  2. We are currently working for the return of 12 children from Iraq whose mothers have received life sentences for terrorist activity. We are particularly concerned about the situation in Afghanistan, where terrorist groups are cooperating with organized criminal networks engaged in drug trafficking. We must ensure that the efforts of the Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors are more effective. In conclusion, I would like to reaffirm that Kazakhstan will continue to take active efforts to further strengthen the global counter-terrorism capacity of the United Nations and regional organizations.

  3. During our CICA presidency from 2020 to 2022, we intend to include the issue of countering terrorism as one of our military and political priorities. The defeat of Da'esh in Syria and Iraq resulted in foreign terrorist fighters moving back to their countries of origin or relocating to other parts of the world. We are trying to counter that process and have mounted a humanitarian operation, known as Jusan, to bring back from Syria 600 nationals from our country, the majority of whom are children. Among those who returned were men and women who participated in terrorist activities and criminal proceedings have been initiated against them. We are working with the remaining returnees in a targeted manner to rehabilitate and reintegrate them into society. The Jusan operation is ongoing.

Within the framework of the SCO, we took the important step of signing in Astana in 2017 the SCO Convention on Combating Extremism, which has created the legal framework to halt financial resources for international terrorist organizations. I would like to take this opportunity to draw the attention of those present to the Conference on Interaction and Confidence Building Measures in Asia (CICA), established back in 1992 at the initiative of Kazakhstan. It is also evolving dynamically, with new and unique packages of confidence-building measures on the Asian continent. Yesterday, at the general debate in the General Assembly Hall, the President of Kazakhstan, Mr. Kassym-Jomart Tokayev, stressed the importance of transforming that universal pan-Asian structure into an organization for the security and development of Asia (see A/74/PV.4).

Last year, in Central Asia, we launched the third phase of the joint plan on the implementation of the United Nations Global Counter-Terrorism Strategy and Kazakhstan became the first donor funding the implementation of that project. We are committed to continuing our close cooperation with the Office of Counter-Terrorism. In pursuance of resolution 2396 (2017), together with the Office, we are preparing the launch of an advance passenger information and passenger name record system in Kazakhstan and are ready to share best practices with other Eurasian countries. At the initiative of Kazakhstan, through the CSTO and CIS, we are working on developing a single list of international terrorist organizations, unifying legal norms on the arms trade and regulating migration in all the regional bodies.

  6. It calls on all countries to undertake 10 steps that could help eradicate terrorism by 2045, the centenary of the United Nations. We are grateful to our partners for their ongoing support in implementing that initiative. Kazakhstan has also ratified all 19 of the United Nations sectoral conventions on the suppression of terrorism. We call on other Member States that have not yet done so to accede to the code and the relevant conventions. In 2018, as Chairman of the CSTO, Nursultan Nazarbayev defined as one of the five core priorities of the organization its participation in the formation of an international system to counter terrorism.

Close cooperation between the United Nations and regional organizations allows for more effectively countering the challenges and threats in various parts of the world, and we welcome the initiative undertaken by the Russian side to conduct the discussion today. The world is in a state of danger and uncertainty today, owing to the rapid spread of terrorism and extremism. The global security architecture and international law have been weakened, as the situation continues to worsen. At the seventieth session of the General Assembly, the first President of Kazakhstan, Nursultan Nazarbayev, proposed an initiative to form a global coalition to combat terrorism (see A/70/PV.13). In pursuance of that idea, we developed a code of conduct to achieve a world free from terrorism that 84 States have joined.

Mr. Tileuberdi (Kazakhstan) (spoke in Russian): Please allow me at the outset to congratulate the delegation of the Russian Federation on assuming the presidency of the Security Council this month and to thank it for the invitation to participate in today's meeting. We would also like to thank the Secretary- General and the heads of the Shanghai Cooperation Organization (SCO), the Collective Security Treaty Organization (CSTO) and the Commonwealth of Independent States (CIS) for their very informative and useful briefings. During its term on the Security Council in 2017 and 2018, Kazakhstan paid special attention to the role played by regional organizations in ensuring peace, conflict prevention and conflict settlement. Those bodies better understand the specificity of the issues that arise in their regions.

My delegation highlighted the significance of confidence-building measures in achieving peace and security goals, which, in turn, play a key and ever-increasing role in the prevention of conflicts and the resolution of pressing global problems. We know this from our own experience. Indeed, upon the initiative of my country, the Conference on Interaction and Confidence-Building Measures in Asia, which brings together 26 countries, was established 20 years ago and continues properly to function today. Kazakhstan's efforts in its two-year non-permanent membership in the Security Council are aimed at practical ways of ensuring international peace and security, in particular through making Central Asia a model regional zone of peace and security, sustainable development and prosperity.

In the manifesto, the idea of a comprehensive programme for achieving a world without conflict by the United Nations centennial in 2045 - "The Twenty- First Century: A World Without War" - was evoked. Given that two of the main purposes of the Charter of the United Nations are to save subsequent generations from the scourge of war and to adopt effective collective measures to prevent and eliminate threats to peace, we must make a determined and concerted effort through the collective and responsible actions of nations to destroy the disease of war and conflict. At a briefing held in the Security Council on 18 January on the non-proliferation of weapons of mass destruction (see S/PV.8160), during our country's presidency of the Council, a broad and useful exchange of perspectives took place.

  13. Today, the world has come closer than ever to the point at which serious international conflicts are ready to erupt. The threats of the use of weapons of mass destruction, the growing rivalry among regional Powers, the high tension among military-political blocs, and the crisis of trust among the key actors in international relations are of very serious concern to us. They underline the need for an urgent and dramatic shift in thinking from high-level dialogue and deliberative platforms to real action. Kazakhstan's vision ofglobal anti-militarymeasures is set forth in the manifesto of President Nursultan Nazarbayev entitled "The World. The Twenty-First Century".

  14. Around the world, there are approximately 40 armed conflicts of varying intensity. The existence of more than 65 million displaced people and uncontrolled migratory flows constitute a favourable environment for trafficking in human beings and replenishing the budgets of international organized crime and terrorist groups. All these phenomena are an exorbitant price to pay for States' and Governments' irresponsible behaviour in international relations or for the sake of their own peoples. The violations that we witness overlook or distort our perceptions of the purposes and principles of the Charter of the Organization and international law, which were formulated after the bloodiest war in the history of humankind - a conflict that claimed more than 60 million lives.

  15. At the outset, allow me to start by thanking the delegation of Kuwait for convening today's timely briefing. Today's theme has been fundamental to the United Nations since its establishment. The purposes and principles of the Charter of the United Nations remain relevant even in the contemporary history of international relations. More than 70 years ago, the peoples of the United Nations announced their determination to save succeeding generations from the scourge of war, reaffirm faith in fundamental human rights and in the dignity and worth of the human person, establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and promote social progress and better standards of life in larger freedom. However, the world remains at war today.

We consider it expedient that, under the leadership of an ad hoc committee headed by the Prime Minister of Iraq, the transfer of all weapons arsenals of various small tribes and other armed groups operating internally in the country be organized. Accordingly, it is necessary to disband all armed groups so as to prevent further internal political conflicts and favour a move towards stability. Lastly, we must unhesitatingly endorse and mobilize support for Special Representative's commitment to engaging with all sectors and communities of Iraqi society in order to advance inclusive political dialogue even further. Finally, we also need to improve the delivery of public services, laying the foundations for Statehood, peace, progress and national development in a post-1S1L Iraq.

We consider very useful and timely the Special Representative of the Secretary-General's meetings in January and February with political leaders in Baghdad and Erbil in order to bring the positions of the parties closer. We are heartened to learn that civilian returns to Iraq's newly accessible areas continue to increase since the conclusion of major counter-ISIL military operations late last year. We are pleased that Mosul, Tal Afar, Al-Hawija, Akashat, Al-Qaim and Rawah were liberated from the Islamic State, while western Anbar province will come completely under Government control. These trends indicate the need for the counter- terrorism mechanisms in Iraq to be enhanced and for security measures at the borders to be strengthened.

At the same time, we call for the participation of all Iraqi citizens in determining the future of their country, particularly in the forthcoming parliamentary electoral campaign and the elections that will follow. Kazakhstan welcomes the inter-Iraqi agreements to extend the ceasefire regime until the parties agree on the joint management of disputed territories, including border points. We trust that the Government and the local authorities located in the northern part of the country will conduct a constructive dialogue that rejects military action. We stand for more meetings, such as the one held on 20 January between Haider Al Abadi, Prime Minister of Iraq, and Nechirvan Barzani, head of the Regional Government of Iraqi Kurdistan.

The international community's generous financial pledges and contributions at that conference, designed to rebuild Iraq, gives us hope for a better future for the Iraqi people, who survived terrible adversity during the recent war. We support the decision of the Iraqi Government to hold national and provincial council elections on 12 May, which will help democracy, State-building processes, consolidation of the Constitution and the introduction of reforms by fully including all ethnic and religious groups, especially those in the northern regions of the country. Indeed, reducing violence in the liberated territories is very significant politically.

  20. We highly appreciate the comprehensive update by Special Representative of the Secretary-General Jan Kubis. Kazakhstan values highly the efforts of the United Nations Assistance Mission for Iraq aimed at promoting political dialogue and reconciliation. We also appreciate the efforts of the entire United Nations system aimed at providing critical services to the population of Iraq. We welcome the initiative of the State of Kuwait aimed at providing financial assistance for the post- war regional reconstruction in Iraq. In this context, Kazakhstan welcomed the holding in Kuwait of the International Conference for the Reconstruction of Iraq following its liberation from the Islamic State in Iraq and the Levant (ISIL) from 12 to 14 February.

  21. We call on the Middle East Quartet to revive the work on the Palestinian-Israeli track in the context of United States efforts in that direction. We also welcome the efforts of the Russian Federation and Egypt to ensure intra-Palestinian unity and urge all Palestinian political parties and movements to integrate into one national political structure. Kazakhstan believes it is necessary, in the very near future, to begin negotiations on each existing problem, with a View to reaching an agreement on pending issues and giving them a so- called final status. Only such an approach would lead to the adoption of a basic treaty.

  22. Kazakhstan also expresses great concern over the growth of Israeli settlements in Palestinian territories. All United Nations resolutions in that regard have been an important step to bring about a cessation of settlement activities and prevent violence against civilians. We also call upon the leaders of Israel and Palestine to take concrete steps that will preserve the possibility of peaceful coexistence between the two States and strengthen the prospects for peace based on the inalienable right of Palestinians to statehood and Israel's right to security, as we mentioned before, and recognition. Kazakhstan welcomes the United States diplomatic efforts in resuming the peace process and talks with the leaders of both countries, which United States President Trump held in Washington, DC, in recent days.

We note that the difficult humanitarian situation in Gaza, which further contributes to instability and frustration, could lead to the resumption of conflict and increase of terrorist activities. In that regard, we urge the official authorities of Israel and Palestine to help resolve the humanitarian crisis in the Gaza Strip. That requires confidence-building measures with an economic dimension, with support from the international community. Kazakhstan endorses the concern expressed by the Special Coordinator over the funding of UNRWA this year. A significant reduction of its regular budget has already increased the anxieties of the 5.3 million Palestinian refugees, who have already suffered at the hands of the longest protracted refugee crisis.

Kazakhstan declares its support for the rights of the Palestinian people to self- determination and the establishment of a free, sovereign and independent State within its international borders pre-1967, with East Jerusalem as its capital, coexisting in peace with Israel. At the same time, we emphasize the right of Israel to security. We also propose restoring trust and utilizing the confidence-building measures with a three-fold approach, namely, the promotion of a security- development nexus, a revamped regional approach and a more enhanced, coordinated and transparent modus operandi of the United Nations in the wider region, delivering as one United Nations.

My delegation therefore endorses the statement of Secretary-General Antenio Guterres that the question of the final status of Jerusalem must be resolved through direct negotiations between the two parties. It should be achieved on the basis of the relevant Security Council and General Assembly resolutions. At the same time, the legitimate concerns ofboth the Palestinian and Israeli sides should be taken into account. We support negotiations that result in the two-State solution, and we stand for their early resumption, especially in the bilateral format and without preconditions. The ultimate goal should be the restoration and promotion of the peace process, in accordance with the relevant Security Council resolutions, the Madrid principles, the principle of land for peace, the Quartet road map and the Arab Peace Initiative.

  26. Our delegation appreciates the presence of President Mahmoud Abbas in the Chamber and His Excellency's statement to the members of the Security Council. We also thank the Secretary-General for his remarks, and Special Coordinator Mladenov for the latest update. As a member State of the Organization of Islamic Cooperation, Kazakhstan shares concerns regarding the future of the two-State solution, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) funding deficit and the need for the international community to lead the Middle East peace process. Kazakhstan's position on the Middle East peace process remains unchanged. My country urges the parties to maintain the historical status quo of Jerusalem, in accordance with previously reached international agreements.

  27. The number of Syrian refugees in Lebanon has exceeded 1 million. The international community must provide greater assistance to Lebanon for its generous gesture in hosting such an enormous number of refugees, in spite of its most limited resources. The Yemeni crisis, which is a direct result of armed conflict, has no military solution but only a political one. My country is deeply concerned about the humanitarian and epidemiological situation in Yemen, where the cholera outbreak has further escalated an already acute humanitarian situation. We call upon all parties to the conflict to take decisive measures to prevent the spread of the epidemic by respecting international humanitarian law and to refrain from impeding humanitarian and medical access and supplies, which are obligations under international humanitarian law.

  28. We congratulate the Government of Iraq and the Iraqi people on liberating Mosul from the Islamic State in Iraq and the Levant (ISIL). This marks a significant turning point in the conflict and in countering international terrorism. The post-ISIL long-term recovery and reconstruction process will require unity, inclusive political dialogue and national reconciliation. We call upon the international community to support the Iraqi Government's new five-year national development plan, its lO-year reconstruction plan and its poverty reduction strategy. Kazakhstan welcomes the consensus reached among the various political forces of Lebanon to adopt a new electoral law. The parliamentary elections scheduled to be held in May 2018 will positively promote the stabilization of the situation in the country and strengthen its State institutions.

One of the positive outcomes of the efforts undertaken thus far is the water-sharing agreement between Israel and Palestine, and we hope that it will create a positive atmosphere towards cooperation on other important issues on the bilateral agenda. Kazakhstan welcomes the outcomes of the recent international high-level meetings within the framework of the Astana and Geneva processes and the recent agreements between the Russian Federation, the United States of America and Jordan regarding the de-escalation areas in south-western Syria. We call on all parties and countries involved to fully observe the ceasefire and continue to pursue every possible constructive interaction in order to restore peace and stability, for only then will we be able to find a political solution to the crisis in Syria.

  30. All acts of violence should end, and parties should refrain from conduct and actions that could lead to a further escalation of the already complicated situation on the ground. The early resumption of the Palestinian-Israeli negotiations, without any preconditions, is urgently needed. In this connection, we commend the efforts of the United States and Russia to facilitate the resumption of the peace dialogue within the framework of the Middle East Quartet. Kazakhstan supports a negotiated two-State solution, leading to the realization of the inalienable right of Palestinians to statehood and Israel's right to security. Both sides need to demonstrate the political will necessary to reach a historic and long-awaited peace agreement.

On the Palestinian question, we are concerned over the ongoing construction of settlements and the growing threat of violence, the deterioration of the humanitarian situation and economic backwardness, all of which are unacceptable. The escalated tensions in the holy city of Jerusalem - sparked by the killing of two Israeli policemen, the closure of the Al-Aqsa Mosque and the imposition of restrictions on worshippers - are further worsening the fragile security situation. As a member ofthe Organization ofIslamic Cooperation, we urge the Government of Israel to lift these restrictions, as such actions could escalate into a religious confrontation with dangerous repercussions.

Rivalry and the lack of trust, unity of purpose, justice, escalating stark economic and social inequalities and underdevelopment prevent the global community from achieving progress in the Middle East. As a result, today we are witnessing the rapid growth of terrorism and violent extremism, a grave humanitarian situation and violations of the most basic human rights and fundamental freedoms. We also see an unprecedented migration crisis and the suffering of millions of people. A most serious and dangerous problem is the fact that terrorism has spread all across the region. Syria, Iraq, Libya, Lebanon and Yemen are impacted and suffering from this scourge, and the international community needs to take a coordinated and united approach to combat this threat.

  33. At the outset, I would like to thank the United Nations Special Coordinator for the Middle East Process, Mr. Nikolay Mladenov, for his briefing on the situation in the Middle East. I also express appreciation to the Chinese presidency for convening today's open debate which highlights the crisis in the region and collectively seeks concerted action on several fronts in each ofthe critical countries. The situation in the Middle East region is of great concern to Kazakhstan because the region is the epicentre of numerous armed conflicts of extreme complexity. These flash points and tensions have grave implications for international peace and security.
