  2. My country intends to strengthen its technical support for the work of the United Nations Office on Drugs and Crime (UNODC) in West Africa. A task force of selected police officers of the Guardia di Finanza, Italy's customs police, will be deployed in Dakar within the framework of UNODC's law enforcement capacity-building programme in the fight against illicit drug trafficking. As the country chairing the G-8 this year, Italy has been actively engaged in fulfilling the commitment taken by the G-8 at Sea Island and Hokkaido. In the G-8 leaders' declaration, emphasis was placed on the need for a comprehensive approach to peacekeeping and peacebuilding.

  3. Our approach to peacebuilding seeks to foster political and democratic stabilization while stimulating economic growth. In this framework, Italy's assistance in the energy sector in Sierra Leone is one example of the possibilities that we have at our disposal. Another example involves the fight against drugs and crime, an endeavour that is critical to peacebuilding. During its tenure in the Security Council, my country actively promoted the inclusion of these aspects in the mandates of the United Nations Offices in Sierra Leone and Guinea-Bissau, and contributed to a number of security sector reform and rule of law initiatives led by the Economic Community of West African States, the United Nations Development Programme and the United Nations Peacebuilding Support Office in Guinea-Bissau.

  4. The Peacebuilding Commission was created in 2005 to fill the gap between peacekeeping and post- conflict rehabilitation. It plays a central role by bringing coherence to the recovery of countries emerging from conflict. That is why it was decided that the Peacebuilding Commission should be an advisory body not only for the General Assembly, but also for the Security Council. An interesting suggestion has been made by the Secretary-General that the Security Council consider more proactively the advice of the Peacebuilding Commission. We subscribe to this suggestion. It is an important point which aims at enhancing the consultative role of the Commission vis-a-vis the whole United Nations system and as the principal organ responsible for the definition of mandates and for conflict management.

The fundamental role of regional and subregional organizations - in particular, the African Union - must also be emphasized, as must the need to develop forms of collaboration within the United Nations. There is a need to improve the effectiveness and coherence of the United Nations system's response, along with the concept of accountable United Nations leadership on the ground. An effective peacebuilding effort requires the capability on the ground to deploy civilian experts as well. We are encouraged by the positive assessment of the Standing Police Capacity, which constitutes a useful reference for building a rule-of-law standing capacity. Quite rightly, another review has been proposed on how the United Nations can help to broaden and deepen the pool of civilian experts.

  6. Peacebuilding should be conceived as a single process in which everyone can participate and contribute in an integrated manner. That is the spirit in which the 2005 World Summit decided to establish the Peacebuilding Commission. Italy welcomes the Secretary-General's report, since it represents a true road map for activities to be performed in the aftermath of a conflict - a real policy document for all the actors involved. The principle of national ownership is central. The peacebuilding intervention should be anchored at the country level - again, as stated by the Secretary- General - with the engagement of all the actors involved. That means an inclusive process sensitive to the requests of civil society.

As underlined by the Secretary-General, the post- conflict phase offers a window of opportunity that can be essential in supporting countries previously involved in conflict in developing a path towards normalcy. However, in the phase of developing such a path, the situation often remains fluid and the peace fragile. Getting the timing and sequencing right among priorities requires a delicate balance, as the Secretary- General puts it. A coordinated approach is therefore needed, as are the definition of clear priorities and flexible tools and the availability of quickly deployable human and financial resources. In that light, the revision of the terms of reference of the Peacebuilding Fund is very welcome. The international community as a whole should collaborate in that process at the multilateral and bilateral levels.

  9. Participants in the Trieste meeting focused on regional stabilization, with specific attention to the situation of internally displaced persons in Pakistan. Lack of security will become even more serious when the monsoon season will affect life in the camps and make it easier for the Taliban to exploit poverty and discontent among the internally displaced persons. All this calls for immediate action and for supporting the democratic Government in Islamabad in dealing with the current humanitarian emergency and the upcoming phase of reconstruction. The G-8 should meet again on this subject at the margins of the next General Assembly ministerial week in New York. I add my remarks to the statement that was pronounced this morning by the representative of the Czech Republic on behalf of the presidency of the European Union.

Access to regional markets through new infrastructure, as well as greater integration and the availability of human capital, are all essential priorities, together with the education of young people and women and the promotion on the role of the media as drivers for social participation in public life, in particular in view of the upcoming presidential elections. On that point, the Afghanistan-Pakistan international support group met in Trieste and spelled out the prerequisites for a credible electoral process, including fair play by all candidates, scrupulous respect for the principle of non-interference, and impartiality of the international community. Also stressed was the UNAMA coordination mandate and Ambassador Eide's crucial task in enhancing the coherence of the international presence.

  11. The Trieste meetings further emphasized the centrality of agriculture to Afghanistan's future. As the Council knows, refugee repatriation and food security are key components of the Afghan National Development Strategy. What is needed now is more tangible aid, including support for such United Nations agencies as the Office of the High Commissioner for Refugees, the Food and Agriculture Organization, the International Fund for Agricultural Development and the World Food Programme.

They also reiterated the need for full support for UNAMA and their commitment to working with the Independent Election Commission, the United Nations and the International Security Assistance Force to ensure credible, inclusive and secure presidential elections. The discussion on drug trafficking and border management underlined the limitations of past approaches. It shed new light on the potential of the draft regional programme of the United Nations Office on Drugs and Crime and on the opportunities provided by a climate of mutual trust in the region through enhanced border cooperation, intelligence exchanges and joint actions between Pakistan and Afghanistan in the framework of the Dubai initiative. A wide range of development programmes is needed to ensure the return of Afghan refugees and internally displaced persons.

That was a concept that was endorsed by the G-8 foreign ministers and the Foreign Ministers of Afghanistan and Pakistan in their joint statement, and echoed by the communique issued at the outreach sessions with neighbouring countries, major contributors and international actors. Both documents emphasized the importance of building on a number of critical initiatives, including the tripartite talks initiated by Afghanistan and Pakistan with Iran, Russia, Turkey and the United States, and the Regional Economic Cooperation Conference on Afghanistan, which in our view is an essential mechanism to spur socio-economic development in the country.

  14. My Government will also continue to promote Afghan empowerment at all levels, including those of institution-building, economic development and cultural dialogue. I would like to add that my country is deeply committed to Afghanistan's security. A further reinforcement of the Italian contingent has already been announced as part a strategy that must include all the necessary efforts to protect and ensure the safety of the civilian population. The Secretary-General has underscored the link between peace and development in Afghanistan. He has urged us to move beyond the simple logic of conflict management. That was indeed the main message of the G-8 ministerial meeting on Afghanistan and the regional dimension, which took place in Trieste on 26 and 27 June. The meeting reiterated the need for a comprehensive approach.

  15. We fully share the assessment provided by the Secretary-General in his report (S/2009/323). The United Nations efforts remain essential to building Afghan ownership and capacity in the security, infrastructure, agriculture, governance and rule of law sectors. The deployment of additional international troops, whose importance we all understand against the background of security developments, should be accompanied by a resolute civilian surge. Enhancing the presence of the United Nations Assistance Mission in Afghanistan (UNAMA) at the provincial level will be equally critical to maximizing the benefits of our efforts. Italy supports the Secretary-General's call for additional resources in the Mission's 2010 budget.

  17. As a global organization, the United Nations needs an efficient and flexible logistics structure that would ensure economies of scale and rational use of resources. The United Nations Logistics Base, whose strengthening Italy has constantly supported, appears to be a key element for improving logistics support both at the global and regional levels. Within that logic, my Government supports proposals that could strengthen African capacity-building efforts, including through regional hubs.

We have been actively engaged in fulfilling the commitments taken by the G-8 leaders at Sea Island and Hokkaido to strengthen peacekeeping capacities and structures, in particular in African countries, in support of the principle of national ownership. A report will promptly be made available along the lines anticipated by the declaration adopted in Trieste last Friday by the G-8 Ministers for Foreign Affairs, stressing the development of police components, the promotion of rule of law and training. In that framework, I would also like to mention the Center of Excellence for Stability Police Units in Vicenza, which was established by the G-8 countries. It has trained 2,500 officers in only four years, 1,000 of whom are from Africa. The Center is increasingly active in cooperating with the United Nations.

  19. The United Nations-African Union panel that was established months ago has made several important recommendations that could be pragmatically implemented. For example, for missions led by the African Union under the aegis of the United Nations, we should contribute to crisis management capacity, to sustainability in all aspects and to more adequate financial support. In particular, we could accomplish that through greater certainty and predictability of resources and better coordination among decision- making bodies, both at the level of the United Nations and the level of the regional organizations. As president of the Group of Eight (G-8), my country is presently focusing on aspects of peacekeeping.

As has been stated repeatedly during our debate, the Brahimi report (S/2000/809) recommended a two-step definition of mandates: first, identifying objectives; and secondly, defining jointly with contributing countries the operative details. This is an idea that we should again consider in the framework of the New Horizon project. Cooperation between the United Nations and regional organizations is another very fundamental aspect. The experience of the European Union in Chad, for example, taught us that a shared strategy can be successfully implemented even in a very complex transition. The wide majority of peacekeeping missions take place in Africa, and therefore a shared vision between the United Nations and the African Union is needed. Regional dimension and ownership must be supported and encouraged. Much has been done in that area.

  21. We sincerely hope that this new programme called "See the Light" will come to fruition in future months. There is a need for greater coordination between the Security Council and countries that provide troops and financial resources. As soon as a mandate is defined, those who are called upon to operate on the ground must be fully involved. While the fundamental responsibility to decide mandates and objectives of a mission belongs to the Security Council, the definition of tasks, resources and concepts of operation must also take into account the expertise of countries that provide troops and essential resources.

  22. It is a top contributor among European and the Group of Eight (G-8) countries and is one of the top 10 of all contributors to United Nations peacekeeping operations. It hosts and actively supports a number of programme initiatives and infrastructure facilities, among which I would like to mention the United Nations Logistics Base. We also hold training programmes and make other forms of contributions. I would like to mention that an event dedicated to children in armed conflict attended by Foreign Minister Frattini, Rome's Mayor Alemanno, Under-Secretary-General Koomaraswamy and other participants was held last Tuesday in Rome. There we proposed a joint training programme together with the Department of Peacekeeping Operations (DPKO) for the protection of children as part of peacekeeping mandates.

  23. My Government believes that the Secretary- General should indeed be encouraged in the direction of pursuing reforms aimed at strengthening the Secretariat and making it more efficient. Given the growing interconnection between peacekeeping and peacebuilding, a standing rule of law capacity could be favourably considered based on the model of the standing police capacity, whose transfer to the Brindisi Logistics Base as a permanent operative centre for a genuine United Nations police force will be a first strategic step in the crucial development of the rapid response capacity of the United Nations. With almost 9,000 men and women deployed on United Nations-led or -authorized missions, my country is a top contributor to United Nations peacekeeping operations.

  24. Today's debate allows us to focus on how to further strengthen the effectiveness of United Nations peacekeeping and to ensure an efficient use of resources. The Security Council, the General Assembly and the Secretariat have all undertaken important initiatives, while research institutes and internationally recognized experts are also contributing to shaping our shared views and our proposals. The discussion to date now has proven once again the priority that Member States attach to this effort of improving our peacekeeping operations and structuring our peacekeeping potential.   27. Concerns persist, however, over the country's economic situation and its tackling of the plague of youth unemployment, which undermines social stability. It is also true that the weak economic performance is compounded by a limited capacity to attract foreign investment in areas other than the energy sector. To that end, we believe that greater resources from the international community should be directed towards infrastructure, which is needed to launch future development strategies in areas such as industry and agriculture. Regional cooperation and the full inclusion of Timor-Leste in the ongoing integration of South-East Asia could help consolidate the country's institutions. Timor-Leste would benefit from regional mechanisms that would raise the Government's external and internal profiles.

  28. Through the years, the international community has provided important support for the empowerment and development of those democratic institutions. For its part, my country has contributed to the United Nations Development Programme (UNDP) project Strengthening Parliamentary Democracy in Timor-Leste and has renewed its support for the development of further UNDP programmes in 2009. My country is also including Timorese officers in specialized public management courses and programmes. We appreciate the efforts of the Government in Dili to strengthen the judiciary sector through the allocation of greater financial resources and the creation of an anti-corruption commission, a court of auditors and a public services commission to oversee the management and recruitment of personnel.

Nevertheless, appropriate adjustments to the mandate could be required in the future to gradually reflect the increasing ownership of the Timorese authorities and to strengthen the country's institutions. We also believe that the local elections, scheduled to take place in the second half of this year, represent a crucial moment in the consolidation of the country's democratic institutions and in evaluating the success of the international strategy. We therefore support the Secretary-General's recommendation that UNMIT meet the Government's request for assistance. The Timorese representative institutions, including the Parliament, are functioning well. Nevertheless, the performance of public administration continues to be hampered by a lack of human and financial resources.

Let me therefore express our satisfaction at the country's progress, particularly in the area of security and in dealing with the closure of camps for internally displaced persons and the reintegration of the petitioners into civilian life. Both the performance and the organization of the Timor-Leste police have improved. Nevertheless, we believe that the process of strengthening security will take several years and that UNMIT still has an essential role to play in that context. We therefore fully support the Secretary-General's recommendation that UNMIT's mandate be extended for another 12 months and that the Mission's current composition and strength be maintained.

  31. Together with its European Union partners, Italy has supported the national reconciliation process and the consolidation of Timorese democracy at every stage of its development. We have done so through bilateral initiatives and contributions to multilateral institutions. I should like to mention our participation in the multinational force and, in the years following independence, our initiatives to support the local population and consolidate Timorese democracy. We have focused on key sectors, such as training civil servants, justice and support for the Parliament in Dili. Italy remains committed to supporting Timor- Leste in its quest to consolidate peace, democracy and development.

His wisdom and vision have guided his young country through its first years of existence, and they are still needed to stay the course. I also thank the Japanese presidency of the Council for convening today's open debate, the Secretary-General for his detailed briefing on the situation in Timor-Leste and the Special Representative of the Secretary-General for the leadership that he has shown in this Mission in a challenging environment.   33. Italy intends to actively participate in that debate. I would also like to recall my country's commitment to combating impunity for international crimes. In situations in which any civilian population is the target of attacks, the Rome Statute of the International Criminal Court provides the legal basis for holding accountable those responsible for the attacks if a State is unwilling or unable to do so. In this regard, we must reiterate our commitment to ending impunity. In closing, we welcome the Council's endorsement of the aide-memoire and stress the need to implement the approaches it sets out on a more regular and consistent basis.

  34. Governments must protect their own populations, and the best way for them to do so is to promote human rights, the rule of law and democratic governance. Only when a Government is unable or unwilling to do so should the international community intervene. The responsibility to protect should not be perceived in a confrontational manner; it should be seen instead as an instrument available to the international community to overcome crises, provided that the conditions referred to in paragraphs 138 and 139 of the Summit Outcome Document (General Assembly resolution 60/1) are met. In this framework, the debate on the upcoming report of the Special Adviser to the Secretary-General, Mr. Ed Luck, will be a timely opportunity to build on the consensus achieved at the 2005 World Summit and to concretely implement the responsibility to protect.

We firmly believe that this would enable all Council members to systematically consider the protection of civilians in the Council's deliberations, specifically on the establishment, assessment and renewal of peacekeeping mandates. In this regard, we should encourage DPKO's development of policies and guidance to ensure the consistent and harmonized implementation of the mandates. With regard to access, we need to enhance the Emergency Relief Coordinator's monitoring of and reporting on serious access constraints. On a more general note, I would like to recall the reaffirmation in resolution 1674 (2006) of the principle of the responsibility to protect, a cardinal achievement of the United Nations. This principle implies that sovereignty brings special responsibilities.

When it comes to peacekeeping, United Nations operations should be clearly mandated to ensure the protection of civilians, as was the case during the negotiations for the renewal of the mandate of the United Nations Assistance Mission in Afghanistan, and to subsequently report on it. Once again, we welcome the joint study being conducted by the Office for the Coordination of Humanitarian Affairs and the Department of Peacekeeping Operations (DPKO). We also welcome the positive developments in the Secretary-General's proposals for an informal consultation forum on protection among Council members at the expert level.

Today we have heard once again from Under- Secretary-General Holmes a very disturbing description of the negative effects of conflicts around the world, especially in Gaza and southern Israel: denials of humanitarian access and the appalling consequences of hostilities, including the scourge of sexual violence. When sexual violence targets or is part of a widespread attack against a civilian population, it becomes a method of warfare. This is inadmissible. In such cases, sexual violence constitutes a threat to international peace and security and the Security Council, in our view, should be able to intervene. In operational terms, allow me to take advantage of my country's recent experience as a non-permanent member of the Security Council to recall the following.

The United Nations Mission in Bosnia and Herzegovina is making a decisive contribution to these goals, especially through the restructuring of law enforcement institutions and through the International Police Task Force (IPTF), to which Italy contributes substantially. We welcome the expansion of IPTF's role in key public security issues, such as financial crime, smuggling, corruption and judicial reform, and we support the information provided by the Secretary-Generals report on these aspects. The close relationship between UNMIBH and SFOR is particularly important. In the months to come, it will continue to provide the ideal framework for fostering peace and stability in the country.

This approach does not mean penalizing or discriminating against one party or another: it means encouraging the adoption of a positive attitude towards each and every aspect of the peace process, such as respect for human rights, the return of refugees, media liberalization and the fight against corruption. The enhancement of political, civil and media freedom and the establishment of pluralism in opinions and political parties are still priority objectives. The ultimate goal should be political stabilization through democratic elections, with a View to achieving the insertion of a democratic and prosperous Bosnia as a modern nation in Europe.

Regrettably, the last three months have seen an increase in Violent incidents that target returning refugees and displaced persons, especially those that belong to minority groups. This trend must be rapidly reversed so as to avoid jeopardizing years of effort. The combined forces of SFOR and the United Nations Mission in Bosnia and Herzegovina (UNMIBH) will no doubt have to concentrate on this priority issue over the next few months. Italy is one of the main contributors of emergency assistance and reconstruction aid to Bosnia and Herzegovina. Effective use of reconstruction funds may prove crucial to fostering and consolidating peace. Economic assistance must also encourage democratization.

The Implementation Force (IFOR) and the Stabilization Force (SFOR) have proved to be increasingly flexible instruments, apt to create an environment where the parties can cooperate more actively in establishing the institutions provided for in the peace accords. The continuation of the SFOR mission calls for an increased effort to cooperate with civilian entities. Italy fully supports this concept of operation. From the outset, Italy has supported the idea of establishing a multinational specialized unit within SFOR, with the same mandate as other SFOR elements. Such a unit would enhance SFOR's ability to support the local authorities in responding to civil disorder, but without engaging in police functions, including situations related to the return of refugees and displaced persons.

  43. Italy has made a military and financial commitment that it will maintain to help oversee a social order that is still fragile, including after the adoption of the present draft resolution. But we are also contributing more police units to help foster the return of refugees and the consolidation of shared structures that are still in an embryonic state. The general elections scheduled to take place in September are the most important event on this year's calendar. Only then can we measure how much longer the international presence is needed to maintain stability. So far, the international community's strategy in Bosnia has achieved positive results in implementing the Dayton agreements.

As we have said repeatedly in the past, if we wish to make the peace process irreversible and achieve full stabilization of the country and of the region, the parties and the international community need to make a strong commitment. In the Balkans, the international community has striven to halt the break-up of the area and restore the State and its institutions. Italy assumed a major responsibility in Albania, where the Government and the people have been fully engaged in the process of restoring democratic institutions. We and other countries must continue to make a strong commitment in this regard. Peace and coexistence in Bosnia are entering a decisive year. The Dayton agreements laid the groundwork involving the establishment of unified institutions, some of which are yet to be built.

  45. Let me congratulate you, Sir, on your position as President of the Security Council and on the excellent work you and your delegation have already done during this very busy month. I would like to express the same appreciation to your predecessor, the Permanent Representative of Kenya. Italy fully associates itself with the statement made on behalf of the European Union by the Permanent Representative of the United Kingdom. We strongly support the conclusions of the Peace Implementation Council Steering Board meeting held in Luxembourg on 9 June 1998, which set the stage for further progress in the peace process in Bosnia. Since the last Peace Implementation Conference, in Bonn, substantial progress has been achieved, thanks also to the tireless efforts of the High Representative and his Office, and of the United Nations.

Together with other countries, we are participating in the initiative that the newly created Department for Disarmament Affairs is coordinating in the framework of resolution 52/38 G, and we will contribute to a seminar on this subject in Libreville. Finally, I wish to draw special attention to the part of the Secretary-General's report regarding humanitarian assistance, in particular the protection of civilians in conflict situations and the impact of conflicts on human rights and on children's rights. These aspects require a strong commitment by the international community as a whole to launch broad-based initiatives in defence of the sectors of the population that are weakest and most vulnerable to war-related violence.

  47. Italy believes that the excessive accumulation of conventional arms can destabilize regions in Africa or aggravate conflicts. In other continents, the agreements on force limitation and arms control have been a reality for some time now. After prohibiting the manufacture of anti- personnel landmines, Italy signed the Ottawa Convention. Because of the serious effects of such weapons on populations, the United Nations demining assistance programmes must be fully supported. We support Mali's initiative for a moratorium on the import, export and manufacture of small arms in the Sahara-Sahel region.

Italy also supports parallel forms of preventive diplomacy, such as the initiative of the Community of Sant'Egidio to bring together the parties in Burundi, following its successful experience in Mozambique. We must not forget that in Africa some peacekeeping operations have been crowned with success, such as that in Mozambique, or are showing signs of being on the road to success, such as that in Angola. These experiences prove that when the right basic conditions are in place, the deployment of a United Nations peacekeeping operation can be a most effective instrument. In this respect, we also share the Secretary-General's analysis of the usefulness of preventive peacekeeping missions and of co-deployments of multinational and United Nations forces, as was the case in Liberia.

On 19 and 20 January this year the first ministerial meeting took place in Rome to give new impetus to negotiations on the resolution of conflicts in the region and to the process of regional economic growth. In this area, the most acute crisis is still Somalia. Our efforts are aimed at contributing to the Organization of African Unity, IGAD and all other initiatives to re-establish in Somalia the conditions for civil coexistence and to give a State back to the Somali people. To this end, on 4 May in Rome the first meeting of the Committee for Somalia will be held, established in the framework of the IGAD Partners' Forum. Hundreds of Italian nationals were present and active as volunteers in the Great Lakes region, even at the most dramatic moments.

The United Nations can also help lower tensions through increased recourse to mediation and by facilitating negotiation and dialogue, as provided for under Chapter VI of the Charter, in close collaboration with the interested regional and subregional organizations. The Somalia and Rwanda experiences have demonstrated the need to place the accent on prevention; we share the Secretary-General's views on this point. In the Horn of Africa Italy is collaborating with countries that belong to the Inter-Governmental Authority on Development (IGAD): Djibouti, Ethiopia, Eritrea, Kenya, Somalia, the Sudan and Uganda. Since November 1996, Italy has chaired the IGAD Forum, aimed at bringing together the organization's member countries and Western donor countries.
