“Such interference by foreign Powers constitutes a clear violation of the principles of sovereignty, territorial integrity and political independence, as they apply to Syria. The countenancing of diplomatic recognition by the United Nations of irregular groups acting independently of the Syrian State and using violence and terrorism to achieve their political aims is a undesirable precedent for international law. “The Bolivarian Government believes that Syria must be respected. The only way to settle the conflict in that country is through political dialogue between the Syrian authorities and the opposition - an agreement among the Syrians themselves. We support the efforts of the Joint Special Representative of the United Nations and the League of Arab States to Syria, Ambassador Lakhdar Brahimi, and we express our concern over the effort to diminish or manipulate the importance of mediation and dialogue as the ways par excellence to achieve peace, while irresponsibly promoting war in order to dismember a sovereign State. Venezuela deplores the fact that arms are being supplied from outside to groups involved in terrorist activities that refuse to take part in any political dialogue.”

“Those who have committed crimes covered by the Rome Statute of the International Criminal Court must pay for their crimes. Our delegation stresses the importance of the special meeting of the United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People, held on 17 and 18 April in Caracas. At that meeting, the Minister for Foreign Affairs of the State of Palestine, Mr. Riad Malki, denounced the apartheid being practiced in the occupied Palestinian territories through an inhumane and infamous separation with zones, facilities, roads, transport and permits only for Israelis. It is scandalous that Palestinians require special permits to enter and move within their own territory. Venezuela endorses these demands of the Palestinian Minister for Foreign Affairs.”

“The occupying Power is attempting to change the cultural and historical identity of the Palestinian people, thereby compromising its territorial integrity and self-determination. The Venezuelan people admire the endurance of the Palestinian people and support the right of Palestine to be a full Member of the United Nations, in accordance with the provisions of its founding Charter. We demand that Israel withdraw to its pre-1967 borders in accordance with resolution 242 (1967). We endorse the right of the Palestinians to have East Jerusalem as their capital. We insist that the Palestinian refugees enjoy their right to return to their homeland. We demand the release of Palestinian prisoners, and an end to the occupation of the Syrian Golan.”

“The principles of the Charter of the United Nations and international humanitarian law, particularly the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, are ignored by Israel. It is undeniable that those who, by act or omission, support such policies bear their share of responsibility for the situation. Following the adoption in the General Assembly of resolution 67/ 19, granting the status of non-member observer State at the United Nations, the occupying Power withheld legitimate Palestinian tax revenues and defiantly asserted that it would continue to build its illegal settlements in order to make a State of Palestine unviable.”

“Arbitrary arrests, harassment and intimidation are the order of the day. The construction of illegal settlements in the occupied Palestinian territories and the criminal blockade against the people of Gaza continue. UNICEF estimates that each year, about 700 Palestinian children aged 12 to 17 are arrested, interrogated and detained by Israel's army, police and security agents. Over the past decade, about 7,000 cases of cruel, inhumane and degrading treatment in the Israeli prison system have been corroborated. Since 1947, the State of Israel has failed systematically to implement the relevant resolutions of the United Nations advocating a two- State solution, shirking its obligations under the Charter of the United Nations.”

“They sponsor the fragmentation of national States, fueling ethnic, religious and cultural differences while seeking to impose political models that are alien to the realities of countries that have their own historical traditions. They foster mercenary activities and spread terrorism in order to change the political and legal structures of countries and steal their wealth. The mass media organizations present these terrorists as redeemers seeking independence and democracy. That interventionist logic disrupts peace and stability in the Middle East. Venezuela is concerned about the warmongering actions of Israel, the occupying Power, against the Palestinian people, which systematically violates the human rights of that heroic people. “The Bolivarian Republic of Venezuela endorses the statement delivered by Mr. Mohammad Khazaee, Permanent Representative of the Islamic Republic of Iran, on behalf of the Non-Aligned Movement. Helping to build a just, comprehensive and lasting peace in the Middle East is one of the main challenges of the United Nations. The lack of respect for the territorial integrity, sovereignty and self-determination of the countries of the South have been recurrent practices of colonialists and imperialists in times past. Even today, those practices are still used to retain their already questionable hegemony. Now they are turning to new notions to disguise their purposes while relying on the most advanced technologies of the military, killing innocent civilians, including women, children and the elderly.”

“Posada Carriles admitted in an interview on CNN in Spanish to being a CIA agent and boasted of having carried out numerous political assassinations in several Latin American countries. Like him, other terrorists live freely in that country, including Raul Diaz Peria, Jose Antonio Colina and German Rodolfo Varela, who were sentenced to prison in Venezuela for the 2003 bombing of the Spanish and Colombian consulates in Caracas. While self- confessed, convicted terrorists are protected, five innocent Cubans, who themselves worked in the fight against terrorism, remain detained in United States prisons.”

“In the name of the fight against terrorism Afghanistan and Iraq were invaded, thousands of innocent people have been murdered and State terrorism has been promoted. Ten years after the terrible events of 11 September, the world is not a safer place. “The United Nations thus assumed the commitment to fighting terrorism within the framework of multilateralism and international cooperation based on respect for the self- determination and sovereignty of peoples and non-interference in the internal affairs of States. It was a fight against terrorism within the framework of the United Nations Charter and international law. The events of 11 September 2001 also served as a pretext for unilateralist, imperialist and aggressive actions against sovereign countries. “Mr. Valero Briceflo (Bolivarian Republic of Venezuela) (spoke in Spanish): We appreciate the reports of the Chairmen of the Committees established pursuant to resolution 1373 (2001), 1540 (2004) and 1267 (1999), which are useful for Member States. The fateful events of 11 September 2001 shocked the world. All States Members of the United Nations firmly condemned the scourge of terrorism. The Security Council adopted resolutions 1373 (2001) and 1624 (2005), in which it urged States not to give refuge to terrorists and not to resort to political motivations for refusing requests for extradition.”

“That is why President Hugo Chavez Frias has always offered his assistance to achieve peace in this neighbouring country. Plan Colombia has failed. Drug trafficking has increased its influence in Colombia and has cornered major levels of the Colombian State and its institutions. If our Central American brothers, who lived through bloody armed conflicts, were able to achieve peace, how is it that the people of Colombia continue to suffer under this painful military confrontation? The answer is very simple. Central Americans opted for dialogue and political negotiations as a means of reaching peace. The Colombian Government, however, persists in waging war. That Government would rather give up its sovereignty than accept that there is an internal armed conflict in their country that is causing horrific displacements of human beings.”

“At the UNASUR summit held in Bariloche, Argentina, on 28 August 2009, heads of State stated that, "The presence of foreign military forces cannot, with the means and resources dedicated to their stated objectives, threaten the sovereignty and integrity of any South American nation and therefore peace and security in the region." This is also cause for concern in the United States, as evidenced by the letter dated 28 July 2009 that Senators Patrick Leahy and Christopher Dodd sent to Secretary of State Hillary Clinton. Venezuela and Colombia were born at the same moment in the history of the Americas, after the battles of Boyaca and Carabobo, under the leadership of our liberator, Simon Bolivar. “The United States military presence in Colombia claims to be justified by the fight against drug trafficking and terrorism. However, the former President of Colombia, Mr. Ernesto Samper Pizarro, claims that "these bases are not to combat terrorism and drug trafficking in Colombia". With regard to the C-17, P-3 Orion and AWAT aircraft that the United States Government will transport to its military bases in Colombia, President Samper said, "My God! This is a carrier for electronic surveillance for the hemisphere. That is what not only Venezuela but also Brazil and the countries of the Union of South American Nations (UNASUR) fear, with reason." The South American Governments have expressed concern about the establishment of United States bases in Colombia.”

“These military bases will turn Colombia, as stated by Commander Fidel Castro, into an overseas territory. An official document of the United States Air Force from May 2009 states that the Palenquero base, one of the seven military bases that will be installed in Colombia, will help with the task of mobility by ensuring access to the entire continent of South America, with the exception of Cape Horn, if fuel is available, and over half of the continent without having to refuel. Venezuela would like to state here the danger that this expansionist plan of the United States Government represents, which aims to transform Colombia into an enclave for political, economic, cultural and military domination over the entire continent.”

“The establishment of United States military bases in Colombia threatens peace in the region and extends the Colombian diaspora into many countries, in particular neighbouring countries. The establishment of these military bases cannot be separated from the impact that they will have in terms of increasing the number of refugees and displaced persons. The countries of our region, despite our differences, live in peace, a peace that has only been interrupted in recent years, when Colombian military forces invaded Ecuador. That invasion was categorically condemned by the twentieth Summit of Heads of State and Government of the Rio Group, held in Santo Domingo, Dominican Republic, on 6 and 7 March 2008.”

“A significant number of the 4 million Colombian men, women and children in Venezuela have fled violence in their country. According to the "2008 Global Trends" report of the Office of the United Nations High Commissioner for Refugees (UNHCR), Colombia has more than 3 million internally displaced persons and "continues to have one of the largest IDP populations in the world". The Government of Venezuela therefore signed, on 18 January 2008, an agreement with UNHCR to provide microcredit to Colombian refugees who are in our country, benefiting more than 200,000 people. Colombians coming to Venezuela are offered all of these Government social programmes free of charge.”

“Since today we are discussing the protection of civilians in armed conflict, the Bolivarian Government would like to take this opportunity not only to refer to the subject at hand, but also to the installation of seven foreign military bases in Colombia and its implications for the protection of civilians and peace and security in our region.
