“The role of women peacekeepers, particularly in promoting women’s rights and protection in conflict situations, is well documented in peacekeeping missions with female representation. Evidence suggests that the involvement of women peacekeepers has enhanced outreach and engagement in local populations, resulting in trust- building between the missions and the host populations. More efforts must be geared towards enhancing strategic communications to amplify women’s work and voices and increasing the deployment of women peacekeepers.”

“The recent spike in attacks against peacekeepers illustrates that their safety and security remains a major concern. Innovative ways must be explored to eliminate those fatalities, including by intensifying intelligence collection and early-warning capacities, as well as urging the sharing of information among military, police and civilian components. It is key to develop the ability to use strategic communications as a means to enhance the analysis of the complex conflict environment and mitigate unwarranted threats. Thirdly, we are heartened by the developments aimed at advancing the women and peace and security agenda in United Nations peacekeeping operations.”

“Continuous training should be provided to all troop- and police-contributing countries in order to ensure access to digital technologies and the acquisition of skills. Of paramount importance is the ability of the entire United Nations to communicate in unison to all relevant stakeholders in order to control the narrative about the roles and mandates of peacekeeping missions. Clear communication must be directed to host countries and local communities. Such an approach would assist in countering the misperceptions, misinformation, disinformation and fake news that negatively impact the integrity of peacekeeping missions and consequently endanger the safety and security of peacekeepers. Secondly, approximately 4,200 peacekeepers have lost their lives since the establishment of the first United Nations peacekeeping mission, in 1948.”

“South Africa would therefore like to highlight four issues that are germane to strategic communications: the use of digital technologies in peacekeeping, the safety and security of peacekeepers, the advancement of the women and peace and security agenda, and partnerships. First, effective strategic communications are inextricably linked to United Nations efforts aimed at inclusive digital transformation. The continued reform of peacekeeping operations should take into account evolving digital technologies and their potential use for advancing United Nations peacekeeping mandates. Suitable technologies, complemented by capable personnel, should form an integral part of all phases of peacekeeping missions, including during transitions.”

“My delegation would like to express its appreciation to Brazil for convening today’s open debate on the key role of strategic communications for efficient peacekeeping. We would also like to thank all the briefers for their insightful interventions. Strategic communications in United Nations peacekeeping operations remain imperative for the effective implementation of the mandates of each United Nations mission and managing expectations about their activities. It goes without saying that each peacekeeping operation has a particular mandate based on the prevailing situation in the host country. In that context, strategic communications represent an important explanatory tool for the work of the United Nations, as well as one of the priorities of the Action for Peacekeeping Plus initiative.”

“The continued violations of the ceasefire and the increased tensions due to the presence of heavy weapons and their use, in violation of the Minsk agreements, are of serious concern. The ongoing tensions and conflict have negatively impacted the humanitarian situation on the ground. We call for the urgent de-escalation of tensions to allow for a situation that is conducive to the alleviation of the humanitarian crisis and the delivery of aid to those most in need. We also encourage the parties to refrain from actions that could be viewed as provocative and aimed at exacerbating tensions. Such actions place obstacles in the path of meaningful dialogue and may further impede a peaceful resolution of the situation in line with the Minsk agreements. Let me conclude by reiterating my country’s position on the need for compromise and dialogue.”

“The OSCE has also been successful in facilitating dialogue between the parties in seeking a resolution to the situation. In that regard, it is important that the OSCE Special Monitoring Mission to Ukraine be allowed unhindered access to monitor and verify compliance with the Minsk agreements, in line with its mandate. It remains necessary for all parties to fully implement all their respective commitments under the Minsk agreements. We must stress that the Minsk agreements, including the package of measures, provide the most promising road map for peace in the long term. It is clear from the briefings that we heard this afternoon that there remains an urgent need for the immediate cessation of hostilities in eastern Ukraine.”

“I thank Belgium for facilitating today’s discussion on the letter from the Russian Federation dated 13 April 2014 (S/2014/264). We would also like to thank the briefers for their informative briefings. Five years have passed since the signing of the Minsk agreements. While there have recently been some encouraging developments, such as the meetings of the Normandy Four, the full implementation of all the provisions of the agreements has yet to be realized. My delegation commends the Organization for Security and Cooperation in Europe (OSCE) for its efforts in Ukraine as it diligently executes its mandate in monitoring the implementation of the 2015 Minsk agreements, endorsed by the Security Council in resolution 2202 (2015).”

We are of the firm view that it is imperative for the international community, through the United Nations, the AU, ECCAS and international partners, to continue to maintain solidarity with the people of the Central African Republic and provide it with the political, financial and other support it needs to ensure that there is no reversal of the gains made so far. “South Africa supports MINUSCA's continued presence in the country and underscores the importance of strengthening the Mission's resources so that it can discharge its mandate effectively. The prevailing situation in the Central African Republic provides the United Nations with a significant opportunity to align and synchronize its peacekeeping with the peacebuilding activities of the European External Action Service peacebuilding activities. In that regard, there should be greater involvement and prioritization of development and recovery activities on the part of the Central African Republic configuration of the Peacebuilding Commission. “We call on all signatories to refrain from acts thatjeopardize the spirit and letter of the political agreement and to commit to the political process as a whole. Continued cooperation and coordination between the AU, ECCAS, the United Nations, the European Union and all other bilateral and multilateral partners within the International Support Group of the Central African Republic remain important for the country's security and development. “South Africa notes that the military confrontations that characterized the peak of the transhumance period in late 2018 subsided during the period under review. However, some armed groups continued activities that violate the provisions of the political agreement, including attacks on civilians, peacekeepers, United Nations personnel and humanitarian workers, and that continues to be a concern for my delegation. We commend the efforts of MINUSCA and the Central African Armed Forces in addressing the threat posed by those groups, which have improved the security situation in some areas. We also recognize the role of women as essential agents of peace in the broader nationwide reconciliation efforts.”

“We are also encouraged by the progress registered within the inter-ministerial committee for the follow-up of the sanctions regime in the Central African Republic, whereby the Government has elaborated a work plan for monitoring and following up the implementation of the benchmarks, demonstrating its political will with regard to progressively easing the sanctions regime. It is our considered view that if fully implemented, the political agreement will assist the Government of the Central African Republic in focusing on its quest for economic and social recovery by addressing the existing gaps in the State's authority and, most fundamentally, the capacity of the security sector to protect the people of the Central African Republic, the country and its borders.”

“We reject any external interference or attempts by anyone to fight their own regional issues by using Africa as a playing field at the expense of African lives. We are encouraged by the national efforts aimed at promoting peace, including the adoption of the electoral code establishing the legal framework for the elections in 2020 and 2021, the signing of a peace deal in Bria by six armed groups and the creation of 26 peace and reconciliation committees in various prefectures.”

“At the outset, we reiterate our support for the Political Agreement for Peace and Reconciliation in the Central African Republic and welcome the progress that has been registered since its signing four months ago. We fully support the African Initiative for Peace and Reconciliation in the Central African Republic, especially the role played by the African Union (AU) and the Economic Community of Central African States (ECCAS). In that regard, South Africa commends the cooperation between Ambassador Mr. Sma'i'l Chergui, the African Union Commissioner for Peace and Security, Special Representative Ndiaye and Ambassador Adolphe Nahayo of ECCAS on initiating consultations among the signatories to the political agreement in order to resolve the political stalemate and avert the nascent political agreement's potential collapse.”

“Of particular importance to South Africa is the role of women in peace and security. That is another area that was stressed by the AU-EU-United Nations meeting, with reference to initiatives to support women's equal and meaningful participation, including leadership in political and peace processes at all levels and in peacekeeping and peacebuilding activities. South Africa also appreciates the focus of the European Union on women and peace and security. Too often, women and peace and security issues are treated as soft issues. However, they are an integral part of the peace and security agenda. Mainstreaming the women and peace and security agenda into broader peace and security perspectives will have a positive impact on peacekeeping and peacebuilding and on post-conflict reconstruction and development.”

“At the third African Union-European Union-United Nations trilateral meeting, the joint communique stated that the parties to the trilateral cooperation arrangement intended to increase their coordination and cooperation at the political, economic and operational levels on a range of issues, including in the areas of peace and security, in particular on conflict prevention and mediation, as well as on implementing the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union (AU). “South Africa calls on all parties to protect Afghan women, children and those that have been displaced from attacks and particularly from sexual and gender- based violence. We also wish to condemn the unlawful recruitment and use of children by armed forces and call for the protection, release and reintegration of all children associated with armed forces and armed groups. We also wish to express our deep concern about the growing links between drug production and trafficking in Afghanistan and terrorism. We strongly condemnthe violent and terrorist attacks in the country, including attacks using improvised explosive devices, suicide attacks and assassinations. This could weaken the progress made by the Afghan authorities and the parties and stakeholders involved in bringing about peace and stability in Afghanistan.”

“The recent escalating levels of violence in Afghanistan, particularly the indiscriminate attacks against civilians, remain of concern. The continued violence could undermine the progress that has been made in the security and political environments, especially in the lead-up to the elections. This could also exacerbate the already serious humanitarian situation, which would leave many with the choice of migrating or turning to acts of violence in their communities. The human cost of conflict further weakens the society in which it takes place and has devastating effects on the most vulnerable groups, in particular children, women, people living with disabilities and the elderly. Their hopes for a secure future deteriorate with each day that passes and we do not act effectively in their interest.”
