorities to create conditions conducive to these refugees' return and urge the United Nations and the country's bilateral and humanitarian partners to provide support and assistance. My delegation welcomes the launch by the United Nations of a 2018 emergency plan for Burundi, aimed at providing protection and lifesaving assistance to those in need throughout the country.”
