3. “It is imperative, in the immediate term, that the leaders of both sides show real signs of genuine commitment and political will, replacing unilateral actions that undermine the trust required with genuine signs of compromise. We refer specifically to the noted intensification of settlement, demolition and eviction practices in occupied Palestinian territories, which specifically undermine the two-State solution and violate the provisions of the Council pursuant to resolution 2334 (2016). Those illegal practices must cease. We also believe it essential to condemn hate speech, anti-Semitism and discrimination in all its forms. In any society, ethnic, cultural and religious diversity must be seen as an asset and never as a threat.”

4. “That dynamic, together with the Council's inaction and the passivity of certain key actors, has negative repercussions in an environment that is already highly volatile. Putting an end to that serious situation is a major undertaking but it is urgent. In these difficult circumstances, we wish to reaffirm our commitment to the only solution that we believe to be viable and consistent with international law: that of two States with internationally recognized and secure borders, to be negotiated directly between Israel and Palestine on the basis of the borders in force until 1967, which should also lead to the resolution of the final status of Jerusalem.”

Peru is deeply concerned about the increasing deterioration of the political and humanitarian conditions underpinning the Palestinian issue. The situation is unsustainable and destabilizing for the Middle East and for the international community. We must continue to condemn the ongoing indiscriminate attacks against civilians by Hamas and other radical Palestinian actors, as Ms. Raemer apprised us, as well as the disproportionate Israeli responses. International law and human rights are openly flouted, creating a climate of impunity that exacerbates the conflict.”

8. “Notwithstanding, we note with concern the persistence of a dynamic of insecurity and instability in the area, including incidents of intercommunal Violence, the exacerbation of political tensions and repression, extremism, the activities of armed groups, the deterioration of the humanitarian situation and human rights violations, especially, as was noted earlier, in the north-western part of Cameroon. We believe that the urgency of attending to those problems requires regional organizations to play a constructive and complementary role. We encourage the timely strengthening of the cooperation that UNOCA enjoys with the United Nations Office for West Africa and the Sahel, given the positive impact it can have on combating terrorist organizations such as the Boko Haram and armed groups like the Lord's Resistance Army.”

We specifically welcome its significant contributions to the resumption of the joint commission between the Central African Republic and the Congo, the implementation of the national dialogue processes by the Governments of Cameroon and the Congo, and the relaunch of the national framework for political dialogue in Chad.”

10. “But we underscore that under no circumstances can the fight against terrorism be used as an excuse to violate human rights and international humanitarian law, especially when, as in the case of Idlib, the lives of millions of children are at stake. We also encourage the United Nations and other humanitarian actors to continue to provide relief and hope to the hundreds of thousands of internally displaced persons - 270,000 in May alone - who are in very precarious conditions in areas near the border with Turkey. I would like to conclude by reaffirming Peru's full commitment to the sovereignty, territorial integrity and unity of Syria. In that sense, any detente or other arrangements, as well as the presence of foreign forces, should always be of a temporary nature and should not lead to a de facto partition of the country.”

11. “We are alarmed that this situation will further exacerbate the extreme vulnerability of the population in the area, while at the same time increasing tensions in the region, particularly after the attacks on Turkish observation posts in the vicinity of Idlib. Given that delicate panorama, we stress that the duty of the international community is to prevent north-western Syria from becoming the site of a new humanitarian tragedy. We therefore urge the Syrian Government and all the actors in the conflict to prevent a further deterioration of the situation, which essentially means preserving the ceasefire agreed by Turkey and Russia last September. We reaffirm our strongest condemnation of all terrorist acts and their perpetrators.”

We regret in particular the recurrence and magnitude of violence in the north- western part of the country, which is due to terrorist- organization control of the area and military responses that tend not to distinguish between combatants and civilians.”
