“After the first regional workshop, held in Senegal at the end of September 2007, for West and Central African States, and a second one, held in Botswana at the end of 2007, for the Southern African States, the third subregional workshop for the Northern and Eastern African States is taking place in Kenya, from 11 to 13 November 2008. All three events are organized in cooperation with the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime (UNODC). The workshops have provided an opportunity for the three expert groups to enhance Member States' understanding of the differing mandates and roles of the three Committees and interact directly with the officials in charge of implementing the measures outlined in the respective resolutions. That common strategy is also being considered for other regions.”

“My delegation recognizes the efforts of the Government of the Sudan with respect to the situation of children, but we cannot fail to mention our concern at knowing that there are still many child prisoners, a number of whom have been condemned to death. My delegation regrets that, as the Secretary- General's report informs us, senior Sudanese officials have warned of possible grave consequences for UNMIS should an indictment against President Al-Bashir be handed down. In that connection, Costa Rica would like to recall that the Government of the Sudan must respect the independence of the judicial process and assist UNMIS in carrying out its mandate.”

As everyone knows, that is a View that my country supports, and it is on precisely that issue that we are convening the high-level Security Council event on 19 November. “In that connection, we hope to receive further information once the needs assessment mission has been carried out. Concerning the issue of Abyei, my delegation notes with satisfaction the news about the progress made in redeploying the forces that were in Abyei. However, it is important that the parties permit the report on Abyei to be finalized by the Ceasefire Joint Monitoring Commission so that measures can quickly be taken against those responsible for acts of violence and looting, in accordance with the conclusions set out in the report. We agree with the Secretary-General that it is important that disarmament, demobilization and reintegration programmes be successfully implemented as a confidence-building measure.”

“I shall now make a statement in my capacity as representative of Costa Rica. I should like to begin by thanking Assistant Secretary-General Mulet for his briefing. Although it is still necessary to move forward in implementing the Comprehensive Peace Agreement in the Sudan, particularly with regard to holding elections and a referendum and defining the terms for the distribution of oil revenues, my delegation welcomes the information about the progress made in implementing the Agreement. With regard to the elections, we are pleased at the news that the Government of Southern Sudan has formally requested United Nations electoral assistance. We believe that this is an opportunity for the Organization to play an important role in helping the Southern Sudan authorities to ensure that the elections are free and fair.”

“The Charter of the United Nations deserves respect and attention, and the international community deserves the peace of mind of knowing that the countries that participate responsibly in the Organization are seriously trying to build a better world. That is why we believe that we must now appeal once again to Eritrea and to Djibouti to commit themselves, in addressing their differences, to resolving them by engaging in dialogue, adhering to international law and fully using the peaceful mechanisms at their disposal. The Council should play an important role in facilitating such a course of action. It is only by implementing mechanisms for peaceful dispute settlement involving both diplomatic and legal considerations and participation by regional organizations that we will be able to ensure a lasting solution to the conflict.”

“My delegation is concerned at Eritrea's lack of willingness to establish a dialogue with Djibouti in order to find a peaceful solution to their differences, despite the many calls made by the international community, including the African Union, the Arab League and the Council itself. On the other hand, we recognize the actions carried out by Djibouti. We believe that the position taken by Eritrea in its dispute with Djibouti reflects serious disregard of its obligations and a disturbing lack of respect for international law that threatens international peace and security. Costa Rica is convinced that compliance with the provisions of the Council is not an obligation only for countries that believe them to be in keeping with their national interests and intentions.”

It is quite clear that the success of the Commission's efforts will depend on the support that it provides to post-conflict countries in the area of sustainable development.
